Outline

Discussion Sessions

1. Essential Elements for an Effective BMsystem

2. What do we need to do for the 2005SEAWUN BM program?

Essential Elements for an EffectiveBM system

Compare W.U.s with similar characteristics (notapples with oranges!)

Look at big picture – at all aspects (e.g. social, technical, financial, etc.)

Set clear targets to compare with performance

Clear / uniform definition of base data & indictors

Cooperative working together – with authorities, feedback to users, communication – 2 way flow of information

Essential Elements for an Effective

BM system

Commitment, ownership, partnership, consultation

BM to be part of W.U. activities – not as a sperateactivity

Focus on driving performance improvement – toknow the attributes of leading W.U.s – best in class

Training – in all aspects of running a BM program –

awareness, knowledge and skills

Accuracy of the data & results – quality assurance=> credibility

What do we need to do for the2005 SEAWUN BM program?

3 year business plan – important

Be proactive on use the BM tools / systems

Concerted effort to keep W.U.s in the scheme

Objective of future BM activities: How to makeW.U.s undertake BM themselves – to know where

they are (e.g. Internet BM system)Workshops, etc. => production of a healthcarecheck-up system

Systems to track changes and improvements(over time) as well as W.U. comparisons

Training – 1 – 2 persons / WU; Team in eachcountry (TOT) – with national associations

What do we need to do for the

2005 SEAWUN BM program?

To have Annual evaluations – to be able to reportregulators / AuthoritiesWorkshop (July 2005?) of experts – propose for2005 – 2007 => ownership / agreement of keystakeholdersExtend to wastewater – pilot to start withInclude other countries (Myanmar, Singapore, etc.)Include support / inclusion of low performers asparticipants well – so that get benefits alsoFacilitate setting up ‘Networks’ Marketing / Promotion of SEAWUN in SEAcountries – so that they know about SEAWUNand its BM initiatives, also the value they can add

Conclusion

A good start to the SEAWUNBenchmarking

Discussions: very positive

Now looking forward to continueSEAWUN bemchmarking
