Item 5 – Proposed Personnel Commission Budget for the 2020-2021 Fiscal Year

The draft of the Personnel Commission budget for fiscal year 2020-2021 totals $734,935 and is presented for information. The proposed funding for salaries and benefits totals $683,533 which is a decrease of $458 from the 2019-2020 budget. This decrease is significantly due to the workers’ compensation rate decreasing, and allows for step in column increases for existing staff. The discretionary budget for salaries for substitutes (when needed), supplies and equipment replacement, operating expenses, and contingencies is budgeted at $51,402 which is an increase of 5,396 from last year. The Technology department is recommending updating seven computers in the Testing Center due to the Windows 7 operating system no longer being supported which causes a security risk. The Personnel Commission has built in the regular operating budget the funds necessary to upgrade and replace two computers every year, but an extra 5,396 is needed to help purchase the additional seven computers. A summary of the recommended allocations to each budget location of the proposed budget is provided below.

The proposed increase in the PC budget for fiscal year 2020 – 2021 is $4,938 which represents a 0.676% increase overall. Salaries and Benefits Funding in this portion of the budget includes the salary and benefits for Personnel Commission staff and meeting stipends for each Commissioner. The step and longevity increment increases for staff as applicable, and mileage allowance for the Director are included. Discretionary (Location 0810) In this portion of the budget, funds are allocated for other employee costs, supplies, operating expenses, and equipment. Funds are allocated for contingencies (Object 4319). Below are brief summaries of the recommended budget allocations to each of these areas:

Other Employee Costs – This includes such items as bilingual translation, the cost of substitutes when using classified and certificated employees from schools and/or departments as raters or interview panelists.

Supplies – Purchases include office products from the District warehouse and vendors.

Operating Expenses – Funds are allocated for advertisements, contracted services, conferences, memberships, hearing officers, postage, reprographics, repairs, and similar expenses. The allocations for memberships include the California School Personnel Commissioners Association (CSPCA), Cooperative Organizations for the Development of Employee Selection Procedures (CODESP), and Personnel Commissioners Association of Southern California (PCASC). The allocation for contracted services provides for the NEOGOV and OPAC software support.

The Personnel Commission is requested to discuss the proposed budget allocations and direct staff concerning any adjustments to be made. As prescribed by Education Code §45253, the budget shall be prepared for a public hearing by the Commission to be held not later than May 30th each year, or at a date agreed upon between the Board and the Personnel Commission to coincide with the process of adoption of the school district budget. A public hearing on the budget will be scheduled for the regular Personnel Commission meeting on May 5, 2020.

Ms. Juarez shared the Chapter E-Board meeting will take place remotelyvia Zoom on Thursday, April 9, 2020 and the upcoming CSEA Chapter meeting will be heldremotely via Zoom as well.

• Ms. Francine Morales, Instructional Assistant II, inquired about section 7.5 in the agenda. Ms.Stiegelmar advised that comments for that section may be received at the time of discussion.

Updates/Reminders/Remarks:● Ms. Stiegelmar shared that she returned to work on Monday, March 23, 2020, to working remotely.

Ms. Stiegelmar stated that while it was not exactly the same, the PC staff began Zooming on her firstday back to work. Ms. Stiegelmar expressed her thanks to the PC staff for holding the departmenttogether during her absence, and a special thank you was mentioned to the interim director PatriciaHeineke, for assisting during her absence. Ms. Stiegelmar also thanked the Commissioners for beingsupportive, during her absence. Ms. Stiegelmar shared her appreciation to the District for keepingthe employees informed during this COVID-19 pandemic and is sad for the students and families ofRowland USD who will not be returning to class this school year.

Ms. Stiegelmar stated what was shared is a proposed budget and that a slight change the Workers’ Compensation numbers needed to be made.

Ms. Lee inquired on the increased discretionary budget for new computers. Ms. Lee asked how many computers are part of the Personnel Commission. Ms. Stiegelmar advised the Personnel Commission currently has a total of 13 computers. Ms. Stiegelmar shared that every fiscal year, for the past three years, she has purchased two new computers for the Personnel Commission staff and moves the older models to the Testing Center. Ms. Stiegelmar informed the Commissioners that the Technology department who advised her that the current computers will no longer be supported by Microsoft and pose a significant security risk to the District. Ms. Stiegelmar stated that out of the 13 existing computers, seven will need to be replaced.

Ms. Lee asked if once the seven computers are replaced, if there will no longer be a risk. Ms. Stiegelmar advised Ms. Lee that she was correct. Ms. Lee inquired as to what happens to the old computers no longer being used. Ms. Stiegelmar shared the old computers are salvaged and are picked up by the Warehouse staff. Ms. Lee shared she would like to ensure the computers are disposed of properly and Ms. Stiegelmar assured her that they would.

Ms. Fernandez inquired if the seven computer replacements include the two computers which Ms. Stiegelmar purchases annually. Ms. Stiegelmar advised that the two computers are already included in the 2019/2020 budget. Ms. Fernandez inquired if travel for conferences will be available in the budget. Ms. Stiegelmar stated the budget is available for the CSPCA conference in San Diego.

Ms. Fernandez asked if Mr. Bixler can provide some history on the position and the reason for it being established. Mr. Bixler went on to say approximately five years ago the District contracted out the management of construction projects and it was quite expensive.

Mr. Flores stated while several projects, including Rowland High School have been completed, the District has projects they are currently working as well as many upcoming projects. Mr. Flores stated that the District previously had a Director of Facilities who was in charge of the construction aspect of the District. Mr. Flores confirmed this position can be considered a replacement for the previous Director of Facilities position. Ms. Lee stated she recalls that Building Services would handle the construction and maintenance in the District. Ms. Lee requested confirmation if construction and maintenance will now be two departments.

Ms. Stiegelmar mentioned the Director of Facilities used to handle everything related to construction and maintenance and operations. Ms. Stiegelmar went on to state we now have a Director of Maintenance and Operations and that the Director of Construction will handle any new construction and any modernization projects. Ms. Lee inquired about the contracted construction company. Mr. Bixler mentioned the previous Director of Facilities would work closely with the contracted construction company. Ms. Lee complimented the modernization completed at Rowland High School. Ms. Lee thanked both Ms. Stiegelmar and Mr. Bixler for their input and clarification.

Ms. Nieh inquired on the status of completion of Rowland High School. Mr. Flores stated there will be a notice of completion for Rowland High School presented at the upcoming board meeting. Mr. Flores stated construction is still considered an essential function and the construction staff is currently working on a portable tear down at Oswalt Elementary. Ms. Nieh mentioned she was on the Board of Education during the all the construction and recalls the benefits of having in house construction.

Ms. Nieh asked since construction is currently going on, how long will construction projects be taking place? Mr. Flores confirmed that the Oswalt project will be active for approximately three years. Mr. Flores stated Nogales High School still has plenty of work to be completed on campus. Ms. Flores went on to say Ybarra Academy and Rowland Elementary also is included in upcoming projects. Mr. Flores stated there is at least 8 years of construction pending.

Ms. Lee inquired what positions will be working under this new director. Ms. Lee asked who the new director will be reporting too. Mr. Flores stated they will be reporting to him. Mr. Flores confirmed the new position will take care of any new construction, architect work or DSA approval. Ms. Lee inquired if the director will have any staff reporting to him/her. Mr. Flores also stated there will be a clerical position which will be reporting to the new director. Ms. Fernandez requested an organizational chart be created and provided in the future to assist when reviewing and creating new classifications. Mr. Flores stated he can provide at a later date.

Ms. Lee advised to review the portion of the job description where it mentions the term “first level management” and asked for clarification of its meaning. Ms. Stiegelmar advised we previously had a Risk Manager who handled the safety department, risk management, and benefits information. Ms. Stiegelmar asked Mr. Flores if it is the District’s intent not to replace the Risk Manager position and instead create the Safety Operations Manager and Risk and Benefits Supervisor position in its place. Mr. Flores confirmed this to be true. Mr. Flores stated that the Safety Operations Manager position requires more specialization for proper training of safety employees so it is important to separate the two fields. Mr. Flores also stated this position will be the direct contact for employees in the safety

department. Mr. Flores states this position will be reporting to him. Ms. Lee also requested an organizational for this job series.

Ms. Fernandez asked if this person is also going to be handling any aspect of risk management. Mr. Flores indicated the position will not handle any aspect of risk management as the District is seeking to create a position for a Risk and Benefits Supervisor. Mr. Flores recommends splitting the fields of Safety and Risk management so there will be more specialization in both fields. Mr. Flores mentioned the Safety Operations Manager will be the one to provide training for the District Safety, District Patrol, and Campus Aide positions. Mr. Flores mentioned that the CSEA president, Marco Maldonado, had previously requested there be more guidance provided for the current and future Campus Aide positions. Ms. Fernandez thanked Mr. Flores for his input and clarification.

Ms. Lee stated that she believes that splitting the job functions is a good move. Ms. Stiegelmar questioned if “first level management” should be removed from the job description. Mr. Flores states he is okay with moving forward with or without the statement. Mr. Bixler stated while Mr. Flores will oversee the entire department, the new position will direct the day to day work of the safety department. Mr. Bixler states the employees in the job series must understand they are directly reporting to the position of Safety Operations Manager. Ms. Lee stated that she thinks it is a good idea to remove the term first level management from the job description. Ms. Stiegelmar advised a motion can be made to strike the first sentence of the distinguishing characteristics which includes the term first level management.

Ms. Nieh asked to review the job description portion which mentions involvement in investigations and criminal testimony. Ms. Nieh asked if the investigations includes District personnel investigations or only students. Mr. Flores advised it applies to student relations as the District Human Resources department takes care of employee investigations. Ms. Nieh asked if it will still be formal practice to have school administrators involved in any student investigation. Mr. Flores confirmed administrators will still be involved in any student investigations.

Ms. Lee asked if this position is replacing the Risk Manager position. Ms. Stiegelmar mentioned this position will be replacing the Risk Manager position and will be reporting to Mr. Flores. Ms. Stiegelmar mentioned it is difficult to have a Risk Manager oversee both the safety and risk management divisions. Ms. Stiegelmar stated when the Risk Manager departed, the position was reviewed and it was determined to separate the functions. Mr. Flores mentioned the District has a third party for workers compensation as well as a broker for health benefits. Mr. Flores stated they are re-organizing and he would like to see it as creating career ladders within the District.

Ms. Lee asked if only having this supervisor will be enough to oversee all of the functions of the Risk Management department. Mr. Flores mentioned the District has plenty of resources with the health benefits broker which will assist in keeping the department intact. Mr. Bixler mentioned in past years the District did not have a broker and there was a need for bidding and negotiation of benefits. Mr.

Bixler mentioned since being a part of CalPERS, there is no longer individual bidding as the District is part of a pool. Ms. Lee mentioned she thinks creating the position is a positive move.

I. OPEN DISCUSSION ABOUT THE POSSIBILITY OF CONDUCTING INTERVIEWS REMOTELYUSING ZOOM AND THE USE OF ONLINE WRITTEN TESTING

Ms. Stiegelmar stated that there were several recruitments that were in progress the “Safer at HomeOrder” was put into place. Ms. Stiegelmar shared that the Personnel Commission is looking intomoving forward with having structured interviews via the Zoom applications. Ms. Stiegelmar statedthat she hopes we can have raters visit the Testing Center and conduct interviews while maintainingsocial distancing guidelines. Ms. Stiegelmar mentioned she believes we have positions throughoutthe District which would benefit from the Personnel Commission moving forward with creatingeligibility lists. Mr. Flores stated he believes if we delay recruitment there is a possibility of losingqualified candidates. Mr. Flores mentioned if the Testing Center is used, he would ensure that thecustodial staff would disinfect to ensure everyone’s safety. Ms. Stiegelmar thanked Mr. Flores for hisinput.

Ms. Landin mentioned she has reached out to candidates and all have responded as to still beinginterested in being a part of the recruitment process. Ms. Landin stated that she believes having theoption of remote testing and interviews is a positive thing to have not only for now, but also in thefuture if needed. Ms. Stiegelmar relayed comments from Ms. Vahimarae, Personnel Technician,where she mentions the candidates of her open recruitments are still very interested. Ms. Stiegelmarshared she is happy the discussion is taking place as she feels it was important to include everyonein on it.

Mr. Bixler stated he is also pleased we are moving forward with recruitments as we never know whenpeople may leave the District. Mr. Bixler stated moving forward in a different way is very efficient anda safe move. Ms. Stiegelmar thanked Mr. Bixler for his input. Ms. Stiegelmar shared she has been incontact with a testing software company to inquire if the District is able to benefit in using onlinewritten testing. Ms. Stiegelmar stated she is looking into security measures of the online testingprocess to ensure the District will not have any risk exposure.

Ms. Landin mentioned there are still a lot of details involved in moving forward with the recruitmentprocess, but the Personnel Commission is working on finding ways to get our recruitments completed.Ms. Lee stated remote testing is a positive move as long as identity can be verified and safetymeasures are followed.

Ms. Lee asked if the current essential workers are provided personal protective equipment whileworking. Ms. Stiegelmar stated as far as she knows the essential employees are implementing allrecommended safety procedures. Ms. Stiegelmar stated she will ensure safety of employees will bea priority if staff need to be on site for testing or interviews

Ms. Fernandez stated she believes it is important to move forward with recruitments. Ms. Nieh sharedher concern in regards of verifying identity when a candidate is taking a written test remotely. Ms.Nieh stated she believes the Personnel Commission will find a way to move forward with handlingrecruitments securely and successfully. Ms. Stiegelmar thanked Ms. Nieh for her input.

POSITION The Rowland Unified School District is seeking an outstanding candidate to assume the responsibilities of the Director of Construction. This is a one position exempt full-time management classification assigned twelve (12) months per year.

SUMMARY OF DUTIES Under the direction of the Assistant Superintendent, Administrative Services, coordinates and oversees modernization and new construction projects within the District; works closely with contractors, architects, engineers and school site administrators; serves as the field liaison representative between school sites and various contractors, architects, inspectors, and construction management firm personnel; participates in assessing renovation and repair needs which will be addressed by modernization plans and submittals; troubleshoots issues, resolves problems in a positive, proactive manner, and maintains open communications among all stakeholders involved in various projects assigned.

QUALIFICATIONS EDUCATION: An Associate’s degree or equivalent from an accredited college or university in architecture, engineering, planning, construction management, or other directly related field. An additional two years of public agency construction experience, in addition to the required experience indicated below, may be substituted for the required college education on a year for year basis. At a minimum, graduation from high school or equivalency is required.

EXPERIENCE: Five years of full-time management level experience in the planning and construction of facilities is required. Experience in working on projects with the California Division of the State Architect is desirable.
