Philippine Council for Industry & Energy Research & Development

The Philippine Council for Industry and Energy Research and Development (PCIERD) is one of the sectoral planning councils of the Department of Science and Technology (DOST).

It is mandated to serve as the central agency in the planning, monitoring and promotion of scientific and technological research for applications in the industry, energy, utilities and infrastructure sectors.

It has the authority to set and specify research and development (R&D) goals and priorities and rationalize the allocation of available resources for its delineated sectors.

“The State recognizes science and technology as an essential element for the attainment of national development and progress. To attain this objective, it is hereby declared the policy of the State to provide for a program of human resources development in science and technology to achieve and maintain the necessary reservoir of talent and manpower that will sustain its drive for total science and technology mastery. ”

PCIERD was created as part of the reorganized National Science and Technology Authority (NSTA) on 17 March 1982 through Executive Order no 784. Then, on 30 January 1987, President Corazon C. Aquino issued Executive Order No. 128 reorganizing NSTA into the Department of Science and Technology (DOST) to make it more effective and responsive to the scientific and technological needs of the country.

PCIERD  is composed of a Governing Council responsible for  policy  and  broad management  decisions with the Council Executive Staff as its implementing and support structure.

The DOST Secretary sits as Chairman of the GC. The members of the nine-man body include the undersecretaries of Trade and Industry, Transportation and Communications, Public Works  and Highways, four (4) representatives from the private sector  who  represent the industry  and  energy sectors, and the PCIERD Executive Director, who heads the Council Executive Staff.

Fostering Linkages with Private Institutions: Information Dissemination: Guidebook on the implementation of R&D,

Training Workshops: e.g. Local trainors on biodigester development for pig farms, were trained on practical tools and methods from design to construction to gas utilization

Grants-in-Aids: provides Grants-in-Aid for approved research proposals to develop processes, products, equipment prototypes, utilities and services with practical and commercial applications

Scholarship Grants: aims to uplift the quality of graduate engineering in the country thereby increasing the pool of engineers and scientists that are needed in the industrial, educational, and academic institutions.

For Scholarship Grants: 1. All applicants must secure admission from the graduate school and

simultaneously apply for the PCIERD scholarship in either of the following engineering accredited schools:      1.1 University of the Philippines Diliman (UPD)     1.2 De La Salle University (DLSU)2. Accomplished scholarship application forms may be submitted directly to the concerned accredited school or to PCIERD.

Upon admission to the graduate program and compliance with the admission requirements, applicants are required to submit their application for financial assistance to PCIERD. Applicants should submit the following requirements:

1. Letter of acceptance from accredited graduate schools; 2. Duly accomplished scholarship application form; 3. Health certificate and X-ray result; and 4. Certification from appropriate agencies of no criminal and/or administrative charges.
