Withmorethan28yearsofconsultingexperience,hehascompletedthedesignofmorethan20POTWsinPAduringhistenurewithGannetFleming(1982-92),HRG(1992–2010),HazenandSawyer(2010–2015)andRETTEW(present).HealsowasaparttimeinstructorforPennState-UniversityParkandPennState–CapitalCityduringtheyearsof1999–2005.

BrianisamemberoftheDEPSewageAdvisoryCommittee(representingPSPEsince2002)andhasservedPWEAontheEditorialBoard,theWaterSustainability&ReuseCommittee(Co-Chair)andthePennTecProgramcommitteepriortobecominganofficer.Finally,hehaswrittenorpresentedapproximately20papersandwasacontributingAuthortotheASCE/WEFMOP8“DesignofMunicipalWastewaterTreatmentPlants,5thEdition”.

Larry FairLarrybeganhiswastewatercareerin1977attheMyerstownWastewaterTreatmentfacility.Sincethattime,hespentafewyearswiththeNorthernLebanonCountyAuthorityandultimatelyreturnedtoMyerstownastheirFacilitySupervisor.In2011,NorthLondonderryTownshipbeganconstructiononitsnewwastewatertreatmentplantandhiredLarryastheSuperintendentofthefacility.

TheNorthLondonderryfacilityisa1.5mgdSchreiberBNRprocess.ProcesscontrolincludesnitrateandDOprobesaswellasmonitoringMLSS,SVI,F:M,SSV,

andmicroscopicanalysis.Theplanthasamaintenanceprogramthatincludesdaily,weekly,monthlyandquarterlycheckchartstorecordallmaintenanceinformation.Servicecontracts,andoilanalysissupplementtheroutinemaintenance.Asparepartsinventoryismaintainedthatincludesnumbers,valuesanddates.TheirplanthasmaintainedcompliancewithitsBayrequirements.Theplant'slaboratoryisaccreditedforBOD,cBOD,TSS,FecalColiform,Ammonia-Nitrogen,andTotalPhosphorus,withplanstoaddTKN,Nitrate,TotalNitrogen,CopperandZinc.Theplanthasawrittensafetyprogramandholdsquarterlysafetycommitteemeetings.Larryandhisstaffhavecontinuouslymadeimprovementstotheplantwhichinclude:automatingthegravitysludgewastinglinetoanautomatedpumpingsystemthatallowsfor24/7operation,modifyingPLCenclosurestoprotectthemfromextremeheatandcold,andpretreatingeffluentusedintheirheatpumptoeliminateclogging.

LarryisaLifeMemberoftheEPWPCOA,servesontheirBoardofDirectors,andwasEPWPCOAPresidentin2000.HeisaWEFmemberaswellasthecurrentFirstVice-PresidentofthePWEA.Inaddition,hehasbeenaPWEABoardmemberformanyyearsastheEasternSectionRepresentative.LarryisapastrecipientoftheJohnYenchkoMeritoriousServiceAward,theTedMosesHighHatAwardandtheWEF’sWilliamD.HatfieldAward.

Inhissparetime,Larryenjoysbassfishingandparticipatesinvarioustournamentsthroughoutthearea.Heisanavidhunterandoutdoorsmen.Butmostofall,Larryvaluesthetimespentwithhiswife,Wendy,ontheSassafrasRiverinMaryland.

Arthur sidney Bedell AwardThe Arthur Sidney Bedell Award was established by the Water Environment Federation to acknowledge extraordinary personal service to the Member Association, which may be based on organizational leadership, administrative service, membership activity, stimulation of technical functions, or similar participation. The Award is named for the second President of the Federation, who exemplified its purpose by his long devotion and service to the New York Sewage and Industrial Wastes Association, now the New York Water Environment Association.

GeniegraduatedfromWestChesterUniversitywithaB.S.inForensicChemistryin2005.SheworkedasaplantchemistattheCityofLebanonWastewaterTreatmentPlantfor3yearsbeforeacceptinghercurrentpositionofLaboratorySupervisor/MIPPCoordinatoratMRSAin2008.

Laboratory Analyst Excellence AwardThe Laboratory Analyst Excellence Award is presented by the Water Environment Federation to recognize individuals for outstanding performance, professionalism and contributions to the water quality analysis profession. The Award criteria includes outstanding efforts in the area of wastewater and environment aquatic analyses; involvement in community activities or public relations; presentations at professional conferences relevant to water quality analysis; and contributions that have been beneficial to the nominee’s facility.

From1992to2003DavewasaninstructorforthePADEPwastewateroperatortrainingcourses.Startingin2014hehasbeenaninstructorforRACCWastewaterOperatorCertificationprogram.HehasalsobeenaninstructorforseveralEPWPCOAcourses.

DavestrivestopromotethefieldofwastewatertreatmentwithplanttoursforgroupsrangingfromCubScouttroopstoWomen’sgroupsandlocalschoolsgroups.

William D. Hatfield AwardThe William D. Hatfield Award is presented by the Water Environment Federation to recognize outstanding treatment plant operation. The Award is presented to operators of wastewater treatment plants who, through their outstanding performance and professionalism, deserve commendation. The Award criteria includes a successful system of reports; a forum for suggestions for improvement; financial acumen; a good public relations program; and dissemination of information in the field of water pollution control.

george w. Burke, Jr. safety AwardThe George W. Burke, Jr. Safety Award is presented by the Water Environment Federation to encourage an active and effective safety program in municipal and industrial wastewater facilities. The Award is presented to facilities that have demonstrated and illustrated an active and effective safety program and a facility safety record for the preceding calendar year.

City of Easton Bureau of Collection systemsTheCityofEastonhasseven(7)employeesintheBureauofCollectionSystemsresponsiblefortheoperation,maintenanceandrepairofboththeSanitaryandStormCollectionSystems.Thesesystemsconsistingofover65milesofgravitysanitarysewers,over6000sewerlaterals,morethan2200manholes,33milesofstormsewers,and1600inletboxes.

AllemployeesaretrainedinthecalibrationandoperationofportablegasdetectorsforuseinConfinedSpaceEntries,CSE,aswellasbeingtrainedasEntrants,Attendants,andSupervisorsforCSE's.AnnualtrainingintrenchingsafetyincludesfieldsoilanalysisandcertificationasaCompetentPerson.TrenchshoringisaccomplishedusingSafe-T-Shorehydraulicbracingandcertifiedshoringpanels.

First-aidkidsandfireextinguishersareavailableinallvehicles,storageareas,andoffices.Hands-onfireextinguishertrainingisconductedannually.Topreventdamagetothefacilitiesbyothercontractors,employeesparticipateinthePAOneCallSystemwitha96%responserating.MSDSiscurrentlybeingupgradedtothenewGloballyHarmonizedSystem.Allhazardousmaterialsareinventoriedevery6months,andSDSareupdatedatthattime.

AllemployeesaremembersoftheEasternPennsylvaniaWaterPollutionControlOperatorsAssociation.ThreeemployeeshavePADEPWastewaterCollectionSystemLicenses.Ithasbeenalmostfive(5)yearssincetheBureauhashadalosttimeaccident.

david KershnerDavidchangedfromacareerinsecondaryeducationtojointheworldofwaterandwastewatertreatment.HisworkexperiencepriortotheelevenyearsofteachinghighschoolincludedtwosummersatBCMEngineersandthreeandahalfyearswithWoodward-ClydeConsultantsdoinggeotechnicallabandfieldwork.In2005,hejoinedKershnerEnvironmentalTechnologiestotakeontheroleof“AftermarketSales”,wherehecallsdirectlyonwaterandwastewatertreatmentplants.

DavidhasbeenactivewiththeEPWPCOAsincestartingwithKETandhasservedonseveralcommittees,includingtheCollectionsSystemsCommitteeandthe

TradeShowCommittee.Forthelastfiveyears,hehasbeenthechairoftheEducationandTrainingCommittee,ofwhichhe’sbeenamemberfornineyears.Inthiscapacity,DavidalsoservesontheBoardofDirectorsoftheEPWPCOA.Overtheyears,hehashelpedtocreateseveralnewcoursesfortheassociationtoofferitsmembersincludingtopicssuchasUVDisinfection,PolymerandPolymerMakedownSystems,PreventativeMaintenance,AlternativeEnergySourcesforWaterandWastewaterPlants,Biosolids,andOdorControl.HebegantheprocessofgettingoneandtwohourWebinar-typeclassesapprovedforoperatortrainingcredit,andtheEducation&TrainingCommitteewillpresenttheirfirstwebinarin2016.Hehastaughtclassesonodorcontrol,chemicalfeed,andalsotaughttheDEPmandatedcoursetitled,“SecuringDrinkingWaterandWastewaterFacilities.”

ted moses high hat AwardsThe Ted Moses High Hat Award is given by PWEA in honor of Ted Moses, the first Secretary of the Association. This is a service award given to members who have distinguished themselves while working to promote the Association and its programs.

The original high hat, purchased in a Philadelphia pawn shop in 1935, is the Association’s most prized and priceless possession. The names of past recipients are lettered upon the hat, and the annual ceremony accompanying the presentation of this award has become a tradition at the PWEA Annual Dinner & Awards Ceremony. Because the original high hat had no additional space for names of award recipients, Ned and Marti Sams purchased another high hat. The Sams graciously donated this second hat to the Association so that names of future award recipients will also appear on a high hat.

stephen CopelandStevegraduatedfromTempleUniversityin1967withaB.A.inChemistry.StevehasbeenamemberofEPA-RegionIII'sPretreatmentTeamsinceitsinceptioninOctober1992.HehasbeenwithEPAforalmost41years,servingintheWaterDivisionfor28years.Priorexperienceincludes9+yearsintheEnvironmentalServicesDivisionand4+yearsintheAirDivision.HecurrentlyservesasaseniormemberoftheTeamandisresponsibleforoversightofmanyofthelocalPAandDEmunicipalpretreatmentprograms,aswellasbeingthefocalpointforthedelegatedpretreatmentprogramsinMD,VA,andWV.SteveisamemberofEPWPCOAandPWEA.InadditiontomakingpresentationsatEPWPCOAtraining

david A. Long memorial Educational service AwardThe David A. Long Memorial Educational Service Award was established in 2001. The award is in recognition of Dr. David A. Long for his lifelong service and dedication toward the education and training of water and wastewater treatment plant operators and environmental professionals. This award is presented to individuals who distinguish themselves through their efforts and contributions to the education of water quality professionals.

PhilgraduatedfromCornellUniversitywithaBachelorsandMaster’sDegreeinCivilandEnvironmentalEngineeringin1981.Hehasover33yearsofexperience

yenchko meritorious service AwardOriginally the PWEA Meritorious Award, the Award was presented to persons answering the call of service to the Association above and beyond expectations. In 1995 this Award was renamed the Yenchko Meritorious Service Award in honor of John and Sue Yenchko and their decades of dedicated and faithful service to the Association. This Award is presented to an individual (or couple) who has made a significant contribution of their time in any type of service to the Association.
