PROPOSED BOARD ACTION

To approve the course fees for upcoming Community Education course offerings.

AUTHORITY FOR ACTION

Recommend approval from the Florida Keys Community College Board for the attached course fees for upcoming courses.

BACKGROUND INFORMATION

The office of Community Education, Workforce and Testing promotes life-long learning by extending the resources of Florida Keys Community College. Self-supporting programs which build on the strengths and expertise of Florida Keys Community College faculty, adjunct staff and community subject matter specialists. The office of Community Education, Workforce and Testing develops and offer non-credit continuing education offerings that are responsive to the professional/career development and personal enrichment needs of individuals as well as business and industry.

Deborah Lee Johnson

Ms. Johnson received her primary and secondary education at an all-girls Catholic high school in

Boynton Beach, Florida. She began her postsecondary studies at Queens College in Charlotte, North

Carolina; where she played volleyball and participated in cheerleading. Ms. Johnson transferred to

the University of Central Florida and graduated with a Bachelor of Arts degree in

Psychology/Social Work.

Ms. Johnson married in 1997 and in lieu of pursing her Master’s degree; she supported her husband

through his studies in flight school. Ms. Johnson has worked in the development and construction

industries for 15 years, experiencing four lay-offs over a three-year period. She lived in Orlando for

nearly a decade and has a beautiful 10-year-old daughter. Ms. Johnson lost her husband just a year

and a few days ago.

For the past two and a half years, Ms. Johnson has been employed as a Dispatcher with the Monroe

County Sheriff’s Office (MCSO) during the evening while attending FKCC’s Basic Law

Enforcement Academy by day. She just recently received the position of Victim’s Advocate with

MCSO.

Ms. Johnson has demonstrated determination, commitment, and sense of duty throughout her time

at FKCC. These characteristics have contributed to her ability to successfully balance her academic

and occupational achievements with her devotion to her daughter.

Revenues of $8,759,790 are $142,932 higher than the prior year.

Student fee revenues of $3,054,550 are lower by $348,138 (19%) from the prior year primarily due to lower student enrollment. Laboratory Fees (included above) also reflect the lower enrollment levels by $140,482 offset by lower lab fee expenses. Reductions in the amount charged for Distance Learning fees lowered revenue by approximately $37,000.

The lower student fees are offset in part by higher CCPF ($361,636 or 9%) and Lottery funding ($155,564 or 20%) over the prior year.

The prior year also included interest from the stormwater fee lawsuit settlement in the amount of $54,100. This revenue will not recur in FY 2014.

Dual Enrollment revenue for the fall and spring 2014 terms increased revenue by $75,330. This is the first year Monroe County Schools paid for dual enrollment. Dual Enrollment funding is not available for students enrolled in classes over the summer term.

Personnel Costs of $5,294,323 are $429,301 (8%) lower than the prior year. July 2012 included terminal leave benefits of $63k not realized in the current year. Lower student revenues resulted in lower adjunct personnel of $71,500. Other cost savings result from delays in hiring and reorganization of positions.

Current Expenses of $2,034,971 are $238,184 higher than the prior year. Lower laboratory fee expenses are offset by higher costs for full time security and the write off of accounts receivable in December and March ($105,622).

Capital Expenses of $19,870 for the current year compare to $24,825 in the prior year. These result from timing issues.

Overall, net revenues over expenses are $1,410,626, an increase of $339,004 (32%) over the prior year.

The unaudited fund balance as of April is $2,541,929 or 22%. Fiscal Year 2014 ending fund balance is forecasted well above the required 5%.

Business Office The Business Office Staff continues to work on account reconciliations and preparing for the FY 2014-15 budget process.

Jeanette is on leave but continues to assist the Business Office on a part time basis. Institutional Research Activity Linda MacMinn is responsible for state reporting, IPEDS survey information and wide number of other reports required through the year. Maintenance/Operations – The maintenance staff continues to perform preventative maintenance

throughout the campus. Campus facilities and grounds require evaluation on a day to day basis and staff

is allocated for repairs as needed. The maintenance staff provides assistance to multiple departments

for event preparations, office relocations, office needs, etc.

The staff processed approximately 800 pieces of outgoing mail.

waste of any kind to occur at the Premises. The Lessor has the right to terminate this

lease with the User for non-compliance of above payment conditions.

4. Should Lessee fail to timely perform any other term, covenant or condition of this

Agreement, Lessor shall provide Wwritten notice shall be given to the Lessee where the

giving Lessee shall have three days to cure the default and comply with the notice

demands and with any and all applicable terms and conditions of this aAgreement.

35. The Lessee shall have the right to place furnishings, equipment (including

mechanical and electrical, wiring, casework items, and telecommunications) and fixtures,

as it deems necessary or proper in its use of the leased structure, upon approval of the

Lessor. Upon termination of this Lease, the Lessee must remove all such furnishings and

equipment that are not a part of structure and installed by the Lessee and repair any and

all damage caused thereby, and at the Lessee’s sole expense. The Lessee must also

restore the leased area to its original condition prior to the lease termination date and at

the Lessee’s expense. Should unrepaired damage remain at the expiration of the lease

term, Tthe Lessor reserves the right to bill the Lessee for any and all repair costs damages

incurred by Lessor during the period of the lease if necessaryand Lessee agrees to

promptly pay for same. The Lessor hereby authorizes the Lessee the to use of the

College’s wireless internet network, but makes no warranty, express or implied, regarding

its reliability or fitness for any particular purpose.

46. The Lessee shall not have the right to assign this Lease, except with the express

written permission of Lessor, which may be withheld in Lessor’s sole discretion to any

other educational entity.

57. The Lessee shall provide the Lessor with liability insurance including limits of

$1,000,000 per person / $3,000,000 per incident. listing Florida Keys Community College

as additional loss payee. The Lessee agrees to fully indemnify, save, and hold harmless

the Lessor and its employees from and against any and all claims, demands, suits, or

judgments of any kind (including costs and reasonable attorney’s fees, including appellate

attorney feesthose incurred upon appeal), which arise as a result of operations conducted

by the Lessee, the Lessor and/or that relate to the subject-matter of this Agreement.

68. The Lessee assumes responsibility for all equipment or material brought on campus

and further releases the Lessor from any liability of theft of such equipment or material.

regulations while using the facilities at Florida Keys Community College and to cooperate

with all instructions provided by College personnel. The Lessee will not permit alcoholic

beverages or drugs to be brought on or consumed on the Lessor’s property. Smoking is

not permitted in the classrooms, locker rooms, or pool area.

7108. The Lessee, upon the termination of this lease or any renewals thereto, shall

surrender, and yield up to the Lessor the leased premises in good condition and repair, the

same as when received, reasonable wear and tear expected.

11. Failure to comply with any of the above terms and conditions following the requisite

cure period will may result in immediate cancellation of the agreement by Lessor and

thereafter permits Lessor to retake the Premises with or without process of law. Lessee

further agrees that the College Lessor will be held harmless from any and all claims, or

damages, or costs associated with retaking the Premises. Any failure of Lessor to exercise

any remedy available to it in law or equity shall not be deemed a waiver of its right to

exercise that remedy at a later time. This lease may be terminated at will by the

collegeLessor with or without cause, provided Lessor provides Lessee ten (10) days

written notice in advance of the termination.

As noted in the previous A & S report, the need for a formalized internship program had been identified. Dr. Wood is now completing FKCC’s Internship Handbook. This useful document provides both students and potential internship host organizations with details and instructions that are necessary for a successful internship experience. A full report will be presented to the Board of Trustees at an imminent meeting. One vacant business administration faculty position and two full-time mathematics faculty positions have been filled. We are pleased to welcome Dr. Michelle Choate, Dr. Katie Pridemore, and Dr. Robert Holsapple to the FKCC faculty. Finally, the schedules for future semesters continue to receive attention and refinement. Dr. Wood is now conducting regular meetings with advising staff to assess student scheduling needs. In an effort to respond to student and local employer needs, business courses will be added to the Upper and Middle Keys schedules for fall and spring semesters. To begin, Introduction to Business will be offered in the fall. Marketing and Financial Accounting will follow in coming semesters. Sponsored Research The College recently submitted a letter of support to participate in the NASA Engineering Challenge. This proposal, in collaboration with the Florida Space Grant Consortium, will engage students in a year-long STEM Education program, culminating in students traveling to Kennedy Space Center to participate in an "Olympic" style event. Under this program, five FKCC students will be awarded $5,000 scholarships, supplied with engineering kits, and will participate in solving challenging activities. The students will interact with subject matter experts and four-year institutions to develop STEM skills. The College will be submitting a Perkins Postsecondary Grant next week. The purpose of the grant is to develop the academic and career and technical skills of postsecondary education students who elect to enroll in career and technical education programs. The Perkins funds are federal dollars administrated by Florida Department of Education using a formula funds model. The College has been consistently awarded Perkins funding in previous years. Currently, FKCC is exploring additional grant opportunities; including, but not limited to, the National Science Foundation, Trade Adjustment Assistance Community College and Career Training, and Title V. Quality Enhancement Plan The Island TIME faculty and staff continue to improve course content and enhance student learning. In fall 2013, the faculty and staff identified gaps in the learning outcomes and made curriculum changes for the spring semester. The changes have indicated positive results for the Island TIME spring 2014 preliminary success rates.*

The Island TIME faculty and staff met on May 3rd. The faculty and staff reviewed the spring 2014 semester data and discussed challenges with attendance, withdraw rates, incomplete grade policy, and lab usage. Recommendations for the fall 2014 semester were approved and will be reviewed by the QEP Committee. The QEP Data and Assessment Committee expect to meet in late May and will review data and implementations in the program. Over the summer, the staff and committee will assess the spring and summer semester learning outcome scores and progression into college-level math courses. Learning Resource Center (LRC) The LRC is testing a new embedded research model with the Nursing Department. Instead of asking students to visit the library for instruction we are following along inside the D2L classroom. As the online class progresses we are posting research articles that address student’s immediate research needs. This proactive model will be evaluated based on student achievement at the end of the summer semester and recommendations will be made for possible expansion. The LRC developed a literature review website to provide a research foundation for a faculty led discussion of what teaching excellence means at the College. As part of the Exceptional Teaching Faculty Work Group we are now compiling books, journal articles and model programs to facilitate further research and conversation. In collaboration with the Key West Literary Seminar, Bookleggers and the Green Parrot the FKCC Learning Resources Center will be sponsoring a pop up library at the Green Parrot, Saturday May 24th from 3pm until 7 pm. Career, Technical & Workforce Education (CTWE) Division: The grand opening of the new Marine Technology Building was held on May 6th. The event was very well attended by FKCC Board members, staff, and the general community. Tours were conducted to showcase the buildings state-of-the-art technology and the FKCC vision for the Marine Science & Technology programs. The event was kicked off with Sir Peter Anderson of the Conch Republic making a proclamation and declaration of FKCC as the official institution of higher education of the Conch Republic. The ceremony concluded with a successful “chain cutting” with a torch by Dr. Gueverra. The Division of CTWE was very well represented at the FKCC 2014 Graduation Ceremony. Students from every degree granting department within the division participated in the ceremonies. One of the highlights was the inclusion of the Department of Allied Health & Nursing graduating and “pinning” 17 new nurses during the ceremony. This was a substantial increase in nursing student participation in the FKCC graduation ceremony. Congratulations to Professor Julie Sagan for being awarded the “Faculty of the Year” by FKCC’s graduating students! The Department of Marine Science & Technology is pleased to announce that the Director, Jack Seubert, successfully completed training on our very advanced underwater remote sensing equipment (i.e. IVER-2 Autonomous Underwater Vehicle with Kline side-scan sonar and the Konsberg sector-scanning sonar). Mr. Seubert will use this new knowledge to instruct two FKCC interns this summer in the Mediterranean Sea while participating in a nautical archeology expedition, as part of the new FKCC agreement with RPM Nautical Foundation. This is an extraordinary opportunity for our marine science students.

Program Feasibility Analysis

Aircraft Mechanics and Service Technicians

SOC 49-3011: Diagnose, adjust, repair, or overhaul aircraft engines and assemblies, such as hydraulic and

pneumatic systems. Includes helicopter and aircraft engine specialists. Excludes “Avionics Technician" (49-2091).

Summary:

Labor data indicate there are estimated to be only 2 openings per year in Monroe County over the next five

years. This number increase to 73 if you include Miami-Dade County and 432 if you include all of

Florida. Unfortunately there are 122 regional completions for “Airframe Mechanics and Aircraft Maintenance

Technology/Technician” and “Aircraft Powerplant Technology/Technician” in Miami-Dade and 796 in the state of

Florida (see Table 1). This would indicate that there is currently a surplus of qualified aviation mechanics in

Miami-Dade and Florida. This is compounded by the fact that people are retiring from the military with the

prerequisite skills to pass the FAA licensure test without attending any formal school. Some of these military

retirees are working for private contractors servicing military aircraft. This could further create a surplus of

trained mechanics and service technicians. Furthermore the Bureau of Labor Statistics predicts there is

expected to be little growth in these jobs due to newer planes needing less maintenance and due to many

companies conducting maintenance and repairs on their fleet in other countries.

Aviation Maintenance Technician Schools are regulated by the FAA. According to the FAA, “the amount of time

and capital for required facilities, equipment, and curriculum development can be significant”. This is because

the rules require a school to have (for instructional purposes) an aircraft of a type currently certificated by the

FAA. Furthermore we would have to duplicate instruction aids such as landing gear, engines and other aircraft

systems because no more than eight students are allowed to work on any one unit of equipment at a time. The

school must also provide painting facilities that are temperature-controlled and force-ventilated. This makes

finding the startup for this endeavor quite expensive.

Job Prospects

The Department of Labor indicates that employment of aircraft and avionics equipment mechanics and

technicians is projected to show little or no change from 2012 to 2022.

Air traffic is expected to gradually increase over the coming decade. However, new aircraft are generally expected

to require less maintenance than older aircraft. Airlines may continue to outsource maintenance work to

specialized maintenance and repair shops both domestically and abroad. Increased specialization will allow

maintenance facilities to use their resources more efficiently and therefore limit growth in the number of aircraft

and avionics equipment mechanics and technicians.

Competition for aircraft and avionics equipment mechanic and technician jobs varies according to the type of job

sought. In general, job opportunities will be best for mechanics who hold an A&P certificate and have knowledge

about the most cutting edge technologies and composite materials. Familiarity with computers and digital systems

will help provide the best opportunities.

Bachelor’s degree holders typically have an advantage when trying to enter the occupation and may find it easier

to advance.

The staffing pattern data in this report are compiled from several sources using a specialized process. For

QCEW and Non-QCEW Employees classes of worker, sources include Occupational Employment Statistics, the

National Industry-Occupation Employment Matrix, and the American Community Survey. For the Self-Employed

and Extended Proprietors classes of worker, the primary source is the American Community Survey, with a

small amount of information from Occupational Employment Statistics.

Industry Data

EMSI industry data have various sources depending on the class of worker. (1) For QCEW Employees, EMSI

primarily uses the QCEW (Quarterly Census of Employment and Wages), with supplemental estimates from

County Business Patterns and Current Employment Statistics. (2) Non-QCEW employees data are based on a

number of sources including QCEW, Current Employment Statistics, County Business Patterns, BEA State and

Local Personal Income reports, the National Industry-Occupation Employment Matrix (NIOEM), the American

Community Survey, and Railroad Retirement Board statistics. (3) Self-Employed and Extended Proprietor

Program Feasibility Analysis

Paramedic – College Credit Certificate (CCC)

SOC 29-2041: Function at the basic pre-hospital paramedic level and treat various medical/trauma

conditions, using appropriate equipment and materials. This is the second level for a career in

emergency medical services in Florida.

Summary:

Labor data* indicate there are estimated to be only 9 EMT/Paramedic job openings per year in Monroe

County over the next five years. This number increase to 53 if you include Miami-Dade County and

402 if you include all of Florida (Table 1). Unfortunately, there were 756 related EMT/Paramedic

completions in 2012. This would indicate that there is currently a surplus of qualified EMT/Paramedics

in Miami-Dade/ Monroe counties and the State of Florida. The U.S. Bureau of Labor Statistics predicts

nationwide EMT/Paramedic employment to increase 23 percent from 2012 to 2022. However, if the

current EMT/Paramedic Program completion rate persists there will be a continued surplus of

EMT/Paramedics in Miami-Dade and Florida.

There are approximately 7-10 schools in South Florida currently offering EMT/Paramedic Programs

significantly increasing program competition. In addition, an EMT/Paramedic Program curriculum

search revealed the eventual phasing out (in 3-5 years) of ‘stand-alone’ Paramedic Programs and the

growing trend of Paramedic Programs in context of an AS or AAS degree.

The projected costs of a Paramedic-CCC is approximately $ 140,000.00-$160,000.00/year (UKC & KW

campuses) and would be slightly higher than the current EMT-ATD. While the projected revenue for a

Paramedic-CCC program would be approximately $64,000.00.

Job Prospects

The Department of Labor indicates that employment of EMT/Paramedics is projected to grow 23

percent from 2012 to 2022, much faster than the average for all occupations. Emergencies, such as car

crashes, natural disasters, or acts of violence, will continue to create demand for EMTs and paramedics.

Demand for part-time, volunteer EMTs and paramedics in rural areas and smaller metropolitan areas

will also continue.

Growth in the middle-aged and elderly population will lead to an increase in the number of age-related

health emergencies, such as heart attacks or strokes. This, in turn, will create greater demand for EMTs

and paramedic services. An increase in the number of specialized medical facilities will require more

EMTs and paramedics to transfer patients with specific conditions to these facilities for treatment.

Competition for EMT/Paramedics jobs varies according to the type of job sought. In general,

Associate’s degree holders typically have an advantage when trying to enter the occupation and may

find it easier to advance (currently, FKCC EMS program graduates employment rate ± 50%).

Familiarity with computers and digital systems will help provide the best opportunities.

Memorandum of Understanding

between Florida Keys Community College

and Florida International University

This Memorandum of Understanding ("MOU") is entered into on __________________ (the "Effective Date," which shall be the date this MOU is fully executed), by and between The Florida Keys Community College (hereafter referred to as “FKCC”), a member of the Florida College System, serving the educational needs of the Florida Keys, located in Key West, Florida, and The Florida International University Board of Trustees, on behalf of the College of Arts and Sciences ("CAS") of Florida International University (hereafter referred as "FIU"), a member of the State University System of Florida, located in Miami, Florida. FIU and FKCC are hereafter collectively referred to as the "Parties." The Parties agree to explore the possibility of developing the highest quality collaborations and programs to advance the needs of FIU and FKCC.

I. Introduction Both institutions recognize the following commonalities:

A. The compatibility of the direction and interest of their educational programs and services for South Florida through research and teaching;

B. The significant roles they each play as leaders in higher education, teaching and

research within their respective communities;

C. The prospects of establishing a collaborative relationship that builds on the individual strengths of the Parties and enhances educational opportunities for residents of South Florida and the Florida Keys; and,

D. The mutual interest in maximizing opportunities via the Florida Statewide

Articulation Agreement that was approved by the Florida Board of Education. Under the Articulation Agreement, a student who receives an Associate in Arts (“AA”) degree from a Florida public community college is guaranteed admission to upper-division status, with the exception of limited access programs.1

II. Background

A. FKCC:

1. Since its establishment in 1965, Florida Keys Community College has been proud to serve the diverse and changing educational and workforce needs in Monroe County. FKCC is the southernmost college in the continental United States, with three locations throughout the Keys. The main campus, located in Key West, is surrounded by the Gulf of Mexico and the Atlantic Ocean. The college also maintains a Middle Keys Center located in Marathon, Florida, and an Upper Keys Center located in Tavernier, Florida, as well as a Virtual Campus that facilitates access to learning throughout the Keys and beyond.

2. The College offers various associate degrees and certificates that prepare

students to transfer to a university, enter or advance in the workforce, or fulfill personal goals.

3. Some key developments since FKCC’s inception include the establishment of programs such as Marine Environmental Technology, Diving Business Technology, Marine Engineering Management and Seamanship, Computer Information Technology, Business Administration, EMS and Nursing.

4. With each decade came further enhancements to the main campus. In the 1990s, the Charlie Toppino Welding Technology Lab was completed, as well as the Ron Saunders Student Center and the Public Safety Building. In 2003, the college unveiled its new Public Safety Annex, which features two hyperbaric chambers, as well as a renovated photography lab. In 2009, the FKCC Foundation received $1 million from the estate of scuba diving pioneer James E. Lockwood, Jr., to improve and grow the program that is now named for its benefactor, the James E. Lockwood, Jr. School of Diving and Underwater Technology. In fall 2011, FKCC opened a 100-bed waterfront residence hall, Lagoon Landing, which garnered a “Venture Award” from the Key West Chamber of Commerce.

B. FIU:

1. As Miami's first and only public research university, offering bachelor, master, and doctoral degrees, FIU is committed to high-quality teaching, state-of-the-art research and creative activity, and collaborative engagement with its local and global communities. Designated as a top-tier research institution, FIU emphasizes research as a major component in the university's mission. The Herbert Wertheim College of Medicine and the School of Computing and Information Sciences' Discovery Lab, are just two of many colleges, schools, and centers that actively enhance FIU’s ability to set new standards through research initiatives. The School of the Environment, Arts and Society

(“SEAS”) of the College of Arts and Sciences has created the Marine Education and Research Initiative (“MERI”) for the Florida Keys in partnership with a local grass-roots organization, Keys Ahead, incorporated to advance educational opportunities for residents of the Florida Keys and to serve as a platform for FIU research education and outreach activities, MERI serves as the umbrella that brings together cutting-edge research programs like the Aquarius Reef Base with outreach programs designed to educate and inspire students and residents of all ages. In addition, SEAS is home to the Marine Science Program, an interdisciplinary group of scientists from a variety of departments who research marine science, policy and fisheries issues, and also to the Department of Biological Sciences that offers a four-year Bachelor of Science degree in Marine Biology.

2. Since its opening in 1972, FIU has achieved many benchmarks of excellence

in teaching and research, and is committed to serving the needs of South Florida. With a student body of more than 50,000, FIU is one of the 25 largest universities in the nation and is ranked first in the nation in awarding bachelor and master degrees to Hispanics.

III. Exploration of Collaboration

A. FIU and the FKCC aspire to sign an MOU as a way to explore and develop a collaborative relationship based on the following:

1. The proposed collaboration is part of an overarching FIU College of Arts and

Sciences’ strategy to develop world-class research, teaching and outreach programs that are embedded in the South Florida community. Specifically, this prospective collaboration is part of FIU’s commitment to deliver educational, cultural and research-based programs through strategic collaborations that serve the needs of South Florida and the tropical regions as a whole.

2. As envisioned, the prospective collaboration would consider: • The transition of FKCC graduates to FIU degree programs; • The exploration of the development of educational exchanges, including

student and faculty exchange; • The possibility of collaborative educational programs, including

leadership development, non-clinical program development, and training courses;

• The feasibility of collaborating on the design, development, and implementation of workshops and conferences;

• The exploration of joint research and education proposals for submission to funding agencies;

• The exchange of academic materials and other information, as feasible; • Improving access to FIU courses and facilities for FKCC students;

• The promotion of the Florida Keys as a world hub for marine biology and conservation;

• Joint approaches to the interpretation and public dissemination of research; and

• Collectively celebrating the unique culture and ecology of the Florida Keys.

3. The Parties would explore the development of projects that would advance the

mission priorities of both Parties.

4. The proposed collaboration would explore the feasibility of establishing a committee to manage a future collaboration.

5. The Parties would explore ways to recognize and promote the collaboration

through articles, reports and events, and the placement of logos, as dictated by Section IV, E, in relevant publications and web sites.

B. Via the individuals listed below, the Parties will encourage direct contact and

cooperation among their faculty members and departments. Both Parties agree to actively seek sponsorship from various local, national and international funding sources in support of such collaborative educational activities.

IV. Miscellaneous

A. This MOU serves as an institutional framework for collaborative activities. Specific agreements would need to be drafted by the Parties in the case that the exploration of these areas leads to further developments. These agreements would need to be approved by authorities at each institution. Nothing in this MOU shall be construed as creating any legal relationship between the Parties.

B. Both Parties understand that financial arrangements under this MOU would have to be negotiated and would depend on specific activities and the availability of funds. Any expense incurred by either Party would be subject to individual agreements on a case-by-case basis. The Parties also recognize that intellectual property terms would need to be included in subsequent agreements, as appropriate. In addition, anyone teaching at FIU from FKCC and vice versa must meet each institution’s credentialing requirements as approved by the Southern Association of Colleges and Schools Commission on Colleges (“SACSCOC”) FIU is accredited by SACSCOC and its faculty qualification guidelines represent commonly accepted good practice for the academic qualifications of faculty. Appendix A identifies the faculty qualifications required by FIU. FKCC is also accredited by SACSCOC. Appendix B identifies the faculty qualifications required by FKCC.

C. This MOU is non-exclusive and would become effective on the date of its final signing. The MOU may be renewed every three (3) years upon the mutual written

consent of the Parties. The MOU would be reviewed in one-and-a-half (1 ½) years from the Effective Date to assess results.

D. This MOU may be amended or further developed by means of written consent of

the Parties. The MOU may be terminated with at least 90 days’ advance written notice. Notices must be sent to the individuals and addresses indicated below:

APPENDIX A

FIU QUALIFIED FACULTY REQUIREMENTS

The institution employs competent faculty members qualified to accomplish the mission and goals of the institution. When determining acceptable qualifications of its faculty, the institution gives primary consideration to the highest earned degree in the discipline. The institution also considers competence, effectiveness, and capacity, including, as appropriate, undergraduate and graduate degrees, related work experience in the field, professional licensure and certifications, honors and awards, continuous documented excellence in teaching, or other demonstrated competencies and achievements that contribute to effective teaching and student learning outcomes. Florida International University uses the following as credential guidelines when it defines faculty qualifications using faculty credentials: • Faculty teaching general education courses at the undergraduate level: doctorate or master’s degree in the teaching discipline or master’s degree with a concentration in the teaching discipline (a minimum of 18 graduate semester hours in the teaching discipline). • Faculty teaching baccalaureate courses: doctorate or master’s degree in the teaching discipline or master’s degree with a concentration in the teaching discipline (a minimum of 18 graduate semester hours in the teaching discipline). • Faculty teaching graduate and post-baccalaureate course work: earned doctorate/terminal degree in the teaching discipline or a related discipline. • Graduate teaching assistants: master’s in the teaching discipline or 18 graduate semester hours in the teaching discipline, direct supervision by a faculty member experienced in the teaching discipline, regular in-service training, and planned and periodic evaluations. As a Carnegie Research University with High Research Activity (RU/H) Florida International University additionally credentials its faculty based on national/international juried research productivity within the discipline. The institution documents a faculty member’s research contributions to the discipline as evidence of the faculty qualifications. In extremely limited circumstances a faculty member may be credentialed based on a combination of educational experience, productivity in the discipline and work experience. In these situations the practical experience in the discipline must be at an executive level with a broad scope of national/international reach.

The Credentialing Process The credential guidelines of the Southern Association of Colleges and Schools Commission on Colleges (SACSCOC), the Florida College System (FCS) Guidelines on Transfer Agreements and Faculty Credentials and Qualifications, requirements of other accrediting agencies and applicable state statutes will be used as the context for identifying credentials for each course as defined in the Faculty Qualification Guidelines (http://www.sacscoc.org/pdf/081705/faculty%20credentials.pdf). SACSCOC Credential Guidelines based on SACSCOC Guidelines Faculty teaching general education courses at the undergraduate level: doctorate or master’s degree in the teaching discipline or master’s degree with a concentration in the teaching discipline (a minimum of 18 graduate semester hours in the teaching discipline). Faculty teaching associate degree courses designed for transfer to the baccalaureate degree: doctorate or master’s degree in the teaching discipline or master’s degree with a concentration in the teaching discipline (a minimum of 18 graduate semester hours in the teaching discipline). FKCC Credential Guidelines for Other Programs and Adult Education Faculty teaching college preparatory/developmental courses must have a baccalaureate degree in a discipline related to the teaching assignment or a baccalaureate degree with a concentration in the teaching discipline (a minimum of 18 undergraduate semester hours in the teaching discipline). FKCC Credential Guidelines for Certificate Programs Faculty teaching certificate/diploma courses: certification/licensure in the program area and documentation of demonstrated competencies that includes letters from employers in areas related to the teaching discipline, copies of licenses and/or certification. Faculty teaching contact hour courses or PSAV courses must have certificates and/or work experience in the field. All coursework evaluated for academic qualifications must be completed at a regionally accredited institution. In exceptional cases, faculty not meeting the stated criteria may be considered for appointment using the alternative credentialing process. Alternative Credentials Faculty members may have experience that clearly contributes to student learning outcomes and can be considered in lieu of formal academic preparation. In these cases, the applicant may present a portfolio that documents such experience. The institution also

Financial Aid Awards Trends for Fall/Spring

Financial aid awards for fall/spring have decreased by 20 percent from 2011-12 to 2013-14. This is due primarily to the Pell annual funding limit of 12 fulltime semesters. It is also due to a 31 percent decrease in the amount of loans awarded from 2011-12 to 2013-14; which is attributable to the procedural enhancements and financial literacy counseling provided by financial aid staff.
