Green is a fluid concept. As technology and best practices
get more developed – the bar may get raised and standards may change.
But being green is always about environmental impact – indoor and outdoor.
Weatherization and the Green Economy We are a green work force already.
An established part of the Clean Energy Sector.
How will this emerging concept help the program?
How can WX help this idea grow? How will this Green Economy impact
the future of the program?
The Green Economy
An effort or plan to solve the environmental crisis and the economic crisis together by investing in the Clean Energy Sector and creating green jobs in the process.
The Clean Energy Sector is comprised of Energy Efficiency, Renewable Energy, and Alternative Fueled Vehicles.
1/3 of the stimulus funds has been invested in the clean energy sector.
The Green Economy
The Green Economy is a centerpiece of President Obama’s Economic Plan.
Impacting the environment in a positive way combined with job creation.
For WX its not just increased production but creating jobs – green collar jobs.
The Green Workforce“The Green Collar Job” A green collar job must pay decent wages
and benefits that can support a family (a living wage).
It has to be part of a real career path with professional growth and upward mobility.
It needs to reduce waste and pollution and benefit the environment.
It must be sustainable, durable, for the long term.

“Green jobs are family supporting, middle/high-skill jobs in the primary sectors of a clean energy economy – efficiency, renewables, and alternative transportation and fuels.”

President Obama promises to spend $150 billion over 10 years to create 5 million new green collar jobs.
Governor Kaine”s “Renew Virginia” initiative has offered several pieces of legislation designed to promote green jobs.

How can the Green Economy help Weatherization?
Increased Funding 1. Historic and unprecedented in
the history of the program. 2. From 250 million to 5 billion in
DOE funds (Stimulus Plan) 3. From 100,000 homes to 1-2
million homes annually 4. Over 1/3 of the spending in
the Stimulus Plan is directed to the clean energy sector.
How can the Green Economy help WX Recognition 1. Never before has the program
received such national attention. 2. Recognition as an energy
efficiency and carbon reduction program is long overdue and well deserved.
3. But the spotlight will increase pressure to perform.
How can the Green Economy help WX Job Creation 1. 8,000 direct jobs currently + 8,000
indirect jobs. This will probably triple in the next couple years.
2. New jobs on the federal, state, and local program level.
3. Crew, administrative staff, outreach staff, estimators, inspectors, energy educators, etc. – improve your program thru job creation.
How can WX help the green Economy
Job Creation 1. The responsibility that comes with
increased funding is to create jobs. 2. Green jobs, sustainable jobs, long
term/durable jobs, career jobs. 3. Jobs that may move into areas outside
of specific weatherization work. 4. We can be the green job program of the
future. This will give us an inside to future funding.
HOW CAN WE SUSTAIN THE FUNDING We are a player in the climate
change/global warming arena. Scientists confirm that the fastest
cheapest way to reduce greenhouse gas emissions is thru increased energy efficiency in the building sector.
Future funding will be provided to those efforts that reduce carbon. And we do on a daily basis.
HOW DO WE SUSTAIN THE FUNDING Carbon reduction efforts will be
funded thru cap and trade legislation.
Currently the building sector is not included – it is mainly the industrial sector, but that will change and weatherization will be right in the middle of the action.
HOW DO WE SUSTAIN THE FUNDING If electric utilities invest in the program
and in many states outside of Virginia they are then they can obtain carbon credits due to our energy efficiency work that is reducing measurable amounts of carbon.
So there is and will be a very real incentive for utilities to effectively fund and partner with weatherization programs.
HOW DO WE SUSTAIN THE FUNDING
And remember a program that acts as a training ground for green jobs will continue to receive funds now and in the future.
Weatherization and Renewable Energy
We need to explore opportunities for incorporating renewable energy into the program on a broad scale.
