Category Objective Measure

1. Constraint Management – Reliability CoordinationMitigate Transmission constraints in a timely

manner in line with NERC standards and MISO Goals

Duration in which a Transmission Element (constraint) is over its System Operating Limit (SOL). A constraint normally consists of a monitored element for the loss of contingent element (OTDF), but also includes base case constraints (i.e. PTDFs, Interfaces, IROLs, etc.)

2. Constraint Management – Reliability CoordinationEffectively commit/de-commit units to mitigate a constraint

When necessary to provide relief for transmission constraint relief purposes, determine if the correct number of minimum cost units were committed to provide necessary, effective relief and whether those units were also taken off line in a timely manner.

3. Constraint Management – Reliability CoordinationEffectively manage constraints using Security Constrained Economic Dispatch

Calculate the Average Percentage of State Estimator Flow on the constraint vs. State Estimator Limit on the constraint. Each constraint is individually scored, with the category score based on an average.

4. Constraint Management – Reliability Coordination Effectively manage Market Flow Relief Obligations and Market to Market constraints

All Market Flow Relief obligations received via TLR are acknowledged in a timely manner in accordance with NERC Standards, and relief is provided via the market dispatch. Market to Market constraints are managed in accordance with their respective Joint Operating Agreement.

5. Network Applications – EMS EngineeringMonitor the performance of the State Estimator solution and unsolved contingencies in the Real Time Contingency Analysis

Number of instances State Estimator solutions outside of performance index measures, number of unsolved contingencies, high availability and completeness of Real Time Contingency Analysis solutions, and response time of the EMS engineer to address above measures.

6. Engineering Studies (current day) – Regional EngineeringDeliver accurate study cases and results for the morning and afternoon peak conditions to the operators in a timely manner

Measure engineering study cases for accuracy and delivery with in targeted time.

7. General – Real Time Operations

Effective management of event/issue which is not identified in any other category and which has significant impact on the network and/or participants.

Measure the proactive/positive steps taken by Real Time Ops to mitigate the impact of an event/issue that is not measured in any of above performance criteria.

8. Outage Coordination – Forward Operations Effectively study adverse impacts of Planned Outages on the System.

Measure of Transmission constraints identified by the studies have an operating guide or a constraint mitigation plan to manage the constraint that’s caused by the planned outage.

9. Next-Day Studies – Forward Operations Effectively identify Real Time constraints in Next-Day Studies

Measure of Real Time Transmission constraints identified in the study.

10. Load and Wind Forecasting – Application Information Services

11. Tool and Application Availability – Application Information Services

12. Forward Operations and Application Information Services

Measure how effectively Forward Ops and AIS managed an event/issue which is not identified in any other category and which has significant impact on the network and/or participants
