14. General Summary of Function/Purpose of Position

This position will function as a Regional Trauma Coordinator (RTC) responsible for facilitating, coordinating and implementing a regional system of care for trauma (emergencies). The position will work collaboratively with the Regional Trauma Network organization and stakeholders in the region as well as other partners. The RTC will coordinate network meetings, monitor and analyze data, prepare reports, identify and address education needs, act as liaison between the network and the State, facilitate activities related to the network work-plan, provide data and information for legislative requests, policy discussions and other requests as needed.

As the recognized resource for Region 2S, act as the Regional Trauma Coordinator (RTC)Individual tasks related to the duty:

· Implement network initiatives, network trauma strategic plan, participate in evaluation of regional trauma system · Participate in development of State Trauma Plan · Develop and foster collaborative relationships with all partners to facilitate and support quality care · Participate in state and national initiatives · Analyze, plan, and implement strategies for ongoing regional network development and improvement to achieve greater efficiency and

effectiveness · Provide consultation to and coordinate departmental programs with state and federal agencies, boards, commissions organizations and

communities in assigned area, including hospital designation/verification process (in state team) · Monitor statewide and national trends/issues in trauma care · Liaison between Regional Trauma Network and Michigan Department of Health and Human Services, EMS and Trauma Division. Monitor

16. Describe the types of decisions made independently in this position and tell who or what is affected by those decisions.

Decisions are made on the basis of state statue and related rules. Provide program support and technical assistance for the implementation of the Regional Trauma Network and overall implementation of a regional trauma system. Decision making includes assisting Network in setting priorities, developing and implementing the State Trauma plan as written in Administrative Rules. Using data to guide interventions and implement quality improvement activities in collaboration with Network leadership. Determine the education needs of the Region. Providing technical assistance for network subcommittees to address identified needs. Must be able to demonstrate understanding of the parameters of decision making, be grounded in firm understanding of systems development as well as roles and responsibilities (within legislative guidelines). Those affected by decisions are the stakeholders and partners involved in the state regional trauma network.

Implementing new initiatives. Policy decisions in potential conflict with existing legislation. Decisions involving political or budgetary issues. Requests are beyond the scope of the position, or outside the purview of the Regional Trauma Network or for the benefit of only one partner and not the network. Issues in conflict with established department rules and regulations. Will seek guidance when decisions need to be made on broad division issues that have departmental, division, or statewide impact.

18. What kind of physical effort is used to perform this job? What environmental conditions in this position physically exposed to on the job? Indicate the amount of time and intensity of each activity and condition. Refer to instructions.

Driving an automobile, office environment, some meetings may take place in acute care settings, computer operation, interaction with other personnel via telephone, email and in person, Local and overnight travel. This employee will work in the field and attend a variety of offsite meetings. Regular meetings in Lansing office will be scheduled.

The work area includes the Bureau of EMS, Trauma and Preparedness, specifically the EMS Trauma Division. The division is responsible by statue to ensure the delivery of emergency care to Michigan residents this includes licensure of providers, agencies, equipment, the direction of emergency care and the development of an inclusive Regional Trauma System. This position will be vital in ensuring that the Regional Trauma Systems meet their goal of providing safe effective care for trauma patients. They will serve as liaison between the regions and the State to ensure that the public health core measures are met (assessment, policy development and assurance). They will also insure that the regions share best practices, new research and have an understanding of state national initiatives and priorities.

26. What are the minimum education and experience qualifications needed to perform the essential functions of this position.

EDUCATION:

Possession of a Bachelor’s degree in any major.

EXPERIENCE:

Two to three years of emergency medical services or trauma experience/knowledge preferred. Hospital or emergency department experience is also desirable. Department Analyst 12-Three years of professional experience including one year equivalent to the experienced (P11) level in state service

KNOWLEDGE, SKILLS, AND ABILITIES:

1. Detailed knowledge of EMS Statute/Administrative Rules and Trauma System Administrative Rules 2. Excellent written and oral communication skills, comfortable dealing with a range of professionals 3. Organized, able to multi task and shift priorities quickly and under some stress 4. Some public speaking helpful 5. Able to use MS Office software including Word, Excel and PowerPoint 6. Knowledge of project coordination, including time management, collaboration, leadership, working in groups 7. Strong administrative background Working knowledge of Michigan’s emergency medical services system including agencies, hospitals, Medical Control Authorities and personnel

Currently licensed as a pre-hospital provider (EMT, Paramedic) or Nurse Holds current Michigan Driver license
