It is a well-established fact that a poor road network hampers economic and social progress; therefore, in these challenging economic times, investments in the road sector can benefit the whole of society by providing access to markets, jobs, education, healthcare and other services, by lowering the cost of moving goods, and — my personal passion — by saving lives and avoiding injuries in unnecessary accidents.

ABouT THE iRfThe International Road Federation, established in Washington, D�C� in 1948, is a non-governmental, not-for-profit organization with the mission to encourage and promote development and maintenance of better, safer and more sustainable roads and road networks worldwide� Working together with its members and partners, the IRF promotes the social and economic benefits that flow from well-planned and environmentally-sound road transport networks; it helps put in place technological solutions and management practices that provide maximum economic and social returns from national road investments�

The IRF has a major role to play in all aspects of road policy and development worldwide:

Many as 200 of these individuals, a great deal of whom are in very influential positions in their respective home countries, will converge on Riyadh during the IRF World Meeting to renew acquaintances, make new friends and learn about the latest road and transport technologies, concepts and best practices from around the world�

These Fellows will be given VIP treatment during the World Meeting and will be prominently featured in many of the technical, executive and special sessions, including an invitation by the Chairman to join him at his exclusive dinner event� Additionally, a variety of other special events are being planned for the IRF Fellows at the World Meeting�

The Fellows will hold their own formal reunion on Monday evening — the largest IRF Fellows’ Reunion ever� Additionally, one of the IRF Fellows will be awarded the Dr� Mino IRF Award of Excellence, which is presented to a Fellow based on his or her professional career accomplishments and continuing commitment to the IRF and its vision�

In addition to the multiple opportunities to meet these Fellows during the presentations and social activities, IRF members at the World Meeting will also have the chance to interact with these Fellows at a special luncheon� This event will use a rapid meet-and-greet format to allow IRF members and Fellows to make as many new contacts as possible� Seats for this luncheon will be filled on a first-come, first-served basis�

dR. mino AWARd of ExcEllEncEREcognizing ouTsTAnding AcHiEvEmEnT By iRf fElloWsMore than 1,300 individuals have completed their IRF Fellowship since the first fellowships were awarded in 1949. These Fellows have accomplished some incredible things over the past 64 years, doing so in 116 different countries.

The IRF Dr. Mino Award of Excellence was established in 2002 in honor of Dr. Sadamu Mino, an IRF Fellow — Class of 1954 — from Japan who attended The Ohio State University. Dr. Mino’s accomplishments were many, including Chairman Emeritus of Sumitomo Construction Co Ltd., but his most lasting contribution to the road development industry was his relentless effort to promote technology transfer from those who had it to those who needed it most.

The IRF Dr. Mino Award of Excellence, bestowed every four years at the IRF World Meeting, was developed to recognize and honor outstanding graduates of the IRF Fellowship Program who leveraged their educational experience to make outstanding achievements in roadway development and planning around the world.

The winner of the first Dr. Mino Award of Excellence, Mr. Mario Leiderman, was an IRF Fellow from Argentina — Class of 1961 — and also attended The Ohio State University. Japan’s Mr. Moriyasu Furuki — Class of 1973 — attended Purdue University and was named the second winner of the Dr. Mino Award of Excellence.

The third IRF Dr. Mino Award of Excellence will be presented at the Opening Ceremony of the 17th IRF World Meeting & Exhibition in Riyadh, Saudi Arabia, November 10, 2013.

The first technical tour is to the new campus of the Princess Nora University, a women’s university in Saudi Arabia and the largest female-only university in the world� Dedicated in May 2011, the campus can accommodate 40,000 students and 12,000 employees� The campus and community has 11�5 kilometers of automated light rail or metro, relying on the AnsaldoBreda Driverless Metro technology similar to that used on the Copenhagen metro� It has 22 two-car AnsaldoBreda trains each having maximum capacity of 110 passengers and maximum speed of 60 kilometers per hour� The expansion of the campus was done in a record-setting two years, supported by 75,000 construction workers and the latest building machinery and methodologies�

This technical site visit has an urban planning, ecological and sustainability focus and consists of a visit to three spectacular parks within metropolitan Riyadh: (1) King Abdullah International Gardens, (2) Banban Park, and (3) Wadi Hanifa�

Hailed as one of the new seven wonders of the world, the King Abdullah International Gardens (KAIG) is a vast futuristic botanical garden and leisure complex of 160 hectares of former desert�

Banban Park is an outstanding example of an urban park, and Wadi Hanifa is literally an oasis in the desert, in a suburban setting�

In addition to their value for urban planning professionals, all visits are suitable for spouses and accompanying family, and can be found under the spouse program, as well�

The Wadi Laban cable-stayed bridge at Riyadh crossing was designed by Seshadri Srinivasan and completed in 1997� It carries six lanes of highway traffic over a total of 763 meters (2,503 ft)� The bridge is 35�8 meters (117 ft) wide and 167�5 meters (550 ft) high; its longest span is 405 meters (1,329 ft)�

visA infoRmATionDelegates and exhibitors without a valid Saudi Arabian visa must obtain one prior to arrival� It is important that all prospective visitors start the process at least two months prior to the date of travel, even if their plans are not finalized�

general informationRegistered delegates, exhibitors and sponsors will have access to an automated and easy-to-follow procedure for obtaining a preapproved visa� This visa process is seamlessly integrated into the registration for the overall meeting�

As the visa invitation will be issued by the Saudi Arabian government, there is no processing fee associated with the visa� However, it is recommended that delegates use a visa expediter service whenever possible (which carries a fee)�

Citizens of GCC countries (members of the Cooperation Council for the Arab States of the Gulf) may not be required to obtain a visa prior to arrival in Saudi Arabia� However, all registered attendees are encouraged to obtain additional information from their nearest Saudi consular services office�

The capital city of RiyadhRiyadh is the capital of the Kingdom of Saudi Arabia, which lies between the Red Sea and the Arabian Gulf, and has a land mass about the size of Western Europe� The Kingdom contains the world’s largest continuous sand desert, known as the Empty Quarter, and it is the largest and most dominant country of the Arabian Peninsula� It is bordered by Jordan to the north, Iraq and Kuwait to the northeast, Qatar and the UAE to the east, and Yemen and Oman to the south� Riyadh is to the east of the country’s center and has a population of approximately 5 million� Other key cities are Jeddah, located on the Red Sea coast, and Dammam, located on the Arabian Gulf�

Attire for foreign delegatesThe attire for male attendees while at the meeting is business� Long pants are recommended outside of the venue� The attire for female attendees outside of the venue should include an abaya (a simple black robe similar to those used at college graduation ceremonies), which will be provided free of charge upon arrival to the airport in Riyadh� Females are never required to cover their head or face anywhere with the abaya’s hood� The abaya is not required inside of the hotels or meeting events�

personal safety The Kingdom of Saudi Arabia enjoys peace and stability and is far removed from

troubled spots in the Middle East� The capital of Riyadh is nearly 1,200 miles from the Syrian border� The last recorded act of terror in the Kingdom occurred in 2009� Saudi security services have essentially eliminated terror groups within the country� With the exception of petty theft, the crime rate — including violent crime — in Riyadh is very low compared to any major city in the world�
