supervisor’s Message

supervisor’s Message

- Tony LaFountain, Penfield Town Supervisor -

P enfieldisauniquecommunity with many parks,

waterways, more than 1,200 acres of preserved open space for agriculture, active and passive recreation, a continuously expanding trail system, and a growing bike-

friendly experience. The town’s Recreation Department offers programs for all ages that support physical and mental wellness, sports development, performing and visual arts, and more. Our vibrant senior population is active and engaged in the community, and service organizations support those in need in our own community and the greaterRochesterarea.Penfieldalsoboastsa strong faith community, an active arts community, great school districts, a state-of-the-art innovative library, and a solid business community.

The Town Board has an interest to actively brand Penfield as the “WellnessCommunity” and we have asked our Recreation Department to take the lead on this effort. As I reported in the last edition of this brochure, Recreation Director Mike Cooper retired at the end of 2011. After a several month review of the operation, its needs and defining a strategic directionfor the future, the Town Board elected to promote Chris Bilow to the position of Recreation Director effective mid-March to lead the department and the Town of Penfieldinthis“wellness”effort.Iwouldlike to congratulate and welcome Chris to the Director’s position.

Additionally, the board has asked the departmenttocreateandforma“RecreationDepartment 501-C-3” for tax deductible revenue; complete the redevelopment of the www.penfieldrec.org website that is dedicated to recreation and wellness; completeanupdateofthefiveyearmasterplan; grow and expand partnerships across the town; and aggressively pursue grants to maintain and expand our facilities. All and all, 2012 will be an exciting year of changetoredefinetheshortandlongtermmission and vision of the department to include “wellness” in all aspects of ourprogramming.

The landscaping around the Community Centerhasserveditsusefullife, specificallythe large pines on the south and west side of the building. When originally planted in the 1960s they were an appropriate size and scale for the facility. Today the pines have matured to the point that they tower over the building and cause us several thousands of dollars in labor and maintenance of plugged drain lines, HVAC repairs and water damage to the roof. Additionally,

these trees are now diseased and they will have to be taken down. The Town Board has been working with our landscaping architect on plans to replace the trees and provide new sitting and gathering areas outside the building. Our goal is to display landscaping plans at the Penfield Libraryfor residents to view and offer comments. We would like to start work this year with a completion date of 2013.

The Energy & Environmental Advisory Committee (EEAC) is working with town forces, LTHS Solar-Penfield; Direct GridTechnologies, LLC; Sunwise Technologies, Inc; and NYSERDA to complete a solar PV net-zero sanitary sewer pump station project. Using solar panels and equipment (all of which was manufactured in the USA) this project will generate all of the power to support this pump station’s operations, covering its annual electric costs and making a small revenue for theTownof Penfield.TheEEAC is veryexcited about this accomplishment and is looking for other sustainable programs across the community. Additionally, the 2011 recycling events were a huge success. Spring and fall electronics recycling took in 73,487 lbs (34.74 tons) of materials that weredivertedfromthelandfill.Theidentityprotection of confidential documentdestruction took in an impressive 4.8 tons of paper.

I am pleased to report that during 2011 there were many town accomplishments including the opening and dedication of Sherwood Fields Park, the completion of more than 70 drainage projects, and the installation of a signal light at the Atlantic and Jackson Road intersection. Town cell phone expenses were reduced by 50% and we continued to reduce energy costs at all facilities. The environmental clean up of the Ruoff park site was completed and we installed theDanielPenfield statue inthe Four Corners. While we accomplished these projects and more, there are always projects and programs that get delayed or are not completed, and we did have several of those that we will be looking to wrap up in 2012 including the Motts Lane extension, an expanded Rothfuss Park walking trail and an environmental cleanup at the Highway Department.

I would like to recognize Bob Ainsworth, Director of Parks & Facilities, for more than 37yearsofservicetotheTownofPenfield.Bob has announced his intentions to retire effective May 1. On behalf of the Town Board, all of the town employees and the entirecommunityofPenfield,Iwouldliketo thank Bob for all of his work and efforts to keep our facilities running efficiently, expandingthenumberoffieldsforathleticuses and for all the special projects that have contributed to our quality of life in

Penfield.Wewishhimall thebest in thenext chapter of his life enjoying family and friends. Good luck and thank you, Bob!

Our community’s financial wellnesscontinues to be very solid as we maintain the tax rate at the same level it has been since2009(Penfieldhasthefourthlowesttax rate of the nineteen towns in Monroe County). We continue to aggressively manage costs at all levels and actively work to maintain our Moody’s Aa2 credit rating, which is one of the highest in the county.

Business wellness and vitality are a key foundation in Penfield. We maintainregular support and communications with thePenfieldBusinessAssociationandthePenfieldChamber, twonewbusinessareaswere rezoned for commercial use on Rt. 441 and Rt. 250, we are actively working on “mixedusezoning”districts, andPenfieldTV and our website are actively updating social media and communications links for Penfield businesses. Please remember...“shop locally—healthy businesses makefor a healthy community.”

I am very thankful for all our healthy community connections that include the PenfieldandWebsterSchoolDistricts, thePenfieldPublicLibrary,FriendsofPenfieldLibrary, our many service organizations, faith community, Kiwanis, Rotaries, VFW, EMS, fire, sheriffs, senior living, grouphomes, farmers and agriculture, and our hundreds of dedicated volunteers. Thank youforeverythingyoudotomakePenfielda great community.

The Town of Penfield has a rich historythat began with founder Daniel Penfield, who settled this great community on a strong foundation of agriculture, industry, volunteerism, education and neighborhoods. The town was established in 1810, and for the past 200 years it has grown, strengthening all those original qualities. Today, Penfield is known as “agreat place to live and raise a family” and is one of the most sought after residential communities in Monroe County.

Harvey A comedy by Mary Chase

June 1 and 2 - 7:30 PMPenfield Community Center

Tickets: $10 Adults, $6 Students

When Elwood P. Dowd starts to introduce his imaginary friend, Harvey, a six-and-a-half-foot rabbit, to guests at a society party, his sister, Veta, has seen as much of his eccentric behavior as she can tolerate. She decides to have him committed to a sanitarium to spare her daughter, Myrtle Mae, and their family from future embarrassment. Problems arise, however, when Veta herself is mistakenly assumed to be on the verge of lunacy when she explains to doctors that years of living with Elwood’s hallucination have caused her to see Harvey also! The doctors commit Veta instead of Elwood, but when the truth comes out, the search is on for Elwood and his invisible companion. When he shows up at the sanitarium looking for his lost friend

The Musical of Musicals (The Musical!) is a musical about musicals! In this hilarious satire of musical theatre, onestorybecomesfivedelightfulmusicals, eachwritteninthedistinctivestyleofadifferentmasteroftheform, from Rodgers and Hammerstein to Stephen Sondheim. The basic plot: June is an ingenue who can’t pay the rent and is threatened by her evil landlord. Will the handsome leading man come to the rescue? The variations are: a Rodgers & Hammerstein version, set in Kansas in August, complete with a dream ballet; a Sondheim version, featuring the landlord as a tortured artistic genius who slashes the throats of his tenants in revenge for not appreciating his work; a Jerry Herman version, as a splashy star vehicle; an Andrew Lloyd Webber version, a rock musical with themes borrowed from Puccini; and a Kander & Ebb version, set in a speakeasy in Chicago. This comic valentine to musical theatre was the longest running show in the York Theatre Company’s 35-year history before moving to Off-Broadway.

Daytime Education at RecreationWisdom at it’s finest hour!

Frequently Asked Questions:What is a Meet Opp? A Meet Opp is an opportunity to gather with a group of people who share the same interests. The Meet Opps are initially facilitated by one or more individuals who would like to meet up with others who may have the same fascination with a specific topic.

Do you have to have any prior knowledge or experience in the topic to attend a Meet Opp? No. We encourage novice curiosity seekers to attend and learn something new.

Why would I want to attend a Meet Opp? This is a great way to meet other people who have the same interests as you. It is also an opportunity to share and learn from others in the group.

What goes on in a typical Meet Opp? The initial meeting will be facilitated by a pre-selected individual who will generally bring some form of presentation to help kick off a discussion. This could be as elaborate as a PowerPoint show or as simple as a shoebox of collectibles. Participants are also welcome to bring their own objects, stories and experiences to share if they are so inclined.

Why are you introducing Meet Opps to the community? We are encouraging Meet Opp groups to engage in their own program planning such as arranging speakers, workshops, off-site and on-site activities that could potentially be interesting to the general public. Ultimately it is our hope that these passionate and enthusiastic participants can help us direct future programming for the ever changing Recreational landscape.

The Life and Times of John DenverDoris Adamek will present the Life and Times of John Denver, America’s country boy. He was an American singer/songwriter, activist, and humanitarian. After traveling and living in numerous locations while growing up in his military family, Denver began his music career in folk music groups in the late 1960s. His greatest commercial success was as a solo singer. Throughout his life Denver recorded and released approximately 300 songs, about 200 of which he composed. He left this world much too soon but his voice and passion to tell a story through song is a contribution that will never be forgotten.

The Electric Car, The Future is HereIn 1900, 28% of the 4,192 cars produced in the United States were powered by electricity and electric automobiles represented about one third of all cars found on the roads of New York City, Boston and Chicago. In 1908 Henry Ford introduced the mass-produced and gasoline-powered Model T in the U.S., and within 20 years the hard cranking electric auto of the future was replaced. Time has traveled backwards as more and more consumers seek the re-designed auto of the past. Bob Kanauer will join us this day to talk about the history of the electric car, the design and its growing popularity. He will also discuss the advantages and disadvantages and what to expect from the car industry in the future. An electric car and charging station will be on hand for a short demonstration.

An activity for the entire family!

Give up a little sCrEEn time for some sCEnEry time.

Healthy Snack Choices!

DID YOU KNOW? In 2005, Wegmans met with Penfield, NY officials to discuss how we could

jointly encourage local residents to get moving as a way to enjoy healthier, better lives. We offered a fun, “out of the box” idea—teaming up to encourage exploration of local nature trails. The result: a pocket-sized trail “passport” with easy-to-read maps, fitness tips, and motivation in the form of prizes for

trails hiked and recorded in the booklets.Stop by the Penfield Recreation Office or either Penfield Wegmans store (Penfield Rd. or Empire Blvd.) to get your Trails Passport and get moving!
