The Lansdowne Community Police Fo-rum (CPF) will elect three new mem-bers soon after resignations.
The positions of chairperson, secretaryand assistant secretary have all recently be-come vacant.CPF spokesperson Ashraf Kenny con-
firms the three members have resigned.“Aftermuchconsiderationanddiscussion
between CPF structures, police and themembers concerned, the executive took thedecision to move forward [with an election]as soon as possible, as being stagnant wouldbe counter-productive to what we have beenelected to do,which is to serve and representthis community,” Kenny says.Lansdowne police spokesperson Sergeant
Nkululeko Mnyaka says the reasons for theresignations are unknown to the police.Current CPF deputy chairperson Yvonne
Adams is acting in the position of chairper-son until the election next month.Adams says the election will be facilitated
by the department of community safety.“The department was informed from the
beginning and will be present to facilitatethe election,” Adams says.The election will be held in accordance
with the CPF constitution.Mnyaka says the CPF needs the right per-
son for each position.“We need a community-orientated person
with the understanding of uniform constitu-tion for community police forums andboards, who has strong written communica-tion skills and interpersonal skills and isable to work with the community, resolving
community issues pertaining to crime andcriminal activities,” Mnyaka explains.Adams agrees.“We need someone from the community
who knows the problems and the precinct.Other areas differ vastly and the [preferredcandidate] must know the way this precinctworks,” she says.Adams explains that the election will only
be for the three positions and that any exist-ing executive members who want to standfor election of the vacant positions wouldneed to resign from their current posts.Althouh only organisations have voting
rights, Mnyaka says residents should get in-volved in nominations: “The community isencouraged to participate in this very im-portant process to ensure that a strong CPFcan be established. All community-based or-ganisationshave voting rights andmust reg-
ister with the police,” he says.Last year 16 organisations voted at the
heated election (“New Lansdowne Forumelected”, People’s Post, 6 December).Now five months down the line, the group
will get at it again.Residents, business owners and organisa-
tions who are not part of the CPF are urgedto participate and register with the police.The policing precinct covers Lansdowne,
Wetton, Ottery, Freedom Park, GreenfieldCircle, Turfhal Park, Woodlands Park, Ken-wyn, Rondebosch East, Crawford, Belthorn,Penlyn Estate, Mountview and Rylands ex-its three and five.For more information or application

But due to inconsistency in whichevents are permitted in these halls,the City of Cape Town has proposeda new draft policy.The draft Library Hall Usage Poli-
cy is currently open for public par-ticipation.According to the policy these halls
are primarily for activities orga-nised by library staff.However, they are also rented to
the public or made available free ofcharge. In addition, businesses areable to hire hall facilities for a fee.Thepolicyproposal describeshow
the current lack of a policy is themain contributor to inconsistent de-
cision-making and disagreementswith individuals and groups wish-ing to make use of the halls.Belinda Walker, City mayoral
committee member for communityservices and special projects, sayswhile the halls are primarily for li-brary activities, they may be usedfor other purposes, except for social,religious or political purposes.She explains the primary purpose
of these halls is to host community-based activities and programmesthat complement the services of-fered by the library.“For example, many halls are
used as training venues and supportthe library’s goal of encouraginglifelong learning. The library andinformation services departmentwould like to prioritise this kind ofuse.”She further explains these halls
are often linked to and accessedthrough the library and are not de-signed for large gatherings or eventssuch as weddings.The policy also stipulates strict
guidelines regarding payment forthe use of these halls.Community organisations and in-
dividuals using the hall for commu-nity or cultural events will be al-lowed to use it for free.However, use of the hall must be
paid for when used for business orcommercial purposes. A tariff is al-so charged when a non-profit orga-nisation charges the public to attendtheir event in a hall.The draft policy is open for com-

Residents of New Horizons have beenwarned to be very vigilant when leav-ing items in their cars, especiallywhen
parked outside.The New Horizons Neighbourhood Watch
has issued a stern warning to all motoristsin the area to ensure their safety and to notbecome victims of crime.This came after a meeting was held on
Thursday last week. Ralph Classen, neigh-bourhood watch chairperson, says theft outof cars has become prevalent in the area.
“We urge our residents to remain vigilantwhenparking their cars outside.Wehave re-ceived many complaints about theft out ofcars,” he says.According to Classen residents leave valu-
able items in their cars at night. “This servesas bait to an opportunistic criminal. Peopleshould always take their valuables out oftheir cars at night to ensure they do notmake themselves susceptible to crime,” headds.Classen says another issue that plagues
the area is the growing numbers of gang-sters. “The Six Bops are increasing in num-bers. They are even branding the area by
writing on walls and hanging around streetcorners,” he adds.Claasen says the neighbourhood watch’s
approach towards crime is to become morehands on.“We want drug dens and illegal shebeens
out of our area. They are adding to the socialills that have already gripped our communi-ty and we don’t need to add to it,” he says.The neighbourhood watch will search
wheelie bins and conduct random stop andsearches during patrols.Residents have also beenwarned to be vig-
ilant when walking early morning or atnight when coming from or going to work.
“Wehave received complaints of residentsandpupils being robbedalongStrandfonteinRoad.Wewill increase ourvisibility in theseareas as well.”The Watch is in dire need of equipment to
make its services more efficient. “We needtwo-way radios as well as branded bibs. Atthe moment members are wearing differentbibs and there is no uniformity,” Classenadds.V What are your thoughts? and Ottery on Tuesday last week.Various patrols and searches were
conducted focusing on crime preven-tion.The operation included the execution
of search warrants at known drug out-lets, high density patrols by the City ofCape Town’s gang enforcement teamsand individual searches and seizures.Law enforcement also focused on po-
tential problem buildings as well as ille-gal spaza shops and other outlets servingas fronts for criminal activity.A raid on a known drug house in Lav-
enderHill sawofficers firing four rubberrounds after the occupants refused thementry and tried to set several pit bulls onthe officers.Officers eventually broke the lock
with a crowbar to gain entry to the prem-ises and found a makeshift dagga-grow-ing laboratory, an unconfirmedamount of money, as well as hundreds ofplastic packets used for packagingdrugs.Four suspects were taken into custody
on charges of cultivating dagga.JPSmith,Mayoral committeemember
for safety and security, says the suspectstried to hamper the search on the proper-ty by hiding drugs in a sewerage pipe.“The suspects tried to stash a scale and
some tik in a sewerage pipe outside andmask it with dog excrement to keep ourstaff from searching the pipe.“The incident with the dogs is some-
thing we are starting to see more andmore where they either use the animalsas a delay tactic while they flush thedrugs or to try to intimidate our staff,”Smith says.He adds the operation is part of a
broader enforcement strategy and willbe enforced in other communities aswell.“[The operation] was predicated by
concerns around a flare-up of tensions inLavender Hill.“Similar operations in areas like Han-
over Park and Manenberg have yieldedvery positive results, but have also bol-stered public confidence to the pointwhere we are seeing more and moremembers of the public coming forwardwith useful information about criminalactivity,” he adds.Metro police made more than 2 000
drug-related arrests last year.City law enforcement agencies also
confiscated 82 firearms and 1 067 ammu-nition rounds last year.“These statistics are impressive, con-
sidering that the City only controls 3%of policing resources, including Metropolice, traffic services and our law en-forcement department.“Manyof thedrug- and firearm-related
arrests came as a result of our interven-tions in gang hotspots and bear testimo-ny to thehardwork that our staff are put-ting in.“If not for our firearm confiscations,
who’s to say how many more peoplemight have been on the receiving end ofa bullet,” Smith said.

Four people have been arrested for drug pos-session after a police search revealed theywere smoking drugs at Woodlands Villa inVorster Road, Wetton.
The crime prevention unit was there witha warrant on Friday 10 April at 18:30, sayspolice spokesperson Sergeant NkululekoMnyaka.
“Numerous complaints by residents of thecomplex were received. The residents re-ported a house had been used as ‘a smokingdome’,” he says. The officers found two 3.8gpackets of tik worth R240 in a cupboard.Threemen aged between 25 and 32 and one

Proposed restriction for trucksIn a move to curb South Africa’s appallingroad death toll, transport minister DipuoPeters is proposing restrictions for goods
vehicles on public roads.According to the department, the restric-
tions will affect commercial vehicles with agross vehiclemass (GVM) exceeding 9000kg.The intended regulations will be pub-
lished for public comment and discussionlater this year.
Reduce road deaths“This intention is in response to the increasein the number of road accidents thatinvolves goods vehicles on the South Afri-can roads,” Peters says.The new regulations state: “No person
shall operate on thepublic roada goods vehi-cle the gross vehicle mass of which exceeds9000kg from 17:00 to 20:00 Monday to Friday(except public holidays) and from 06:00 to09:00 Monday to Friday (except public holi-days).”Essentially vehicles with a GVM of more
than 9000kg can only operate onpublic roadsfrom 09:00 to 16:00 and 20:00 to 06:00 duringweek days. There are, however, provisionsfor emergency service vehicles.The department adds: “This provision
shall not apply in case of emergencies, to thedriver of a fire fighting vehicle, a fire fight-ing response vehicle, an emergencymedicalresponse vehicle, a rescue vehicle or an am-bulance, who drives such vehicle in the per-formance of his or her duties, a traffic officeror a person appointed in terms of the SouthAfrican Police Service Act of 1995, whodrives a vehicle in the carrying out of his orher duties or any person driving a vehiclewhile responding to a disaster as contem-plated in the Disaster Management Act of2002.”
To be implemented 2015?Transport department spokesperson Ish-maelMnisi states that the regulations are indraft form and will have to be presented tohis party’s cabinet. It will be discussed inParliament and will incorporate public in-put. He states that the department hopes toimplement the proposed regulations by theend this year.
Affect freight industryThe proposed regulations could have a dras-tic affect on SA’s freight industry. How will
commercial freight operatorscope? What about companiesthat rely heavily on freightdeliveries?Gavin Kelly, technical and
operationsmanager of the SARoad and Freight Association(RFA) says: “The proposedregulations are very worry-ing and underline themiscon-ception that freight vehiclesare the primary cause for in-cidents on the road.“In the recent tragic crash
involving minister CollinsChabane and a goods vehicleit is conveniently forgottenthat the vehicle in which theminister was travelling ap-peared to have been travel-ling at more than 200km/h.However, the truck involvedis seen as the cause of thecrash.“Why has the minister de-
cided to restrict freight move-ment between the proposedtimes and on the proposeddays? It is important that theminister provides the detailor information that supportssuch a proposal – and weawait such.“Has the minister re-
searched the effect on trafficflowand the increase in safetyover these hours (this surely is the founda-tion for her proposal)?”
Economy at riskKelly asks: “Has the minister determinedthe effect on freight movement, scheduling,delays and the resultant increase in freightmovements between the proposed times ofrestricted movement? If so, could she pleaseattach this to the proposed regulationchanges she is planning to make?“Has theminister calculated the effect this
would have on the economy, and if so, welook forward to seeing this attached to theproposed regulations.”
‘Ill-conceived proposal’“It is interesting that the proposed restric-tions exclude public holidays andweekends.Is this because there are less light vehicles
on the road and therefore the risk is less?Generally over these periods freight has re-duced deliveries as many businesses wouldbe closed. Freight cost would also increaseover public holidays and weekends. Has theminister calculated this into her proposal?“The proposed legislation is ill-conceived

Awater leak outside a residence in Riet-bok Avenue has finally been repaired.People’s Post previously reported
about an underground water leak at AvrilCedras’s home (‘Water runs for months’, 17April).According toCedras, the leakwas reportedseveral times but after twomonths of contin-uous calls she was still not helped until twoweeks ago.Ernest Sonnenberg, mayoral committeemember for utility services, confirms the re-
pair. Sonnenberg says the leakage was re-ported to the wrong department – thereforethe delay.“The complaint which was initially re-ceived was directed to the wrong depart-ment. It has since been inspected and beenfixed,” he confirms.Sonnenberg adds because the leak oc-curred on the City’s side of the meter, it didnot affect Cedras’s water consumption.Cedras’s water meter is situated outsideher property, verging on the sidewalk.According toher shewaswithoutwater formany weekends at a time.However, since the leakhas been fixed, she
says she is very happy.“My water leak was fixed on Tuesday 14April after avery longwait. I am just sohap-py this was attended to in time because itwas worrying,” Cedras says.According to her two jobs were done atthe premises.“At first they fixed the water meter out-side my house. After that they came to re-pair the underground leak,” she says.Cedras says she is happy she now doesn’thave to worry about her water being cutanymore and says since the repair her wa-ter has stayed connected.Sonnenberg adds Cedras is not liable forany bill due to the undergroundwater leak-age.“She would not receive a bill relating tothe leakage as this leak occurred on theCity’s side of the meter. The meter onlymeasures the water passing through ontothe property,” he says.
Avril Cedras’s underground water leak hasfinally been repaired after the issue wasinitially reported in February.

heritage as the route takes you on a journeyback into time, and caters for the seasonedathlete, novices and walkers.There are four events to enter: 21.1kmhalf-
marathon, 10km run, 10km big walk and5km fun run/walk.The “starter gun” will be the firing of the
miniature canon at the Castle of Good Hope,while the race route will start from the CityHall in Darling Street. The race route goesthrough District Six, Gardens, the CompanyGardens, Wale Street, Bo-Kaap, Sea Point,Green Point Urban Park, V&A Waterfront,CBD. Fittest school can win R1 million prizeIn the biggest initiative of its kind, Super-Sport is launching theLet’s Playphysical ed-ucation challenge to commemorate Let’sPlay’s 10th year.The challenge is a nationwide event tar-
geted at 10- and 11-year-olds at SouthAfrica’s18 000 primary schools.The fittest primary school per province
will compete for a national title with thegrand prize being a R1.1m all-purpose, all-weather sport court to be built at the win-ning school.The nine provincial winners will each re-
ceive R10 000 worth of sports equipment anda physical education package worth R40 000.The main objective of the challenge is to
reinforce the instruction of curriculum-ori-ented physical education and to promotephysical activity in all schools.Let’s Play coaching teams will target vari-
ous schools per day to run the physical edu-cation challenge. The fittest learners perschool will compete, after which the top 10schools per provincewill qualify for the pro-vincial semi-final, leading to an overall pro-vincial winner.The final will take place on Let’s Play’s
10th anniversary on 5 November.
The obstacle course challenge is designedto accommodate both boys and girls andwillbe standardised at every competing school.It includes football slalomdribble, catch andthrow,mini-hurdles, rope pull and an agilitydrill; all of which are completed in a matterof minutes.While activity is the central focus of the
challenge, it will also draw attention to twomajor social issues among youngsters: dop-ing and bullying. A parallel campaign to endviolence against children will be supportedby Unicef, the children’s rights and emer-gency relief organisation.Former Miss SA Jo-Anne Strauss is the
goodwill ambassador and will make appear-ances at schools to address the issue.“We believe that this is a meaningful way
to get schools involved in physical activity,particularly as government has highlightedthe need for children to become more ac-tive,” says Vaughn Bishop, head of Let’sPlay.Schools are invited to enter by calling one
