Evaluations of hydrothermodynamic effect of the sea wind park

• Qualitative and quantitative evaluations of changes in hydrodynamic and thermodynamic parameters owing to influence of the sea wind park has been done.

• Method of numerical simulation on the base of the Princeton Ocean Model (POM) was use.

Surface current velocity without influence of wind sea park (left picture) and with turbulence generated by wind sea park (right picture)

Simulation was performed with North wind of 8 m/s

Influence of the wind park on horizontal velocity components and on salinity is insignificant.

EIA and ecological assessment

EIA procedure promotes decision making on realization of planned activity taking into account:

• possible adverse effects and environmental consequences;

• public opinion;• working out measures of

decreasing and prevention of effects

Page 16: Perspectives of the offshore wind energy development in Russian EEZ, Kaliningrad Oblast V. Sivkov, D. Dorokhov, M. Chestnova, B. Zatoplyaev, O. Pichuzhkina,

EIA

EIA is carried out in few steps. 1. Preliminary assessments for

requirements specification development of EIA.

2. Requirements specification making.

3. EIA investigations.4. Preparation of preliminary EIA.5. Public discussions.

State ecological assessment

Under requirements of Federal Act “On ecological assessment” state ecological assessment is carried out on federal level objects and objects of regional level.

Wind energy sea objects are the subjects of ecological assessment of federal level.

Page 18: Perspectives of the offshore wind energy development in Russian EEZ, Kaliningrad Oblast V. Sivkov, D. Dorokhov, M. Chestnova, B. Zatoplyaev, O. Pichuzhkina,

Public ecological assessment

Is organized, financed and carried out by initiative of citizens, non-governmental organizations, local self-government agencies.

State assessment of project documentation

Under Town-planning code of RF project documentation of capital construction objects and results of engineering investigations have to be under state assessment including:

• Sanitary-and-epidemiologic;• Ecological;• Industrial, fire and other safeties

Is financed by Customer.
