The squatters – consisting of about eight households – were evicted from the building on the corner of 6th Avenue and Retreat Road on Friday. Eliemananga Landu, a foreign national and one of the staff hired for the eviction, says the window of his car was broken and personal belongings were taken during the violence. “The window of the left back passenger door was broken and my handbag was sto- len,” says Landu, adding his bag contained his passport, application form for residency and tertiary certificates. Landu says he has a mechanical engineer- ing and criminology qualification. The huddle of squatters face a colder winter as they contemplate where they will live. Zane Sallie, one of the squatters, says he has nowhere to go. “I have been living here for six years and I don’t know where I am going to live now. These people came here while we were sleep- ing and forced us to move out. We started to throw bricks and stones because we were not happy to go,” Sallie says. A small business owner from Retreat, Rus- sel Dirks, tells People’s Post the owner of the building, Ismail Rajah, had approached him to relocate the squatters. Dirks says they had been in negotiation with the squatters for four months to relocate – at Rajah’s cost, but they turned it down. “The squatters were given enough time to relocate,” Dirks says. He adds the squatters were “offered R3000 each and help with relocating, but they re- fused”. He says the initial five families “grew to 10”. The situation came to a head when the squatters “started stripping the building” for door handles and timber for resale. Dirks says the “owner made a case against the squatters at Steenberg police station when they started to strip down the building on Monday. That’s when the owner refused to negotiate any more and asked me to assist in evicting them.” Steenberg police station commander Noel Josephs confirms they are investigating a charge of theft. The police arrived on the scene after the stone throwing had subsided. Bernay Lewis, who says she too has been living in the building for six years, says: “We have been living here for a long time and were offered R3000 to move. This is not enough be- cause the money will not be able to assist us fully with our relocation.” Mark Solomons, chairperson of the Re- treat/Steenberg Civic Association, says the squatters have no choice but to move. “After the stone throwing this morning, we will try to negotiate with the owners to see if the original R3000 deal is still on offer, but the squatters will have to go,” he says. Langevlei Civic Association executive member Kevin Southgate says the building had become a place for crime. “The community has been complaining about illegal activities taking place at the building. It is also a health risk because there are no toilets and running water. The squat- ters are blocking the prospect of business. I am sure the owners want to renovate and op- erate from the building, but that can’t happen if the squatters won’t leave.” Efforts to reach Rajah were unsuccessful. What women wantDear reader,

National Women’sDay, Thursday 9 Au-gust, is approached bymost with mixed feel-ings.

On the one hand, wehave cause for celebra-tion when we rememberthe triumphs of womenover the past decades, most notably 9 August1956 when more than 20 000 women of diversecultures fearlessly protested proposed passlaws by marching on the Union Buildings inPretoria.

Women have deservedly assumed theirplace in the business, political and sportingarenas. We’re the quintessential multi-task-ers, adeptly juggling our various roles – ca-reers, motherhood, marriage, communitywork...

According to the Inter-Parliamentary Un-ion and UN Women, there are “currently 17countries with women as head of govern-ment, head of state or both”.

Globally, Thursday will mark the 101st In-ternational Women’s Day and abroad and lo-cally, thousands of events are being planned.

With all the awareness and altruistic ef-forts by government and organisations com-mitted to women empowerment, as well as thepower wielded by women today, it is the great-est irony that as many women are victims of

abuse and violence. However, statistics on violence against

women in South Africa is not reliable, be-cause many cases go unreported. This is dueto a number of factors, such as stigma, finan-cial instability, fear of repercussions fromabusive partners, a lack of information andeducation around women’s rights when itcomes to reporting abuse, and limited to noresources for escaping abusive relationships.

There is also the “system”, such as the proc-esses and red tape involved in filing for di-vorce, and the complexities of the DomesticViolence Act. Many women can testify howthey’ve been sent back home to further abuse,in the name of “getting both sides of the story”before divorce becomes an option.

During my stint as a court reporter, I wouldforce myself to listen dispassionately to thetrials about women who had been assaulted, and nearly killed, by their partners.

The women had been kidnapped, locked up,beaten with concrete objects, stabbed...

My intended disconnection was twofold, Ireasoned; firstly, professional and secondly,to distance myself from my life experiencesand that of others I care about.

As a reporter, I had been trained to be objec-tive and report the facts; but my training didnot extend to my humanity and it became im-possible for me to detach as I looked at thewomen painfully testifying against the menthey had once loved and trusted.

The tragedy was that most of the mencharged with assaulting “their women”, ap-

peared unaffected, emotionally void. Our most profound memories take root dur-

ing childhood and it is critical that educationbegins primarily in the home and includesconversations around respecting and valuingall people, including women. The onus is onboth parents to show respect towards one an-other.

I don’t profess to being an authority on rela-tionship matters but have minimum require-ments. A man who actively listens to his part-ner, apologises when he’s at fault – or evenwhen he’s not – and knows when to walk awayfrom an argument is worthy of respect.

It’s as simple as that. Few men realise howlittle it takes to make a woman happy... butI’m not saying that the gifts and pamperingdon’t count, so pull out all the stops this Wom-en’s Day, and every other day!

The following organisations provide coun-selling and services to women: Family andMarriage Association of South Africa in Ob-servatory (021 447-7951; [email protected]); Mosaic in Wynberg (021 7617585); Saartjie Baartman Centre in Athlone(021 633 5287); Woman Abuse Line (0800 150150); HIV/Aids

OPPOSITION to the proposed shop-ping mall development at PrincessVlei continues as groups rally to savethe wetlands.

On Saturday various oppositiongroups, which forms the Princess Vlei Fo-rum (PVF), gathered to discuss the wayforward.TheForummet at theweekly JollyCarp

Organic Market, which neighbours thevlei, to discuss plans to launchanotherpe-tition signing to oppose the development. But PVF claims they are still being keptin the dark about what will happen at thevlei. It has been a tug-of-war between devel-

opment and conservation since develop-ers Insight Property first submitted plansto develop the City of Cape Town ownedland in 1998.The proposed development entails a

9090m² shopping mall and 100m² taxirank, leaving only a 30m buffer strip ofland for recreation purposes at the wa-ter’s edge. The City initially approved the pro-

posed development on condition of an en-vironmental impact assessment (EIA)andpublic participation process (PPP) forthe rezoning of the land from public openspace to business.Several objections during the PPP, as

well as questions regarding the findingsof the EIA led to a halt in the process, withthe allocated time for the Record of Deci-sion (ROD) lapsing. In November the City’s Spatial Plan-

ning, Environment and Land Use Man-agement Committee (Spelum) turneddown the developer’s application for theextension of the rezoning. The developers, in turn, appealed to the

MEC for Environmental Affairs and De-velopment Planning Anton Bredell, whoapproved the application for the land tobe rezoned frompublic open space to busi-ness in April.PVF chairperson Phillip Bam says they

are currently in talks with the City to dis-cuss the way forward.“Right now nobody from the provincial

Department of Environmental Affairs isgiving us an answer as to what will hap-pen.“The public can voice their opinion and

join our campaign of saving the Prin-cess,” Bam said.“Wealsowant to get themayor involved

– people want to know what Patricia deLille has to say about the proposed devel-opment.”Members of the Forum are adamant the

signing of a petition will not only createpublic awareness – especially in areasacross the metropole – but also be a clearindication that people do not want the de-velopment to go ahead.Petrina Roberts says: “So far we have

had positive feedback and we will contin-ue doing so until we get assurance thatPrincess Vlei will stay as is.”

Transport study on the cardsTHE City of Cape Town has awarded the ten-der to conduct a careful study for the inte-grated Metrorail services.

This includes the transfer of the Metrorailsubsidy functions to the City of Cape Town. The study will fall in line with the City’splans to create an integrated public trans-port system comprising of passenger rail, bus rapid transit (MyCiTi), scheduled busservices, mini-bus taxis and non-motorisedtransport, taking around nine months to ayear to complete.

Rail services are regarded as the backboneof the City’s integrated public transportservice and also plays a fundamental role inachieving the City’s economic and social in-clusion imperatives.

It is extremely important for the City, andfor its residents, that there is a substantialimprovement in the quality, frequency, reli-ability and safety of this service.

It is against this backdrop that the City ap-proached the National Minister of Transport

last yearwith aview to conducting aduedili-gence study of Metrorail and its operationsin Cape Town.

“This is simply the first step in the processof ensuring that we put the current frag-mented and inconvenient public transportsystem behind us and facilitate the usheringin of a system that works, that is safe, thatis reliable and that is comfortable,” saidMayoral Committee Member for Transport,Roads and Stormwater, Councillor BrettHerron.

The City wants to be in a position to makean informed decision on requesting for thetransfer of the rail subsidy, and to be ableto present a viable business plan for the fu-ture management of passenger rail.

The study will go a long way to providinga detailed picture of the current status of thepublic transport system and will provide aclear indicationofwhat thepriorities shouldbe, what resources are required and howlong the process will take.

DON’T DO IT: Ryan Africa believesdrunk people should use alternativetransport. “It is clear that, with thecurrent percentage, they are stilldrinking and that won’t stop, even ifthe percentage is lowered.”

DROP IT: Zandile Qumza agrees the per-centage should be decreased. “It is goodthat the percentage will be lowered, butit should be 0.0 because drunk drivingkills a lot of innocent people on theroads.”

GREAT IDEA: Andries Burger be-lieves the percentage should belowered. “If one would not drinkthey would know how to drive onthe roads. Drunk driving is danger-ous to sober road users.”

DRINKING KILLS: Rachel Konig saysshe has bad memories of alcohol. “Ihad a friend who was killed in an acci-dent caused by a drunk driver. Nobodywho has had a drink should be allowedto drive. No percentage should be al-lowed.”

ALCOHOL CHANGES PEOPLE: LynneVester says the behaviour differs be-tween a sober and intoxicated person.“When a person is drunk they are com-pletely different. There should be notdrinking and driving at all. The percent-age should be 0.0”

A PROPOSED amendment tothe national road trafficamendment bill could see thelegal alcohol limit reducedfrom 0.05 to 0.02 grams.

The Road Traffic ManagementCorporation’s Ashref Ismail saysalcohol is a major factor in roaddeaths.

More than 65% of all major fa-tal crashes are attributed to alco-hol consumption.

The bill is open for public com-ment until Saturday 18 August.People’s Post readers shared theirviews with Luzuko Zini andTarren-Lee Habelgaarn.

The three-month project will allow pa-tients to call, text or e-mail a complaint andreceive a response on the same day.

The call centre will operate from 07:00 to19:00.

Provincial minister of health, TheunsBotha, says call centre agents will try and re-

solve the complaint within 20 minutes. Oth-erwise, a two-hour response time kicks inshould the complaint require further atten-tion.

If patients are still not satisfied, they willbe able to direct the complaints to the Inde-pendent Complaints Advisory Commission.

The monthly cost of the pilot is R50 000 permonth.

The project may be expanded if the callcentre proves successful, Botha says.

Budget cut could close doors on matricLIAM MOSES

FINANCEcuts at a Steenbergnight schoolcould see thousands of adults and teenagedrop-outs with an incomplete high schooleducation.

The Steenberg Night School faces closureover the funds shortfall.

The school has been operating for 43 yearsand has seen thousands of people from Steen-berg, Retreat and surrounding areas passthrough its doors – and pass matric.

The 2011 class could be the last to receivetheir matric certificates if the school fails tosecure about 100 more pupils by next Mon-day.

In the past the school was primarily funded

by the Western Cape Department of Educa-tion.

But a cut in funding in 2010 has forced theschool to raise fees to stay open.

Samuel Williams, the principal, says theschool will close down if enough pupils can-not be found to cover the operating budget.

“Weneed about R300 000 to R356 000 to oper-ate for the year because we have about 19teachers and myself and an administrationclerk and security,” saysWilliams “and thosepeople need to be paid.

“If we don’t reach a certain target, I don’twant to be in a situation where the teachersdon’t get paid.”

He says the school will be able to operateviably with about 200 pupils.

Over 2000 pupils from the school have ob-

tained matric in the last five years and lastyear 222 students registered for their matricfinal exams.

In 2009, before the budget cuts were intro-duced by the education department, theschool had 26 teachers and over 500 pupils.

Previouslypupils spent aroundR700 onget-ting their matric certification.

Since the drop in funding, however, thecost has risen to around R3000.

Williams says the livelihoods of severalpeople could be put at risk if the school isclosed.

“The night school is for people – like yournormal drops-outs or people who have beenout of school for whatever reason – to havea second chance,” says Williams.

“We are for everyone who needs a second

chance in life.“If people don’t have matric, they are

threatened with losing their jobs; they can’tget promoted.”

According to Williams, night schools inCapricorn Park, Ocean View, Wynberg andTafelsig have been closed recently.

If the school does close, the closest alterna-tive will be the Grassy Park Night School.

However, many residents of Steenberg andthe surrounding areas may not be able tomake use of the school because the classesrun between 18:00 and 21:00 and theymay nothave transport.

The Western Cape Department of Educa-tion was asked to comment on the nightschool being closed, but failed to reply at thetime of going to print.

Army to train guardsArmy to train guardsLAILA MAJIET

COMMUTERS have welcomed Metro-rail’s plan to have rail security guardstrained by the SouthAfricanNational De-fence Force.

Hundreds of Metrorail guards will betrained by the army to better deal with crimeon trains and at stations.

Commuters sayabeefedupsecurity systemis in order, but they question how this willimprove general services which should beMetrorail’s main concern.

Commuter Ezelle Solomons (22) says whileit is a good idea to have the army train securi-ty guards, the army is needed elsewhere.

“There was so much hesitancy to bring inthe army in gang-infested areas like Laven-der Hill, yet the army can be brought in totrain security guards,” she says.

“I travel on the northern line. There is apolice station just metres away from the Bel-lville train station, but not even that is a de-terrent for criminals. There is a need formore security guards in carriages and on thetrain stations.”

Mthuthuzeli Swartz, the regional managerof Metrorail Western Cape, says the defenceforcewill bring superior skills to the trainingof additional resources.

Responding to questions of clarification onthe new recruits, he indicates that the newtrainees will be shared across the region andtheir deployment based on needs analyses.

“The guards will be deployed at all stationsfor the duration of our operational hours,” hesays.

“Proactive deployment is based on securityintelligence and reactive measures in re-sponse to reported crime incidents. Mostcriminals are opportunists, as result inci-

dents are mostly random and often a spill-over from the surrounds. We continue to col-laborate with the appropriate provincial andlocal law enforcement agencies to collective-ly address our joint priority of crime preven-tion.”

He explains the Western Cape region com-prises of 481 km of railway tracks, 122 sta-tions, 1 095 train carriages and 732 000 passen-ger journeys each weekday.

Swartz confirms crime has dropped by40 % over the last year.

“On average we record between 15 and 23incidents of crime against commuters permonth,” he says.

Although crime is down, the rate of vandal-ism remains a concern in the central servicearea.

“We anticipate that the additional resourc-eswill also assist in restoring order to the railsystem through enforcement of bylaws (no

smoking, vagrancy, littering, illegal trading)as well as operational safety,” he says.

However, another commuter, Donna Lu-kas, who travels to work by train every daysays Metrorail needs to get its priorities inorder. “Protecting us from crime should notbe their first priority. We rely on trains to getus to our destinations on time. Trains are of-ten delayed. Sometimes commuters are noteven given any reason why trains are run-ning late. Trains are then overloaded andthere are no guards around at this time whenpeople arehangingout of thedoors,” she says.

Metrorail encourages commuters to reportsuch incidents.

Swartz says Metrorail appeals to custom-ers to be proactive against opportunisticcrime by being vigilant and keeping the nec-essary safety tips in mind.

Those travelling by train are encouraged tokeep valuables such as cellphones and jewel-lery out of sight, move to fuller coaches andstay in a group.

Commuters arealso encouraged to immedi-ately report incidents or suspicious behav-iour by calling any of the railway police offic-es. To report crimeat train stations inor closeto Retreat call (021) 710 5129/0.

Wetlands: different approachLAST month saw Cape Town mayor Patriciade Lille officially open the newly-establishedTable Bay Nature Reserve, uniting numer-ous wetlands under one banner – ensuringsafety, birdwatching, water sports, hikingand conservation. At Rietvlei an eco-friendly information of-

fice serves all the components –Rietvlei, DiepRivier, Milnerton Race Course Reserve andZoarvlei. Why then is the approach to the False Bay

Wetlands sodifferent?Componentparts – riv-ers and vleis – stretch from Kenilworth toPhilippi, from Bergvliet to Pollsmoor, toLangeVlei in Retreat then on to Princess andLittle Princess Vlei, to Zeekoei, Ronde andSand vleis, and further to the Strandfonteinsewage works. The recently launched People’s Plan –

which redefines the area in proximity toPrincess Vlei and sees the False Bay Wet-lands as a whole in just the way that the Cityhas laudably created Table Bay Nature Re-serve – also incorporates a hike among anumber of the wetlands in the vicinity ofPrincess Vlei. There is no shortage of ideas. In the right

hands funding would arise for a project thatis at once both sociologically and environ-mentally appropriate. It would be beneficialto plan in a consideredway, develop in stagesand wait for funding, rather than to rushahead without adequate thought for the fu-ture, possibly creating ineradicable conse-quences, which is what the commercial mallplanned for Princess Vlei would be.MEA LASHBROOKEBergvliet

Hats off to two special womenTHIS letter pays tribute to all women in thisthe month of August – even though I believerespecting women should happen every day.I also believe respect is earned and some

women should really appreciate the respectof the rights given to them. But today’s letteris about two women who never met but haveso much in common. They helped many families. With so little

they afforded those needy people the last outof their wallets and cupboards. The women also meant a lot to me. They

both hadMonaLisa smiles and never showeddisrespect, because they had values and de-termination tomake positive changes withinthe lives of our communities. Our late ward councillor Manu Ariefdien

and her family were always there – not onlyin her capacity as councillor, but also as afriend.

The other woman – a mother, aunt andfriend to all – Aunty Priscilla “Plummy”Wit-booi, who passed on early this year. She wasalso a woman who unselfishly gave, had aheart of gold, an ear for all and always madesure that youth stayed off the streets. These are womenwho need respect and we

need to remember and visit the remainingfamily. The legacy of these two womenshould never fade and also be remembered.I will, because I remember the two of them

made sure I never go to bed without a plateof food or airtime on my phone. They were remarkable. They are surely

missed by thosewhomtheyhave touched andloved. I know they are watching us fromheaven and I will admire both women for aslong as I live.CLIVE JACOBSLavender Hill

CAPE TOWN’S first ever inter-primaryschool futsal league is set to kick off inMitchell’s Plain soon.

Futsal, a form of five-a-side soccer whichcan be played indoors or on an outdoor court, has been popular in South America and Eu-rope formany years, butwas only introducedto South Africa recently. The Lenteguer Development Futsal League

will start once the regular amateur footballseason has finished and will see six primaryschools fromLenteguer and two fromBeaconValley participate. The tournament is the brain-child of Len-

teguer resident Riedewaan Johnson and wasstarted to develop football in the area andpro-vide children with a safe pastime.“I’m a Lenteguer resident with a passion

for children,” says Johnson.“I realised we don’t have any recreation in

Mitchell’s Plain and we’ve got all the schoolsthat are available. (They are) Unused facili-ties are available for utilisation. People saythey are developing, but I don’t think they aredoing proper development. Each club justwants to grab the best player they see.”Johnson started the project with the help

ofMeadowridge Primary School and Jose Ca-bral, head coach of the University of WesternCape futsal team.On Saturday 28 July Cabral and Johnson

hosted a coaching course for 50 people at theschool and on Saturday children from theschool became the first to play.Cabral, a former professional futsal player

and Brazil international, says the game is thesecret behind the seemingly endless supplyof world-class footballers in Brazil and the re-cent dominance of international football bySpain.“In South America and Europe futsal is the

school of soccer. Primary school children aresupposed to play five-a-side,” says Cabral.“It’s like the primary school of soccer, but

in SouthAfrica children go to 11-a side soccerat the age of seven or nine. They don’t go tofive-a-side to learn the basics, like how to con-trol, pass or score a goal.”

According toCabral, Brazil have been play-ing futsal for about 80 years, while Spainhavebeen playing for over 30.Andres Iniesta, Cristiano Ronaldo and Ro-

naldinho are some of the names to havehoned their skills on a futsal court, and Ca-bral believes, should the game take off,Mitch-ell’s Plain could produce footballers of thesame quality.“I’ve been inSouthAfrica for five years and

I have never understood how we can benumber 65 in the world rankings with the tal-ent here,” says Cabral.“If they understand that futsal is supposed

to be for young and grassroots players, thenI think in 10 years there will be players likeMessi and Cristiano Ronaldo here.”
