interviewed throughout Kelantan, 100% of

the agencies had not prepared the list of

people requiring support during disaster

although some of them had an intention to

do so:

The following reasons are stated:

i. Still in planning stage and not yet

decided the definition/category people

requiring support

ii. Ketua kampung/Penggawa understand

who needs support in their respective

area therefore no such a list is needed

to be prepared by the government

agencies.

Consequences of the Outcomes

Evacuation Planning and Process

i. No proper planning of evacuation activities for people requiring support in

general

ii. No individual evacuation plan could be prepared

iii. No effective evacuation support training was provided

iv. In case Ketua Kampung/Penggawa prepared a list of only people whom they

can figure out, some people requiring support may be excluded from

evacuation process because the list is not distributed to the relevance agencies

(e.g BOMBA)

ii. Do not provide comfortable environments for people requiring support and

elderly people

iii. Capacity to accept large number of people requiring support
