TPP’s impacts on APEC (i)
Promoting institutional
reforms
• TPP member countries need to update their legal regulations in pursuant to TPP’s commitments;
• They are forced to solve specific institutional and historical problems in the field of market access and domestic reform.
Develop the digital
economy in the region
• Restriction of data localization and enabling free flow of data reduce processing cost, thus encourage the increase in cross-border e-commerce transaction;
• Restricting data localization and free flow of data would result in increased data processing costs; causing to GDP loss of for Brazil (-0.2%), China (-1.1%), EU(-0.4%), India (-0.1%), Indonesia (-0.5%), Korea (-0.4%) and Vietnam (-1.7%) (Matthias Bauer et al., 2014)
• Local companies would be required to pay 30 – 60% more for their computing needs than if they could go outside the country’s borders (Levianthan Security Group, 2015)
