PERSONAL WATER CRAFT HISTORY AND HIGHLIGHTSIT BEGAN IN THE USA …

Modern Personal Water Craft were introduced by Kawasaki Motors Corporation USA in 1974 but originated in the 1967 by Bombardier, Sea Doo with a limited production run.

In 1979 the first documented rescue was performed by Mr. Brad Southworth in Alabama using a Kawasaki Jet Ski standup.

K38 began in the USA in 1989, originally called; Watercraft Awareness Safety Program

The PWIA was founded in 1987 and launched a ‘law loaner program’ introducing Personal Watercraft to the public safety community. The PWIA supported the Wave Ranger Program in 1990.

In 1999, K38 partnered with its first international affiliate, K38 Italia in partnership with Mr. Fabio Annigoni

In 1998, Shawn Alladio K38 Founder created the first certified training program for Big Wave Surfing Safety and Towsurfing

The American Watercraft Association began in partnership with K38 the First Responders Training Program in 2008.

Rescue Water Craft Association was founded in 2010

In 2014 BRP Sea Doo produced the first production line of a SAR watercraft, followed by Yamaha Japan in 2015 with another RHIB design water craft.

SHAWN ALLADIO – K38 USA OPERATIONAL HIGHLIGHTS1979 - 2016

Shawn Alladio has acquired the highest level of instructional capability due to immersion in the Personal Water Craft industry for over 30 years. She has traveled worldwide and worked in diverse aquatic environments. She continues to lead PWC boating safety training and program management.

Everyday HeroesRecreational Personal Water Craft operators conduct more rescues than trained professionals using a variety of Personal Water Craft. This is due to being on scene first, close to incidents and disasters and having a fundamental knowledge of balance points.

Response & Best Practices

A international training standardization is vital for RWC specific Personal Protective Equipment, Rescue Water Craft, maintenance and training. NASBLA in the USA is currently addressing these concerns in upcoming committee reviews. Historically standards will minimize liability and reduces risks, however standards should be exceeded and applicable to location, use, seasons, vessel type, response and disaster reaction and realities. For occupational responders the term Rescue Water Craft (RWC) is employed.

DEMOGRAPHICS AND GENDER

32 nations have organized marginal to professional programs. However 80 nations have reported rescues.

Few certifying programs exist that are endorsed by governing boating organizations. Even fewer are current and knowledgeable regarding all types of water, manufacturer craft, maintenance and safe practices.

Male operators tend to be on water response teams more often than female participants. Female RWC operators comprise approximately 3% of the community internationally.

MILITARY SOLE SOURCE

K38 began training military in 1996. Training USA based special waterborne divisions and international military elite groups.

Shawn Alladio has personally been responsible for creating military projects of customized personal water craft for tactical and operational missions abroad.

VOLUNTEER SERVICE

K38 has volunteered for 28 years covering many unique special water events and charities. K38 created the Jet Ski Veteran program for combat wounded in 2004, and began working with paraplegics in 1990 for personal water craft adventures.

MANUFACTURERS AND ACCESSORIESProduction model manufacturers have a dealership base that can service parts and warranty as well as sales. Personal Protective Equipment (PPE), rescue boards, illumination, navigation and customization of specific need are an emerging industry with standardization that is effective and concise to need, not borrowed from other disciplines. These must be effective and current. We need to continually modernize.

OUR IMPACT

The good and the ‘one’ not so good:

Revolutionizing law enforcement, Search and Rescue and lifesaving

Close quarters, shallow water response increased

Increased public safety response during natural disasters

Too many agencies employ outdated behavioral operations. They are in need of remedial correction for operational training and safety of the best practices

Revoke certification if standards are not endorsed by student Mishap review and remedial action required after assessment

is completed by a subject matter expert

Occupational Standardization – Associate RepresentationRelevant to reduce program loss, equipment damage, injury and death and increase mutual aid capabilities. The Rescue Water Craft Association was officially launched in 2012 to address this need by K38 founder Shawn Alladio. A select panel of experts are on the committee review process.

RESCUE WATER CRAFT INCIDENTS AND MISHAPS ARE INCREASING BY THE UNTRAINED

Two RWC Training fatalities have occurred in the USA known to date. Statistics are not compiled nationally or internationally. No reporting service exists prior to 2015 when K38 began sourcing data for operational statistics and monitoring international use for safety and patrol. RWC mishaps for occupational users are steadily increasing, resulting in total of Rescue Water Craft loss or damage, rescue accessories broken, PPE that is non functional or inappropriate being used and or personnel injury.

TRAINING MODELSRecognized training programs currently exist in 24 nations. Uniform modern standardization lacks for instructor ‘train the trainer’ programs. Few programs conduct annual assessments. Some training programs are a decade old without any review process whatsoever. Fewer still do not abide by boating rules and regulations. A few Lifeguard agencies do not promote the proper use of Lifejackets for personnel or do not have a policy regarding lifejacket use. A double standard exists for any agency failing to representing boating safety to the general public. Night Qualification Training is a RWCA Standard and requires night qualification standard of training for safety underway.

The United States has led the standardization and best practices for a global model through K38 efforts and affiliations. Curriculum is updated twice annually, data and information are under constant scrutiny and assessed/updated as vessels modernize, problems are answered, new methods learned and newer technologies and problems emerge.

NIGHT QUALIFICATION TRAINING

K38 was the first to create a night qualification training program. Night operations have been taught as a standard since 1993.

USA ETHANOL CRISIS

Ethanol corn based fuel is a serious safety Hazard for professional use of Rescue Water Craft.

Agencies must consider added financial costs for fuel stabilization additives for every fuel fill up.

Ethanol will destroy a fuel pump by clogging or passing through the filter, which is an expensive repair over $1,000.00 with mechanic fees, not including loss of underway time and public safety.

Officer and vessel safety may be placed at risk due to a malfunctioning machine due to ethanol based fuels damaging the fuel pump.

DRONES - SURVEILLANCE

Rescue Water Craft have been used for a long time as surveillance vessels under a variety of waterways and needs, including remote controlled units. Aerial drones are proving to be an enhanced asset for reconnaissance, communications and backing up Search and Rescue and law enforcement groups. Drones have the capacity to maximize time underway, limit or reduce mishaps, efficiency in time and can provide a live stream back to an incident command for evaluation and monitoring a scene. With the ‘follow me’ aspect of drone technologies, live streaming video feeds underway by trained operators can be a tremendous asset. They are limited by type, weight and weather conditions, a few can deliver the weight of lifejackets in advance of a response transport. There are a few drone designs that are waterproof.

PROFESSIONAL PROGRAM SUGGESTIONSDo your homework- Network with 3 subject matter experts prior to final approval process. Make sure to refer to the following: MAKE – MODEL – YEAR OF PRODUCTION

1. Budget: Trailer – add annual expenses and upgrades2. Rescue Water Craft, budget oil changes and replacement parts3. Accessory Equipment-checklists, replace, discard as needed annually4. Focus on close quarter training and securing/leaving stops5. Fuel, storage and fuel additive for one year6. Personal protective equipment- replacement costs and repair7. RWC Lifespan-3 years or 400 hours of hard use8. Physical fitness level of operators-selection process (injury prevention)9. Remedial training annually to update new operational behaviors10. Records updated on PPE, Trailer, RWC’s and individual training hours11. Preventative Maintenance course-operational service manuals12. Certification program that is based on NASBLA - RWCA standards. There are many associate bodies who

offer training, however the platform is not built upon a maritime heritage or effective knowledge of boating basics, personal water craft or rules of the road – stay current with certifications
