The beginnings of PERMANENT-Line in GermanyPermanent make-up - In 1986, Barbara Schneider, beautician and painter - discovered the idea of a lasting

from the USA and, together with her husband Helmut Schneider, founded the company Schneider Kosme-

Arriving at today‘s pigmenting techniques was a long journey, and one involving the commitment of the entire
family. Barbara and Helmut Schneider‘s children Birgit, Astrid and Marcus as well as their daughter-in-law
Ina have been working in separate companies in the permanent make-up industry for many years. They work
with different types of materials and methods and have become renowned specialists in their field due to
their many years of experience both in Germany and abroad.

Milestones of PERMANENT-Line
1989 - Accentuation of the eyelashesIn 1989 an anaesthetic for the eyelid was developed in
close collaboration with medical doctors. This allows us to
pigment delicate lash accentuations in an almost pain-free
procedure. Our customers can appear in public immediately after
treatment. Demand was so great and feedback so positive
that it led to the development of the wide range of different
eyeliner shapes and pigmenting dyes which we now offer.
1990 - Lip outlineThe PERMANENT-Line team first drew lip outlines as a fine
line along the natural lip line in 1990. The colour selected for
the line was usually one shade darker than the natural colour
of the lip itself, but the outline can also be designed to match
your own lip colour. Full, well-formed lips give your face a
very sensual and feminine appearance.
1992 - Two-tone eyeliner In 1992 we presented a two-tone eyeliner in trade journals
and women‘s magazines which not only makes the lashes
appear fuller, but also attractively emphasizes the eye
colour itself. Our customers are perfectly made up with our
permanent, natural-looking eyebrows and eyeliner. Apply
some mascara - and you‘re ready to go!
1994 - Lip colour refresherAfter only having a lip outline option for many years, in
1994 the PERMANENT-Line team developed a “lip colour
refresher”. This treatment involves shading in the desired lip
colour from the lip outline inwards. With this full shading
which lasts for years, the lips appear a much better colour.
The lip outline drawn first becomes less noticeable due to the
even shading, and it is therefore easier to make the lips larger
if desired. Goodbye lipstick! Of course, fashionable lipstick
colours can still be used.

The development of our pigmenting technique Our family team has carried out pioneering work in Germany as one of the first providers of permanent make-
up, and was involved in the following developments:
1986 - Pigmenting dyesFirst, dyes had to be found that were suitable both for pre-design with a paint
brush and for subsequent pigmentation. The usual tattooing inks were not
suitable for our purposes. Many pigmenting dyes were either too watery or
too oily, or they contained ferrous oxides. More than 25 years of experience
with permanent make-up have now gone into the development of the pig-
menting dye series we produce.
1987 - First electrical pigmentation instrumentThe heavy tattooing machines that were also very difficult to
handle had their limits when used for skin-friendly and artistic
PERMANENT-Line make-up. After innumerable tests, the elec-
trical device you can see on the left was the first to be used. Over
the years, our devices have become increasingly practical, easier
to handle, and in particular safer and more precise in application.
Since 2004, we have been using the device shown on the right. The patented module
system meets our high hygiene requirements due to the use of disposable
needles. Thanks to the quick and precise lift of the needle and its
low-noise, low-vibration motor in the hand piece, we are
able to perform work of excellent quality with this
device.
1988 - EyebrowsWe first presented our natural looking “fine hairs” eyebrow technique at the BEAUTY trade fair in 1988. Even
today, it is still associated with Barbara Schneider‘s name and with PERMANENT-Line both in Germany and
abroad. Since we do not use templates to design the brows, we can design them individually in consultation
with the client: heavier, thinner, straighter or more arched.
The prerequisite for our frequently imitated sketching technique is that the eyebrows are drawn with a steady
and experienced hand and are designed symmetrically.

lines of hair pigmented under the skin with a
fine needle.
Eyebrows look natural and the face is beau-

Tom Buhrow and „ZDF Mittagsmagazin“ reported on the PERMANENT-Line method, a Berlin company

The pigmenting method by PERMANENT-Line
The art of lasting pigmentationThe art of lasting pigmentation lies in not letting the needle enter the skin too deeply, nor keeping it too close
to the surface.
If the needle does not enter deeply enough,the coloured dye pigments are only deposited in the cell layers of the epidermis. Since the cells in this skin
layer renew themselves within a period of 4 weeks, this means that the coloured pigments are slowly expelled
together with the scab formed. The result of a treatment which seemed highly effective at first is scarcely
visible after a few days, or not even noticeable at all.
If the needle enters into the dermis too deeply due to too much pressure, many small blood capillary vessels are damaged. This makes the treatment rather painful, and also creates
further damage! The small drops of blood which emerge also water down the pigmenting dye which can no
longer be worked into the skin in fine lines. Instead, it spreads out and forms broad lines. There are clearly
visible areas of scabbing during the healing phase. Once the scabbing disappears, the result of the
treatment often appears indistinct and very patchy.
Correct application:During pigmentation, there should only be slight damage to the epidermis and dermis which heals within
3-7 days without leaving any visible scarring. This is possible when using a proven pigmentation device in
conjunction with a suitable pigmenting method. The localised damage from the tiny needle punctures cause
very little harm to your customer‘s skin.

General information about pigmentation equipmentInfectious diseases are increasing at a dramatic rate worldwide, and infection can be transmitted in
many different ways. Even during a permanent make-up treatment there can be a slight loss of lymphatic
fluids and blood, which creates an increased risk of transmitting an infectious disease if the treatment is not
executed expertly or unsuitable pigmentation devices are used. Tiny drops of blood or serum adhering to
sloppily disinfected and sterilised pigmentation devices and multi-use pigmenting needles can transmit pa-
thogens. Beauticians providing permanent make-up treatments who are ill themselves may also infect their
clients through even the smallest lesions on their hands.
Surveys show that people who have a tattoo are exposed to a much higher risk of infection of hepatitis when
they first have their tattoo, than people who never have a tattoo. The high infection rate of persons with tat-
toos tested is attributed to inadequate hygiene during the process. If hygiene standards are neglected, and
non-sterile instruments are being used, hepatitis viruses can be transmitted. This is especially the case if the
treatment is carried out by someone without adequate training, or if costs are cut in disinfection measures,
or the use of gloves and single-use materials. In this case, the risk of contracting hepatitis type C increases
even independently of other factors. Since a permanent make-up treatment presents comparable risks to the
tattooing process, the hygiene requirements for providers of permanent make-up and users of pigmentation
devices are very stringent.
Despite this, hygiene often does not get the attention it deserves. Even beauticians providing permanent make-up who have been working in this field for a long time some-
times do not take sufficient care, either due to ignorance or negligence, to provide reliable protection for
themselves and their customers against infectious diseases.

developed pigmentation devices with above-average sterilising safety levels. Those devices meet our high demands.
In addition to hygiene quality, the precise lift of the needle and the almost vibration-free operation are impressive.
The digital controls mean that needle frequency remains constant and can be adjusted according to the
area of application and pigmentation design. The interfaces of LaBina® controls are equipped with a memb-
rane keyboard, which makes them easy to clean and prevents dirt accumulating between keys and buttons

The handheld
devices contain the needle and needle
nozzle in one single-use module. A new hygiene
module is used for each client, even for each colour. The hygiene mo-
dules are not taken out of their sterile packaging until immediately before the treatment.
The fast-moving parts in a traditional handheld device may create air turbulences which pose a potential infection
risk. Our hygiene modules are closed at the back with a membrane which safely protects the handheld device
from contact with contaminated liquids and air circulation. A transmission of germs from one client to ano-
ther, or from the specialist to the client or vice versa is practically impossible due to the patented hygiene
module technology of our pigmentation instruments.
In addition, the hygiene module is designed in such a way that it permits unrivalled precision, especially for
fine hair drawing. A wide range of needle combinations makes it possible to draw fine hairs yet also cover
larger areas.
The advantages for your clients are obvious. Because several coloured dots can be applied in a single lift of the needle when using a group of needles toge-
ther, treatment with the tried and tested PERMANENT-Line pigmentation method takes less time. There is less
risk of cutting the skin than there is with the frequently used thin individual needles, with which lines often have
to be applied right next to one another. The colour applied appears full and clients have a more pleasant
treatment experience, especially on the edges of the lids and lips. With correct use of the device the skin
is damaged less, and heals quickly.
Warranty for LaBina® pigmentation instruments: LaBina® pigmentation instruments are manufactured in Germany. The handheld
devices come with a 2-year warranty, and the controls with a 3-year warranty. Even
after the warranty period has expired, we will make a loan instrument available free
of charge during repairs in the event of a malfunction or defect.

Quality comparisonFor many years our team has exclusively worked with the LaBina® pigmentation instruments manufactured
for us and distributed throughout Europe. In addition to being safe in the knowledge that we work with sterile
equipment, our hygiene module systems have other crucial advantages:
Very little damage to the skin, even with colour deposits; surprisingly fast healing time
Just how this is possible becomes obvious in a quality comparison of the needle puncture behaviour of our
instruments and a commercial machine from an Asian manufacturer. During the test, we used a thin single
needle to draw straight lines on a piece of paper at relatively high speed with the two handheld units. Then
the area of the needle pricks was magnified under a microscope and a detailed photo taken with a special
macro camera.
70-times enlargementYou can easily see that with the Asian pen only irregular lines were drawn. The motor was not powerful enough
to penetrate the paper in some instances. It is also obvious that the needle in the Asian system made punctures
with a bigger diameter. This enlargement alone shows that the Asian system does not enable the dye to be
uniformly applied.
The increased number of punctures per millimetre made with the LaBina® handheld unit is clearly visible (due
to the higher lifting frequency). The individual entry points of the needle are clear and separate.
220-times enlargementIn this enlargement, you can once again clearly see the clean punctures left by our handheld unit in contrast
to the smudged points of entry created by the Asian equipment.

1er-Liner-Hygiene modulesThe needle in module 1 looks like a sewing needle
with its 0.4 mm diameter.
Practical hint: This opens the skin best and is espe-
cially suitable for very exact, clear and clearly sepa-
rated lines with very high colour density. This needle
allows for very precise line tracing. The needle enters
the skin easily. Please note: if you trace the same lines
too frequently with a 1-needle module, you damage
the skin as if cutting it. The consequence: discernible
scarring! Type 1 liner hygiene modules are not suita-
ble for beginners for lash thickening and fine eyeliner
work.
3er-Liner-Hygiene modules

Practical hint: Depending on the pressure used for
the work, soft or compact lines are possible. We re-

The needles for the 3-needle outline hygiene module
are only 0.25 mm in diameter, are more finely sharpen-
ed in comparison to the normal 3-needle round need-
les, and are bundled together more closely.
Practical hint: The 3-needle outline is not perceived
to be as sharp as a single needle because of the close
bundling. It enters the skin particularly well and traces
a fine line. The dye deposit is denser than with a single
needle.
The needles of the 3-needle micro hygiene modules
are only 0.18 mm thick and very closely bundled.
Practical hint: Although they are as fine as the
single-needle hygiene module, you can apply
noticeably more dye to the skin during each step with
the 3-needle type.

Practical hint: Don‘t use the power needles too often
on the same skin area during one treatment, but in-
stead place the dye under the skin in just a few steps.
If you rework the same line repeatedly with power
needles, there is a risk of injury.
Power hygiene modules are not suitable for beginners
and users with little practical experience.

General information about pigmentation dyesAllergic and inflammatory skin reactions are undesirable side effects of tattooing or permanent make-up
treatments.
Allergic reaction to agents in the pigmentation dyes: In many cases, allergic reactions can be traced back to preservatives or metallic ingredients, especially
heavy metals such as nickel, cobalt, chrome and other allergenic ingredients in the colour dyes.
Contamination and Azo colour components in pigmentation dyes: A further risk is posed by contaminations in the colour mixes and certain Azo colour elements which may split
into carcinogenic aromatic amines. Such Azo components also present a risk during the removal of tattoos
and permanent make-up using a laser. They may be split into carcinogenic amines by the laser beam, and
are then carried around the body in via the blood.
Regulations and legislationThe Cosmetics Commission of the German Federal Risk Assessment Office (Bundesamtes für Risikobewer-
tung - BfR) dealt with the problem of tattooing dyes as early as May 2000, recommending legislative action
for the use of the dyes in question. Pigmentation dyes that comply with the requirements provide a high
degree of safety for the client and reduce potential health risks.
European Council resolutions: In recent years, the European Council has passed resolutions
on the use of tattooing and pigmentation dyes to improve
consumer protection. The decisions are the result of expe-
rience, many discussions, and analyses by various member
states.
German tattooing dye regulation:The first German tattooing dye regulation came into effect on
01/05/2009 as a result of resolutions by the European Council.
It mainly follows the Council resolution and refers to the German
cosmetics regulations. Essential parts of the resolutions such
as setting limit values for heavy metals or polycyclic aromatic
hydrocarbons have not yet been included in the regulations.
Among the 1,000+ prohibited substances and chemicals are carcinogenic Azo dyes and aromatic amines,
the allergenic and sensitising paraphenylenediamine (PPD), and other previously permitted ingredients. They
are all believed to be harmful to health.
The tattooing dye regulation is not only binding on tattooists, but also on manufacturers and distributors of
pigmentation dyes and on anyone carrying out permanent make-up treatment in Germany.

Our pigmentation dyes are produced by a German producer who has specialised in the manufacture of

All relevant raw materials are analysed by approved laborato-
ries against as many as 60 different parameters before they

LaBina® pigmentation dyes do not contain cadmium, chro-
mate, mercury, selenium, tellurium, thallium, uranium or so-
luble barium compounds.
All values for antimony, arsenic, barium sulphate, lead,
chromium and zinc correspond to the strict limits of the
European Council resolution ResAP(2008)1 and are below the
recommended values.

Careful analyses for the safety of your clientsThe thorough inspection of our pigmentation dyes exceeds the legal requirements of the German tattooing
dye regulation.
In anticipation of future regulations, the raw materials are already analysed extensively for the presence of
heavy metals. This means that our pigmentation dye manufacturer complies with the more extensive require-
ments of the European Council recommendations which also set an upper limit for the percentage of heavy
metals present in those dyes.
The minimal traces of heavy metals contained in the pigmentation dyes are analysed in relation to
the limits recommended by the European Council and published in detail in the analysis evaluations.

Alcohol not used as a preservativeWe use highly purified water for the manufacture of LaBina® pigmentation dyes, similar to that used for
injections. Many allergic reactions that occur after pigmentation are caused by the preservatives used, such
as paraben. Infections can also be caused by germs in pigmentation dyes. Due to the immune system defen-
ces of the body triggered by such an infection, it is possible that immediately after treatment there
is an increased rejection of the pigment, which can lead to faded or patchy pigmentation. Even
dead germs are still able to trigger negative reactions in the body. It is therefore particularly
important to produce clean, pure and microbiologically stable dyes right from the word go.
In our experience, alcohol has limited use as a preservative for pigmentation dyes, becau-
se only high-percentage alcohols such as ethanol or isopropyl can reliably kill all germs. If
alcohol evaporates during storage, the proportion remaining in pigmentation dyes may even
act as a nutrient for micro-organisms and form the basis for germs to multiply. Alcohol dries
out, irritating the skin during treatment and is often causes discomfort for many people on newly
pigmented skin.
Our pigmentation dye manufacturer does not use alcohol for
LaBina® pigmentation dyes. Their products still offer a very
good basis for meeting the microbial requirements which will
be placed on pigmentation dyes in future.
Glycerine is a component of all fats and in our experience
also has limited use as a preservative, since pigmentation
dyes containing glycerine in a high dosage are much less sui-
table for pre-tracing on the skin. However, clean and precise
pre-tracing with the desired and selected pigmentation dye
directly on the skin is very important since it prevents incor-
rect positioning and poor matches. Even before pigmentati-
on, customers have a clear picture of the expected result with
the design of the lines drawn and the colours selected.
With our pigmentation dyes, lines can be pre-traced with a fine brush, according to our proven slogan: FIRST TRACE IT - THEN MAKE IT. In this way, the only pigmentation perma-nently carried out is what the client has already seen and approved in the mirror.

Contain no ferrous oxide pigmentsLaBina® pigmentation dyes do not contain ferrous oxide
pigments which can, in our experience, cause a change
from brown to orange/reddish in the colouring of eyebrow
pigmentation after only a few months.
If eyebrow pigmentation has already turned reddish, this can
in many cases be corrected and improved by repeated
retracing with our pigmentation dyes.
The more a brow has been re-pigmented with dyes containing ferrous oxides in the past, the more difficult it
is for us to perform a colour correction to achieve the desired result.
No limitations on MRI scansModern medicine has provided us with many different ways of
examining the inside of the human body.
Magnetic resonance imaging (MRI) is a procedure which
permits detailed and precise imaging by photographing
different layers of parts of the body. It is one of the least
invasive methods of examination because instead of X-rays,
a magnetic field is used for imaging, which is not harmful for
humans.
This examination method is used increasingly more often as a
valuable tool for the best possible diagnosis. We have heard
of a number of cases in recent years where doctors have
cancelled planned MRI examinations after finding out that the
patient in question has had a tattoo or permanent make-up
with dyes containing ferrous oxide.
The reason for this is that the patient’s body is exposed
to very strong magnetic fields during the MRI process.
Pigmentation with dyes containing iron may heat up
irritably during the MRI, and cause reddening and minor
burns in the area where they are applied to the skin. This
in turn is due to the fact that the magnetic power draws
the ferrous particles in the pigmentation dyes under the
skin and makes them vibrate.
You can stay safe in the knowledge that pigmentations
carried out with LaBina® pigmentation dyes do not
contain any pigments with ferrous oxides. If you need

Definition: Dye manufacturerThese are all companies producing dyes or having them produced for themselves. Anyone mixing and storing
dyes in their studio is a manufacturer. Definition: importers of dyes are all persons who receive dyes from ab-
road (including from the EU!), regardless of the quantity imported. This also applies to people who import dyes
to use them for treatment.
Definition: INCI nameINCI is short for International Nomenclature of Cosmetic Ingredients. The ingredients of beauty products must
be declared using the INCI names, as stated in the statutory regulations (§ 5a, par. 4 KVO).

Recommendations for permanent make-up providersSince the introduction of the German tattooing product regulation, the times when tattoo and permanent
make-up dyes could be produced, sold and widely used without restrictions are definitely in the past..
Manufacturers and distributors of permanent make-up dyes, as well as providers of permanent
make-up treatments, are well advised to acquaint themselves with the clauses in this regulation. It is to be
expected that the monitoring authorities will supervise strict adherence to the regulations. If the regulation is
disregarded, the result is very likely to be a costly dispute with competitors and associations.
