Dear Sir,

Further to your request and authorization, Paterson Group (Paterson) conducted a Phase

I-II - Environmental Site Assessment (ESA) update of the vacant property at the

aforementioned location. The Phase I-II - Environmental Site Assessment (ESA) update

is an update of a previous environmental report prepared by this firm, as detailed below.

Site Information

The subject site is a rectangular shaped property that is currently vacant and used as a

parking lot. The proposed development for the site is a multi-storey residential building.

The site is in a municipally serviced area.

The purpose of the Phase I portion of the ESA was to review updated historical records

and conduct a cursory site inspection. The purpose of the Phase II - ESA update was to

compare the previously obtained analytical results to the current MOE Table 3 standards

for the proposed residential development.

Previous Environmental Reports

The following report was reviewed:

‘ “Phase I-II - Environmental Site Assessment, Vacant Land, 490 Preston Street,

Ottawa, Ontario”, prepared by Paterson Group Inc., dated October 24, 2005

The original Phase I - ESA report identified concerns from the former service station to the

northeast, the current dry cleaning facility to the east and, to a limited degree, the former

service station to the southeast. A Phase II - ESA was recommended and conducted for

the subject property.

The Phase II - ESA consisted of placing seven (7) boreholes, one of which was installed

with a monitoring well, on the subject property. Concentrations of PAHs and/or metals in

excess of the 2004 MOE Table 3 standards for commercial property were identified in

three of these boreholes. One (1) groundwater sample was submitted for analytical testing

of petroleum hydrocarbons (PHCs F1-F4) and volatile organic compounds (VOCs). No

concentrations of any of the analysed parameters were detected in the groundwater and

it was in compliance with the 2004 MOE Table 3 standards for commercial property.

Phase I - ESA Historical and Records Review Update

A City of Ottawa document entitled “Old Landfill Management Strategy; Phase 1 -

Identification of Sites, City of Ottawa, Ontario”; finalized October 2004, was reviewed as

part of the update. A former landfill was identified adjacent to Dow’s Lake approximately

100 m south of the subject property. The inferred direction of groundwater flow from the

former landfill footprint is towards the nearby Dow’s Lake and it is not expected to pose

a significant concern to the subject site. No other landfills were identified within 400 m of

the subject site.

The TSSA, Fuels Safety Branch in Toronto, was contacted electronically on February 3,

2011 to inquire about current and former underground storage tanks (USTs), spills and

incidents for the subject site and neighbouring properties. The TSSA has records for 8

removed USTs at 505 Preston Street and for 4 removed USTs at 485 Preston Street. Both

properties were formerly occupied by service stations and were identified as environmental

concerns in the initial Phase I - ESA. There are no USTs recorded in the TSSA registry

for the subject property. No other neighbouring properties are registered with the TSSA.

The most recent aerial photograph reviewed in the previous report was taken in 1996.

Aerial photographs taken in 2002, 2005 and 2008 were reviewed as part of the current

update. The aerial photos reviewed show no significant changes to the subject site and

or neighbouring properties.

A search of the MOE Brownfields environmental site registry was conducted on January

25, 2011. No record of site conditions (RSC) have been filed with the MOE for any

properties within 150m of the subject site. The subject site is not listed in the registry.

The document prepared by the Canadian Council of Resource and Environment Ministers,

entitled “National Inventory of PCB Waste Storage Sites”, dated 1988 was reviewed. No

PCB storage sites are located within 400 m vicinity of the subject site.

Site Visit

The Phase I - ESA update site visit was conducted on January 26, 2011 by Paterson

personnel from the environmental division. The site visit included a review of the subject

site and the adjacent lands and their current use. The sales office trailer on-site was not

accessible at the time of the site visit.

Exterior Assessment

The subject site is currently vacant with the exception of a sales office trailer in the south

east corner and is operated as a vehicle parking lot. The site is partly paved with asphaltic

concrete and partly gravel-covered. The site is approximately at grade with the adjoining

Preston Street and the regional topography is mostly flat. The ground surface on site

slopes down toward its centre, where a catch basin is located.

No surficial staining or indications of surficial contamination were observed during the

exterior assessment of the subject land. It should be noted that the site was snow covered

at the time of the site visit.

Adjacent Properties

Land use adjacent to the subject site was as follows:

‘ North - vacant, followed by residential and commercial (restaurant);

‘ South - Sidney Street, followed by commercial (CIBC) and Carling Ave;

‘ East - Preston Street, followed by residential and commercial ( Peloso

Cleaners and Den’s Garage);

‘ West - residential, followed by commercial (Dow Honda).

Several monitoring wells were observed on the vacant property located at 505 Preston

Street where there was a former service station. The service station that was formerly

located at 485 Preston Street is no longer present and the site is now vacant.

Assessment

A Phase I - Environmental Site Assessment update was carried out for the vacant

residential property. This update included the review of updated historical records and a

cursory site inspection.

The recent site visit and records review did not identify any new environmental concerns

with respect to the subject property or neighbouring lands. A Phase II - ESA was

recommended in the original Phase I-ESA and conducted for the subject property to

address the potential impacts from the former service station to the northeast, the dry

cleaning facility to the east and, to a limited degree, the former service station to the

southeast.

Phase II - Environmental Assessment Update

Field Program

The initial Phase II - Environmental Site Assessment consisted of a subsurface

investigation that was conducted on October 6, 2005 in conjunction with a geotechnical

investigation of the site. The investigation consisted of placing seven (7) boreholes (BH1

to BH7) on the subject property, as presented on Drawing PE2224-1 - Test Hole Location

Plan enclosed with this letter.

BH2 to BH6 were completed to depths ranging from 1.5 to 2.3 m below ground surface and

were terminated at practical auger refusal. Bedrock was cored from a depth of 1.58 to a

depth of 4.65 m in BH1. A total of thirteen (13) soil samples and two (2) rock core samples

were recovered from the boreholes. In general, the soil profile consists of asphaltic

concrete and/or fill overlying topsoil/peat. The topsoil/peat was underlain by glacial till over

bedrock.

A groundwater monitoring well was installed in BH1 to assess groundwater quality beneath

the subject property. On October 11, 2005, the groundwater level in the monitoring well

was measured at 2.4 m below the ground surface. It should be noted that the groundwater

level will fluctuate seasonally.

Remediation Criteria

In the original report, the soil and groundwater remediation criteria for the subject property

were obtained from Table 3 for Commercial Property use from the document titled “Soil,

Ground Water and Sediment Standards for Use Under Part XV.I of the Environmental

Protection Act”, prepared by the Ontario Ministry of Environment (MOE), March, 2004.

The proposed development on the subject site requires a land use change to residential

property. As part of the current update, the soil and groundwater test data for the subject

property was reassessed using Table 3 of the document titled “Soil, Ground Water and

Sediment Standards for Use Under Part XV.I of the Environmental Protection Act”,

prepared by the Ontario Ministry of Environment (MOE), July, 2009. The selected MOE

Standards are based on the following considerations for the subject site:

‘ Coarse grained soil conditions.

‘ Surface soil and groundwater conditions.

‘ Non-Potable groundwater situation.

‘ Residential land use.

It should be noted that the depth of the bedrock across the subject site is currently less

than 2 m, however the proposed development will require an excavation into bedrock to

a depth of approximately 14 m. As such the MOE Table 3 Standards are selected as the

remediation criteria.

It is our understanding that the subject property will be re-developed in the near future,

which will involve the complete removal of all soil from site. Any soil removed from site,

which has contaminant concentrations in excess of the MOE Table 1 Standards, will

require disposal at an MOE approved facility. The MOE Table 1 Standards are presented

herein for comparison purposes.

Paracel Laboratories (Paracel) of Ottawa, performed the laboratory analysis of the soil and

groundwater samples submitted for analytical testing. Paracel is a member of the

Standards Council of Canada/Canadian Association for Environmental Analytical

Laboratories (SCC/CAEAL). Paracel is accredited and certified by SCC/CAEAL for specific

tests registered with the association.

Analytical Results

Soil

During the initial Phase II - ESA, three (3) soil samples were submitted for analytical testing

of metals and/or polycyclic aromatic hydrocarbons (PAHs). The test results are presented

in Tables 1 and 2 and are compared to the 2009 MOE Table 1 and Table 3 Standards. A

copy of the laboratory’s certificate of analysis is included in this letter.

The three (3) soil samples submitted for analysis were collected from the fill materials at

depths ranging from 0.8 to 1.4 m.

In summary, concentrations of antimony, barium, boron, copper, lead, mercury, selenium

and/or zinc exceeding the MOE Table 3 Standards were identified in the soil samples from

BH2 and BH3. A boron concentration of 4 µg/g, which slightly exceeds the MOE Table 3

Standard for a residential property of 1.5 µg/g, was identified in the soil sample from BH6.

Concentrations of molybdenum which exceeds the MOE Table 1 standard for a residential

property was also identified in BH3.

Concentrations of various PAHs exceeding the MOE Table 3 Standards for a residential

property were identified in the soil sample from BH2.

Groundwater

A groundwater sample was collected on October 11, 2005 from the monitoring well

installed in BH1 and submitted for analytical testing of petroleum hydrocarbons (PHCs F1-

F4) and volatile organic compounds (VOCs). The groundwater is in compliance with both

the incoming MOE Table 1 and Table 3 standards for a residential property. A copy of the

laboratory’ certificate of analysis is included in this letter.

(The analytical test results are not presented in tabular format since no concentration of

any of the parameters analysed was reported by the laboratory above its method detection

limits.)

Assessment

located at 500 Preston Street, in the City of Ottawa. The purpose of the Phase I portion

of the ESA was to review updated historical records and conduct a cursory site inspection.

The purpose of the Phase II - ESA update was to compare the previously obtained

analytical results to the incoming MOE Table 3 standards for the proposed residential

development.

The Phase I - ESA update did not identify any new environmental concerns with respect

to the subject property or neighbouring lands.

Soil

The Phase-II ESA was completed in October, 2005, in which seven (7) boreholes were

completed on site. Three (3) soil samples collected from the fill materials at depths ranging

from 0.8 to 1.4 m in BH2, BH3 and BH6 were submitted for analytical testing of metals.

Olfactory evidence of polycyclic aromatic hydrocarbons (PAHs) was also observed in BH

2 and as such this soil sample was also submitted for analytical testing of PAHs.

In summary, concentrations of antimony, barium, boron, copper, lead, mercury, selenium

and/or zinc exceeding the incoming MOE Table 3 residential standards were identified in

the soil samples from BH2 and BH3. A boron concentration of 4 µg/g, which slightly

exceeds the MOE Table 3 Standard for a residential property of 1.5 µg/g, was identified

in the soil sample from BH6. A concentration of molybdenum which exceeds the MOE

Table 1 standard for a residential property was also identified in BH3.

Concentrations of various PAHs exceeding the MOE Table 3 Standards for a residential

property were identified in the soil sample from BH2.

Based on the findings of the Phase I-II-ESA, it is our opinion that the soil in the area of

BH2 and BH3 has been impacted by PAHs and/or metals and will require

remediation.

Groundwater

No concentration of any of the parameters analysed was reported by the laboratory above

its method detection limits. The groundwater results comply with the incoming MOE

residential standards.

Recommendations

It is recommended that an environmental remediation program be undertaken to clean up

the soil to MOE Table 3 Standards. This may be completed during the re-development of

the site, at which time it is expected that all soil will be removed from the site. Any soil

removed from site, which has contaminant concentrations in excess of the MOE Table 1

Standards, will require disposal at an MOE approved facility.

It is recommended that a representative from Paterson be present at the time of the

removal of the impacted soil to provide direction and to obtain confirmatory soil samples

upon the completion of the remediation program.

Statement of Limitations

This Phase I-II - Environmental Site Assessment (ESA) update has been prepared in

general accordance with the agreed scope-of-work and the requirements of CSA Z768-01

and CSA Z769-00. The conclusions presented herein are based on information gathered

from a limited historical review, field inspection, and testing program. The findings of the

Phase I-II - ESA are based on a review of readily available geological, historical, and

regulatory information and a cursory review made at the time of the field assessment.

The client should be aware that any information pertaining to soils and all test hole logs are

furnished as a matter of general information only and test hole descriptions or logs are not

to be interpreted as descriptive of conditions at locations other than those described by the

test holes themselves.

Should any conditions be encountered at the subject site and/or historical information

that differ from our findings, we request that we be notified immediately in order to allow

for a reassessment.

This report was prepared for the sole use of Starwood Group Inc. Permission and

notification from Starwood Group Inc. and Paterson Group will be required to release this

report to any other party
