MISSIONSWCAP works to

eliminate the causes & conditions of poverty in

Southwestern Wisconsin.

WE FIGHT POVERTYSWCAP provides services in the critical areas of housing, energy, food, early childhood and adult education, healthcare and transportation. We primarily serve Grant, Green, Iowa, Lafayette and Richland counties, with some services extending into bordering counties.

Our board, comprised of business, government and low-income representatives, provides strategic guidance to our planning and operations. For more than 50 years of carrying out our anti-poverty mission, we have used an approach that relies on productive and supportive community-led activities and partnerships to achieve quality outcomes for those who live in poverty.

Our context is broad and non-linear, involving real-life issues such as food insecurity, safe affordable housing, individual and family well-being, early childhood development, competitive work skills and support networks at the community level. At our core, we are simply people helping people - we succeed with the generous help of others.

I share that vision with SWCAP's dedicated staff, the SWCAP Board of Directors, our partner agencies, hundreds of selfless volunteers, donors and community leaders from throughout Southwestern Wisconsin.

In our work, there is always room for another hand and always a need for additional support. I welcome you to join us as we work to eliminate the causes and conditions of poverty in Southwestern Wisconsin.

FOOD & NUTRITION

Our WIC program served 1,143 individual women, infants and children under 5 in the counties of Crawford, Iowa, Lafayette and Richland. Participants redeemed nearly $450,000 in WIC benefits at area stores and just over $4,000 at farmers markets, for specific food items designed to supplement their diets with nutrients targeted to women, infants and children.

Of participants, the number of kids with normal blood levels increased by 2% and the rate of obesity in children aged 2-4 decreased 2%. Out of 24 kids with low blood iron, 20 improved to normal levels after enrolling and participating in the WIC program.

Nearly 21,000 food pantry boxes were distributed to low income households at 8 SWCAP-affiliated food pantries.

Of those food pantry boxes, 14,619 included hygiene supplies, such as shampoo, deodorant, soap and cleaning supplies.

1,765 weekend bags of food went home with food-insecure students through confidential food programs at participating schools.

A new Food Security Coalition website helps people locate food resources.

Nearly 69 community activities taught pantry users about food gardening and other food and nutrition-related topics.

BASIC NEEDSClothing vouchers to SWCAP Community Treasures Thrift Stores helped 448 households with cost-free clothes and we helped 68 households with goods such as dishes, towels, utensils, etc.

352 vouchers were issues for free diapers to those in need. 82 families received holiday gifts for kids. School supplies were given to 92 low-income families.

About 500 individuals participated in anti-stigma and mental health literacy training. Nearly 100 people attended Power of

Community leadership training.

Three county and 1 regional NIATx projects got underway to work on community mental health system and process improvements.

Started 2 critical services: We began a new program to treat opioid use disorder with outpatient counseling and treatment, including medication-assisted treatment and another program for suicide prevention programming, with a specific focus on farmer and ag-related suicide prevention.

Behavioral Health Partnership

Neighborhood Health Partners (NHP)

Clinic Affiliations

In a total of 1,656 visits to NHP clinics in 3 counties, NHP provided physicals, vision screening and mental health assessments to slightly more than 400 individuals. 630 individuals received prevention counseling sessions for STI/HIV, with 512 of those receiving contraceptives and 322 being screened for STI/HVI. In 2018, NHP positioned itself for expanded services into behavioral health by initiating the certification process to provide Medication Assisted Treatment for opioid recovery.

We continue to provide fiscal sponsorship to two area free clinics, under the umbrella of our nonprofit 501(c)3 designation. Community Connections Free Clinic in Dodgeville provides basic health care for those who cannot afford care on their own. Fowler Dental Clinic provides free dental care for low income kids ages 1-12 in Green County, with some services extending into Lafayette County. Both clinics are volunteer supported, grant/donation funded, free clinics.

HOUSING & ENERGYHousing Partnerships

110 households were fully weatherized and 30 more received limited weatherization.

Weatherization

Home purchase became a reality for 14 households who were assisted by interest-free loans and/or closing cost assistance.

Affordable Purchase

SWCAP views safe and affordable housing as a critical component of our anti-poverty strategy. We seek good solutions to housing problems, often through partnerships. In 2018, that included providing fiscal sponsorship to House of Our Own (HOOO), an integrated rental community for autistic adults, seniors and low-to-middle earners. We also worked with Cinnaire to help move forward a plan for farmworker housing in the Darlington area.

New, energy-efficient furnaces were installed in 99 households.

Emergency Furnace

19 households received rehab improvements.

Home Rehab

Affordable RentalSWCAP provided affordable housing counseling to 209 households and helped 56 households with rent payment assistance.

Homeless Shelter & Prevention107 individuals received case management and/or referral assistance. Temporary housing, including emergency shelter, was provided to 96 individuals. 11 individuals were helped with emergency rent payments.

Our drivers spent 27,712 hours on the road, up 8 percent over same period, previous year.

TRANSPORTATION

Provides transportation using a network of mostly volunteer drivers throughout Southwest Wisconsin.

Our fleet includes 7 wheelchair-accessible vans, 2 with bariatric access, plus 2 passenger vans. Most drivers use their own cars.

A range of skills enhancement services helped 16 individuals complete vocational training while working part-time. 10 received tuition assistance; books and materials were purchased for 11. Other services included financial coaching, interview and resume help and transportation assistance.

4 individuals received counseling and assistance with small business development, including 1 issued business development loan.

Jobs & Business Development

WnW made 62 no-interest car loans to help individuals buy safe, reliable vehicles to get to and from work. Purchases exceeded $270,000, which also helps our local community economies.

EDUCATION & CHILD DEVELOPMENTHead Start & Early Head Start

Foster Grandparent126 students were mentored by 34 senior citizen volunteers, who spent 5,220 hours helping young children at 13 area schools learn to read, providing one-on-one tutoring and serving as a role model.

Head Start served 157 preschoolers from 153 families, with one or more additional direct services provided to 121 of the families. This positive learning environment builds social skills, emotional well-being, language, literacy and concept development. Head start also focuses on medical, dental and mental health, along with family well-being. PROGRAM HIGHLIGHT: 170 preschoolers had vision screenings, with 33 children identified as having vision concerns:

• 17 received an eye exam and no treatment was needed• 3 are currently in the treatment process• 2 still need appointments• 11 completed treatment and received glasses

94 children from 78 families enrolled in Early Head Start, benefiting from the triple mission to promote healthy prenatal outcomes, enhance development of children ages 0-3 and promote healthy family functioning.

HEAD START CLASS SCORECLASS, or the Classroom Assessment Scoring System, is an observational measure that looks at interactions between

teachers and students. Observations were conducted in our classrooms using the Pre-K Classroom Assessment Scoring

System (CLASS®). The CLASS® tool looks at three domains and ten dimensions of teacher-child interactions and measures

those observed interactions on a seven point scale.

HEAD START FINANCIAL REPORTFor the most recent full program year, SWCAP's Head Start programs were audited by WIPFLi, LLP. The agency met

or exceeded all audit requirements and had no findings. The most recent onsite review conducted by administrative

staff from Wisconsin's Department of Children and Families (DCF) occurred in March, 2013, The review noted two non-

compliances concerning developmental screenings for children. The non-compliances were resolved to DCF's satisfaction.
