Helping make this Christmas a great one for families, the Mary Winspear Centre, Sidney Lions Food Bank and Kiwanis Club will be collecting new, unwrapped toys starting Monday, Nov. 16.

The three organizations have formed Peninsula Santa’s Helpers, re-organizing the work started under the banner Toys for Tots. Once again this year, the Peninsula News Review’s Coins For Kids campaign will be supporting the effort to ensure the children of families in need are not forgotten this season.

Carey Salvador of the Mary Winspear Centre says people can drop off toys for girls and boys between Nov. 16 and Dec. 11 at the Centre, SHOAL Centre, Bud-dies Toys and Bubba Loo.

“Were are looking for gifts, gift cards and even cash to help us reach children age six months to 16 years,” she said.

Families must register through the food bank and they will redeem coupons for presents Dec. 16 to 18. Last year’s effort saw 300 families take part, with around 2,000 presents given out. For details, contact Salvador at 250-656-0275.

The District of Cen-tral Saanich is looking to spend a maximum of $8,500 on the design of the new memorial cenotaph.

At Monday’s Commit-tee of the Whole Meet-ing, council approved a recommendation from staff to hire Rusnak Gal-lant Ltd. to design the structure.

At the regular council meeting Nov. 2, coun-cil passed motions to direct funds from their 2017 budget to their current budget. They also received a

$10,000 contribution from the local Mason Hall towards the proj-ect. They also decided to apply for a federal grant. If successful, the District would have to complete the project by March 31, 2016. Council also accepted that the new cenotaph should be situated in Centennial Park.

Director of Planning and Building Services Bruce Greig said the District’s purchasing policy does permit sole-sourcing projects under certain circum-stances and if there is a time sensitive situa-tion. At this point, he

said staff are seeking authorization to move forward to the design phase to keep the pro-cess moving forward. The staff report speaks briefly to the time-line where the design would then come back to council in December (an estimate) for autho-rization to start con-struction.

Mayor Ryan Windsor said after he met with some of the more active proponents in the com-munity involved with the new structure, there was a lot of dis-cussion around bronze work for the cenotaph.

Windsor asked if staff could comment on what the thinking was behind the potential for the bronze work.

Greig replied that at

this point in time, there is no specific design and more detail would be forthcoming in December.

Windsor then requested that because it’s a time sensitive project that a special council meeting that same night (on Mon-day) be held.

The motion was defeated.

Council will ear-mark $30,000 of their budget to the project, which Councillor Zeb King supported, want-ing it to remain at that amount.

He asked what the plan is for, seeking fur-ther donations, since staff aren’t actively looking for funds and are making their focus the federal grant appli-cation.

With the $30,000 from council and $10,000 from the Masons, Greig said that he was told by the Manager of Com-munity Services that a business had expressed

interest in the project and wanted to donate money. And so, dona-

tions are slowly being made towards the new cenotaph.

Sidney council trying to dissuade rental car parking on side streetSteven HeywoodNews staff

Everyone is aware of parking problems along Frost Avenue in Sidney — but not everyone can agree on how to deal with the issue.

Residents along the street have long complained to the Town of Sidney about an overcrowding of rental vehicles along the route. Enterprise vehicle rentals is located at the intersection of Frost and Canora Avenue and the parking of their vehicles on area streets has been a con-cern for residents of both Sidney and North Saanich.

On Monday, Sidney town councillors debated how they might get the business to comply with its parking rules. Under bylaw, the long term parking (more than 24 hours) of chattel — or goods, such as rental vehicles — is not allowed.

Chief Administrative Officer Randy Humble said staff have been communi-cating with the manager of the business, saying they are fully aware of the Town’s parking regulations. Where they run afoul of the rules, he said, is typically on long weekends when their customers return vehicles, parking them in the residential area along Frost Avenue. It then takes the company time to arrange to have those vehicles taken back to their rental loca-tions.

Currently, the business faces lim-ited on-site parking space for all of the

returned vehicles. The property owner recently came to council seeking permis-sion to update the site, add a liquor store and improve the parking space for the car rental business there. That project is still awaiting approval and will face a public hearing later this month.

Council, in the meantime, debated if signage along Frost Avenue, warning off rental vehicle parking would actually work.

Town staff recommended posting new signs, stating that parking of Enterprise rental vehicles was not allowed, at a cost of around $1,000.

“Why identify Enterprise?” asked Coun-cillor Mervyn Lougher-Goodey “Just have the signs say ‘no parking of commercial

vehicles.’”Humble said the wording of the signs

would be to address the specific issue on Frost Avenue. However, Lougher-Goodey noted that the signs should be more generic, as businesses change hands all the time.

Council discussed also having the busi-ness pay for the signs. Coun. Barbara Fal-lot said if the Town’s bylaw says there should be no parking there, why should the municipality and its taxpayers pay for the signs.

“The town’s mandate is to reduce sig-nage,” she noted. “So now, we’re consid-ering adding more signs for just one busi-ness, to get them not to park (on Frost Avenue).”

Humble said staff could look into that option for paying for the work, however, that discussion did not go any further.

Coun. Peter Wainwright said this is a long-standing issue and even if the Town puts up new signs, there will have to be some enforcement of the rules.

“I think it’s time for us to take some action,” he said. “We need to put in a few signs and crack down. That seems to me to be entirely reasonable.”

Council agreed and approved the new signs, stating that there is no parking of rental vehicles allowed on Frost Avenue. The term ‘commercial’ was dropped, in consideration of delivery vehicles and the like.

Wainwright noted that the purpose of the signs should be clear, indicating that residents in the area who rent vehicles for any purpose would be able to figure out that’s not the same as the impact from the nearby car rental business.

Spare some change?

The Peninsula News Review’s Coins For Kids campaign has begun once again and we’re asking you, our readers, to dig out those pennies, nickels, dimes, quarters,

loonies and toonies.We’re collecting coins throughout the Saanich

Peninsula — watch out for our collection boxes as select locations — in partnership with Panorama Recreation Centre.

You can drop off your loose change at the rec. centre and at the PNR office on Second Street in Sidney. Other locations are listed in regular advertising of the campaign, so be sure to check out the paper each week.

We’re collecting for local children and once again, we’re focussing our efforts in support of a strong team of dedicated people which much the same goal.

All of the money collected this season will be donated to the Peninsula Santa’s Helpers (formerly Toys for Tots).

While they have a new name this year, their work to reach families in need remains the same.

The Santa’s Helpers are collecting donations of new, unwrapped gifts for boys and girls between six months and 16 years of age. Families can register through the Sidney Lions Food Bank. They receive a coupon for a gift and in mid-December, the Santa’s Helpers welcome people into their gift shop, making the season a little brighter for people who otherwise might not have anything under the tree for their kids.

Here on the Saanich Peninsula, is can be easily said that many people have so much. We’re trusting that our readers will be as generous to both the PNR’s Coins For Kids campaign and the Santa’s Helpers, as they have been in the past.

For many people, making ends meet is a daily struggle. During the holiday season, particularly at Christmas, those pressures increase — and no one wants their family to go without, if they can help it at all.

We can help, too.Bring out those collections of coins that you’ve

been saving up all year, for it’s time to give generously to the Coins For Kids campaign.

Think, as well, about being one of the many Santa’s Helpers on the Peninsula. They aren’t just the organizers and volunteers with the service group — they are all of us.

MLA Gary Holman wants there to be a consistent fee structure for the over 80 years old drivers licence medical exams.

I don’t think seniors should have to pay for this medical exam. They have paid enough taxes and more while they supported the system during their time in the labour force.

I feel the Superintendent of Motor Vehicles is in violation of the Char-ter of Rights and Freedoms. Section 11 indicated one is innocent until proven guilty and under Section 15, every individual is equal before the law, without discrimination based on age, etc.

I feel the opposition (NDP) has failed us by allowing this injustice to happen. I have written and voiced my concerns regarding this issue to MLA John Horgan, MLA Carole James and MLA Gary Holman. The B.C. Civil Liberties Union ... said this is not part of their mandate but they gave me a list of agencies that could help.

The Attorney General of B.C. took three weeks to reply to me about this, but (said it was the law).

I think we must remind politicians that they work for all of us, nut just the usual special interest groups.

Thank you to all those who helped us look for our lost dog ‘Rufus’ at Centennial Park over the summer. He is a terrier and followed his nose, but it was a happy outcome and he was found. So thank you all again, we were very grateful.

Some four hours after my recent early morning walk, I realized that my Garmin multi-functional ‘watch’ was missing from my wrist. Retracing my steps from the north end of Sidney’s Heart Walk, I dis-covered it had been found by construc-tion workers who had strapped it around the rail at the base of the steps, next to their work site on Third Street.

Many many thanks to these young men who did such a commendable good turn for me.

On the Saanich Pen-insula, Sidney remains the only municipality to not formalize its sup-port of the environmen-tal efforts of the Penin-sula Streams Society.

A recent request by the Society’s past chair, Newton Hockey, seek-

ing an annual contri-bution of $5,000 from the municipality was rejected by council Monday night, Nov. 9.

Hockey had asked that the Town consider making that contribu-tion an annual budget item, instead of asking the Society to apply to Sidney’s grant-in-aid program to help pay for

its efforts within town boundaries.

In 2014, the Town awarded the Society $500 through grants-in-aid. In March 2015, they received $1,000 after a motion by Councillor Cam McLennan to deny them the grant did not pass.

Hockey noted in a let-ter to council that Pen-insula Streams receives budgeted grants from Central Saanich, North Saanich and the Dis-

trict of Saanich, each earmarking $15,000 for the Society.

In Sidney, Peninsula Streams has taken on environmental initia-tives such as bringing its Creatures of Habi-tat to local schools and works with other groups, like Friends of

Shoal Harbour to fur-ther environmental stewardship and aware-ness. The Society, most notably, has taken on a role of stewardship along Reay Creek and is a part of the munici-pality’s effort to decide how to clean up Reay Creek Pond.

“More organizations appear to be applying for grants-in-aid from a diminishing budget,” Hockey wrote, “and it seems sensible to acknowledge that Pen-insula Streams is really part of the Town ser-vices as you (do) not have a designated envi-

ronmental division.”He stated the Soci-

ety’s work through-out the area cost an estimated $300,000 in 2014. They rely on gov-ernments, businesses, individuals and fund-raising to cover their overhead, expected to be $100,000 in 2016.

My articles usually dwell on how we can best improve our per-sonal economic well-being.

However, as members of the broader community, we should have goals that go beyond personal aspirations and include the sharing of our good fortune with others in need.

The 2015 edition of Victoria’s Vital Signs magazine offers some instructive facts about our region and its residents. Eighty-nine per cent describe ourselves as happy with our overall quality of life. Our unemployment rate in 2014 stood at 5.4 per cent — one of the lowest in Canada. Our weather and environment remain the envy of Canadians in other provinces. Yes, we have problems, but overall, our quality of life is the envy of many elsewhere in Canada and the world.

How well do we share our good fortune with those less-fortunate? Vital Signs found that only 25 per cent of Greater Victoria tax-filers made

charitable contributions, with a median contribution in 2013 of $400. While this is notably higher than the $280 Cana-dian average, it represents a very small sliver of our region’s median household income, nearing $65,000 annually.

Despite our general sense of comfort and financial well-being, some 1,200 local residents are in need of shelter. 12 per cent of our population lives at, or below, what is considered to be the local poverty line.

Looking beyond Canada, the World Bank recently confirmed that for the first time in history, the level of extreme pov-

erty, world-wide, fell below 10 per cent. It remains shocking that some 800 million inhabitants of our planet survive on less than $1 a day. Fortunately, not a single family in Canada falls into that abys-mal category.

As much as they might wish otherwise, a seg-ment of our region’s population simply cannot afford to give, let alone increase, their charitable giving. Many of us however can, and should, do more. In our charitable giving we select causes which we personally consider to be the most important. However, we need to ensure that our donations do not “feed” organizations with high administrative, or fund-raising, expenses.

Essentially, volunteer-driven charities such as the United Way, hospital foundations, chronic dis-ease agencies, food banks, and various registered societies such as the Mount Newton Centre Soci-ety, are great choices. Virtually all contributions to such organizations are applied directly to the intended programs. However, many unsolicited mail campaigns spend huge sums on the process of attracting donations. They may not be your best choice. And of course, some solicitations can be outright fraudulent.

We also want to do what we can to assist in world-wide disasters. In such tragedies, well-respected organizations like the Red Cross can be relied upon to convey our donations most effec-tively, particularly when the federal government offers to match private donations.

As we strive to improve our own well-being, we can plan to share with others much less fortunate, whether locally, across Canada, or in the broader world community. Sharing feels good. Let’s never lose that feeling!

• Traffic on Rest-haven Drive will not be asked to slow down to 30 km/hr from its cur-rent limit of 50 kilome-ters an hour.

Council denied a request by an area resident after a month of speed monitor-ing by speed reader boards in August showed most traffic was within an accept-able range of speed. Coun.

Tim Chad noted he’s lived along the route since 1973 and has seen little change in driver habits along what is Sidney’s main north-south route, making a speed reduction unneces-sary.

Sidney has also installed traffic-calm-ing measures, such as pedestrian-activated flashing beacons, in 2014, helping curb speedy drivers.

• A proposed new single family house on First Street in Sidney is seeking a bylaw variance to allow a higher-then normal roof line to accom-

modate an elevator. Councillors voted to advance the request, asking the owners to notify neighbours within 75 meters of the proposed change.

• Councillor Bar-bara Fallot recently attended a conference in Kelowna, looking at incorporating the arts into municipal planning. She said integrating art into municipal infrastruc-ture is about improv-ing a community and helping drive new eco-nomic opportunities into a community.

• Coun. Erin Brem-ner outlined the inau-gural meeting of Sid-ney’s new economic development commis-sion. She said Mayor Steve Price outlined the Town’s overall eco-nomic development strategy and the group focussed on the rec-ommendations out of the 2014 Mayor’s Task Force on Downtown Revitalization.

properties on Fourth Street will get simi-lar detached garages after the Town’s Advi-

sory Planning Com-mission recommended their approval subject to conditions, such as meeting design guide-lines and neighbour notification.

• Sidney has extended its main-tenance and repair agreement with the SHOAL Centre to Dec. 31, 2020. The town owns the land and leases it to Beacon

Community Services, operators of the cen-tre. The agreement covers maintenance of common areas at SHOAL and Sidney reimburses the strata there for 19.5 per cent

of its total related costs. Sidney contrib-utes around $120,000 each year to the SHOAL Centre.

Canadian auto TestFest � estaThe Automobile Journalists Association of Canada (AJAC) has just completed TestFest, an annual four-day intensive vehicle evaluation driving event.TestFest establishes core groundwork for a thorough voting process that will ultimately determine the 2016 Canadian Car of the Year, the 2016 Canadian Utility Vehicle of the Year, the 2016 Canadian Green Car and the 2016 Green Utility Vehicle of the Year.This year more than 80 auto media experts were invited to do back-to-back evaluations of the 122 new vehicles assembled at the Canadian Tire Motorsport

Park in Clarington, Ontario, which is also a new staging location for the event. In addition to its well-known high-speed track, this racing facility was also able to provide a low-speed handling course and, in my opinion, the best off-road course in the history of the annual event. As always, designated routes on public roads, specific to the category of vehicle, were also incorporated. Nine category winners, from TestFest, will be announced by AJAC on November 24 and the overall winners will be announced at 2016 auto shows in Toronto, Montreal

and Vancouver. Category entry information, photos and some interesting drone-filmed videos taken at this year’s TestFest are already viewable on the AJAC web site (ajac.ca) and all the compiled stats and voting details will follow later. More “green” vehicle entries, than in previous years, will allow the presentation of two awards (for both car and utility) at next year’s Vancouver Auto Show. Parkland Secondary’s senior boys volleyball team has qualified for the Island championships Nov. 20 and 21 at Royal Bay high school.

NORTH SAANICH — The Park-land Secondary School senior boys volleyball team split two matches this week and qualified for the Island AA championships at Royal Bay later this month.

On Monday, Nov. 9, Parkland defeated Stelly’s Secondary in a

two-out-of-three match elimina-tion round, 25-17, 25-20.

The win moved them to the semi-finals of the Lower Island championships against Lam-brick Park.

The Panthers lost that match but qualified for the Islands Nov.

20 and 21 at Royal Bay school.Parkland was the defending

Lower Island champion from last year and also earned a berth to the provincial championships.

It’s been a dream come true for Sidney’s Chelsey Minter, who was chosen to travel to England to represent Canada on a national-level rugby team.

“It’s a dream I’ve had since I was eight or 10 years (old) on the long term goal and now it’s a shorter term goal as it’s starting to happen,” she said.

She will be suit-ing up for Canada’s Maple Leafs, a women’s national development squad. They play two games against Eng-land’s development side, Dec. 1 and 5.

Minter began play-ing rugby at 13 where she was coached by who she calls a rugby legend, Don Burgess. He held small camps on Sundays at Parkland Secondary.

It was when she entered high school at Stelly’s Secondary that she began to take the sport more seriously. She also played with the James Bay Athletic Association.

This past spring, Minter was selected for Canada West Camp and from there they chose a squad to go to the Super Series in Calgary and Edmonton. Despite not being selected for that, she was still on their radar and played with the B.C. Wom-en’s Provincial Team. Minter said she was, in October, accepted onto the development team.

“I’ve been kind of working towards it for the last couple of years and things are finally coming together,” the 26-year-old said, adding the timing is just right.

Someone proud of her accomplishment is her father Burt, who said the news is tre-mendous.

“It’s a really big deal, it’s something she’s been sort of working on for pretty much the whole time she’s been playing rugby … so to get her to this point is a really big deal and of course the World Cup coming up in a few years, she’s got her eyes on hopefully making that. It’s a big accomplishment,” he said.

Minter is also sup-ported by her step-mom Amanda as well as Mark Wyatt, who her father said has been a big source of inspira-tion. Wyatt is Minter’s coach at West Shore Rugby and is in the Rugby Hall of Fame.

Another inspiration her father mentioned was the late Courtenay Taaffe who coached Minter at Stelly’s.

“She had this huge influence on a lot of kids and definitely on Chelsey. That was a big pivotal thing for her is to kind of be coached by her and be friends with her.”

Minter will fly out to England on Nov. 24 and will return home on Dec. 6.

Her position in rugby is called the prop and

what Minter likes about the sport is that it’s very physical.

“I like that it kind of combines a lot of ath-leticism so you have to be able to run and be powerful and also be strong and agile and fast,” she said.

With the sport being physically demand-ing, Minter trains hard almost every day. She lifts weights three times a week, engages in con-ditioning another three or four times a week, takes in two practises a week and plays a game on the weekend.

Minter wants to give a shoutout to her club

team as they have really helped her along.

“They help me every week with training. That’s with the West Shore Rugby Club so the coaches and play-ers there really helped me develop skills,” she said.

Watching her play over the years, her dad said he has really seen her mature, always playing a bit ahead of her age with women’s rugby.

“Her passions never let up for the game, that’s for sure,” Burt said. “She’s fiery about it.”

Minter said that with

the current model of ‘pay to play’ with the fifteen-a-side national rugby team, the cost involved in represent-ing Canada can be quite high for players to play. So she is fundraising through a gofundme page. The link is donate.rugbycanada.ca/e/cminter.

One of the world’s leading bridge players and instructors is in town this weekend to impart wisdom gained over decades of top-level competition.

Mike Lawrence, who has three world cham-pionship titles and

18 North American crowns to his credit, will be at the Westin Bear Mountain Resort and Spa this Sunday and Monday (Nov. 15-16) to lead a work-shop on the finer points of the game.

It’s a rare opportu-nity for serious Vancou-ver Island bridge play-ers to glean playing tips

from one of the best.“Today he’s regarded

as the top theorist in the world,” said Bob Flitton, the Highlands resident who spear-headed the bid to bring Lawrence to town.

“It’s like having some-body who won the Indi-anapolis 500 ten times come to Bear Moun-tain. This guys is ‘it’ in terms of the bridge world.”

Lawrence, who these days lives in Tennes-see, had been sched-uled to put on a work-shop in Kelowna earlier this year.

He didn’t hesitate to say ‘yes,’ Flitton said, when asked if he’d be willing to come to Greater Victoria to

put on a clinic for avid bridge players.

As it turned out, the Kelowna workshop was cancelled and Flitton said some people who planned on attending there have signed up for the Langford event.

The workshop runs from 9:30 a.m. to 4:30 p.m. both days.

The community got together Nov. 11 to hon-our Sgt. (Ret.) William Henry Albert Willbond, a police dispatcher with Central Saanich Police Service, a poet, a family member and a friend.

He died last year and was known to many in Central Saanich. He was recognized as Canada’s Soldier Poet for his prose about the Canadian military and his own experiences.

At municipal hall, a short ceremony was held to remember Will-bond and his contribu-tions. There to give a few speeches and read some of his poems was Police Chief, Les Sylvan, neighbour and fellow comrade, Ed Widenmaier, Jim Mac-Millan-Murphy, presi-dent of the Canadian association of Veterans United Nations Peace-keeping and his wife, Lynne Willbond.

“He was very con-cerned about other people,” said Lynne, adding her husband began and ran a charity (ICROSS), reaching out to the poor in Africa.

She also mentioned

his poems, which she said he wrote every day about things happening in his life at the time.

Sergeant Greg John-son with Central Saan-ich Police, who spent time with Willbond, read aloud his famous police poem.

“Willy was just as prolific in his role as a dispatcher if not more,” he said.

“I would have consid-ered him the spiritual leader of what I would call the Old Guard back then and many times he’d go out on call and come back to have a

poem — not just the file written up but also a poem.”

Widenmaier, who served in Germany with Willy, shared some of his experiences.

“He travelled the world and maybe that affected his health ... but he never let down his family — family came first always,” he told the PNR.

Sylven also knew Willbond for a short time.

“There’s just some people that, just the way they live their lives, become part of

the fabric of any place and from what I’ve heard and from what I’ve seen in even the brief time that we met, he is definitely one of those people that was an integral of the com-munity ...” he said.

“I would just like to express on behalf of the entire veterans com-munity of how lucky we were and we really appreciate that you shared him with us,” said MacMillan-Mur-phy.

and raised in Central Saanich, but never knew the community

like her husband did.“Every street and

every corner, every

cow and every horse … he certainly loved it here.”

SIDNEY — Put on by the Peninsula Singers, Comin’ Up Christmas Time is fast approaching with the Sunday, Dec. 6 concert already sold out.

The entertaining concert series runs Dec. 4 to 6 at the Mary Winspear Centre, presented by Peninsula Sing-ers with its 65-member show chorus. The group will sing songs ranging from the 16th century to the 21st.

There will be soloists drawn from the Singers’ ranks, including Flo Pugh who will do her own version of Chuck Berry’s rockin’ Run Rudolph Run.

The Women of the Singers’ will per-form with footwork and vocals style in Candy Cane Lane. And the tradi-tional Spotlight on a Young Artist will feature a young pianist by the name of Keaton Ollech and a saxophone quartet from the University of Vic-toria’s School of Music. The musical accompaniment is Janet Yonge on piano, Lynell Korella on bass, Terry Erskine on percussion and Elin Wil-liams on recorder. The emcee for the show will be Jim Kingham.

Tickets are available through the Mary Winspear Centre’s Box Office at 250-656-0275 or online at marywin-spear.ca. The price is $25 for adults and $13 for children, with proceeds going towards the Saanich Peninsula Hospital’s Music Therapy Program.
