program encourages high-quality workmanship in every concrete pavement project and serves as a forum for

sharing information about highly successful projects.

Runway 14-32 Rehabilitation, Pittsburgh International Airport, Findlay Township

When bids were let for the reconstruction of the cross wind Runway

14-32, Golden Triangle was the successful bidder on all six con-

struction bids. The project involved removal and replacement of

185,936 SY of concrete pavement. All the concrete was produced

using Golden Triangle’s portable batch plant set up on airport prop-

erty about 20 minutes from the project site.

In addition to the concrete pavement replacement, the project included subgrade, base, and drainage

improvements along with complete asphalt shoulder replacement, as well as electrical circuit, lighting,

and airfield signage replacement. The original concrete pavement was crushed to a 2A or R4 gradation

and was either used on the project or was stock piled on airport

property for future reuse by the owner. All the bituminous asphalt

was milled and stockpiled on site for future reuse by the owner.

Precise grade control was a must as the runway intersected with

two other parallel runways and intersected with 10 taxiways. The

initial phases used traditional string line paving techniques, and

then transitioned to GPS and string-less technology.

Close coordination was required with multiple subcontractors, as well as multiple prime contractors on

adjacent airport projects. There were also rigorous quality control requirements to meet FAA

specifications, and testing results to confirm consistency.

Making this project even more challenging were the many

sub-phases of each of the six construction phases, which led

to many working restrictions and extremely tight time

frames. In spite of all these factors, project milestones and

completion dates were met and the owner and air travelers

to the region now have a reliable, high quality facility.

Concrete overlays are being more widely adopted, nationwide, as an alternative for pavement resurfacing in these times when agencies are striving to optimize construction and maintenance expenditures. The presentation will draw from and identify several National CP Tech Center publications as we explore the topic of scoping Interstate overlay projects. The objective is to provide the audience with knowledge about choosing the right candidate for a concrete overlay.

& Richard R. Jucha, P.E., ACPA Pennsylvania Chapter New specifications for mitigating ASR in concrete will take effect in April 2018, with new requirements for designing concrete mixes, and reviewing these mixes for approval. We will provide a brief review of these requirements.

8:30 am Unbonded Concrete Overlay Design Lev Khazanovich, PhD., P.E., University of Pittsburgh

A “separated concrete overlay,” or an “unbonded concrete overlay,” is a Portland cement concrete (PCC) pavement slab that is separated from the existing PCC slab by a separation layer (also called interlayer). Historically, unbonded overlays have been built with a conservative design. The ongoing FHWA-sponsored pooled find study has the objective to develop improved guidelines for the design and construction features of unbonded overlays that highway agencies can use to accurately predict their performance life. To meet these goals, a mechanistically-based design procedure will be proposed. The presentation will give an update on the results of the laboratory investigation and structural modeling conducted under this study. The effect of an interlayer on the long-term performance of an unbonded overlay will be highlighted.

Session 1 Moderator: Geoffrey W. Clarke, Swank Construction

John M. Becker, P.E., has represented the concrete pavement industry in Pennsylvania since 2000, and currently serves as the executive director of the ACPA Pennsylvania Chapter. John earned his BS and MS degrees in Civil Engineering from the University of Illinois and he is a registered Professional Engineer in Pennsylvania and North Carolina. George W. McAuley is the Deputy Secretary for Highway Administration for PennDOT. He leads two PennDOT Central Office Bureaus along with a team of 11 District Executives in their responsibilities for the design, maintenance and construction of state highways and bridges.

Charles J. Buchanan, P.E., currently serves as the Assistant Roadway Engineering Manager for the Pennsylvania Turnpike Commission. Charles has 19 years of highway design and construction experience between a private engineering firm and the Pennsylvania Turnpike Commission. He received a Bachelor of Science degree from Penn State University and is a registered Professional Engineer in the Commonwealth of Pennsylvania.

Leif G. Wathne, P.E., is the Executive Vice-President of ACPA National, responsible for both technical & policy issues related to Concrete Pavements. Prior to joining ACPA, he served for nearly a decade in both research and technology-deployment for FHWA. Leif is a registered Professional Engineer in the Commonwealth of Pennsylvania, with a Master of Science degree from Penn State and a Bachelor of Science degree from the University of Connecticut.

David M. Sciullo, P.E., has been employed with Golden Triangle Construction for over 20 years. He is currently the Vice-President of Construction, where he oversees all field operations on heavy/highway projects. He earned his Bachelor of Science Degree in Civil Engineering from the University of Pittsburgh, and he is a registered Professional Engineer in Pennsylvania.

Gordon L. Smith, P.E., recently joined the National Concrete Pavement Technology Center as an Associate Director. Gordon began his career in concrete pavements by working for an Iowa concrete paving contractor (Central Paving Corporation) for 14 years, followed by 31 years of service to the Iowa Concrete Paving Association (ICPA) & the Iowa Ready-Mixed Concrete Association (IRMCA).

Justin D. Blakeney, P.E., has been the Assistant District Executive for Construction in Engineering District 3-0 for almost six years. Prior to that, he served as the ADE-Maintenance for five years, the District Plans Engineer and the District Materials Engineer for six years. He has been with PennDOT since 1995.

Joshua J. Haladay, has been a project Manager/Estimator for the Glenn O. Hawbaker, Inc. Montoursville, Pennsylvania Division for the past eight years. He has worked primarily on projects in District 3, while also handling a few projects in District 4.

Dave Holtz, P.E., is currently the Pavement Director for the Indiana Department of Transportation. He has been with INDOT since 1986 and prior to that he was the Assistant County Engineer for Elkhart County in Indiana. He attended Rose-Hulman Institute of Technology in Terre Haute, Indiana, where he earned his BS in Civil Engineering in 1982. Kevin Gnegy, P.E., earned his BS in Civil Engineering from Penn State University. He has 25 years experience in design, maintenance, construction and materials. He is currently responsible for materials, pavement design & geotechnical engineering in PennDOT District 9.

Joseph F. Cribben, P.E., is employed by PennDOT and currently works in the Construction Quality Assurance Division. He previously worked in the pavement design unit and he has been an active member of the Concrete Pavement Quality Improvement Committee for several years. He is a registered Professional Engineer in the Commonwealth of Pennsylvania.

Jim Casilio, P.E., is the Director of Technical Services for the Pennsylvania Aggregates and Concrete Association. He began his fulltime involvement in the construction material industry in 1976 with Casilio Concrete in Bethlehem, PA. Jim joined the PACA staff in March of 2016. Jim received his civil engineering degree from the University of Pittsburgh in 1976 and is a registered Professional Engineer in Pennsylvania. Jim is currently a member of ACI Committees 221 -Aggregates; 132 -Responsibility in Concrete Construction; and 332 -Residential Concrete.

Richard R. Jucha, P.E., is the Vice-President for ACPA/PA, handling issues in the western Districts as well as many technical & specification issues for the Chapter. He previously served as the DME for PennDOT District 11 and has 40 years of experience in the construction, aggregates, building materials and manufacturing industries. He is a registered Professional Engineer and a graduate of the University of Pittsburgh.

Lev Khazanovich, PhD., P.E., is the Anthony Gill Chair Professor at the Department of Civil and Environmental Engineering at the University of Pittsburgh. Prior to joining Pitt in 2017, he was a Professor at the University of Minnesota. Dr. Khazanovich is an internationally recognized expert in structural and performance modeling of concrete pavements.

Robert Conway, P.E., is a Senior Pavement and Materials Engineer with the FHWA Resource Center. Prior to joining the Resource Center he served as the Major Projects Engineer and Pavement & Materials Program Engineer in the Michigan Division of the FHWA. He is a registered professional engineer, certified construction manager and a graduate of Purdue University.

Mark B. Snyder, PhD., P.E., earned BS, MS and PhD degrees in Civil Engineering at the University of Illinois. He has nearly 40 years of experience related to pavement engineering, including 13 years as a professor, 10 years with several ACPA Chapters/Affiliates (including 6 years with the ACPA/PA) and is currently a consultant engineer.

Scott Eilken has worked in the transportation industry for 40 years. He is a current IGGA Board Mem-ber, Chairman of the ACPA Jointing Task Force, and Co-Chair of the Seal/No-Seal Group. He also sits on the TRB Committee for Joint Sealants and Fillers.

Walter W. Wimer, P.E., has 15 years of experience as a design engineer and project manager. He has worked for the Pennsylvania Turnpike Commission for the past five years as a Project Manager. Wally served as Project Manager for the design of two Accelerated Bridge Construction projects; the WB-224B Bridge Replacement Project, and the NB-355 Bridge Replacement project.

Brian A. Early, P.E., has been employed by PennDOT for 32 years and is currently a Senior Civil Engineering Manager with PennDOT District 6 Construction. He graduated from Penn State with a B.S. in Civil Engineering. He has a wonderful wife, Maureen, and a great son, Kyle. He loves golf and Penn State football.

Winning Super Bowl LII brought to Broad Street the Lombardi Trophy for the very first time, and ended a championship drought for the Eagles that lasted fifty-eight years. In the 1960 Championship Game being played on Monday, December 26, at Franklin Field in Philadelphia, the Green Bay Packers trailed by four points with just over a minute left in the game. Starting on their own 35-yard line, the Packers drove deep into Eagles territory. On the 22-yard line with seconds to play and no time-outs left, Bart Starr threw a short pass to Jim Taylor. It was “Concrete Charlie” Bednarik, the last Eagle between Taylor and the end zone, that tackled Taylor at the 10-yard line. Bednarik remained atop Taylor until the final seconds ticked off the clock, ensuring that the Packers could not run another play. This preserved the 17-13 victory over Green Bay, and marked the lone playoff loss for the legendary Coach Vince Lombardi.

“Concrete Charlie” was the last professional football 60-minute man, playing offense, defense, and special teams. He was a ferocious tackler feared by those who opposed him. ACPA/National, in cooperation with the Innovative Pavement Research Foundation, has launched the Interns for the Future Program to introduce students to the concrete pavement industry. The program seeks the most highly motivated students who have completed at least two years of study at an accredited University with a strong reputation in the areas of concrete, materials and pavement engineering. The internship lasts twelve weeks and will provide participants with exposure to multiple aspects of concrete pavement technologies.
