Around  twenty  percent  of  architects  registered  with  the  Architects  Registra5on  Board  are  from  the  EU.  In  order  to  support  the  rights  of  EU  na5onals  currently  living  and  working  in  the  UK,  and  those  who  might  want  to  do  so  in  the  future,  the  RIBA  has  supported  a  con5nued  MRPQ  agreement  with  the  EU  post-­‐Brexit.

In  December  2016  the  UK  Government  and  European  Commission  agreed  to  the  following  on  MRPQ    :    “Decisions  on  recogni+on  of  qualifica+ons  granted  to  persons  covered  by  the  scope  of  the  Withdrawal  Agreement  before  the  specified  date  in  the  host  State  and,  for  fron+er  workers,  the  State  of  work  (either  the  UK  or  an  EU27  Member  State)  under  Title  III  of  Direc5ve  2005/36/EC  (recogni5on  of  professional  qualifica5ons  where  the  person  concerned  was  exercising  the  freedom  of  establishment),  Ar5cle  10  of  Direc5ve  98/5/EC  (lawyers  who  gained  admission  to  the  host  State  profession  and  are  allowed  to  prac5se  under  the  host  State  5tle  alongside  their  home  State  5tle)  and  Ar5cle  14  of  Direc5ve  2006/43/EC  (approved  statutory  auditors)  will  be  grandfathered.    Recogni+on  procedures  under  these  Direc+ves  that  are  ongoing  on  the  specified  date,  in  respect  of  the  persons  covered,  will  be  completed  under  Union  law  and  will  be  grandfathered.”

We  welcome  that  the  European  Commission  and  UK  Government  came  to  some  agreement  on  the  status  of  rights  under  this  Direc5ve.  However,  the  UK  architecture  sector  is  clear  that  it  wants  to  see  the  UK  Government  and  EU  to  have  a  con5nued  agreement  post-­‐Brexit.  This  has  been  highlighted  as  a  top  priority  for  the  broader  UK  sector  and  in  par5cular  for  EU  na5onals  currently  studying  and  working  in  the  UK.  The  RIBA  has  been  clear  in  their  support  for  the  rights  of  EU  na5onals.  We  would  like  the  ACE  to  support  the  RIBA’s  calls  to  support  the  rights  of  EU  na+onals  in  the  UK.  This  would  be  a  powerful  sign  of  the  importance  of  cross-­‐European  co-­‐opera+on  post-­‐Brexit,  par+cularly  in  the  run-­‐up  to  European  elec+ons.
