ow the Chinese Communist Regime Persecutes FalunGong while Hosting the2 8Beijing Olympic Games

ne year before the Beijing Olympics, the Chi-nese communist regime has intensified its per-secution of Falun Gong practitioners. Based onofficial documents from the Chinese authorities andreports from the persecuted victims, the World Orga-nization to Investigate the Persecution of Falun Gong(WOIPFG) has gathered ample evidence to show thatthe Chinese communist regime never intended toimprove its human rights practices by hosting tbe2008 Olympics. The regime bas actually taken advan-tage of the Beijing Olympics and used it as a justifi-cation to further persecute Falun Gong. This reportdocuments the evidence in detail below.

High Court of Jilin Province jointly issued a secretdocument based on an internal memo from the Minis-try of Public Security and the People's Supreme Court.The document stated in particular that the crackdownagainst Falun Gong practitioners should be intensi-fied. As soon as they are identified, they should be ar-rested immediately and any arrest warrant can be madeup later. The intensified crackdown ordered by thisdocument under the auspices of supporting the BeijingOlympics started from May 20. 2000. and continuedto December 30, 2007. [1] The crackdown actuallystarted one year before Beijing was officially grantedits Olympics hosting rights.

In early April, 2007, the Chinese Ministry of PublicSecurity issued a secret document, Notice on StrictlyCarrying out Background Checks on Candidates for

In the notice it orderedstrict background checks on everyone, including for-eigners, who will participate in the Olympic Games,maxim ize the effort to screen out all dissidents whowill cause trouble to the Chinese communist regime.Forty-three types of people in 11 categories will bebarred from the Beijing Olympics. 12] On April 24, theOffice of Beijing Comprehensive Management ofPublic Security held a director level meeting at Ping-gu District in Beijing for local Offices of Comprehen-sive Management of Public Security and Offices ofControl and Management of Migrant Population. Themeeting was held to relay and study the spirit of Na-tional Symposium on Comprehensive Managementof Public Security. At the meeting It proposed: Take

full advantage of the oppo rtunity under the SafeOly mp ics campaign to increase capability of publiccontrol and to solidify basic level infrastructure andfoundation. It also ordered monitoring and inves-tigating critical groups of migrant workers, unem-ployed teenagers; ex-convicts released from prisonsand forced labor camps, foreigners in Beijing, drugaddicts. Falun Gong followers, etc .[3] Those labeledas critical gro up s fit well with the main content ofthe 43 type people grouped under 11 categories inMinistry of Public Security's secret document.

There is evidence in another docum ent, Opera-tion Program for Gulou Neighborhood Olympic Secu-rity and Social Co ntrol. This program was organizedbased on Operation Program for Beijing Olymp ic Se-curity and Social Co ntrol and the corresponding M i-yun County Operation Program for Olympic Securityand Social Control . The fourth itemof its Op eration Obje ctives and the first item of the Critical List of People singled out Falun Gong as amajor category to suppress.On November 8, 2007, Beijing Olympic OrganizingCommittee responded to the reports that the iblewould be banned at the Beijing Olympic Village. LiZhanjun, director of the Beijing Olympic Media Cen-ter, declared religious items for personal use arepermitted into China by athletes and tourists. But Liadded that such policy does not apply to Falun Gongwhich is banned by the government.[5]

As part of China's propaganda to demonize Fa-lun Gong, the director of the Research Center of theComprehensive Management of Public Security oftbe Beijing A cademy of Social Science, Yin Xingchen,gave a speech at the Olympic Auditorium on the top-i he made false accusations against Falun Gong un-der the topic Olympic Security and Anti-Terrorism,claiming Falun Gon g orchestrated the self-immola-tion incident at the Tiananmen Square and failed intheir attempt to start a nuclear explosion. Yin wenton saying that Falun G ong is planning to start terror-ist attacks during the 2008 Olymp ics . [6]

Actually. Beijing's Olympic anti-terrorist action wasnever targeted at the international terrorist groupsfrom the beginning. Professor Niu ofthe Anti-Terror-ist Research Center at the International RelationshipCollege of People's Liberation Army pointed out that Ch ina bas been very careful on the foreign affairs.China keeps friendship with most of the countries,especially the third world countries. The terrorists arenot targeting China at this moment. [7]On September 18. 2007, China's deputy ministerof Public Security, Liu Jing, made a keynote speechat the International Cooperative Conference on Se-curity for the 2008 Beijing Olympics. Liu stressed thatthe Olym pics will be an important target for all kindsof international terrorist groups, ethnic separatistgroups, religious extremist groups and cult organiza-tions to create disruption and to cause damages .[8]At a Ministry of Public Security Direct AffiliatesMeeting on Study and Implementation of the Spiritof National Tw o Con gress, and at tbe M inistry's Par-ty Committee Outreach Session Conference on Secu-rity Measures for the 17th Communist Party Congressin September 2007, the former minister of Public Se-curity and the incumbent secretary of the CentralPolitical and Judiciary Committee, Zhou Yongkang,

included Falun Gong as one of the aforementioned groups and demanded a hard strike . [9,10]On June 28, 2007, the director of the Military Op-erations Bureau of the Beijing Olympic Games Secu-rity Command Center, Tian Yixiang. spoke to 64 de-fense attaches from 56 foreign embassies in China ata briefing on the People's Liberation Army (PLA) se-curity preparations for the Olympics. At tbe briefing,Tian accused Falun Gong is planning and preparingto sabotage the Olympics. [11]From July 14 to 18. 2007, General Administrationof Customs of P.R.C. carried out the Olym pic SecurityAnti-Terrorist exercise at Tianjin Binhai Airport. Oneof the main targets of tbe exercise was Falun Gong.

The 61 0 Office, established on June 10, 1999, isan agency specifically created by tbe order of JiangZemin to persecute Falun Gong, above and beyondall regular political and judiciary systems. As a com-mand center, it is the execution arm of Leade rshipTeam for Handling Falun Gong Issues at each levelof Com munist Party Com mittees. The 61 0 Officeshould be held responsible and liable for all the arbi-trary arrests, detention, imprisonment, forced labor,injuries and deaths caused by tortures of Falun Gongpractitioners. [13]A director level meeting of district and countyComprehensive Management of Public Security Of-fice and the Office of Control and Management ofMigrant Population was organized by the CapitalComprehensive Management of Public Security Of-fice in Pinggu District on April 24, 2007. The structureof the leadership and of the internal organization ofthe social control for the districts and counties in Bei-jing City was revealed at this meeting: The officialsfrom the CCP District Committee and the districtgovernment will take the leader's positions. The di-rection of coordinating, liaison, intelligence gather-ing, and other work will be the responsibility of the

persecution of Faiun Gong, are also included in thissystem. [18] In comparison, the total proposed Oiym-pic budget (not including the cost of the Olympicbid) was only USSI.5 billion when Beijing applied tohost the Games.

Beijing regime claimed that the Olympics shouldnot be politicized. In March 2001. BBC Chinese.comchief editor Li Wen interviewed with Liu Jingming,then executive vice chairman of Beijing OlympicApplication Committee. When Liu was asked aboutwhether or not the buman rights issue would be-come an obstacle to Beijing's bid, he answered thatFalun Gong issue should not be mixed in with Bei-jing's application. There was no correlation betweenthe two. [191

The Safe Olympics Action, which started in Janu-ary 2008, will last until the Olympics ends. The SafeOlympics Action was divided into three stages, in-cluding the strict regulation and management stage,the strict prevention stage and the strict controlstage. This action singled out Falun Gong as the ma-jor target. (25]

This action was organized jointly by the CCP Bei-jing Municipal Committee and CCP Beijing Politicaland Judiciary Committee. On January 12, 2008, Bei-jing Political and Judiciary Operations and the SafeOlympics Action Mobilization and DeploymentConference were held. Liu Qi, the secretai^ of BeijingMunicipal CCP Committee, Guo Jinlong. the vice-sec-retary of Beijing Municipal CCP Committee and act-ing mayor, and Du Deyin, the chairman of StandingCommittee of Beijing City People's Congress attend-ed the conference. The chairman of Chinese People'sPolitical Consultative Conference (CPPCC) BeijingCommittee. Yang Anjiang. and the vice-secretary ofBeijing Municipal Committee of CCP, secretary ofBeijing CCP Political and Judiciary Committee. WangAnshun, also attended the meeting.
