suPervisor’s Message

suPervisor’s Message

- Tony LaFountain, Penfield Town Supervisor -The years seem to go more quickly now than I remember; it feels like just last month I was preparing a message for the Winter/Spring 2012 brochure. Be that as it may, another year is behind us—but more importantly—another

year of quality programming from PenRec is ahead of us.

I would like to thank the entire Recreation Department for a fabulous 2012; the variety of innovative programs and wonderful feedback from so many of our residents says we hit a home run with most all of our offerings. To Director Chris and his team including Steve, Linanne, Carol, Pam, Christine, Paula, Sabrina, and all of the part-time seasonal staff, thank you and congratulations for a very successful year!

So what does 2013 look like across the town? It begins with a budget that is realistic, responsible—and most importantly—sensitive to taxpayers’ wallets. The 2013 budget held the tax rate flat for the fourth year in a row at $2.64 per $1,000 of assessed property value. All levels of government must do a better job of managing costs; local government needs to be that leading example of reducing costs and cutting spending while balancing the quality of life in the community. I wish to thank all town department heads for their creative approach to managing unfunded mandates and increased spending of state and federal governments. I also thank the town board members for their vision and energy to tackle the difficult decisions that needed to be made to keep the tax rate flat. I have heard from many of you how much you appreciate that effort by the board…thank you for your support and encouragement.

Speaking of quality of life, this brochure contains hundreds of programs for every member of the Penfield community regardless of age, ability or overall interest. Aquatic wellness programs include scuba diving, lap swim/water walking, open swim, swim lessons and more. Youth programs that make me wish I could turn the hands back and participate include arts & crafts, recreation activities, February and April break activities and summer day camp. And there are many teen programs highlighted by the Young, Open & Honest Players, now celebrating 28 years of productions. Let’s not forget all of the adult programs like “Daytime Education at Recreation” (DEAR), family programs, numerous community events, and scenic treks and

trail adventures.

The theme of “Wellness” continues to grow and expand in this great community. The town’s Employee Wellness Committee has been a great resource for employees and their families as well as for the Recreation Department by encouraging wellness in all aspects of community programming. Major themes for 2013 are nutrition and weight management, physical activity, preventive care and stress management. You will see these themes throughout the year as part of our overall programming.

The Penfield Public Library continues to be the leader in the Monroe County Library System. Lead by Town Librarian Bunny Brinkman, the library staff is always on the cutting edge looking for special and unique programs, displays and materials that help entertain our smallest residents and keep our students competitive in all aspects of learning. Our Penfield Library provides a vast resource for the informational, cultural and recreational needs of all patrons. I would like to recognize and thank the “Friends of the Library;” this group of dedicated men and women organize and run the annual used book sale every September. Proceeds from the sale underwrite programs and support the library through equipment purchases, new initiatives and collections for patrons. This past year the Friends raised more than $29,000 that will be used to acquire enhancements to the library that are not covered by its general operating budget. A special thank you to everyone who donated and purchased to make this sale such a success!

The Energy & Environmental Advisory Committee (EEAC) continues to expand its mark on sustainability within the town. Formed three short years ago, the committee continues to push the envelope on recycling, reusing, solar power, energy management systems, storm water management education, and more. The EEAC goals for 2013 include expanded partnering with businesses and the school districts within Penfield. Reducing costs, increased resident education and positive impact on the environment continue to be part of the committee’s foundation as we identify new projects in 2013 and beyond.

The businesses that make up the town’s six commercial districts continue to grow and expand and are key components of the overall success of the Penfield community. Every week of the year many of our local businesses support sports and scout groups, schools, service groups and not-for-profit organizations. They also sponsor programs at

the amphitheater and this PenRec brochure. Strong businesses are part of the weave of a strong community. I would like to recognize and thank all of the Penfield businesses for their overall community support. As I regularly say…a healthy business makes for a healthy community, please support all of our local businesses every chance you can, it does make a difference.

Recently the Town and the Penfield Ecumenical Food Shelf (PEFS) partnered to open a new location at 1618 Jackson Road. This vacant house has been owned by the Town of Penfield for more than a dozen years and has been used as a storage facility. This joint effort between PEFS and the Town provides a larger space, all on one floor, to help support the many families of Penfield that need help from time to time—and it is better use of the building. For 15 years the First Baptist Church provided space for the PEFS mission and their generosity has been very much appreciated by everyone involved. As we head into the holidays and beyond, we can all assist PEFS in many ways. You can donate non-perishable foods; your club, organization or neighborhood can adopt a shelf; or you can provide financial support. Thank you in advance for making a big difference to many families within our community.

This is my annual reminder to all residents that snow plow rules are in effect from November 15 through April 1. This means no parking is allowed on Penfield roads and highways between 2:00 a.m. and 7:00 a.m. so highway crews can safely and effectively maintain the roadways.

As I close, I hope you and your family have a wonderful, healthy and safe holiday season. It has been my honor and pleasure to serve as your supervisor over the last three years and I look forward to a very productive and fun filled 2013 with many exciting programs and special events. Start your New Year off with one of our many wellness programs, keep this brochure handy for reference—and if by chance it gets misplaced, log on at www.penfield.org for more information and activities going on in this great community.

Brighton Beach Memoirs by Neil Simon

May 31 and June 1 :30 PMPenfield Community Center

Tickets $10

There’s liver for dinner, holes in his shoes and a war on the horizon, but 15-year-old Eugene Jerome would rather think about baseball…and girls. Surrounded by his overworked mother and father, his wayward brother and a whole houseful of relatives always in the way, Eugene navigates the minefield of adolescence. Hilarious and touching, Eugene’s chronicles of his misadventures growing up in 1930s New York remind us that family is the one constant in the crazy journey of life.

This popular teen drama group is 28 years young! No experience necessary. Bring your friends and give it a try! Call Pam at Recreation for more details of YOHP’s upcoming productions at 340-8655. See audition information below about our first production of the new year.

ALL AGE DIVISIONS: Children will be assigned to a designated team. Teams will have a consistent person(s) who will coach/facilitate that “team” for the duration of the season. All league/program activities take place on Penfield Town Parkland and/or School District properties. Practices are scheduled on a day, time, and location of the individual coach’s discretion. No recreation soccer is played the week of July 1 - July 5.

GENERAL LEAGUE FORMAT - The learning environment of the age divisions of the Penfield Recreation soccer program is structured to progress children through game/activity experiences appropriate to their developing physical and mental abilities. In the 6/u & 7/u divisions we utilize activities that involve a small number of children playing on relatively small playing fields. As children advance through the age divisions they encounter progressively larger playing fields and play against a greater number of opponents; more complex rules and game strategies are introduced to engage young minds that are progressing to higher levels of reasoning and conceptual comprehension. The activity structure in the 6/u - 10/u age divisions utilizes the formats of Micro and Modified soccer. Once the children reach the 12/u age division they are generally playing 11 vs 11 on regulation size fields, though enrollment circumstances have sometimes dictated modified play (9 vs 9) on a slightly smaller field at this level as well.

Gatsby Through the Lens of the 21st CenturyF. Scott Fitzgerald’s The Great Gatsby has inspired dramas, musicals, operas, movies and even video games. Published April 10, 1925, the book foreshadowed the upcoming Wall Street crash of 1929 which began America’s great depression. Initially less popular than Fitzgerald’s previous novels, Gatsby reinvented itself over and over and is now often cited as one of the greatest novels in the English language. Copies were sent to troops during World War II and as recently as 2012, Nobel Prize winning economist Paul Krugman described America’s current economy with an effect he dubbed “the Great Gatsby curve.” Come hear and discuss the evolution of the Gatsby story.

The Legacy at Willow Pond has sponsored this exciting Civil War program. The Great Courses bring engaging professors to you remotely through recorded DVDs. Since 1990, great teachers from the Ivy League, Stanford, Georgetown, and other leading colleges and universities have crafted over 390 courses for lifelong learners. The DEAR program has secured permission to offer The Great Course at the Penfield Community Center. Participants will spend an hour once a week viewing and then discussing a selected course. In The American Civil War, leading Civil War historian Professor Gary W. Gallagher richly recounts this epic conflict in these brilliant lectures that explore not just the military conflict, but the social and political history of the nation during those years. Participants will be asked to take notes and share in discussion after each session. This Great Course will be presented weekly in the Senior Lounge at 11:00 AM. There is no fee to attend but registration is required. We will be showing part I and part II this session and will continue with parts III and IV in the coming seasons.

Emerson, Thoreau, and the Transcendentalist Movement The extraordinary members of this informal movement provided intellectual and moral leadership for many social transformations: the abolition of slavery, equal rights for women, freedom of religious thought and practice, educational reform, and more. The influence of their ideas continues today in many aspects of our culture, from efforts to preserve large tracts of wild nature to civil disobedience around the world. But, although the ideas that contributed to New England Transcendentalism had many roots, the strength of its impact came from the intellectual energy of two remarkable individuals: Ralph Waldo Emerson, the most important figure behind Transcendentalism in America, and Henry David Thoreau, his most influential disciple. Join us for this indepth look at both of these literary and socially important men and their contributions to today’s modern world.

The CathedralWhether they’re located in the heart of a major city or on the outskirts of a rural town, cathedrals possess a spiritual, artistic, and historical grandeur that deserves to be experienced and felt by Christians and non-Christians alike. But rather than traveling around the world to get just a cursory, ground-level glimpse of their greatness, bring these captivating buildings—in their entirety—right into your own home with The Cathedral. In this course, noted medieval historian and award-winning Professor William R. Cook has crafted an exciting, immersive, and multidimensional experience that will bring you closer to cathedrals like Notre Dame in Paris and those in Amiens, Chartres, and Canterbury than any on-site tour could hope to do.

The Flour CityAfter the arrival of the Erie Canal Rochester saw an influx of steady growth centered around a booming enterpr ise of flour mills along the Genesee River. Flour was made as quickly as possible and shipped to larger cities like Albany and New York City. In the first ten days of the Erie Canal’s existence, 3,600 tons of flour was being shipped out. A fascinating look at this early industry and how it established Rochester as the great city of the west.

Sometimes reading directly from stories from his own personal writings published through Arcadia Publishing, Mr. Shilling will share a wealth of information about his research and study of Rochester’s rich history with artifacts, photos, newspaper clippings and slides.

The Flower CityRochester, known for its flour and called The Flour City, in 1859 had become The Flower City as well. Along East Avenue, on Mount Hope Avenue, down Park and Monroe Avenues, out Clifford Avenue and Norton Street great fields of

flowers and nursery stock bloomed. There was a vast acreage under

cultivation growing seedling trees and flowers for seed, and many orchards

devoted to the development of finer fruit in a great circle of farms extending

through Gates, Greece, Mendon, Brighton, Pittsford, Perinton, Penfield and Irondequoit.

In springtime the orchards and flower fields turned the entire county into an immense rainbow of color, its air perfumed by their

blossoms. The industry’s earliest pioneers include George Ellwanger and Patrick Barry. Their outstanding research and development in the nursery industry resulted in the Mt. Hope Garden and Nurseries becoming one of the largest nurseries in the world in 1840. Come by for an interesting look at the historical landscape of our beautiful city.
