After an investigation into property own- er Jerome Morris, Mitchell’s Plain police made a successful prosecution as a result of drug activity taking place at the home in Bontebok Street (“State confiscates drug house”, People’s Post, 15 February 2011). At the time, Community Police Forum (CPF) cluster chairperson Michael Jacobs said the outcome of the application was a “victory for the people of Mitchell’s Plain”. Morris was charged in 2010 and was given a five-year sentence after the investigation started in 2007. Mitchell’s Plain police spokesperson Ser- geant Jerome Voegt said that by December 2008 an application was made for the proper- ty to be forfeited to the State in the Cape High Court. The application was successful. At the time Jacobs commented that an ap- plication would be sent to the State, request- ing the house be used as a safe house. “We would like to turn the house into a positive place by using it as a base for the sector commander, the Victim Support vol- unteers and the local neighbourhood watch to conduct their operations from,” he says. This message was communicated to the new CPF body. Mitchell’s Plain CPF chairperson Abie Isaacs says they are unsure of the future of the house. “It was decided that the house would be handed over to the CPF for the use of the community,” he says. “At this stage we are unsure of how far along the process is and to date we have not heard anything from the powers that be.” Isaacs says a full business plan has al- ready been devised and they are ready to move in at any time. Cluster commander Major-General Abra- ham Goss says they want to use the house for community development after it created a negative atmosphere in the area. “We want to use this house for positive de- velopment in the community,” he says. Isaacs says this is possible. “There is another example of a well- known drug house being turned into a posi- tive place. And we are planning something similar for this property,” he says. The other house in question is in Voëltjie Street and is used as a base for many non- profit organisations and government de- partments. Talk of new tenants living at the house could not be verified at the time of going to print. The property is still in the possession of the AFU. The unit was established in May 1999 in the Office of the National Director of Public Prosecutions to focus on the Prevention of Organised Crime Act (Poca).     his may be the season of giving, but

    council is warning residents not to

    give donations to its personnel.

    According to a City of Cape Town state-

    ment, its SolidWasteManagement Depart-

    ment enforces a policy which forbids its

    staff from soliciting Christmas boxes

    and they have been reminded of the prohi-

    bition of the practise.

    However, if residents believe excellent

    service has been provided, they are at lib-

    erty to give a voluntary donation to staff

    as a gesture of thanks and goodwill, says

    Mayoral Committee member for Utility

    Services Ernest Sonnenberg.

    Under no circumstances may residents

    be approached and asked for money; City

    staff are appropriately remunerated.

    If residents are intimidated by staffers,

    they are encouraged to report the incident

    to the Citys call centre on 0860 103 089.

    Callers must provide the date, time, place

    and the vehicles registration number.

    Refuse collection services will remain in

    operation during the festive season, even

    on public holidays.

    As there will be less traffic on the roads

    during theholidayperiod, collection teams

    might arrive earlier thanusual. Therefore,

    it is best that residents place their bins out

    before 06:00 during this time, Sonnenberg

    advises.

    Drop-off facilities will be closed on

    Christmas (Thursday 25 December) and

    NewYears days (Thursday 1 January); on-

    ly the Hout Bay facility will be operational

    from 07:00 until 17:00 on these days.

    Amended operating hours of 08:00 until

    17:00 will be in place at the other facilities

    during the festive season.

    total of 223 suspects have been arrest-

    ed in a two-week long operation in the

    Mitchells Plain police cluster.

    This has resulted in 10 illegal firearms, 46

    rounds of ammunition and 670 units of con-

    traband being seized.

    On Friday 5 December, a Mitchells Plain

    security guard has been arrested and

    charged with illegal possession of a firearm.

    After following up on information re-

    ceived, the 34-year-old was found to be in

    possession of an unlicensed firearm and am-

    munition.

    He was searched and arrested at Town

    Centre where he is employed, says Mitch-

    ells Plain police spokesperson Constable

    Zandile Marashule.

    Officers received a tip-off stating that the

    security guard was on duty and working

    with a stolen firearm. On arrival police

    found inhispossessionaGlock19pistolwith

    19 rounds of live ammunition, she says.

    The ammunition and firearm were tested

    and results confirmed the weapon to be sto-

    len. The suspect was immediately arrested.

    The suspect appearedonMonday8Decem-

    ber in the Mitchells Plain Magistrates

    Court and has subsequently been charged

    with illegal possession of a firearm and am-

    munition.

    In another week-long operation in the

    Mitchells Plain police cluster, a further sev-

    en firearms were confiscated.

    OnTuesday 9December at 16:00Mitchells

    Plain police attended to a complaint of suspi-

    cious men standing in front of a house in

    Viscount Street, Rocklands.

    Officers searched the suspects and found

    a 9mm pistol with eight rounds in one of the

    mens possession.

    On 11 December, the Strandfontein police

    confiscated two illegal firearms.

    Information led to a high-speed car chase.

    Suspects then tried to hijack a taxi but were

    unsuccessful and the suspects were arrest-

    ed.

    On Friday 12 December at 15:30 theMitch-

    ells Tactical Response Team (TRT) were do-

    ing a routine crime prevention patrol in

    Wendy Street, Tafelsig.

    They spotted a wanted suspect driving on

    amotorcycle and stopped him. A 9mmpistol

    with 10 live rounds was confiscated.

    That day at 22:30 theTRTreceived another

    tip-off of a firearm kept at a house in Falstaff

    Street, Eastridge.

    The 9mm pistol and nine live rounds were

    found hidden in the kitchen.

    In an additional operation, 57 houseswere

    searched and 127 heroin units, 318 packets

    tik, 54 mandrax tablets and 177g of dagga

    were confiscated.

    Cluster commander Major-General Abra-

    ham Goss thanks residents for their cooper-

    ation. These successes are a reflection of

    the good relationship that exists between the

    community and police, he says.

    he Mitchells Plain police clus-

    ters festive plan has been in

    full swing for close to a month

    now and already boasts many suc-

    cesses.

    In the most recent case, a 35-year-

    old man was arrested in the Mitch-

    ells Plain police precinct for the ille-

    gal possession of ammunition.

    On Tuesday 9 December at 19:10,

    officers followed information re-

    ceived from the community, con-

    firms police spokesperson Sergeant

    Jerome Voegt.

    Officers received information of

    ammunition being held at a house in

    Zenit Street, Rocklands. Officers

    then searched the home and found

    248 live rounds of ammunition,

    Voegt says.

    In one of the bedrooms police

    found the magazine of an R5 rifle

    loaded with 18 live R5 rounds.

    On further search of the home of-

    ficers also found 82 .22 calibre live

    rounds and 148 live R5 rounds hid-

    den in the ceiling.

    After a complete search of the

    home, the officers found and confis-

    cated 166 high-calibre R5 rounds and

    82 .22 calibre rounds.

    The man did not have the legal

    documentation to own the ammuni-

    tion.

    Mitchells Plain Community Po-

    lice Forum chairperson Abie Isaacs

    says they commend the officers for

    sterling work done thus far.

    We applaud the police for taking

    this ammunition out of circulation

    especially in an area like Mitchells

    Plainwhere gun violence is rife. The

    level of commitment shown that

    the police will come down hard on

    ammunition runners and gun own-

    ers is commendable and makes a

    strong statement, says Isaacs.

    He says it is only through good re-

    lationships that the gun scourge can

    be stopped.

    We must also commend the com-

    munity who have stood up and said

    enough is enough. Continue to give

    the tip-offs and forward information

    to the police. Partnership policing is

    the way to go, he says.

    Isaacs further adds that residents

    dont need to always contact the po-

    lice if they are not comfortable.

    Make contact with the CPF, or

    your imam or priest or make use of

    the various other community SMS

    lines, he says.

    The suspect will appear in the

    Mitchells Plain Magistrates Court

    on charges of illegal possession of

    ammunition.

    class of 43 government personal assist-

    ants and administration staff have giv-

    en back through a class project.

    The group all studying at CPUT are

    currently employed in various local govern-

    ment departments.

    Through bake sales, raffles and donations,

    the officials called Heavens Helping Hands

    came to the aid of Heavens Shelter House

    in Woodlands.

    Group representative Geraldine Smith

    says the shelter was chosen as one of four

    from the class.

    We had to do a presentation and then the

    class took a vote. We then had to approach

    the shelter to ask what they required. From

    there we did fundraisers and food drives for

    two months as we put the event together,

    she says.

    Shelter director Zulpha Morris says they

    first opened their doors in 1998 and have

    grown since then.

    This is a gift from God. The shelter has

    been struggling for a long time, but we do

    have some loyal, kindhearted sponsors who

    always keep us in mind, she says.

    The group collected clothes, toys, food and

    gardening supplies.

    Morris was also taught how to garden and

    grow the new herbs and vegetables.

    The shelter also has R150 000 outstanding

    on their water bill.

    This,Morris says, is related to the number

    of people staying on the premises.

    The shelter for orphans and abused wom-

    en and children currently has 80 people liv-

    ing at the home.

    The officials managed to get together a to-

    tal of R18 000 and have since paid it to the

    City of Cape Town towards the bill.

    God will provide, Morris says.

    Smith says theywill not forget the shelter.

    We have all committed to contributing

    R20 a month toward a fund that will be used

    to sustain the shelter, she says.

    Paving, a mural and a bathroom makeo-

    ver were also part of the revamp.

    he owner of a licensed Tafelsig liquor

    outlet plans to appeal the subcouncil

    decision to deny her a land departure.

    Sandra Cyster, who owns Sandras Liq-

    uors in Kilimanjaro Street, told Peoples

    Post she has taken the necessary steps to ap-

    peal the land departure application disap-

    proval.

    Subcouncil 12 made the decision to turn

    down the application on Thursday 20 No-

    vember.

    Cyster was at pains to point out that her

    business operates legally (Outlet gets

    thumbs down, Peoples Post, 2 December).

    City officials made a mistake in a letter

    addressed to my neighbours, says Cyster.

    She says the neighbours were mistaken

    in that they believed her outlet was being

    converted into a tavern.

    After the [subcouncil] decision was tak-

    en I went to my neighbours personally.

    They all said they were under the impres-

    sionwewere applying tohave a tavernbuilt

    at our house. But this is not the case,

    Cyster says, adding her business remains

    an off-consumption outlet as it has since in-

    ception nine years ago.

    According to Cyster, measurements tak-

    en for cold storage left neighbours with the

    impression a tavern would be built. What

    the neighbours sawwas the construction of

    a cold room and not the building of a tav-

    ern, she says.

    Noise complaints and public indecency

    are among the reasons for refusal of the

    land departure.

    In the subcouncil agenda, one resident

    said he feels the liquor outlet is creating an

    unsafe environment for residents.

    The subcouncil must take note that ma-

    jority of the residents in the area are older

    and they cannot handle the noise, he

    wrote.

    But Cyster says she fails to see the objec-

    tion as there are no old people living in the

    neighbourhood. And, she adds, she has a

    low tolerance for loud music and is very

    considerate of her neighbours and the less

    fortunate.

    Legislation introduced in 2012 requires

    that all liquor outlets re-apply to have exist-

    ing businesses re-zoned.

    Cyster applied to obtain the land depar-

    ture in October, which has been denied and

    she is in the process of appealing.

    My lawyer is drafting the necessary

    forms. We are not building a tavern. The

    store will remain the same. We are just be-

    coming compliant with the new laws.

    A total of eight objections were received.

    All neighbours have since been visited by

    Cyster and have agreed to retract their ob-

    jections, she says.

    n celebration of the first anniversary of

    Paradise Park, New Woodlands resi-

    dents were treated to their own open air

    concert.

    In an effort to mobilise and unite the

    community against crime and drug abuse,

    local talent was on display.

    Organiser Franklin Brawood says the

    event was a huge success.

    All the residents enjoyed seeing some

    familiar faces and we plan to make this an

    annual event, he says, adding it took two

    weeks to plan.

    The eventwasheld at thepark inKatrina

    Harris Street on Sunday 7 December.

    Artists such as Melanie Adams from

    SAs Got Talent and Karin Kortje from

    Idols famewere among the star attractions.

    Others included Moegamat Meniers,

    Sons of Salasie and Vernon Castle.

    Community worker Basil Coetzee says

    these events help draw the youth towards

    positive actions.

    Weneed the community to stand togeth-

    er to fight crime and addiction. This pro-

    gramme brought children, parents and

    grandparents together to celebrate their

    own community, he says.

    With bringing in local talent we are

    showing the youth that positives can come

    from this community.

    Future events will be used as a platform

    for talent development, with specific focus

    on talent that can be transformed into a ca-

    reer.

    An event steering committee will also be

    registered in the new year.

    Coetzee hopes to build on the success of

    the event.

    We want other communities to also

    adopt this idea. Community policing is all

    about participation, he says.

    Sector commander Warrant Officer

    Manus Peterse says the day was a success

    and was proud of the well behavedmanner

    of residents.

    He adds that the community is serious

    about policing through the use of these ac-

    tivities.

    No incidents were reported in the area

    for the day.

    Post takes a look at some of the highs

    and lows of 2014.

    January:

    . Accusations of bribery and unruly se-

    curity weremade against staff at theMitch-

    ells Plain Day Hospital.

    . Strandfontein residents asked for Lu-

    kanon Drive to be controlled in order to re-

    duce crime after a body was found dumped

    by the roadside.

    . Hyde Park residents were in a panic as

    talks of a legal liquor outlet opening in the

    area came to light. This comes after nine il-

    legal shebeens were causing alcohol abuse

    to be rampant in the area.

    February

    . A call for Mitchells Plain police to

    probe six alleged drug dens in Portlands

    went unanswered. The list was compiled in

    2012 in a bid to curb drug trade in the area.

    . Rival gangs used the unfenced railway

    lines in New Woodlands as a battlefield as

    pedestrians had to dodge bullets and trains.

    . A group of researchers looked into the

    housing waiting list and concluded it was

    fraught with flaws resulting in long waits.

    March

    . National police minister Nathi Mtetwa

    addressed fed-up residents at a stakehold-

    ers meeting and vowed to stamp out police

    corruption.

    . Law Enforcement set up a satellite of-

    fice on the corner of Vanguard Drive and

    the R300 to monitor Siqalo informal settle-

    ment after numerous violent protests.

    April

    . Residents demanded the City of Cape

    Townamend their draft budget policy.Ape-

    tition was signed to ask the City to include

    housing developments for Mitchells Plain.

    . Policewere on the hunt for 138 parolees

    who violated their parole agreements.

    . A brave two-year-old underwent mas-

    sive reconstructive surgery after a pitbull

    mauled her.

    May

    .MyCiTi plan for Mitchells Plain was

    set to be released aswork on the depot start-

    ed.

    . Police clamped down on marauding

    gangs inMitchells Plain. It startedwith the

    arrest of an alleged 16-year-old hitman from

    Tafelsig.

    June

    . The department of Community Safety

    launched an inquiry into police corruption

    as drug trade continued to thrive in the

    Mitchells Plain precinct.

    . Gangsters terrorised local taxi drivers

    and passengers to pay taxes.

    July

    . Children from Tafelsig raised their

    voices against gang violence.

    . Strandfontein residents fought with

    council after Freedom Park residents were

    relocated to Oppermans Oordt without

    public consultation.

    August

    .Mitchells Plain police vowed to work

    harder at solving cash-in-transit heists af-

    ter less than 1% were solved for the year.

    . Three liquor outlets were denied long-

    er trading hours at a subcouncil meeting.

    The traders requested off-consumption

    trading during the week and on Sundays.

    September

    .Mitchells Plain got a new Police Clus-

    ter Commander who vowed to stick to the

    main issues of gun, drug and gang violence.

    . Freedom Park residents were held cap-

    tive in their own homes as shots fired from

    rival gang infighting left homes riddled

    with bullet holes.

    October

    . Residents neighbouring an overgrown

    bush in Strandfontein started to cut the

    bush down after a burnt body was found

    dumped in the area.

    . The proposal for the first Special Rat-

    ing Area in Rocklands was introduced and

    well received by residents. It required an

    addition of R2 to rates and taxes to ensure

    public safety.

    November

    . An alleged drug dealer took out an in-

    terdict against the Lentegeur Police Station

    for harassment.

    . Talk of a vigilante neighbourhood

    watch attacking drug addicts surfaced. It

    was said the group beat up known addicts

    in their own homes.

    December

    . A prosecutor

    and police officer

    were investigated

    for defeating the

    ends of justice after

    four men arrested

    in connection with

    drug possession

    he Strandfontein community have

    had their say.

    And a strong team of seven women

    has been elected to serve on the Communi-

    ty Police Forum.

    After a tribute from Major-General Ab-

    raham Goss praising the good work they

    are doing in the area, residents re-elected

    Sandra Schuter as chairperson.

    Schuters report took a trip downmemo-

    ry lane but she also warned residents to

    vote wisely.

    This isnt an easy task and make sure

    the person you choose is in it for the right

    reasons, she said.

    Resident Ernest Theron says the female

    leadership has done well.

    I think we should have a full team of

    women. We often hear people talk of wom-

    en empowerment but we should [in this

    case] actually live it, he said.

    As if he read the future, for the first time

    in the Mitchells Plain cluster, an all-fe-

    male executive was elected.

    Alongwith Schuter, the seven registered

    organisations voted Ruwyda Kearn as dep-

    uty chairperson, FaheemahFrancis as sec-

    retary, Maggie Peters as assistant secre-

    tary, Pat Hugo as treasurer, Colleen

    Horswell as public relations officer and

    Mildred Smidt as project coordinator.

    As part of their first mass mobilisation

    less than a week after being elected the

    executive has taken the streets by storm.

    Close to 70 residents gathered on an open

    field in San Remo, to meet the newly elect-

    ed CPF.

    The watertight five-year plan also in-

    cludes fighting for a station upgrade, re-es-

    tablishing street committees, focusing on

    elder abuse, patrols and reviving neigh-

    bourhood watches.

    Cluster chairperson Michael Jacobs

    says the CPF is not a social club.

    This is hard work that not many people

    appreciate. You can look at doing outreach

    programmes but the main focus is crime

    fighting. That is what this CPF will have

    to do, he says.

    Goss and Jacobs wished the executive

    well.

    The five-year plan will be revealed

    through a series of meetings. Organisa-

    he Mitchells Plain Liquor Traders

    Association in conjunction with

    Mitchells PlainPoliceStationand the

    Mitchells Plain Community Police Forum

    treated 150 orphans to a Christmas party

    in Strandfontein.

    The children could enjoy a full day filled

    with water sports, music, jumping castles

    and gifts.

    Police spokesperson Sergeant Jerome

    Voegt says theannual event is a joint effort.

    This is all about the children and is the

    time of giving. Residents need to realise

    there will always be someone less fortu-

    nate than themselves, he says.

    That is what it is about, says Liquor

    Traders Association secretary Theory

    Schrickker. Our clients are from Mitch-

    ells Plain and it was time for us to give

    back. This is one of three annual events

    that we organise and the children are al-

    ways looking forward to it, she says.

    The event is primarily funded by the as-

    sociation and was held at the Strandfon-

    tein CPOA. All orphanages in Mitchells

    Plainwere invited to the event and the chil-

    dren are aged between three and 18 years.

    The eventwas also supported byMissing

    Children South Africa.

    The organisations representative Zu-

    reenaFarat says itwas the perfect opportu-

    nity to raise awareness on child safety.

    She urges parents to be more vigilant as

    the festive season approaches.

    NEW TECHNOLOGY

    Preventing crash

    T

    oyota has revealed a range of high-tech

    vehicle crash-prevention technology.

    Toyotas integrated safety manage-

    ment concept is designed towork in concert

    to reduce the number of road crashes.

    The features were announced at a safety

    seminar in Toyota City, Japan, and is set to

    be launched in new models in 2015. Toyota

    is also creating active safety packages for

    various vehicles thatwill be available by the

    end of 2017.

    At a blind junction even the best vehicle-

    cameras and sensors cant give a clearwarn-

    ing of hazards. Toyota has worked to elimi-

    nate the risk with new vehicle-to-infra-

    structure and vehicle-to-vehicle

    communications technology, using a wire-

    less frequency reserved for Integrated Traf-

    fic System (ITS) services.

    For example, if you arrive at junctionwith

    no clear view, sensors will detect oncoming

    traffic or pedestrians and send the informa-

    tion to your car, what Toyota calls the vehi-

    cle-to-infrastructure system.

    Toyota says: Vehicles approaching the

    intersectionwill signal their presence using

    the vehicle-to-vehicle link, activating visual

    and audio warnings when necessary to help

    prevent an accident.

    Toyota has developed a new radar cruise-

    control to make it easier for preceding and

    following vehicles to maintain safe follow-

    ingdistances. It uses a forward-facingmilli-

    metre-wave radar to monitor the distance

    between vehicles ahead and behind, relative

    speeds and the acceleration/deceleration of

    the leading car.

    Automakers are already using such sys-

    tems with a consequent improvement in

    safety, congestion and fuel-efficiency.

    Toyota says it develops its ITS-compatible

    systems in collaboration with government

    bodies, agencies and private companies.

    In 2013 Toyota participated in an ITS

    Green Safety public-private project to assess

    the social effects of such systems. It will also

    take part in the ITSConnect PromotionCon-

    sortium to support the development of envi-

    ronments for the smooth introduction of

    such systems and their widespread adop-

    tion.

    Toyota, already implementing auto high

    beam and adaptive lighting systems, is de-

    veloping its next-generation system to deliv-

    er improved night-time illumination its

    array adaptive high-beam using LEDs.

    A similar system was launched recently

    by Mercedes-Benz on its CLS in South Afri-

    ca.

    The system uses multiple, independently

    controlled LEDs arranged in a single row.

    This gives wider illumination without daz-

    zling drivers of oncoming or preceding vehi-

    cles. It can light up the gaps between vehi-

    cles ahead and those approaching, making

    it easier to spot pedestrians.

    Light distribution is also linked to use of

    the steeringwheel, givingbetter visibility as

    you turn into a bend.

    Toyotas new Safety Sense active safety

    package will include an auto high beam

    function.

    From 2015, Toyota will launch a new set

    of active safety technologies designed tohelp

    prevent or mitigate collisions. Two Safety

    Sense packageswill be launched, initially in

    Japan and subsequently in the USA and Eu-

    rope, by the end of 2017.

    The two packages, designated C and P for

    mid-size and larger vehicles respectively,

    use several of Toyotas existing active safety

    technologies, including its pre-crash safety

    system, lane keep assist and auto high beam.

    The C package uses a laser radar and the

    P package a millimetre-wave radar, each

    combined with a camera.

    ith long car trips planned over the

    festive season inhotweather, its in-

    evitable some of usmay run the risk

    of getting stuck on the side of the road due

    to a car that has overheated.

    Motor Industry Workshop Association

    (Miwa) chairperson Les McMaster says:

    Themost commonreasons for overheating

    are lowwater and coolant levels in the radi-

    ator or a leak in the cooling system.

    To determine this, look for the coolant

    reservoir in the vicinity of the radiator and

    check the coolant level. If its normal, you

    might just have a malfunctioning tempera-

    ture gauge.

    But if its low or empty theres probably

    a coolant leak. If you have to keep driving,

    make sure the engine is cool, and protect

    your hand with a glove or a rag, then twist

    off the radiator cap. Refill both the radiator

    and the reservoir, using coolant or, if neces-

    sary, water. This should bring the tempera-

    ture down once youre underway.

    If the temperature starts rising again,

    pull over and repeat the process. But this

    is by no means a long- term solution.

    To prevent overheating, its advisable to

    regularly check that your carhas freshcool-

    ant in its radiator, and also have the radia-

    tor checked for corrosion.
