SUMMARY OF THE ISSUE

Cavalier Land working with Rogers Communications Inc. is proposing to install a 30 meter telecommunication tower at 416 Clearbrook Road. This installation would provide increased coverage for users of wireless devices in the area . This location was selected based on customer feedback for users living and travelling through the area of the proposed tower.

BACKGROUND

Cavalier Land (Rogers Communications) proposes to install a 30 meter self-supporting tower at 416 Clearbrook Road. The proposed tower will be located in the northeast corner of the property adjacent to an existing road on the property which provides access to a gravel pit located at 351 Columbia Street. The proposed tower would be approximately 380 meters from Clearbrook Road (see Attachment "A").

The property is located in the Agricultural and Resource Processing Zone (A3). The proposed radio communication facility is defined as a Public Service Use, which is permitted in all zones, and is not subject to height, setback or other sim ilar criteria pertaining to that zone. The proposed telecommunication tower will expand wireless communications for Rogers Communications. The Agricultural Land Commission permits a maximum area of 100 square meters to be used without requiring an exclusion from the Agricultural Land Reserve. This proposal will not exceed 100 square meters and the tower will be located along the access road not removing any farmable land from the property. The attached plans describe the proposal.

Council Policy 400-1-02 requires that, prior to the issuance of a Building Permit for a federally regulated radio communication facility greater than 12 meters in height, notification must be sent to area residents, and that Council be informed of the responses to the notice.

DISCUSSION

Information letters were sent to 162 property owners within a one kilometer radius of the subject property as prescribed by Council Policy 400-01-02. Staff received no responses from area residents (see Attachment "B").

Newspaper advertisements were in The Abbotsford News advertising the Open House (see Attachment "C"). The public Open House was held at the South Abbotsford Church on Wednesday, August 27, 2014 between 6:00 and 8:00 pm. Two people attended the open house (see Attachment "0"). The attendees were given the opportunity to submit written comments but declined the offer as they were satisfied with the information provided.

Radio communication, including the technical aspects of broadcasting , is under the responsibility of the Federal Government which has the power to establish standards, rules, policies and procedures regarding radio communication. Industry Canada, under this authority, requires all radio communication and broadcasting installations to comply with Safety Code 6 which is published by Health Canada. Safety Code 6 regulates the limits of human exposure to radio frequency electromagnetic energy on an ongoing basis so that the general public is not subjected to exposure levels beyond the limits set by Safety Code 6. Industry Canada will verify that the radio communication or broadcasting proponent/operator has taken the necessary mitigation measures to ensure compliance with Safety Code 6.

The proposed tower requires approval from Navigation Canada and Transport Canada. Written approval from Nav. and Transport Canada is required prior to the issuance of a building permit.

Based on the above, staff recommends that the installation of a new telecommunication tower be supported .

FINANCIAL PLAN IMPLICATION

Fees collected from the application fully cover the expenses associated with the processing of the application.

Attachment "s" What is being proposed?

In order to enhance wireless voice, data and internet service, Rogers is proposing to build this new tower site which consists of a 30.0 metre monopole that will support antennas, along with ancillary radio equipment placed at the base of the tower.

A robust and enhanced network is required if wireless customers are to be able to access advanced technologies for personal, business and emergency communications.

When the demand for wireless services in an area grows, a network weakness is often identified. The first steps taken by Rogers' radiofrequency engineers are to explore and all opportunities to add additional equipment on nearby towers or to mount new antennas on existing buildings. Rogers only considers proposals for new towers after every other alternative has been exhausted. In this case, Rogers' engineers have determined that there are no suitable structures in the area. As a result, a new 30.0 metre tower is proposed to solve the network weakness in this part of your community.

Additional Site Location Information

The proposed site for the installation is the northeast corner of 416 Clearbrook Road. The property is zoned A3 {Agricultural & Resource Processing} and is within the British Columbia Agricultural Land Reserve {ALR}. Although towers are permitted, subject to regulation, on land within the ALR, special care has been taken to minimize the amount of land used , any disturbance that will occur during construction and to comply with all environmental regulations. Furthermore the proposed site is to be located adjacent to an existing access road for the gravel pit located at 351 Columbia and will not remove any land from cultivation.

Why is this new structure required?

This new structure is required to support telecommunications antennas and equipment, which will improve wireless service for this area of your community. Rogers constantly works to improve coverage and network quality for our customers and must respond to the growing demand for wireless voice and data services. This is particularly important for area where we have existing service and where demand is increasing.

Customers using smartphones, portable devices like tablets and computers with wireless internet adaptors all require fast, reliable service. These "smart devices" place an increased demand on the wireless network and requires our on-going investment and expansion in order to maintain service quality.

The table below illustrates how devices that transmit and receive data information need much more network capacity than standard mobile phones common just a few years before. For example, one smartphone requires the same network capacity as 35 standard mobile phones, and other smart devices require even more.

How do wireless networks work?

Wireless networks work by dividing geographic areas into "cells" . Each cell is served by a base station (in this case, a tower supporting telecommunications equipment). Mobile phones communicate with each other by exchanging radio signals with base stations. In turn, base stations connect into wired communication networks that enable world-wide communication

to occur.

As more mobile phones and devices use the network, the "footprint" of service offered by a base station, like this proposed tower site, shrinks. This results in reduced coverage and gaps in service. Gaps in coverage can result in dropped calls and unreliable service. The drawings below illustrate how gaps in service develop as well as how additional equipment (or the addition of base stations) will enhance service.

As the demand for increasingly more sophisticated devices grows, Rogers must invest in new infrastructure to meet the needs of local residents, businesses, emergency responders and others. Similarly, as society comes to rely more heavily on these types of devices, network availability and reliability become even more important - particularly in times of emergency, but also to ensure that fast and reliable communications may occur at all times. This site will provide significant additional network capacity to the area. It is important to understand that during times of emergency - when communications are most critical - call volumes increase

dramatically.

What will the area look like when it is finished?

The site has been designed to accommodate the structure and associated radio equipment shelters and power infrastructure. The area will be no greater than 100m2

Access to the site will be via the gated main property access. The secure site area will be enclosed by a fence that will be approximately 1.8m (6') in height with one locked gate access point. The site will also be equipped with an alarm system. The walk-in equipment shelter will contain radio equipment, back-up battery power, maintenance tools, manuals and a first aid kit. Specific dimensions and access to the site equipment will be determined following consultation, project review and potential approvals.

What is the consultation and approval process and who is involved?

Industry Canada has the final authority to approve towers under the Rad iocommunications Act. However, Industry Canada requires the proponent, in this case Rogers, to follow a community consultation process inviting the community to comment on the proposed tower site.

This notification package is part of the required consultation process under the City of Abbotsford Telecommunication Tower Policy, where the community is invited to comment within 21 days. The City of Abbotsford is seeking comments from the community, including residents, businesses, community groups, elected officials and other interested parties. During this process, the City of Abbotsford and Rogers will work to answer your questions.

Rogers will also consider and respond to all comments gathered and to make and reasonable adjustments to the proposal.

How safe is this tower?

Rogers relies on the health experts to set radio frequency standards and oversee acceptable levels. In fact, adherence to national health standards is a condition of our operating license. As a wireless provider, Rogers is responsible for ensuring that all of these safety standards are met and maintained.

In Canada, Industry Canada has adopted Health Canada 's Safety Code 6, which establishes the safe limit for all devices that emit radio frequency waves and ensures public safety. The consensus among Canadian health organizations and the scientific community is that wireless antennas are safe. Here in BC, the BC Centre for Disease Control has reviewed the scientific data and supported the safety of wireless installations. List below are a number of web links to helpful information on this topic.

Base stations, like this tower site, operate at a very low power. Typically the maximum power density levels from tower structures over 30 metres are less than 1% of Health Canada's Safety Code 6 standards when measured at ground level.

In addition, Rogers adheres to a number of Canadian safety standards:

Canadian Enviranmental Assessment Act Rogers attests that the radio antenna system as proposed for thi s site will comply with the Canadian Environmental Assessment Act.

Engineering Practices Rogers attests that the radio antenna system proposed for this site will be constructed in compliance with all applicable safety and building standards and comply with good engineering practices including structural adequacy. Preliminary tower profile and equipment layout plans have been included in this notification package.

Transport Canada's Aeranautical Obstructian Marking Requirements Rogers attests that the radio antenna system described in this notification package will comply with Transport Canada / NAV Canada aeronautical safety requirements. Rogers made all necessary applications to Transport Canada and NAV Canada and confirms that all requirements for towers within the Abbotsford International Airport's "Outer Surface" zoning will be adhered to.
