THE APPLEFORD HüARD

Plates I-III

The Appleford Hoard although discovered in 1954 has not upto the present time been published in its entirety (1). Its particularinterest and significance lie in its metrological implications for thecoinage of the mid-fourth century A.D. sinee the find eonsists ofboth regular issues and imitations hoarded together in two vessels.The distinction between the two groups of coins Is chronological:coins minted before 330 were in one jar, while the later and smallerpieces were segregated in the other. The co-existence of imitationsand genuine coins in the same hoard is not unknown in the laterthird and fourth centuries but it was never cornmon and the factthat they were hoarded together suggests that the imitations couldcirculate concurrently with the regular issues. This theory is re­inforced by the close approximation in size and weight of the imi­tations produced after 335 with those of the regular issues (2).(See Table 5).

Although the hoard itself has long since been dispersed, a completecatalogue was made of its contents not long after its discovery byDr. Kraay and he has been good enough to allow me to rnake useof this MS. in the Ashmolean Museum, Oxford. In addition, anof the imitations and a substantial number of the genuine pieceswere acquired by the Ashmolean. This has made it possible toundertake sorne additional fresh metrological analysis. The weights

of sorne of the later issues of the mint of London were studied at thetime when the hoard was originally listed and these figures havebeen included below. AlI of the imitations have now been weighedand their diameters measured. Of the remaining pieces a sufficientnumber of the issues from Western mints had been retained by theAshmolean Museum to give a general indication of the weightstandard from 330-348. Several groups of genuine coins and imita­tions were analysed by X-ray fluorescence analysis, with the ideaof determining whether the a110y content of genuine pieces couldhe distinguished from that of the imitations.

Both the chronological and geographical distribution of the coinshave been studied. While the pattern demonstrated by the Apple­fard Hoard is compatible with that of British and Gallic hoards,the predominance of London among the coins from the years 295­325 (93.6%) is particularly striking e). Once the rnint had closed,ascendency passed to Trier (Table 1). The imitations understandablyenough show the sarne geographical and chronological pattern asthat of the regular issues and copies from Trier are predominant(Table 6).

The division of the hoard into two groups originally led ta thespeculation that there were two separate accumulations which hadbeen concealed at the same tirne. Recent metrological and metal­lurgical studies of the fourth century coinage suggest however thatthe separation of the coins into two different lots may have beenIinked with the reform of the coinage in 330 which included a reduc­tion of the already low silver content from c. 1.85 ta 1.00% and alowering of size and weight. (4) The nature of this division intolarger and smaller coins suggests that although the pieces circulatedconcurrently they may have been tariffed at different rates, i.e.it was weIl understood by the persan who hoarded the coins thatthe larger ones were worth more.

The hoard from Appleford (Berks.) was revealed during ploughingon 21 Dec. 1954. lt had been contained in two coarse pottery vesselswhich stood side by side a short distance below the earth's surface.It is somewhat surprising that in a field which had been ploughedfor many years the hoard had not been uncovered before ; in factthis must very nearly have happened on a number of occasions forthe rims of bath pots had been broken off and no trace of themremained. So far as could he observed the hoard was buried inundisturbed sail although a few potsherds were noted in other partsof the same field. Despite the fact that a few coins certainly remainedin private hands, the 5752 specimens listed represent virtually theentire hoard and there is no reason ta suppose that the missingcoins were significant.

Classification and chronology

Among the coins minted before 330 there were a few radiatesranging in date from the sole reign of Gallienus to Allectus (cat.nos. 1-16). The bulk of this group however is made up of coinsfrom the London mint (93.6%) particularly those produced after230 which comprise 89.9% of the total output. The remainingmints are sparsely represented in this period, for example only2% were minted at Trier.

The pattern of the coinage after 330 is more complex and ingeneral the volume seems to have increased steadily which is com­patible with a period of debasement and inflation (5). The mint ofTrier is clearly predominant although the issues of bath Lyons andArles are present in significant quantities. What is puzzling is therelative scarcity of coins datable to the period 330-335. In this,Appleford is uncharacteristic of hoards ofthîs period, which normal­ly demonstrate a different sort of pattern. Either they are composedof issues largely datable ta the 320s with relatively few from the330s or later, or the vast bulle fall in the years 330-348 with only afew coins of earlier date (G). The reason for this gap in the Appleford

Board remains conjectural but it could represent a period duringwhich coins were not accumulated after the reform of 330.

The latest coins are 5 examples of early FEL TEMP REPARATIOtypes introduced - according ta Kent - in 348. The earliest type(legionary and barbarian) is not present but the phoenix types were(cat. nos. 4394-4396). Of interest is the existence of an imitation(cat. no. 5752) which is an indication of how quickly copies couldhe put into circulation. The presence of the FEL TEIVIP coinsand their rarity supports the notion that the hoard was closedand most probably buried c, 348-350.

The introduction of the FEL TEMP pieces in 348 coincided withan upward reform of the bronze coinage. The silver content whichhad dropped ta c, 0.5% in the years 341-8 was raised ta c. 2.5%and the weight of the earliest pieces was increased from c. 1.5 gmta 5.4 gm (7). On metrological grounds then 348 marks a naturalterminating point for hoards. Another such breaking point occurredc. 316-318 and also coincided with a major monetary reform (8).Radiates and folles produced before 316-318 tend to be hoardedtogether but it is rare ta find post-reform pieces in the same ac­cumulation apart from the odd exception (9). Thus the Applefordhoard coins fall almost entirely in the years 318-348, a period whenpresumably despite recurring monetary reforms and debasement,the same basic system remained in force which meant that althoughcoins may have varied in size and weight they could he readilyexchanged for one another at an agreed tariff. Whether the defini­tive breaks in 316 and 348 demonstrated by the hoards reflect ademonetization of the earlier coinage is open to discussion but itis certainly a plausible explanation (10).

The coins have been catalogued in accordance with the sequenceof issues proposed in RIC VI and VII, for the period before 337,and Late Roman Bronze Coinage thereafter. Variant legends, mint­marks, busts etc. have been recorded in the catalogue notes al­though the majority of the Appleford variants have already beenincorporated into RIC VU by Bruun.

London

Nearly 30(% of the hoard was minted before 330, over 90% ofwhich was produced at London largely in the years 321 and after(Table 1). Output varied fairly widely from issue to issue althoughthere seems little doubt it increased substantially in the BEATATRANQVILLITAS, SARMATIA DEVICTA. and PROVIDEN­TIAE series (See Table below). The rarity of post reform coins da­table to 295-316 (only 6 were recorded) is explicable if one acceptsthe theory of a major monetary reform occuring at that time. Thescarcity of VICTORIAE LAETAE and VIRTVS EXERCIT issuesmight be explained in two ways: 1) initial issues on the new(higher) standard were small ; 2) once the fineness was again dropp­ed in the 3208, the better coins were melted down fairly rapidly (11).The increase in output during the later VIRTVS EXERCIT issuescoïncides with just sueh a drop in fineness which suggests that thetwo phenomena were related, Le. when the standard was droppedoutput increased (12).

At the time when the hoard was originally catalogued sorne at­tempt was made to establish the weight of the pieces issued between316-325. (See Table below). Although only a proportion of thecoins from the relevant issues were weighed the sample is largeenough to give a clear picture of the standard on which they wereminted (1/96th of the Roman pound or c. 3.20 gm) which was main­tained throughout the period.

London worked in one officina throughout this period but anexamination of the ruler distribution demonstrates that in theBEATA TRANQVILLITAS and later series obverses of ConstantineII began to predominate over those of Constantine and Crispus(Table 2) for which there is no obvions explanation.

Trier

From 330 onwards output from the mint of Trier is predominantin the Appleford Hoard and increased from 39.3% in 330-335 to76.6% in 341-6 (Table 1). This implies that there was an overallrise in production and illustrates the important l'ole Trier playedin supplying coin to Britain after the mint of London closed in325 until the middle of the fourth century. Again issue size variedwidely for no obvions reason and we have virtually no informationas to who determined the size of issues or their duration. The weightof the Trier pieces ranged from 1.55-1.67 grn in the years 335-346(Table 6) and although the later coins are lighter this is probablya chance phenomenon and not to be regarded as significant.

Analyses of ruler distribution at Trier (Table 3) from 330-348suggests that from 330-335 obverses of Constantine 1r predominatedover those of Constantine 1. From 335-337 Constantine II and

Constantius Il are represented almost equally, obverses of Constansand Constantine lare much less frequent. At sorne point after337 obverses of Constans began to outnumber significantly thoseof Constantius II and this may have occurred after the death ofConstantine II in 340 (13).

Trier worked in two officinae after 330 and examination of theil"distribution (Table 4) suggests that although the output from of­ficîna P was larger than that from officina S it was only about aquarter as much again.

Other m.ints

The remaining Western mints produced a relatively srnall numberof the coins found in the Appleford Hoard. Coins from Lyons fellfrom 25.9% of the total in 330-335 to 19% in 335-7 and thereafterranged from 9-10% (Table 1). Arles remained relatively constantthroughout at c. 80/0' The weight of the Lyons and Arles coinsaverages about 1.61-1.74 gm (Table 5). Coins minted at Romeform about 2 1/2 of the total between 330-348 and the ether centraland Eastern mints are very sparsely represented which is compatiblewith the normal mini distribution in British hoards.

Inrltations

The imitations of the Appleford Hoard copy pieces of the years330-348 j the majority of the prototypes fall in the years 335-341.There is only one later imitation, a FEL TEMP REPARATIO

and technique a number of copies are close enough in appearanceto the genuine pieces to make it difficult to distinguish them fromthe regular issues in a period when both the prevailing style waslinear and representation tended to be fairly schematic (14). Clearlythere are no difficulties in identifying those pièces with blunderedlegends or of decidedly barbarous rendering, but there is an inter­mediate group which does present problems. The earliest piecescopied, i.e. those datable ta 330-5 are the most easily identified(plate 1); those copying types of 335-348 are at times much lessobvious (Plates 2-3).

In weight, size, and to a lesser extent fabric the imitations inthe Appleford Hoard resembled the regular issues far more closelythan the average copy recovered, for exarnple, as a casuai find.Tt seems reasonable to postulate that it was precisely becausethese copies were as good as they were that they were hoarded ­and by implication circulated. This supposition is more readilycomprehensible if one accepts the notion that coin circulated inbags, as is attested for the early part of the fourth century (15).

Surprisingly a careful check of the coins now available in theAshmolean Museum has failed to reveal any die-linked pieces amongthe Appleford imitations. This contrasts with the pattern demon­strated by the barharous radiates many of which have been Iinked (16).This suggests that there was originally a large volume of issues ofthese imitations, and raises the question of where they were struck,sinee imitations found in Britain in earlier periods normally tendedto he local or Gallie in origin with quite plentiful die links. Un­fortunately the ûIdcroft hoard which contained a substantial numberof imitations of this period (1644 out of a total of 3258 coins) wascatalogued in the briefest manner possible, grouping them hy sizeand reverse type. Thus it is unfortunately impossible to comparethe chronology, geographicaI distribution, or metrology with thoseof the Appleford coins (17).

The distribution of the imitations according to their mint signa­tures shows the same relative proportions as the regular issues,with Trier dominant (Table 6). Copies of Lyons coins however,occur more frequently (by percentage) than do regular pièces, aphenomenon noted by Boon (18). After 335 obverses of Constansfar outnumber those of other rulers (66 and 76%) which againreflects the pattern of the regular coinage.

Nearly 100 coins were subjected to non-destructive analysis byX-ray fluorescence using the « Isoprobe ». Analysis was necessarilyrestricted to surface layers and therefore cannot accurately reflectthe original composition of coins which have suffered from corrosionpro cesses with the passage of time. Copper, silver and tin ratioswere measured. The diagrams (Figs. 7-10) illustrate the count-ratesfor tin and silver as a function of the count-rate for copper, i.e.they have not been converted into proportions by weight of thevarious metals. The findings demonstrate quite cIearly that, inthe GLORIA EXERCITVS 2 standards, VRBS ROMA, and CON­STANTINOPOLIS series (330-335), with rare exceptions the silveralloy of the imitations is significantly lower and the tin contentmore variable than that of the genuine pièces (Figs. 7-8). After337 alloy differences between the imitations and the genuine piècesbecome progressively more difficult to identify as there is a largearea of overlap. However, the imitations copyîng issues of 337-341are on average still perceptibly lower in sîlver than genuine pieces(Figs. 9-10). In the period 341-348 it is impossible to distinguishimitations from genuine coins - at any rate in the ApplefordHoard - solely on the basis of a110y content. One reason for thismay be that the silver content in genuine pieces at this time appearsto have been less than one-half of one percent (19).

The die axis of the Appleford coins in the Ashmolean Museumboth that of the genuine pieces and the imitations was measuredand compared with that of contemporaneous genuine pieces in theBritish Museum collection (Fig. Il). Not only did the Applefordimitations have a clear die axis pattern, which is unusual for imi­tations of this sort but it was significantly different from that of

the genuine coins. The majority of the Appleford and BritishMuseum genuine pieces of 337-348 were struck in roughly equalproportions in the normal or reversed position; the imitations onthe other hand were struck mainly in the reversed position.

The wider implications of these facts remain conjectural buttantalizing. Could the Appleford imitations have been semi-officialin nature? Vve have no idea of their mint, or mints, of origin whichneed 110t have been those named in the mintmark of these coins.

A careful attempt was made ta evolve a stylistic classification ofthe Appleford imitations and ta correlate any apparent stylisticgroupings with differences in weight, alloy etc. Unfortunatelyvery little emerged, except a conviction that numerous styles can

be recognized among the coins. Nor has there been any attemptby other students ta cIassify similar imitations from other sourcesby style ta see if more than one mint was operating or whetherspecifie die cutters can be recognized.

A number of Iaws in the Theodosian Code deal with counter­

feiting and distinguish a variety of offences: 1) counterfeiting byimperial mint workers; 2) casting coins; 3) the rnelting down ofbronze coin to extract the silver from the alloy ; 4) private individualsarrogating ta thernselves the right ta coin; 5) transporting rnoneywhich had been banned ta ether parts of the empire in arder to sellit, etc. (20).

Although the dates of these rescripts in sorne cases are disputed,the majority fall between 320-350, Le. spanning a period in whichimitations were produced in quantity. The law suggestîng thatimperial mint workers were commiting forgery offences (C Th9, 21, 2, 4) apparently outside the mint and the rescript denyingprivate citizens the right ta coin (C Th 9, 21, 10) may provide sorneclue as to the origin of sorne forgeries particularly those of the highquality of some of the Appleford Hoard specimens. The significance of the Appleford Hoard lies in the concurrenthoarding of genuine and imitative coins in the years 330-348. It

is not yet possible to he certain of the provenance, character, andprecise function of the imitations in the mid-fourth century Romaneconomy. Nonetheless the close sirnilarity of these copies to theregular issues in weight and alloy content. particularly after 337.suggests at the very least sorne considerable care was expended onthis aspect of their production. In appearance however most ofthe Appleford imitations are often crude and linear in style andhave blundered legends thus rnaking them readily distinguishablefrom regular issues. Nonetheless the imitations and genuine pièceswere hoarded together and by implication circulated together.After more comparative and detailed analysis of fourth centuryimitations has been undertaken it rnay he possible ta support orreject the theory that these pieces could in any sense have beensemi-official and ta reach a closer understanding of the impetusunderlying the production of imitations and their role in the mone­tary system.
