The Good Distribution Practicefor Medical Devices (GDPMD)specifies that a qualitymanagement system shall beestablished, implemented andmaintained by anestablishment carrying outactivities in the medicaldevices supply- -chain in orderto comply with the regulatoryrequirement stipulated in theMalaysian Medical DeviceAct 2012 (Act 737). It isapplicable to all partiesinvolved in the supply- -chainof medical devices coveringauthorized representatives offoreign manufacturers,importers and distributors ofmedical devices in Malaysia.

The ISO/IEC 27001 standardspecifies the requirements forestablishing, implementing,operating, monitoring,reviewing, maintaining andimproving an InformationSecurity Management System(ISMS). Conforming to thisstandard means that anorganisation has amanagement system in placethat ensures the confidentiality,integrity and accessibility of itsinformation.

The ISO/IEC 20000 standardis aimed at IT support andmaintenance organisations. Itdescribes an integrated set ofprocesses and managementapproaches for the effectivedelivery of IT services tointernal and externalcustomers.

The HACCP standard providesfood-related businesses with ascientific, rational and systematicapproach towards identifying,assessing and controlling hazardsto ensure that their products are safefor human consumption. It involvesestablishing a HACCP Plan that isin accordance with the 7 Principlesof the HACCP system and isapplicable to all businesses involvedin the preparation, processing,manufacturing, packaging, storageand transportation or sale of foodproducts.

The MS 1514 standardspecifies the prerequisites forgood manufacturing practices,from primary production to finaldelivery to consumers. Itdescribes the minimum hygienicand manufacturing conditionsnecessary for ensuring that aproduct is safe and suitable forconsumption.

ISO 22000 Standard can beapplied by all businessesalong the food supplychain,from farming totransportation throughprocessing and finally retail.Itsmethodologies, policies andprinciples are designed toenhance a company’s ability toidentify and control food safetyhazards,thus allowing theorganisation to meet or exceedinternational food regulations.

Thiscompliance is independentlyverified by an RSPO approvedcertification body. Essentially,the RSPO Supply Chaincertification is used to trace,track, record and report theamount of certified sustainablepalm oil being processed andtraded by the downstream palmoil based industries in the supplychain.

The OHSAS 18001 standardis intended to addressoccupational health andsafety hazards for employees,temporary employees, contractorsand other on-site personnel.Conformance to this standardwill provide the organisationwith an effective method ofprotecting personnel fromworkplace injuries andillnesses while demonstratingthe management’s commitmentto meeting legal occupationalsafety and health requirements.

Sirim QAS International’s Product Certification Scheme providescredible and cost effective third party assurance on the quality,safety and reliability of products. Our certification mark enhancescustomer confidence by signifying that a product complies withnational or international standards.

SIRIM QAS International has been appointed by variousMalaysian regulatory agencies such as the Energy Commission,the Communication and Multimedia Commision, the Fire andRescue Department and the Road Transport Department to certifythat products meet relevant national regulatory requirements.

ProductCertification

Products and related services can be certified under any of the following schemes:


Product Certification SchemeProduct certification scheme provides confidence to consumers, regulators, industry and other interested partiesthat products conform to national or international product standard or recognised technical specification. Thescheme offers organizations a certification of their products which can facilitate trade, market access, faircompetition and consumer acceptance nationally and internationally. Participation in this scheme is voluntary,however government regulatory bodies may decide to make product certification as mandatory for certainproducts under their purview.

Product Listing Scheme This scheme is similar to the Product Certification Scheme but it is used for cases where there is no national orinternational product standard available. Instead, certification is realised according to acceptable end user’stechnical specification or acceptable applicant’s technical specification for specific purposes.

Batch Certification SchemeBatch certification scheme provides a certification based on testing and evaluation of sample(s) taken randomlyfrom a batch of products at a port of entry or other locations. The sample(s) that represents a batch of productswill be tested against the national or international product standards or recognised technical specifications. Allunits in the batch are considered as certified and may have a SIRIM certification mark and/or certification labelaffixed, if the results of the test on sample(s), review and decision are positive.

Fire Listing SchemeSIRIM QAS International offers Fire Listing Scheme for various types of passive and active fire protection productssuch as Insulation panels, aluminium composite panels, fire resistance boards and many more. This scheme isintended to determine the performance of these products specifically on their fire resistance rating or fireproperties based on National or International standard of test methods acceptable to relevant autorities. TheListed Mark is used to identify the certified products have met the minumum fire rating criteria under this scheme.

Eco-Labelling SchemeEco Labelling Scheme grants a licence which authorizes the use of environmental label on products indicatingoverall environmental preferably within a particular product category based on life cycle considerations. All therelevant elements of product eco-label criteria, product function characteristics and production system will beassessed. Organization who meet the requirements of this scheme may use the SIRIM Eco-label mark to declarethe environmental advantages of their products and thus contribute to a reduction in the environmental impactsand gain a competitive edge in the marketplace

IECEE CB SchemeSIRIM QAS International is one of the accepted National Certification Bodies (NCBs) under IECEE CB Scheme.The CB scheme which based on IEC Standards facilitates trade by promoting harmonization of the nationalstandards with international Standards and cooperation among accepted NCBs worldwide and increase globalmarket acceptance. Organization using CB test certificate issued by other accepted NCBs can obtaincertification, within their relevant scope in the countries where the accepted NCBs operates. The CB Schemeutilizes CB Test Certificates to attest that product samples have successfully passed the test conditions and are incompliance with the requirements of the relevant IEC Standard(s).

IECEx Certified Service Facilities SchemeSIRIM QAS International is the approved IECEx Certification Body (ExCB) within the Certified Service FacilitiesProgram in accordance with the IECEx Scheme Rule. This certification scheme applies for workshops andService Facilities involves in the service, repair and overhaul of explosion protected (Ex) equipment for use inhazardous areas. It provides Ex equipment users, regulators and the community with the confidence that Ex safetyis maintained when Ex equipment is repaired, overhauled and/or reclaimed by an IECEx Certified ServiceFacility.

IECEx Certification of Personnel Competence (CoPC) for Explosive AtmosphereSIRIM QAS International is the IECEx approved Certification Body (ExCB) within the IECEx Scheme forcertification of personnel competencies (CoPC). The objective of the scheme is to provide cross-industrycompetence needed for work associated with equipment for hazardous areas. Competence is intended for useby any industry sector or enterprise with regards to explosion-protection related to the relevant functional areaswhich includes management awareness, area classification, design of installations, selection of equipment,installation, inspection, maintenance and repair/overhaul. A Certificate of CoPC can only be issued whencompliance with the scheme requirements has been achieved and the person is competent according to the Unitsof Competence in the scope scpecified the application.

Electromagnetic Compatibility (EMC) Certification SchemeEMC certification scheme is established to provide an adequate level of confidence that electrical and electronicproducts conform to national or international EMC standards through a factory audit, product testing andsurveillance. It ensures the electrical and electronic equipment will function without causing or being affected byundue interference to or from other equipment. Organization certified under this scheme may apply for the EMCMark on their products.

Type Approval for Communications and Multimedia ProductsType Approval is a Product Certification Scheme granted to a specific model of communications equipment whichhas complied with the technical specifications of a Malaysian or International Standards or other countriesnational standards organisations. It is also granted to products that comply with the technical checklist ordeclarations of association or industry standards or acceptable customer specification.

Special Approval is the approval given to any communications and multimedia equipment that are to beexclusively used by applicant. Special Approval is only applicable to the following as:

a) Personal or company usedb) Exhibitionc) Demo / Trial / Market Surveyd) Research and Developmente) Training

Type Approval, Special Approval and Certification Label are mandatory requirement for all communications andMultimedia products under the Communication and Multimedia Acts (CMA) 1998, Communications andMultimedia (Technical Standards) Regulation 2000. Type Approval and Special Approval applications are madevia Online Certification for Communication & Multimedia Product (e-ComM).

An ePermit is an electronic import permit document which is issued by SIRIM QAS International for communicationand multimedia products for the purpose of clearance from the Royal Malaysian Customs Department. Theapplication and approval of permits is done via ePermit system.

Issuance of Certification of Approval for the Importation of Aluminium, Iron and SteelProducts and Materials (for Non-construction use)The Intenational Trade and Industry Ministry of Malaysia (MITI) has introduced a set of Malaysian Standards forimported steel products which will ultimately lead to reductions in duties on the imports of aluminium, iron andsteel. It is to enhance the competitveness of the Malaysia steel industry. SIRIM QAS International has beenappointed by MITI as an implementing agencies for the Issuance of Certificate of Approval for the Importation ofMetal Products (for Non – construction use). (Provided)

Modular Coordination Verification SchemeThis is a concept of coordination of dimension and space, in which buildings and building components aredimensioned and positioned in a value of 100 mm for maximum flexibility and convenience. The symbol usedto indicate 100 mm is “M”. This verification scheme provides a comprehensive assessment to ensure thedimension of building components comply with the Malaysian Standard, MS 1064 series consistently.

Green Diesel Engine Verification SchemeThe aim of this scheme is to promote a cleaner environment by awarding diesel engine vehicles that complieswith the requirements of environmental quality (diesel engine emmision) regulation with “green” status. Allapplication for this verification scheme must be furnished with diesel engine type test report issued by recognizedtest laboratory. Owners of the vehicles will enjoy lower road tax rates. This scheme encourage and educate theautomotive market toward achieving more eco-friendly and sustainable environment.

NGV Workshop Certification SchemeThis scheme offers NGV Workshop Certification Scheme against the requirements of Malaysian Standard MS1096:2011 Road Vehicles – The Use of Compressed Natural Gas Fuel for Vehicle Engines – Code of Practise(Second revision). Upon successful certification, the workshop will be approved as a licensee under the NGVWorkshop Certification scheme.

UN Marking for Packaging for Dangerous GoodsThe UN Marking scheme offered by SIRIM QAS International is consistent with the international dangerous goodspackaging practices. The scheme covers various types of packages intended for various clasess of dangerousgoods to be transported by all modes of transportation. It is operated based on the Product Certification Schemewhich constitute packaging performance evaluation, factory inspection and surveillance monitoring, all of whichare instrumental in ensuring that the certified packages comply with the requirement of the Malaysian Standardas well as the UN Orange Book.

Type Approval (E Marking) for Automotive CompenentsE Marking is a form of conformity assessment exercise, where it gives written confirmation that production samplesof a particular design meets specified regulations. SIRIM QAS International has been appointed by theMalaysian Approval Authority as a Technical Service provider for Regulation R22.05 –“Uniform ProvisionsConcerning The Approval of Protective Helmets and Their Visors for Drivers, and Passengers of Motor Cycles andMopeds aawhere it’s technical assessement report become the basis for the grant of E 52 mark by the ApprovalAuthority.

Ready-Mixed Concrete CertificationSIRIM QAS International offers Ready-Mixed Concrete Certification, a scheme where it will enhance customers’confidence towards the quality and consistency of concrete supplied by the concrete mixers. Besides, it will helpthe pre-mix concrete industry to face various challenges such as the need to enhance productivity and qualityalong the entire construction industry value chain.

Photovoltaic Module CertificationThe Photovoltaic (PV) Module Certification Scheme aims to ascertain the quality, realiability, safety andperformance of PV module to support a wide range of applications under an extreme environmental condition.It is a voluntary certification scheme offered by SIRIM QAS International ensuring PV module conforms to nationalor international product standard. The scheme applies to manufacturers, trading companies or importers, bothlocal and foreign applicants.

Personnel Competency Assessment for Welder Certification SchemeSIRIM QAS International offers personnel competency assessment for Welder Certification Scheme to metalfabrication industries in accordance to ISO 9606-1. The certification is based on specific performance test todetermine welder’s skill and ability to deposit sound metal with variables such as welding process, metal grade,thickness, joint design, position, and others. Applicants will also be assessed on their knowledge in weldingtechnology and safety aspects. A certificate will only be granted once applicants have successfully compliedwith the scheme requirements.

Pressurized Hot Work Enclosure (PHWE) InspectionPressurized Hot Work Enclosure offers a practical engineering solution in managing and controlling the risksassociated for carrying out hot work and use of other sources of ignition in classified hazardous areas (explosiveenvironment). SIRIM QAS International third party inspection of PHWE will determined traceability andcompliance of the system with IEC Ex hazardous area requirement thus provide higher confidence level to theuser.

Installer of Pressurized Hot Work Enclosure (PHWE) CertificationThe assessment will determine the ability of the installer to successfully install the Pressurized Hot Work Enclosure(PHWE) in order to reduce the risk resulted from hot work conducted in hazardous areas. The installer will beevaluated on their knowledge and ability through a written knowledge and safety aspects assessment, oral andinstallation performance. A certificate will only be granted to the installer once full compliance with the schemerequirements has been achieved.

NANOVerify ProgrammeSIRIM QAS International has been apointed by Nano Malaysia Berhad as a sole operator of NANOVerifyProgramme. It is a voluntary certification scheme for products with claims of nano-elements existance in the rangeof 1 to 100 nanometre. The certification process involves independent factory assessment, product testing,product verification, review, decision on certification and annual surveillance. A certificate will be awarded toorganization upon successful completion of assessment on processes and products. Organization is permitted touse NANOVerify Mark on their products or smallest packaging unit to signify that the verification andcharacterization have been completed to have nano size elements.

Our diversified technologies in chemical andconsumer products testing covers a wide range of specialised fields including textiles, food, waterand water treatment, building materials, specialised oils, coating materials, food packaging andtoys. Aided by our state-of-the art facilities, our expert team can provide technical guidance onchemical, physical and microbiological testing as well as the regulatory requirements andspecifications related to chemicals and consumer products.

Civil Engineering and Construction Materials TestingWe are acknowledged as a leading independent testing laboratory for building and constructionmaterials. These include steel bars, bricks, cements, precast concrete products, pipes and fittings,ceramic tiles and sanitary wares, acoustic materials and thermal insulation products for energyefficient designs. Our labs are equipped with competent personnel and state-of-the-art technicalfacilities to test products to ensure they meet both Malaysian and international codes andstandards. Our test reports are recognised by the industry’s leading manufacturers and governmentagencies nationwide and around the world. We are a one-stop centre providing total solutions forthe Malaysian construction and building industry.

Electrical and Electronics Products TestingSIRIM QAS International is the only organisation in Malaysia that can provide comprehensivecompliance testing for electrical and electronic products. We offer testing and evaluation solutionsfor household domestic appliances, audio-video products, wiring accessories, photometry fordomestic, street and floor lighting and IT and office equipment for safety, energy efficiency andperformance. Combined with our advanced skill and technology, we also support therequirements of product development and quality control during manufacturing.

Energy Efficiency TestingRealizing the need to reduce the usage and cost of electricity in order to sustain the environment,energy efficient products and appliances are preferred because even though they consume lessenergy, they provide the same functions and levels of performance. Under the Energy Efficiencyand Energy Labelling program (known as the STAR Labelling program), each product is rated onthe Star Index* that determines its compliance with Energy Efficiency standards and regulations.

Photometry TestingSIRIM QAS International Electrical & Electronics Testing Laboratory can provides a comprehensivephotometry testing services for testing and measurement on the amount, colour, quality and spatialdistribution of light emitted from lamps, LEDs and luminaires. The system are also capable tomeasure colour temperature and colour rendering as a function of angle. Following a photometricperformance evaluation, we produce IESNA and CIE Photometric standard data files in the popularIES format for the architectural design and simulation of lighting design software.

Our laboratory is equipped with the latest, state-of-the-art equipment for Photometry Testing, whichare based on two main types of measuring equipment, which are Integrating Spheres andGoniophotometer, and supported by other testing equipment such as Photometers andSpectroradiometers.

Fire Protection TestingThe Fire Protection Section at SIRIM QAS International offers comprehensive fire testing servicesunder the areas of passive and active fire protection to consumers, the manufacturing / fire industry,regulatory authorities and other interested parties. The lab is accredited and fully equipped withcomprehensive, up-to-date testing facilities to carry out fire testing in accordance with national andinternational standards.

With its high level of integrity, credibility and competent personnel, the Fire Protection Section canassist industries in meeting global requirements and needs. Our services are closely aligned withthe needs of industry to cater to specific customer requirements. We are also recognised by theUnderwriters Laboratories (UL) as an approved testing laboratory for fire doors.

Mechanical and Automotive Components TestingWhen safely and reliability are critical, SIRIM QAS International can help ensure that your productsmeet required performance, safety and reliability specifications, whether it’s routine componentstest or a customised test for a complex part. Radio Frequency (RF) and Electromagnetic Compatibility (EMC) TestingAs the market for electrical and electronics products continues to grow, most countries throughoutthe world have realised the importance of electromagnetic compatibility testing. Products mustfunction satisfactorily in their intended environments without causing any degradation to otherelectrical devices including life-saving equipment. Our Radio Frequency (RF) and ElectromagneticCompatibility (EMC) Laboratory is accredited to test electrical equipment for radiated emissions,susceptibility, electrostatic discharge, harmonics and voltage dips and surges in domestichousehold appliances, industrial scientific and medical equipment and information technologyproducts.

Consignment Services for Imported Electrical and Electronic ProductsSIRIM QAS International, through our Consignment Laboratory of the Electrical and ElectronicSection offers consignment services for imported, regulated electrical products. The consignmentservice or also known as Batch Certification is an alternative to Product Certification. Under theconsignment service, approval is given only to consignments which have satisfactorily gonethrough the inspection and testing process. Upon approval, SIRIM Labels with a quantity equivalentto the consignment size will be issued to the applicant and these labels shall be affixed to each unitof product under the consignment.


SIRIM QAS International provides engineering inspection servicesthat include mandatory inspection as well as independent third partyinspection, verification and endorsement services. These servicessupport the oil and gas and energy industry as well as otherengineering sectors in demonstrating compliance with regulatoryrequirements, codes, standards and specifications for newconstructions as well as for in service inspections. Driven by a multi-disciplined team of highly skilled and experienced engineers, weprovide engineering inspection services for welded and non-welded structures and components of plants and facilities duringconstruction and shut down.

Mandatory Inspection Services

SIRIM QAS International is recognised by the Department ofOccupational Safety and Health Malaysia (DOSH) as theInspecting Authority under the Fourth Schedule of the Factories andMachinery (Steam Boiler and Unfired Pressure Vessel) Regulations1970. We provide mandatory inspections services covering:

• Review and verification of designs of steam boilers, unfiredpressure vessels, pipelines, cranes, goods lift, passenger liftand other non-pressured steel structures;
