The Assistant Superintendent of Learning and Leadership Services Division has received approval to hire an additional support staff employee to provide a full range of secretarial support services to the LCAP Unit. Duties will include coordinating the scheduling of work teams, creating flyers and brochures, workshop preparation and registration, preparation of contracts, making travel arrangements, and posting information to the computer. These duties are consistent with the existing classification of Program Secretary. Therefore, the recommendation is to classify one new position in Learning and Leadership Services a Program Secretary (R41).

MSC (Beall/Huskey) to approve the recommendation as presented.

3. Senior Computer Operator, Integrated Technology Services – Presented by Susan Dixon (Report and class description was handed out during the meeting and attached to the minutes.) The Assistant Superintendent of the Integrated Technology Services Division has identified a need for additional staff in the Computer Operations Unit. The need for additional staff is the result of an increase in the overall large document imaging and management responsibilities of the unit, disaster recovery preparation of information beyond the mainframe, and the nightly processing of information as a result of the accomplishment of Phase I of PeopleSoft. The job description has been revised to modify tasks performed as well as knowledge and abilities required. Therefore, the recommendation is to revise the class description for Senior Computer Operator. As well as, classify two (2) new positions in Integrated Technology Services as Senior Computer Operator (R53).

XII. COMMUNICATIONS An e-mail was sent to all Commissioners regarding the upcoming local San Diego School Personnel Commissioners Association meeting.

XIII. EXECUTIVE SECRETARY’S REPORT The proposed 2015-16 Personnel Commission budget will be shared at the April meeting. All SDCOE employees will participate in ALICE (intruder alert) training at all locations. HR (Rooms 404-406) will undergo a complete remodel beginning April or May of this year.

XIV. DATE OF NEXT MEETING

Due to schedule conflicts for 2 Commissioners the Commission took the following action regarding the Commission meeting schedule. CLASS TITLE: COMMUNICATIONS SPECIALIST DEFINITION: Work directly with the Chief Communications and Public Information Officer to plan, organize and direct a highly visible and proactive program of communications extending to all SDCOE stakeholders. Provide planning, materials and support on key SDCOE initiatives and priorities. REPRESENTATIVE DUTIES: ESSENTIAL FUNCTIONS: Plan, prepare and execute strategic communications to provide essential information to SDCOE stakeholders.

Identify effective methods of communications for each stakeholder group.

CLASS TITLE: Senior Computer Operator

DEFINITION:

Under general supervision of the Operations Manager, operates various computer systems in a multi-processing database and data communications environment, including many peripherals and related equipment; trains and leads the work of assigned personnel.

DISTINGUISHING CHARACTERISTICS:

The Senior Computer Operator is distinguished from lower-level Computer Operator in that the former has major problem-solving responsibilities in the processing of data and programs; may frequently work directly with third-party vendors to troubleshoot issues; create change request documents needed prior to implementing fixes and configuration changes; trains other operators and/or may work without supervision depending on shift assignment.

REPRESENTATIVE DUTIES:

ESSENTIAL FUNCTIONS:

Operates, monitors and controls large computers and computer-related equipment, including Unisys Clearpath server, Windows servers, DELPHAX RS330 Kodak page printers, NCS scanner, burster, and MICR laser check printers.

Assures proper processing of input data and output reports.

Processes payroll, pupil, personnel, financial and other applications in a batch and online environment.

Configures, monitors and maintains the nightly batch request systems supporting the PeopleSoft production, system test, development, quality assurance and training environments.

Monitors and interprets report screens with respect to workload status and adjusts computer activities to assure optimal computer workload.

Monitors the virtual server systems and select performance characteristics for normal operation.

Supports, establishes, monitors and maintains daily data backup environment.

Monitors and maintains the daily data mirroring between SDCOE and contracted disaster recovery centers.

Performs monthly and emergency application and operating system updates per vendor and customer requirements.

Monitors output data to assure legibility, completeness, and other factors affecting the output’s acceptability.

Searches for, interprets, and solves problems related to computer operations.

Work experience with microcomputers is required. Experience with high speed laser printers is highly desirable.

CLASS TITLE: ATTENDANCE ACCOUNTING TECHNICIAN

DEFINITION:

Under general direction, collects, compiles, and verifies data pertaining to San Diego County school districts' and charter schools’ attendance accounting reports and records; advises school districts and charter schools on attendance accounting methods and regulations.

REPRESENTATIVE DUTIES:

ESSENTIAL FUNCTIONS:

Utilizes basic computer spreadsheet applications to verify and prepare monthly attendance data from school districts, schools, and classes for State attendance reports.

Audits districts' and charter schools’ attendance reports for accuracy and completeness.

Distributes various attendance and enrollment reports to County school districts and charter schools throughout the year.

Submits completed forms to appropriate County and State agencies and departments.

Completes summary reports of school district and charter school annual daily attendance and distributes to consultants, special education coordinators, public offices, schools, County offices, etc., as appropriate.

Consults with and advises school district and charter school personnel on attendance accounting laws, policies and procedures.

Trains staff on the use of related software.

Serves as a resource to staff in troubleshooting related software.

Acts as information resource on matters of attendance, enrollment, and school boundaries for parents, County personnel, and the general public.

Coordinates California Basic Educational Data System (CBEDS) annually. Collects and

uploads files from SDCOE programs and departments to comply with California Basic

Educational Data System (CBEDS) reporting.

Coordinates State-sponsored attendance accounting workshops throughout the year.

Acts as liaison between the State Department of Education and individual school districts and charter schools regarding attendance report filing.

Compiles data for to prepare and updates statistical reports.

Develops, prepares, and provides information regarding annual San Diego County recommended school calendar for individual districts and charter schools.

Audits school calendars for compliance with established regulations.

Maintains files relating to school calendars.

Processes emergency waivers for school closures and material decreases.

Supports the Business Services Division by working with the Consultants, Business

Advisory Services to monitor receipt of reports and reporting processes to ensure

compliance with reporting requirements.

Maintains the Pupil Accounting web pages on the SDCOE website.

Develops and prepares Office of Education bulletins mailed with the distribution of forms.

The incumbent will serve in an advisory role to school districts and charter schools in areas related to attendance accounting as well as independently collect, compile and verify attendance data, therefore, incumbents must demonstrate proficiency in this area.

Class Title: Financial Accounting and Data Support Manager DEFINITION: Under general direction from the Business Advisory Services Unit, provides technical expertise and advisory services to County Office and school district personnel regarding financial accounting, financial reporting, school finance, and systems utilization. This position supervises the Financial Accounting and Reporting and Systems Utilization Units. REPRESENTATIVE DUTIES:

Financial Accounting and Reporting Plan, organize, schedule, direct and supervise the processing of financial accounting transactions for school districts, charter schools and community colleges participating in the county office of education’s financial accounting system (FIS), including fiscal year-end reporting and closing of financial books.

Provide technical expertise to county office and school district personnel regarding a variety of federal and state laws, California Education Code, legal requirements related to school business and finance, and financial accounting as it relates to the Standardized Account Code Structure (SACS).

Provide technical assistance to county office and school districts in preparing financial and statistical reports.

Assure compliance with state laws, and reporting and procedural requirements regarding school business and financial activities.

Organize and coordinate the preparation, distribution and transmittal of reports related to state financial accounting.

Communicate and provide technical expertise to Software Application Services staff regarding report generation, financial accounting systems, and banking system requirements for Financial Services.

Consult with school districts and county office personnel to define user needs regarding financial accounting and reporting requirements.

Oversee distribution of state and federal apportionments as they relate to school districts, charter schools and community colleges.

Coordinate receipt of audit reports and confer with State Department of Education, and external auditors regarding audit requirements.

Oversee the process to resolve school district audit findings. Provide technical guidance to school districts in resolving audit findings to ensure compliance with state laws.

Plan, organize, coordinate and manage the design, development, implementation, enhancement and testing of computer systems applications for contracting school districts.

Write queries and provide technical expertise to school district staff on payroll, personnel, financial and business computer systems.

Advise county office and school district management on the administration of system features and functions providing innovative solutions to district needs and information on the interrelationship of systems or system functions.

Consult with school districts and County Office staff to define systems user needs, reporting requirements and problems.

Analyze current systems and applications; provide input in the design of new system functions/features or propose changes to existing functions/features based on client needs.

Coordinate the Research, diagnosise and testsing to resolve existing system problems and user-test new system features prior to client use; develop testing specifications and coordinate testing activities.

Plan and develop client pilot testing of new system features; select districts and coordinates on-site and in-house specialized training and support to clients. Overall Management Supervise and evaluate the performance of assigned staff, determine workload priorities and adjust assignments as needed to meet established timelines.

Oversee, and participate in the preparation and maintenance of technical and functional system manuals and documentation as well as training manuals for internal and school district management and operational staff for assigned units.

Develop bulletins, reports, and letters to communicate with all levels of county and district staff concerning financial accounting, and reporting and systems utilization issues.

Prepare and review a variety of management and technical reports and conduct special studies and projects as requested.

Maintain the District Financial Services and Systems Utilization Web Site and coordinate content with other units in district Financial Services.

Maintain current knowledge of federal, state and local laws concerning K-12 school districts as it relates to financial accounting and reporting and systems utilization as well as technological data management advances.

Attend and conduct staff and management meetings; serve on committees and make oral presentations as required.

CLASS TITLE: Lead Registrar II

DEFINITION:

Under general supervision, independently perform more complex technical and clerical duties related to the maintenance of student records according to established laws, rules and regulations for the Juvenile Court & Community Schools (JCCS) Program; provide assistance in the training of regional school office personnel regarding student records and graduation requirements; explain laws, policies and procedures to students, staff and the public; enter and maintain student information in the Student Information System (SIS) a computerized data system; prepare related reports. The class of Lead Registrar II acts as a technical lead to staff in the development and maintenance of the transcript and curriculum portion of the student information system and in facilitating learning as it relates to transcript evaluation and record keeping.

DISTINGUISHING CHARACTERISTICS:

Incumbents in this classification work in the administrative office of the JCCS Program whereas incumbents in the classification of Registrar I work at an assigned school site. Differences in the classifications are in level of responsibility, independence, and decision making in the performance of a variety of technical/clerical duties. Additionally, incumbents in the Registrar II classification play a more significant role in trainings related to transcript evaluation and maintenance.

REPRESENTATIVE DUTIES:

ESSENTIAL FUNCTIONS:

Assist staff in the more complex day-to-day tasks related in to transcript evaluation and record keeping and curriculum for the student information system.

May Assist in the development and maintenance of the database student information system related to student records; collaborate with vendor and technology staff to resolve issues; ensure system is compliant with state requirements.

Facilitate professional learning for program staff by writing guidelines and preparing and delivering trainings related to transcript evaluation and maintenance.

Collaborate with curriculum staff to update and maintain A-G graduation requirements in system.

Develop and maintain course study and archived student records Collaborate with and serve as a liaison to ITS staff regarding the archiving of student records; answer questions regarding policies and procedures related to archiving student records.

Independently perform various technical and complex clerical record-keeping duties related to the maintenance of student records for the JCCS Program.

Maintain senior graduation projects; Release student records to a variety of agencies including local school districts, Department of Human Services, the Probation Department, colleges and universities, branches of the military, etc.

Provide information to school districts, probation officers, social workers and other agencies on program policies and procedures and student status, discipline and assessment.

Prepare and verify records for student release; research, compile and evaluate student transcripts; prepare transcript worksheets and convert student credits to equivalent JCCS credits; enter and maintain student records and grade reports into the SIS a computerized data system.

Prepare related statistical and numerical reports; process students for graduation and maintain graduation database; process work permit applications and maintain work permit database; maintain a variety of other records and databases; advise JCCS teachers of student information.

Prepare a variety of correspondence including reports.

May lead the work of other clerical personnel.

Experience must include a high level of interpersonal contact. Previous experience compiling and evaluating student transcript information is highly desirable.

Organizes and oversees the work of clerical personnel to assure completion of major assignments.

Participates in budget planning and related meetings by analyzing and summarizing district billing data to project expected revenues.

Evaluates needs and advises SDCOE and school district staff regarding hardware, software and networking needs; recommends solutions, explains associated costs, and provides advice regarding acquisition processes.

Assists SDCOE and district staff with software installation and hardware setup.

May provide individual software training and assistance.

Represents the SDCOE Purchasing Department at meetings and serves on committees as required.
