District Supervisor, School Nutrition Job Description
Definition This is district wide administrative and supervisory work in implementing, organizing and monitoring school nutrition programs operations. An employee in this class is responsible for coordinating the operation of school meals programs citywide. The work involves developing programs and plans in consultation with the senior director and implementing programs independently. Positions in this class require understanding of local, state and federal school meals policies, procedures, rules, regulations, and guidelines. Employees develop and refine their own work routines and are expected to carry assignments through to completion independently. Work is reviewed in terms of quality and timely performance of program objectives in accordance with applicable laws, regulations and procedures. Supervision Work is performed under the general supervision of the Senior Director, School Nutrition. Supervision is exercised over School Nutrition Managers, School Nutrition Assistants, and substitutes. Assignments are received orally or in writing. Work is performed independently in accordance with established policies and procedures referring unusual problems to the Senior Director, School Nutrition. Additional guidance is provided through United States Department of Agriculture (USDA) guidelines, National School Lunch Act, state office of School Nutrition Programs, local and state health departments, Norfolk Public Schools, federal and state rules, regulations, and guidelines. Distinguishing Characteristics Positions in this classification are District Supervisors in charge of supervising meal programs 13-14 schools. Each school environment is different, requiring constant and quick decision-making based on changing variables. Decisions are made concerning policy, regulations, personnel, productivity, interpersonal relationships, and safety. Decisions made can have a positive or negative impact on finances, quality of service, productivity, policies, public relations and overall operations. Essential Functions of the Class
Supervises nutrition programs and operations including conducting annual reviews to ensure compliance in the areas of nutrition standards, record keeping, free and reduced price policies, food safety and sanitation standards, and financial and human resource management.
Coordinates and supervises six federal school nutrition programs in assigned schools.
Directly supervises School Nutrition Managers and Assistants, including hiring and conducting orientation for new school nutrition employees, and conducts performance evaluations on School Nutrition Managers.
Reviews weekly and monthly accountability reports, forecast & production records from each school, and completes monthly reports for submission to the Virginia Department of Education for reimbursements, including conducting error/audit checks to ensure proper reimbursements and the elimination of over claims.
Evaluates school nutrition managers and assistants; takes proper disciplinary action when necessary; writes plans of action; recommends employees for continued employment or termination.
Initiates corrective action needed following health department inspections; ensures proper standards for sanitation are maintained.
Interprets financial reports regarding profit and loss for individual operations and makes recommendations to ensure financial soundness.
Assists principals, administrators, staff, parents, and the community in the resolution of school nutrition questions and concerns.

Coordinates and conducts manager training classes. Develops and implements leadership and training programs for all school nutrition employees.
Performs public relations activities and promotes the school nutrition program through informal talks, public addresses, and other means. Develops and implements marketing and promotional programs to increase participation and revenue.
Assists in the planning of school nutrition managers’ meetings.
Assists in state and federal reviews.
Represents the department at various local, state and national professional events.

Senior Director, School Nutrition Job Description
Definition This is highly responsible managerial and administrative work planning, directing, and coordinating a financially sound nonprofit food service operation for Norfolk Public Schools students, staff, and the community in accordance with the regulations of the United States Department of Agriculture (USDA), federal and state rules, regulations, and guidelines. The incumbent in this classification is responsible for the Norfolk Public Schools breakfast, lunch, summer feeding, after school snacks, and catering programs. The work involves planning, organizing, and directing the work of subordinate supervisors; developing and administering a departmental budget; directing the cafeteria operations in the School Administration Building; and public relations. An employee in this classification develops and recommends policies for the department and implements approved programs utilizing available resources in the schools. Regular contact is maintained with principals, administrators, the public, Virginia Department of Education and various departments of the City of Norfolk and the Norfolk Public Schools regarding school nutrition operational, program, and legal issues. Supervision Work is performed under the general supervision of the Deputy Superintendent of Operations and Governmental Affairs. Work is performed independently in accordance with established polices and procedures reviewing any unusual problems, with the Deputy Superintendent of Operations and Governmental Affairs. Additional guidance is provided through Norfolk School Board Policies and Regulations; Virginia State Law; National School Lunch Act of 1946; School Nutrition Act of 1966, Agriculture Act of 1949; USDA Dietary Guidelines for Americans; and State of Virginia Health Regulations. Supervision is exercised over approximately 450 full and part-time employees in the School Nutrition. This classification trains, assigns work, inspects work, coaches, conducts performance evaluations, disciplines and hires and terminates employees. Work is reviewed in terms of efficiency and effectiveness of operations and accomplishment of approved goals and objectives. Work is also subject to School Board audits; state, federal, and USDA reviews; and local Health Department and OSHA inspections. Distinguishing Characteristics This classification is different from others in that it receives no direct city funds. It operates as a nonprofit enterprise business with a budget of approximately $14 million and 450 employees. Revenues must be generated to cover all expenditures including employee salaries, benefits, equipment, trucks, and computers. The incumbent in this classification makes all operational decisions concerning budget and financial matters; staffing and personnel issues; food, menus and supply costs; equipment purchases; computer technology; and employee training. The incumbent is also responsible for public relations and new construction layout. Decisions made can have a positive or negative impact on costs, capital investments, quality of food and service, productivity, personnel, policies, public relations and overall operations. Essential Functions of the Class
Works cooperatively with principals, their assistants, other staff members, and persons in the community in the interpretation, administration, and enforcement of the policies, standards, and requirements of the School Breakfast Program and National Lunch Program, Summer Feeding Program, After School Snack Program, and catering program; conducts regular meetings with School Nutrition Managers to interpret, administer, and enforce the policies and regulations for each of the programs when requested by the Superintendent’s cabinet, principals, and others.

Responsible for program administration of all school nutrition operations for students, adults, and special events; oversees the handling and processing of all free and reduced meal applications for the entire school district; resolves food service and nutrition related problems; establishes standards and procedures for food preparation and service; ensures standards of sanitation per Hazard Analysis and Critical Control Points (HACCP) procedures; participates in establishing cost and spending policies that provide quality meals at a minimum cost to participants.
Performs personnel management and supervision of all employees in the School Nutrition Department; supervises the operation of the central cook-chill kitchen and bakery; recommends personnel for employment and/or termination of employment; deals with disciplinary and personnel related issues; ensures proper training and development of all School Nutrition employees; establishes work performance standards; and conducts and reviews job performance evaluations.
Responsible for budget administration; prepares and administers the budget for the School Nutrition Department; reviews and approves all monthly operational reports from schools, Nutrition Center, and employee cafeteria; compiles and submits reports to the Deputy Superintendent of Operations and Governmental Affairs, the Virginia Department of Education and others when requested.
Performs public relations; interprets and promotes School Nutrition Programs in schools and the community through informal talks, public addresses, news releases, TV, and other available means.
Responsible for departmental operations; approves all equipment transfers for the school and administration buildings; oversees all electronic and computer operations; troubleshoots problems; prepares specifications; evaluates food, supplies, computer, and equipment purchases; evaluates all phases of program administration and operation; identifies needs and implements improvements.
Works cooperatively with the Senior Director of School Plant Facilities and architects in establishing requirements for new or remodeled school cafeterias and kitchens; plans and recommends equipment and layouts; establishes preventive maintenance schedules for maintaining cafeteria safety and sanitation of School nutrition facilities.
Directs issuance of United States Department of Agriculture (USDA) donated commodities, and the allocation of foods to individual schools; maintains records on storage and distribution of food received.
Responsible for records management; establishes accounting and record keeping procedures for money, labor, food, supplies, and equipment; verifies and approves billings.
Attends meetings; represents the school system at school nutrition conferences and meetings; serves as liaison between Norfolk Public Schools and the Virginia Department of Education.
Prepares, expedites and lobbies for legislative measures that improve student meal programs.
Prepares reports when requested for the Superintendent, Virginia Department of Education and others.
Works cooperatively with other departments and agencies such as the Norfolk Department of Public Health to ensure proper standards of sanitation are maintained in all facilities. Also works cooperatively with the departments of Special Educational Services and Special Projects regarding special needs of children.
Assists in the development and implementation of nutrition education.
