Pathology West - Proposed Restructure
Dear Member, NSW Health Pathology has now written to the HSU formally advising us of its proposal to restructure Pathology West and seeking consultation with the union. The HSU threatened last week to file a dispute in the Industrial Relations Commission as a result of the announcement of the restructure and planned redundancies and of the failure of NSW Health Pathology to consult on its proposals. NSW Health Pathology has now undertaken to consult with us prior to any decision to seek expressions of interest in voluntary redundancy or to declare staff excess. It is expected that the consultation process will commence early September and we have been provided with the following documents:
• Organisational chart • Document detailing the rationale for the proposal • Question and answer document • Position descriptions for:
o Supervising Scientist – Bathurst; o Supervising Scientist- Blue Mountains; o Supervising Scientist-Broken Hill; o Supervising Scientist-Deniliquin; o Supervising Scientist- Moruya; o Supervising Scientist-Tumut; o Laboratory Manager – Goulburn, Bega; and o Laboratory Manager- Nepean, Orange, Dubbo, Wagga Wagga,
Griffith.
Note: We are advised that there is distinction between the PDs for the Laboratory Managers for Category G laboratories (where pathologists are based) and Laboratory Managers for Category B laboratories – Bega & Goulburn – which are not as complex as Category G laboratories. Your organiser will be liaising with your local delegate(s) to organise a site meeting to discuss the proposal and seek members’ feedback. We urge all members to attend. Q: Why is Pathology West making organisational changes?
Every organisation – public or private – needs to look at its operations from time to time and
take steps to ensure it’s working as effectively and efficiently as possible.
Over the past few months we have analysed our services, workflows, technology
advancements, and costs.
Several external and internal assessments have also identified a range of things Pathology
West can do differently to improve operations and overall efficiency.
These changes will not diminish the level of service we provide to the local health districts
we work with.
They also will not affect our ability to deliver quality, accurate results which patients and
their clinical teams rely on. That is something we will not compromise.
Q: What types of changes is Pathology West making?
They range from changing the location of where some test occur, to simplifying our
management structure, changing operating hours of some sites, re-aligning some roles,
putting stronger financial processes and controls in place, and adjusting the overall size of
our workforce to reflect the range of new technologies that have come on board.
Q: What’s the rationale for making such changes?
We continue to invest in new instrumentation to boost through-put and turn-around times
across our labs. In some cases, this means we need to adjust our staffing levels. For example
new chemistry, coagulation and haematology instrumentation across all of our labs means
we can deliver quality results more efficiently.
We’re also changing where some tests occur to make sure each test is done in the best
location. By doing so, we can deliver better turn-around, improved reliability, greater
standardisation and can match volume to capacity.
Q. Has Pathology West’s budget been cut? Is that why you’re making these changes?
No. This is about better managing our costs, delivering efficiencies where ever we can, and
ensuring we are sustainable and competitive well into the future.

Q: Will the changes affect people’s jobs?
In some cases, yes. We have reviewed our workforce structure from the executive level to
the lab level and will make some staffing changes.
We’ve identified some positions that are no longer needed given new instrumentation or
changes in where test are physically done. Other positions will be reclassified to provide
more consistency and equity across our sites.
Q: How many positions will be affected?
At this stage we anticipate less than 4% of Pathology West’s workforce will be affected in
some way – either through reclassifications of roles or potential redundancies.
The final outcomes won’t be known until direct consultations with staff are complete.
Affected staff will be encouraged to consider applying for any vacant role for which they
might be appropriately qualified.
The decision to embark on redundancies and role changes has not been an easy one. We
have spent a lot of time analysing our services, workflows, technology advancements, and
costs before coming to this point.
Q: Will more jobs be affected after these initial changes?
We will continue to review our operations after these changes to ensure we are managing
our services, costs and workforce in the best way possible.
We’re also always looking at opportunities to upgrade technologies and instrumentation,
which can impact workflows and overall staffing levels.
It’s important to understand that while some of the changes we’re taking now are directly
related to independent reviews of specific facilities, similar reviews of other sites are still
pending.
So yes, there could be additional changes down the track, but we will wait to see what the
findings from those reviews are before making any decisions about the future.
If further measures are needed, we will let affected staff know directly and consult with
relevant industrial associations.
Q: Will the structural and operational changes affect people’s jobs?

Pathology West does have a number of vacancies and we encourage any affected employee
to consider applying for a vacant role for which you might be appropriately qualified. In the
event that we are not able to re-deploy you to another role, you will be eligible for a
redundancy package in line with NSW Health Policy Directive PD2012_021 Managing Excess
Staff of the NSW Health Service.
Q. What if other staff request a voluntary redundancy?
Pathology West is not seeking general expressions of interest for voluntary redundancies
across the organisation.
We are focusing on specific types of positions based on things like the impacts of new
instrumentation and technology, changes in where test are physically done, etc.
If non-affected employees want to seek a voluntary redundancy, Pathology West will
consider requests on a case by case basis, but there is no guarantee VR’s will be available.

Q&A: What do changes in Pathology West mean for me?
Q. What support will be available to staff?
Over the next several weeks senior leaders from Pathology West will be visiting labs and
talking directly with employees likely to be affected by changes to specific positions.
We understand that any change can be difficult, and we’ll work with staff to make the
process as smooth as possible and provide support along the way.
Staff can also access the Employee Assistance Program (EAP) on 1800 81 87 28.
Q: What are the Voluntary Redundancy payments?
Where staff members accept voluntary redundancy, they are entitled to the following payments:
Four weeks’ notice or payment in lieu, plus
For staff members aged 45 years and over with five or more years of completed service, an additional one week’s notice or payment in lieu, plus

PRIMARY OBJECTIVES The Supervising Scientist is responsible to the Laboratory Manager, Central West Sector, Pathology West for the line management of the team in Bathurst Laboratory, including Human Resources, WH&S, QC/QA, and financial performance. PRIMARY OBJECTIVES The Supervising Scientist is responsible to the Laboratory Manager South East Sector - Bega for the line management of the team in Moruya Laboratory, including Human Resources, WH&S, QC/QA, and financial performance. This role encompasses the co-ordination of daily activities, supervision of laboratory staff, administrative management and staff rostering at the site. PRIMARY OBJECTIVES
The Laboratory Manager is responsible for the line management of scientific, technical and support staff and all testing and testing related activities and logistics for the Pathology West Sub Sector. Primary activities include, but are not limited to, oversight of the quality, cost and operational integrity of the sub sector; regulatory compliance and accreditation of laboratory services in the sub sector; effective laboratory support for human resource management; and business management and making optimal use of resources. The position includes having a strong focus on financial responsibilities for the sub sector including budget performance for the Sector. The Laboratory Manager provides leadership to encourage practices and objectives that will provide an employee-oriented, high performance culture that emphasises empowerment, quality, productivity and standards and the recruitment and ongoing development of an effective workforce. Pathology West (PW) The Pathology West is a highly complex Clinical Business Unit hosted by NSW Health Pathology. It delivers clinical pathology, diagnostic testing, public health laboratory services, across six Local Health Districts. PW is also a reference centre receiving a large range of samples from other laboratories across Australia. Pathology West is grouped into geographically based service sectors. 1. REPORTING RELATIONSHIPS

BRIEF SUMMARY OF DUTIES
Responsible for the administration of the Pathology West sub sector including budget planning and monitoring; staff recruitment, selection and training; organisation of rosters and staff rotations; methods development and review.
Responsible for the implementation and management of laboratory accreditation and quality assurance programs in accordance with NATA/RCPA Medical Testing and National Pathology Accreditation Advisory Guidelines.
Responsible for the implementation of ISO 15189: 2009 quality standards throughout the sub sector. To assist the Pathology West Quality Manager to ensure that the laboratories within the sub sector and the Pathology West quality system always comply with current quality standards: ISO 15189 & 17025.
Responsible for the management of allocated goods and services budget, ensuring that all procurement processes comply with NSW Government ethical and purchasing guidelines.
Responsible for the management of laboratory equipment such as maintenance of an equipment inventory database and ensuring that equipment is properly maintained and replaced in a cost effective manner.
To work closely with the Pathology West Safety Manager and Pathology West and/or LHD WH & Safety Committee to ensure the overall safety of staff and visitors within the facilities and to ensure that infectious material transferred from the facilities do not pose a public health risk to the community.

MAJOR ACCOUNTABILITIES
Operations Management
Organisation and supervision of the sub sector including general supervision, resource allocation and general supervision to ensure that the Category B laboratories are operating efficiently and that all required laboratory activities are performed.
To inform the Supervising Pathologist/Operations Manager/Chief Operating Officer/Network Director immediately of any issues that are of sufficient importance to require immediate executive action.
Responsible to work with the Clinical Director, Supervising Pathologist & other senior staff to develop operational policies & procedures to continually improve performance.
Respond effectively to customer complaints & implement remedial action to resolve issues & prevent future recurrences.
Co-ordinate allocation of resources to each Laboratory and sub section to facilitate training and leave commitments.
Assist with troubleshooting and provide advice on any aspect of service delivery in relation to the scientific/technical operation of the section or discipline.

Human Resource Management
Coordinate and manage the recruitment of new and replacement technical, scientific and support staff.

Authorise roster changes where the overall level of staffing in the laboratory does not change and changes are made between equally experienced staff and authorising shift cover where unexpected shortfalls in staffing levels occur out of hours.
Provide leadership and motivation for all staff to excel in their duties. Work in close collaboration with the PW WH&S manager to ensure the overall safety of staff and
visitors to laboratories and sites within the sector. The monitoring and evaluation of scientific, technical and support staff team members using
Performance Management processes. Ensure that the sector adopts a participative management system which will allow staff to make
significant contributions towards overall improvements in quality and customer service. Manage and ensure that as part of the staff development program, staff performance reviews of
each staff member are conducted on a regular basis by each of the section managers. Line management responsibility for all scientific staff and technical staff in the sub sector for HR

PRIMARY OBJECTIVES
The Laboratory Manager is responsible for the line management of scientific, technical and support staff and all testing and testing related activities and logistics for the Pathology West Sector. Primary activities include, but are not limited to, oversight of the quality, cost and operational integrity of the sector; regulatory compliance and accreditation of laboratory services in the sector; effective human resource management; and business management and making optimal use of resources. The position includes having a strong focus on financial responsibilities for the sector including budget performance for the Sector. Pathology West (PW) The Pathology West is a highly complex Clinical Business Unit hosted by NSW Health Pathology. It delivers clinical pathology, diagnostic testing, public health laboratory services, across six Local Health Districts. PW is also a reference centre receiving a large range of samples from other laboratories across Australia. Pathology West is grouped into geographically based service sectors. 1. Institute of Clinical Pathology and Medical Research (ICPMR) and Western Sydney Sector
operating at the Westmead Hospital Campus, which includes Auburn, Blacktown, and Mt Druitt/ 2. Central West Sector operating at Bathurst, Cowra, Forbes and Orange Hospitals 3. REPORTING RELATIONSHIPS
This position reports directly to the Operations Manager, Pathology West.
BRIEF SUMMARY OF DUTIES
Responsible for the administration of the Pathology West sector including budget planning and monitoring; staff recruitment, selection and training; organisation of rosters and staff rotations; methods development and review.
Responsible for the implementation and management of laboratory accreditation and quality assurance programs in accordance with NATA/RCPA Medical Testing and National Pathology Accreditation Advisory Guidelines.
Responsible for the implementation of ISO 15189: 2009 quality standards throughout the sector. To assist the Pathology West Quality Manager to ensure that the laboratories within their sector and the Pathology West quality system always comply with current quality standards: ISO 15189 & 17025.
Responsible for the management of allocated goods and services budget, ensuring that all procurement processes comply with NSW Government ethical and purchasing guidelines.
Responsible for the management of laboratory equipment such as maintenance of an equipment inventory database and ensuring that equipment is properly maintained and replaced in a cost effective manner. The preparation and review of tenders before submission to the Pathology West executive and NSW Health Tenders Committee.
To work closely with the Pathology West Safety Manager and Pathology West and/or LHD WH & Safety Committee to ensure the overall safety of staff and visitors within the facilities and to

Represent the Sector on relevant Pathology West or hospital committees.
MAJOR ACCOUNTABILITIES
Operations Management
Organisation and supervision of the sector including general supervision, resource allocation and general supervision to ensure that the laboratories are operating efficiently and that all required laboratory activities are performed.
To inform the Clinical Director/Supervising Pathologist/Operations Manager/Chief Operating Officer/Network Director immediately of any issues that are of sufficient importance to require immediate executive action.
Responsible to work with the Clinical Director, Supervising Pathologist & other senior staff to develop operational policies & procedures to continually improve performance.
Respond effectively to customer complaints & implement remedial action to resolve issues & prevent future recurrences.
Co-ordinate allocation of resources to each Laboratory and sub section to facilitate training and leave commitments.
Assist in the formation and implementation of new policies, procedures and workflow for the sections.
Assist with troubleshooting and provide advice on any aspect of service delivery in relation to the scientific/technical operation of the section or discipline.

Human Resource Management
Coordinate rostering and leave of laboratory and support staff, to ensure that the agreed minimum staffing levels and appropriate staffing mix is maintained.
Supervise support staff within the sector. Coordinate and manage the recruitment of new and replacement technical, scientific and support
staff. Daily supervision and management of direct reports (including performance review, HR issues
resolution, WH&S). Authorise roster changes where the overall level of staffing in the laboratory does not change and
changes are made between equally experienced staff and authorising shift cover where unexpected shortfalls in staffing levels occur out of hours.

Provide leadership and motivation for all staff to excel in their duties. Work in close collaboration with the PW WH&S manager to ensure the overall safety of staff and
visitors to laboratories and sites within the sector. The monitoring and evaluation of scientific, technical and support staff team members using
Performance Management processes. Ensure that the sector adopts a participative management system which will allow staff to make
significant contributions towards overall improvements in quality and customer service. Manage and ensure that as part of the staff development program, staff performance reviews of
each staff member are conducted on a regular basis by each of the section managers. Line management responsibility for all scientific, technical and support staff in the
Department/Section for HR issues including HR resolution. Maintain timesheets and associated work attendance records, including ProAct and to provide staff
with relevant information in relation to their leave and salary entitlements (using the Supero Workforce database or StaffLink).

information on policies and procedures. Interviewing company representatives regarding product and technology updates. Visit LHD managers and clinicians for feedback on the provision of service for the purpose of

Training
To encourage staff to grow and develop both professionally and personally. Co-ordinate development and implementation of skills based targeted training programs. Ensure that staff training and competence assessments are implemented and reviewed in each

Quality Management
To ensure that the sector operates in accordance with organisational, LHD, NSW Health Pathology and NSW Ministry of Health policies and procedures.
To assist the PW Quality Manager to ensure that the sector operates in accordance with Statutory and clinical standards including QC, NATA, ISO Quality Accreditation Standards, Australian Standards and action is initiated where required.
Ensures that laboratory operates in accordance with the Pathology West Quality System. Ensure the implementation of the quality system at the site level, including audits. Implement and monitor laboratory operations audits in conjunction with laboratory managers.

Quality Improvement Activities
Assist with the development and implementation of policies and workflows to streamline business processes.
Resolve discipline specific issues and problems in consultation with the relevant staff. Implement quality improvement initiatives. To notify discipline SHS of any quality issues. To conduct regular reviews of internal and external measures of quality performance e.g. TAT and

Responsible for the co-ordination and management of expenditure within budgetary allocation in the sector.
Review and report on budget and financial performance of the sector, in relation to overall financial position, to ensure that it is maintained within budgetary constraints.
Assist the Operations Manager and the Chief Financial Officer with the annual budget planning, implementation and review for the laboratories and support services within the sector.
To identify revenue strategies and opportunities. Contribute to the development of delivery strategies to ensure that the operational unit meets or
exceeds its revenue budget targets. Monitor activity and expenditure on a monthly basis against approved PW business plans.
Provide a monthly departmental performance report to the Pathology West Executive Unit which includes financial expenditure, revenue, activity and FTE.
Actively audit Medicare billable and non-Medicare billable processes for all tests performed in laboratories within the sector.

FUNCTIONS OF SUBORDINATES Scientists in charge of a section/Senior Hospital Scientist, Hospital Scientists, Technical Officers and Technical Assistants - Primary role is to manage their allocated section and report to the Laboratory Manager. SELECTION CRITERIA
Selection criteria to perform the role:
Relevant Bachelors Degree in Science, Biomedical Science or Applied Science and preferable but

More than 5 years experience in a multidisciplinary Laboratory and a strong understanding of all aspects of the core business of pathology.
