Drug and gun runners have adopteda new mode of transport.An increase in motorbikes being
used to move contraband in Manenberghas police struggling to apprehend crimi-nals speeding off on two-wheelers.And catching suspects are a mission as
the bikes – unlike a police van – easily slipthough the narrow walkways separatingthe streets, says Manenberg policespokesperson Lieutenant Ian Bennett.“It is much easier for a motorbike to
drive in between the flats than it is for acar. Criminals see it as an easy getaway.But we will be coming down harshly onanyone caught transporting illegal gunsand drugs,” he warns.In a recent operation focusing on mo-
torcycles and scooters, Law Enforcementofficers issued 16 fines for unlicensed ve-hicles and traffic transgressions.Mayoral Committee member for Safety
and Security JP Smith says the operationwas held in response to numerous tip-offsreceived from residents about drug deal-ers and gangs using this mode of trans-port for an easy escape.During the operation, officers also ar-
rested two people for using scooters withfraudulent number plates.“We are committed to tackling gang-
sterism and drugs in our communities,using anyandallmeansnecessarywithinthe confines of our mandate,” he says.“But the City of Cape Town can only do
so much. We need the public’s coopera-tion in order to be truly successful.“Creating safer communities is a
shared responsibility and we’ve seen thesuccesses we are able to achieve whencommunities share information with us.If more people come on board, we canachieve even more.”An elderly resident, who spoke to Peo-
ple’s Post on condition of anonymity, saysmotorcycles zooming up and down thestreet has become a norm.
“During the day it is still bearable butwhen it starts getting dark, especially onweekends, I can hear one speeding passalmost every 15 minutes,” she says.“One of my grandchildren is also in-
volvedwith the gangs. That’s how I knowthey are using motorbikes to move drugsfrom one area to another.”She says not all children are involved
with illegal activity by choice.“My grandchild is one of the children
who doesn’t want to be helped, but therearemany otherswho are forced to be run-ners for the gangs.“They either harass the kids when the
are on their way to school, or they offerto buy them new takkies or clothes. If achild can’t afford to have name brandsand someone offers it to them, whywouldthey say ‘no’?”Bennett says motorbikes are popular
with younger people as they are relative-ly cheap compared to the price of a car.“Bikers can also drive on their own
with their learners’ licence from the ageof 16,” he says.Another resident says she has wit-
nessedpeople exchangingmoneyandsus-picious-looking parcels while on theirmotorbikes.“Most of these kids own motorbikes so
they can get to school. Taxi and bus fareis expensive, especially if they have totravel outside of Manenberg. Now theyare being targeted by the gangs becausethey have access to a motorbike.”Manenberg Community Policing Fo-
rum chairperson Randall April says thepolice have had many successful opera-tions to try and stop this trend.“Wenoticed an increase in activity dur-
ing the school holidays, but the sectorvans are doing a good job while on patrol.Regular stop and searches are also held,specifically focused on motorbikes.”Bennett says patrols in the precinct
will be increased.“We will also be checking on whether
drivers are licensed and that they are ad-hering to the rules of the road,” he says.

Residents of Juliana and Fiona courtswill be celebrating Easter in the com-fort of their own homes.
Despite waiting half a year for an upgradethat was scheduled to take six weeks, fami-lies rejoiced when they finally returned totheir newly-renovated flats last week.
The multi-million rand upgrade to theirexisting council-owned homes, which start-ed in September, includes refurbishmentssuch as plumbing, replacement of all basinsand taps and electrical improvements.New floors, a tiled bathroom, crisp white
painted walls, new gates, burglar bars anda geyser are what Heideveld residents camehome to when they moved out of the tempo-rary village on Cathkin sports field.After a delay in the contract due to the con-
tractors being liquidated (“Silver lining tohousing delay”, Thursday 13 February, Peo-ple’s Post) residents say their flats were wellworth the wait.Community worker Mugidien Barns says
he is impressed by the quality of work doneby the new contractors. “They took over thejob and completed it without hassle. I alsothink there is a noticeable difference in thequality of work provided by the second con-tractor and I hope with the next phase of up-grades we are given a proper contractorfrom the get go,” he says.“I have already received messages from
residentswhoareveryhappywith theirnewflats and that is what is most important.”Gail Heynes says she would never have
been able to afford the upgrade and couldspend all day in her new bathroom.“My new bath and hand basin is so nice
it is my favourite room in the entire flat. Ithink they did a very good job,” she says.Even though many complained about bad
living conditions in the village, Heynes saysshe’d go back any time.“If they told me I have to stay there anoth-
er six months I would because I had a yardin the village. I hosted a matric ball, 60thbirthday andwedding atmyhouse in the vil-lage. I will miss all my braai nights there,”she jokes.Fellow resident Amiena Goliath says she
is relieved about the extra safety measures.“Not all of us in the flats had gates or bur-
glar bars, but now every house has thesebeautiful safety gates and bars on all thewindows. Somemight say it feels like a pris-on, but I feel much safer,”she says.Ward councillor Anthony Moses says the
tendering process for the next phase ofcourts to be upgraded will close by the endof this month. “We will be working on ElsaandDaphne courts next.A communitymeet-ing will be held within the next two weeksto inform residents of the next phase andother details,” he says.“We had to overcome many difficulties
with this upgrade but we are satisfied withthe end result.”Moses says for the next phase of the
project theywill be utilising some of the pre-viously employed workers as well as form-ing employment opportunities.

Outraged residents ofVygieskraal infor-mal settlement say they will continueprotesting until council delivers on
their promise of better living conditions.Shackdwellers took to the streets in pro-
test onMondaymorning for the second timein less than a week, bringing traffic in Klip-fontein Road to a halt.Protesters marched from Athlone Police
Station toVygieskraal Stadium to hand overa memorandum to ward councillor Magad-ien Davids.Outside the councillor’s office at the stadi-
um, protesters united in song and chants,while some started burning plastic and rub-ber.Community worker Miska Chachu warns
theywill return to the stadiumevery dayun-til they see action.“We don’t want to speak any more. We
have attended enough meetings and heardenough promises being made. We want tosee results,” she says.“It is devastating to see the little posses-
sions float away after a spell of rain. We arealso human and just want what was prom-ised to us. Even if they just start digging, atleast we’ll know there is progress.”Shackdweller Sandy Vanleeve says resi-
dents are “gatvol” of council’s empty prom-ises.“We don’t want to live like this any more.
We have meeting after meeting and visitsfrom ministers, but nothing happens,” shesays.“We just had a little rain last week and al-
ready we had water covering our ankles.Where is the reblocking we were told wouldtake place? This councillor does nothing forus.”Alida Baba says it’s been more than four
years since they were promised electricityand flush toilets.
“We haven’t received portable toilets orelectricity boxes. The council expects us tolive like animals. The way we are living isunhygienic and a safety risk,” she fumes.“No one cares about us – it’s as if everyone
just goes on with their lives while we suffer.I don’t enjoy living like this and I wish Icould give my children a nice house to livein. But I just don’t have the money.”Ward councillor Magadien Davids says
plans to reblock the informal settlement arestill on the cards and will be completed be-fore the end of this financial year.He hopes to fulfil the plans before the end
of this financial year.“There has been some delay with the re-
blocking due to the electionswhichwill takeplace in a month’s time. We are appealingto the residents to be patient,” he says.“No major projects are being done before
the elections.“Reblocking is a big project and it can’t be
done in two weeks or a month. I met with
community leaders last week who agreedthat we can commence with the project inthe middle of May,” he explained.He says he will not condone the unruly be-
haviour displayed by shackdwellers.“While I understand their frustration,
they can’t be burning and breaking downproperty to get their way. It will not makethe process go faster. We need to work to-gether.”A protester, speaking on condition of ano-
nymity, says he is not fooled by promises
made before an election.“Various parties have spoken to us mak-
ing promises of a better life left, right andcentre with no results. It seems like every-body has something to offer us now that ourvotes are up for grabs, but I am not blind,”he insists.“I wish they will stop seeing us as a vote
and start seeing us as people. We are onlyasking for basic services. Allwewant is elec-tricity, proper toilets and a clean environ-ment. Is that too much to ask for?”

A loving and caring environment is alla child really needs. But notmany chil-dren are afforded this opportunity as
they fall through the cracks of abuse, neglector poverty.Home from Home, a Cape Town-based or-
ganisation, aims to remedy this situation bycreating and placing vulnerable children in-to homes of loving foster parents.Pippa Shaker, co-founder of the non-profit
organisation, says: “Home from Home pro-
vides supportive and supervised communi-ty-based foster care for orphaned, abused,neglected and vulnerable children througha network of small, family homes in disad-vantaged communities in the country. Webelieve that living in a small family unitwith dedicated foster parents with no morethan six children, is the best place for chil-drenwhocan’t be cared forby their own fam-ilies.”The organisation has 33 foster homes
across theprovince andplans to extend theirreach.“These are normal families in a normal
home where the child will get sent to fosterparents who can nurture them and providethe loving environment every child needs,”says Shaker.Currently 200 children are part of the pro-
gramme. “We provide and offer all the sup-port the foster parents may need, includingsocial work services.”Shaker says the aim of the organisation is
to provide an alternative home of care toshelter the child from previous abuse andneglect. “The children get placed with us af-ter they are referred from a children’scourt,” she says.All parents are screened and background
checks are done as well as training offeredto ensure they can provide a better living en-vironment for the foster children.“If we receive siblings through the chil-
dren’s court, we always place them togetherto maintain the biological family connec-tion,” Shaker says.Everymother receives a grant to help cov-
er the financial costs to look after each child.“As far as possible we ensure there is a
mixture of ages and sexes of children withinthe home, thereby creating as close to ‘nor-mal’ a family environment as possible for allfoster children.”Foster mother Emily Kiel from Ocean
Viewsays: “I enjoyworkingwithyoung chil-dren and had the opportunity to apply for afull-time job that allowed me to live out thisvocation.”With six foster children in her care for
more than one year, Kiel has nurtured themas her own since they were placed into hercare by social services.“Caring for six children is a full-time job.
This was an adjustment in and of itself.(Whether they are a) biological or fosterchild, they require the same love, care and
support.”Kiel’s biological children are all grown-up
and have since moved out. She is, therefore,able to giveundivided attention to the charg-es in her care.“Watching the children in my care grow
and blossom is particularly rewarding. I sitwith them every day to assist with theirhomework and support them through thechallenges of school life. At the end of theterm or the end of the school year, when thishardworkpays offwith excellent results, (it)is definitely cause for celebration,” she says.Beauty Sqalane fromMasiphumelele is al-
so a fostermother.Whileunable tohave chil-dren of her own, Sqalane says: “I have somuch love in my heart for children. Beinga foster mother has given me the chance toshare this love.”“This is an opportunity to share my love
with children who, before living in fostercare, have had very difficult lives. The rela-tionships I have formedwith eachofmychil-dren is something that is very special.”Sqalane has been a fostermother formore
than two years.Home from Home has a specific strategy
and approach to follow when setting up anew foster home. Through this approachtheyareable to ensure that there is adefiniteneed in the community for each foster home,that the home is empowered through com-munity groups which support the project,that the home is fully equipped and that fos-ter parents are constantly supported and su-pervised by Home from Home to ensure thechildren receive the best possible care.All foster parents have the opportunity to
network with each other so they may sharetheir experiences, learn from one anotherand share the responsibility of raising theirfoster children.

Greenhaven community for police pres-ence has been answered.Manenberg police confirm crime levels
had been soaring in the area, leaving manyhomeowners distressed.But with most of their resources on duty
in Manenberg, police had to make an alter-nate plan.At a recent community police forum
meeting, resident Rukayah Sadan appealedto Manenberg Police Station CommanderBrigadier Andre van Dyk for help.“We are lucky not to have shootouts in
our area, but crime seems to be on the rise,”she says.In response, Van Dyk requested the help
of the provincial police’s Equestrian Unit,which sees trained police officers conducthorseback patrols in the precinct.Sadan says the increase in visible polic-
ing hasmade a difference. “The unit patrolshere regularly and we do feel much safer asthere has been a drop in crime. I would like
to thank Brigadier Van Dyk for taking ourrequest seriously,” she says.VanDyk says the crime levels in both are-

In an effort to combat the theft and resale of City-owned refuse bags, the City’s Solid WasteManagement Department has printed the letters ‘CCT SWM’ followed by a serial numberin black text on all its blue bags from June 2013. This will ensure that all stolen bags can berecognised and their source traced. Despite these measures being put in place, the Citycontinues to experience theft of its blue bags, which are then sold illegally on the street as wellas in some shops. The City is appealing to residents once again not to purchase blue refusebags at all as these bags are stolen property. The bags are usually packaged together with otherbags and folded to hide the printing. It can be assumed that all blue bags are stolen bags.Blue bags are used solely for all the activities and programmes of the Solid Waste ManagementDepartment’s Cleansing Branch.

Vagrants are being fingered for a spateof business burglaries in Lincoln Es-tate.
Shop owners say they are forced to findtheir way through a maze of sleeping peopleon their doorsteps every morning, and aredemanding that the City of Cape Town’sDisplaced People’s Unit step in and help thehomeless get off the street.
Lansdowne police spokesperson Ser-geant Nkululeko Mnyaka confirms the sta-tion frequently receives complaints frombusiness owners asking them to assist withthe removal of suspicious characters sleep-ing in front of their premises after dark.
“While vagrancy is not a policing issue,the increase of business robberies in andaround Mountview is,” he says.
“Regular patrols around hotspots such asBellmore Avenue and Repulse Road are be-ing focused on to discourage opportunists.”
While not all of the vagrants who crawlunder their covers in front of the shops arecriminals, Lansdowne Community Polic-ing Forum chairperson Thetha Sithole saysthere is a “definite link” between vagrancyand business robberies. “These opportunis-tic crimes take place in the early hours ofthe morning,” he says. “Most of the individ-uals sleeping in front of the stores are gonein the morning and none are seen duringthe day.”
Lincoln Estate Neighbourhood Watchspokesperson Fred Norman says some oftheir community crime fighters refuse topatrol this area as they believe the busi-nesses should invest in their own securityto eradicate the problem. Norman, who isalso the chairperson of the local civic asso-ciation, says residents are appealing to pro-vide alternative accommodation or socialdevelopment intervention to alleviate va-grancy and loitering in the neighbourhood.
“Removing them while sleeping in frontof the store is only a temporary solution. Weneed to get them off the street and providethem with work for it to be a long term solu-tion,” he says.
Business owner Rashied Amien says heis fed up of “having to clean up after some-one else”.
“Even if the people sleeping in front of thestore is gone in the morning I still have toclean up the papers, dirt and faeces left infront of my store. It is not inviting for cus-tomers to enter. There is such a mess andmy doorstep reeks of urine,” he says.
“I have compassion for people’s circum-stances, but I am a business owner and mystore provides for my family. If businessisn’t good, I don’t have enough money topay the bills.”
A businessman, who does not want to beidentified, says he has forked out R3 000since the beginning of the year to increasesecurity at his store.
“I had to add burglar bars and fix myalarm to make sure my property is secure.I have had two break-ins this year alreadyand although they didn’t get away withmuch, I had to replace windows. It all costsmoney,” he says. “I think the vagrancy hasplayed a role in the number of break-ins.Even if it is not just them who are commit-ting the crimes, their presence is invitingelements into the area. It is also a safetyrisk for them because they can also be tar-geted.”
He says two homeless people whom heknows were recently beaten and robbed.“The thieves who are hiding among themdon’t care if you are rich or homeless. If youhave something they can pawn you will berobbed.”
Mayco member for Social DevelopmentSuzette Little advises the business ownersto lodge a formal complaint with council.“I will then get Law Enforcement to removethem and refer them to shelters,” she says.

Slave Route Challenge entries openLIAM MOSES

Runners and walkers of all ages and ex-perience levels are advised to completetheir entries for the fourth annual JiveSlave Route Challenge.
Online entries for the popular race, ofwhich People’s Post is the print mediasponsor, opened yesterday (Wednesday)and are expected to fill up quickly.
The race first took place in 2011 and thechallenge has since become a highlighton theCapeTownsporting calendar.Lastyear over 5000 people participated.
As usual, the route will take partici-pants past some of Cape Town’s most im-portant historical sights.
Race founder and director FaroukMeyer says the event is as much abouteducation as exercise.
“The idea was to highlight the slaveheritage sights because a lot of peopledon’t know about it,” he says.
“Wehavea lot of visitors fromup-coun-try andmany international entrantswhowill be educated on the slave heritageand culture of Cape Town.”
The route will take runners and walk-ers pass the Grand Parade, the WhippingPost, the Old Slave Church, the SlaveLodge and the Slave Tree Plaque.
Racers will also pass several other im-
portant monuments, run through the Castleof Good Hope and be able to take in excellentviews of the city from some of its best van-tage points.
Participants can enter for one of four dif-ferent races at event – ahalf-marathon, 10kmrun, 10km walk and 5km run.
Meyer says they aim to cater for the entirefamily and all ability levels.
Last year racers passed through the Castlesoon after starting the race in Darling Streetbetween the Grand Parade and City Hall.
The only change to the route will see run-ners travel through District Six before head-ing through the fort, to alleviate congestionand allow participants more time for sight-seeing.
The section of the race through PentzStreet, Bo-Kaap has become a fan favourite,Meyer says.
“The hills in the race have been the talk-ing point, with one hill has even been nick-named ‘Koesister Hill’,” he says.
“Whenpeople get to the top of Pentz Street,they have a 360° view of the city and theycan enjoy a free koesister courtesy of the Bo-Kaap community.”
The racewill take place onSunday 11May.Online entries can be completedat www.jive.topevents.co.za.

The Western Cape Touch Rugby Associa-tion has claimed its second National In-ter-provincial Tournament (IPT) title in
just six months.Islanders took the overall title at the South
African Touch Association junior IPT in Sep-tember and added the senior overall title totheir collection in Durban last month.
Team manager Nadeema Levy says the ti-tles are a result of hard work in the face ofadversity.
“It’s just hard work that makes us win;there is no magic formula,” she says.
“We trained on Sundays, because it’s theonly days players can attend practise. Ourplayers don’t have transport, so we had to ar-range lifts and collect people. We don’t haveour own field, so we have to move trainingaround to various places. We made sure oursessions are effective and worked hard in theshort time we had (to practise).”
Islanders dominated the junior IPT, win-ning the boys under-19, under-17, under-15and girls under-19 divisions. They alsoclaimed silver in the girls under-15 andbronze in the boys under-21 divisions.
Western Cape claimed four medals at thesenior event, winning the men’s open and in-vitational division, and claiming bronze in
the women’s open and mixed open divisions.Levy says the impressive showing at the
senior IPT left the team “jubilant”, adding theperformance of the women’s teams was thebiggest achievement.
“At the four previous tournaments, thewomen’s teams didn’t perform but we havereally worked hard to develop and promotethe women’s game,” she says.
“We went from last at the previous tourna-ment to third, building a team from scratch.This was our biggest achievement and the fu-ture looks brighter for us going forward.”
