- Customized search tool available only to RCMA

members since January 2013

- Features up-to-date listings of local, state, federal, and

utility financial incentives for installing reflective roofs.

TECHNICAL DEVELOPMENT

Research and Technical Development

Alternate Test Methods Study

- The study will test to see if there is a mathematical

correlation between the results obtained using

alternate methods compared to those obtained by the

D&S reflectometer and/or thermal emissivity sensor.

- Working with Oak Ridge National Laboratory to test

equipment from 3 manufacturers in first quarter 2014

- More details in Tuesday’s programming…

Research and Technical Development

CRRC Substrate Study

- 2013 project in coordination with Oak Ridge National

Laboratory and the Cool Roof Rating Council

- Worked to define a “rough substrate” test panel for

reflectance testing of field-applied coatings

- CRRC is currently performing round-robin tests on a

variety of coated rough-substrate test panels to gauge

correlation to smooth-substrate measurements

RCMA Federal Lobbying Efforts

- In summer 2013 RCMA conducted our first Government Affairs

Lobby Day

- 20 RCMA members spent the day on Capitol Hill visiting with

members of Congress from their states and districts, meeting

with 70 different congressional offices in total

- Primary issues discussed:

• Sharing benefits of reflective roof coatings and how the use of all roof

coatings is a sustainable choice, prolonging the life of existing roof

systems

• Request the clarification of IRS Tax Code IRC 25C to include the use of roof

coatings

• Ask elected officials to extend or make permanent the

Commercial Building Tax Deduction (IRC Sec. 179D)

INITIATIVES

RCMA Communications Plan

• The robust RCMA Communications Plan looks for opportunities

to publicize the benefits of all roof coatings through:

o Placement of feature articles in industry publications

o Lending member expertise for speaking opportunities and

interviews with members of the media

o Positioning the RCMA as thought-leaders in the building &

construction industry

• Additionally, the RCMA monitors the media for negative press

and inaccurate commentary, and looks for opportunities to

respond as appropriate

- In 2013, the use of cool roofs has come under attack

by Samir Ibrahim, Carlisle SynTec, and others.

- Focus on the inefficient use of cool roofing products in

Northern climate regions and the unintentional

consequences such as condensation build up.

conferences and articles have been published in trade

publications.

RCMA Codes & Standards – ASTM D6083

This specification covers testing and material properties

of water-dispersed protective roof coatings composed of

a water-based acrylic latex elastomeric emulsion

polymer, to which various pigments and other additives

have been added to give the required physical properties.
