1 Introduction

The fifth meeting of ITU-T Study Group 5 (Environment and climate change) in the 2009-2012 study period, convened by TSB Collective letter 6/5 of 21 September 2010, took place in Geneva, from 23 November to 1 December 2010 inclusive, under the chairmanship of Mr. Ahmed Zeddam (France Telecom, France) Chairman of Study Group 5.

The list of participants can be found in TD 592rev2.

The agenda of the meeting (TD 467) prepared by the Chairman was approved with some modifications (TD584).

The Chairman asked if anyone had knowledge of Patents, the use of which may be required to practice or implement the Recommendations being considered. There was no affirmative reply.

The Chairman gave a presentation covering the main points of the agenda. This presentation can be found in TD 584.

This presentation also gives an overview of the GSC-15 meeting, the highlights of PP-10 and the workshops and seminars in the interest of SG5.

2 Highlights of GSC-15 (Global Standards Collaboration)

The 15th meeting of the Global Standards Collaboration (GSC-15) was held in Beijing, China from 30 August - 2 September 2010, and hosted by CCSA.

The Mandate of GSC is to provide a venue for the leaders of the Participating Standards Organizations and the ITU to:

Freely exchange information on the progress of standards development in the different regions and the state of the global standards development environment; and

Collaborate in planning future standards development to gain synergy and to reduce duplication.

Further, the mandate of GSC is to provide a venue for the leaders of the Participating Standards Organizations to:

Support the ITU as the preeminent global telecommunication and radiocommunication standards development organization.

GSC is not a standards development organization.

3 Results of the meeting

Results related to RecommendationsThe plenary meeting on 1 December 2010 consented on draft new Recommendations K.83 (K.monitor) and K.84 (K.leakage) as well as on revised draft Recommendations K.64 and K.65. The AAP procedure for these recommendations will start with AAP Announcement No. 50 (15 December 2010).

Recommendation K.82 “Characteristics and ratings of solid-state, self-restoring overcurrent protectors for the protection of telecommunications installations”, consented at the last meeting of SG5, was approved on 29 May 2010. As this new Recommendation contains all relevant parts of the obsolete Recommendation K.30 “Self-restoring overcurrent protectors”, it was agreed to propose the deletion of Recommendation K.30.

The results of the meeting are summarised in Annex A.

4 6 Chairmanship, Rapporteurs and Liaison Rapporteurs

At the beginning of the study period it was agreed a rotation in the chairmanship of WP2 after 2 years. However as Mr. Darren Carpenter (Vice-chair of SG5 and Vice-chair of WP2) is not able to continue his work within SG5, Mr. Mitsuo Hattori, Chairman of WP2 was asked to continue his task till the end of the Study period. He accepted to do so.

Several Rapporteurs/Associate Rapporteurs can’t continue to participate in the work of SG5. The Chairman thanked the hard work of all colleagues leaving SG5 and welcomed the new officials.

The following nominations were agreed:

- Mr. Sylvain Person (FT, France) is the new associate Rapporteur for Question 4/5, replacing Mr. Benjamin Barlaud.

- Mr. Huagang Wang (China Telecom) will replace Mrs Ying Shi, as Associate Rapporteur for Question 5/5

- Mr. Jean-Luc Garcia (FT, France) will be the new associate Rapporteur for Question 9/5

- Mr. Michael Maytum (IEEE) is replacing Mr. Gerhard Ackermann as Rapporteur of Question 13/5

- Mr. Mitsuo Hattori will be the Acting Rapporteur for Question 2/5 till the next meeting

- Mr. Hidenori Sekiguchi changed his job and he is not able to continue as acting Rapporteur for Question 15/5

- Mr. Lin Guo takes over the role of Rapporteur for Question 16/5 from Mr. Xiao Li

The updated list of Rapporteurs and associate Rapporteurs can be found in Annex C to this Report.

5 Outgoing liaison statements

All outgoing liaison statements prepared by the Working Parties were examined during the closing Plenary session. The following table gives the list of these liaison statements.

6 Home Network Special Group

This special group was set up to study some issues regarding damage to equipment in the home environment.

The Chairman of Working Party 1 gave an update of the HNSG which is contained in contained in TD 569.

The Chairman presented the second draft of Recommendation K.hnwr, contained in TD 525.

The following comments were made:

L2 is “loss of service to the public” and questioned if it was relevant to a domestic dwelling. This was discussed in a small group and it was decided that frequency of damage is more relevant.

Operators can provide a wireless service to provide communication within the Home Network. This is a method of protection.

Operators can also provide a wireless backup solution to retain availability.

A question was asked re section 5.3 and whether IEC 60950 or IEC 62368 is the better safety standard. The editor replied that 62368 will eventually replace 60950. This will be made clear in the document.

The following points were discussed in a small group:

Should the risk assessment give the result as a loss and frequency of damage? It was finally agreed that loss L2 is not relevant for Home Networks. L 2 is meant for a telecommunications network serving many customers. The result will be given as frequency of damage which is easily understood by non experts.

Should add other methods of protection such as wireless and fibre communication within the home network. Could also use a redundant system to prevent loss of service.

It was agreed we could use the tools of 62305-2 to determine frequency of damage.

It was agreed to add a definition for “Home Networks” from ISO/IEC 15044.

It was agreed that a definition of “level” as in level of service, could be added in an appropriate place in the Recommendation from ETSI 201468.

It was agreed to remove reference to “loss” from the document.

The scope was revised to make it clearer.

It was agreed to discontinue the use of the acronym POE for Point of Entry as it may be confused with Power over Ethernet.

The editor of K.hnwr will produce a revised draft for the next meeting.

The Chairman then presented an Excel Spreadsheet risk calculator which calculates both risk of injury and loss of service. Gerhard advised that TD 510 has calculations which may be of value. The Chairman pointed out that the calculator which uses the formulas from 62305-2 gives very low levels of risk and that the IEC 62305-2 method of calculation may require adjustment. The Chairman of SG 5 advised we need to liaise with TC 81 on this. Based on these comments and discussion in a small group the risk calculator will be revised using a combination of K.47, K.47 and 52305-2 factors to calculate frequency of damage for the next meeting.

7 Work programme of Study Group 5

During the examination of each Question, the work programme was reviewed and updated.

The complete work programme can be consulted from SG5 webpage.

Annex D gives a simplified version of the updated work programme for the 2009-2012 study period. As the work programme is a real database, all Rapporteurs are invited to check the data in it and correct/complete if necessary by notifying the SG5 Secretariat.

8 Technical Session

According to the decision of the last SG5 meeting, a Technical Session on “How ICTs can alleviate climate change” was held. The Technical session was organized by WP3/5, and chaired by Keith Dickerson, Chairman of Working Party 3/5.

After the meeting the Management Team of SG5 agreed on to organize a technical session related Home networks during the next SG5 meeting. Rapporteurs of Q.8 will organize the technical session with the help of Mr. Day, Rapporteurs of other related questions and the Home Network Special Group.

9 Presentations during SG5 meeting

During the discussion on Question 5/5 (WP1/5), Mr. Abbas Mosaddeghi (EPFL, Switzerland) gave a was a very interesting presentation on the different types of lightning and its characteristics. The presentation “Electromagnetic disturbances generated by lightning discharge” can be found in TD621 .

During the closing plenary session Mr. Yuzhu You (University of Sydney Institute of Marine Science, Australia) gave a presentation on “Monitoring climate change using submarine cables”. The presentation can be found in TD641 . It should be noted that a detailed description of the subject is published in a new Technology Watch report (also published in TD605 ).

10 Future meetings

Next meeting of Study Group 5 The next meeting is planned to be held in September next year. Study Group 5 felt that this is a too long period and it was agreed to organize an additional meeting in Geneva, from 27 April – 5 May 2011.

Korea offered to host the September 2011 meeting of SG5.

11 Study of Question 14/5 (Guides and terminology on environment and climate change)

Rapporteur: Michael Maytum (IEEE) Associate Rapporteur: György Varju (Hungary)

IntroductionThe main objectives of this Question are to harmonize the terminology and give guidance on the use of ITU-T Study Group 5 publications as well as to maintain the Handbook on “Mitigation measures for telecommunications installations”. This Question also covers the area of Information and Communications Technology (ICT) and Climate Change (CC).

Survey of the tasks of Q 14/5 Continuous updating of the K-series Terminology (TD653 )  The Terminology document has been updated to K.82, increasing the number of pages from 42 to 60. In the old document, new terms had to be manually inserted at the appropriate point in the list. This was very time consuming.

For the new document a tabular approach is used so that sorting can be done for the automatically when new terms are inserted. To ensure accuracy, all the available K series documents (some 60 files) were downloaded in Word format and their terms and definitions were pasted into a table.. Sorting of the terms into alphabetical order was then done. Term repetitions were reduced to one entry with the K recommendations they occurred in set in a second column. The acronyms were treated in a similar manner. Some difficulties were experienced with K.82, where table pasting resulted in the definition to be in bold and the term was not in bold. Keep with next was enabled in this document and this may have been part of the problem.

K & L series Recommendations with summaries (TD654 )This document has been updated to K.82.

Other WP1 and WP2 tasksThe Guide to the use of SG 5 Publications has not been updated. Plan update for next meeting.

Maintain updated the Handbook on “Mitigation measures for telecommunications installations”.

Use of the ITU-T web site to ensure the high visibility of the SG 5 work results.

Harmonise terminology with relevant standards organisations through the editing process, the terminology documents and the ITU Standardization Committee for Vocabulary (SCV created by WTSA-08 Resolution 67). The new online database, “ITU Terms and Definitions” is at http://www.itu.int/ITU-R/go/terminology-database

Future work for the Questions 14/5 The future work can be classified into the following two categories:

Concerning the environmental (K series) area:

updating the Guide to the use of SG 5 Publications

updating the Terminology publication

editing, Recommendations.

Concerning the ICT&CC (L1000) area: the above mentioned tasks should be started.

a) Members of the Editing Group are Dave Faulkner and Franz Zichy.

b) As the Rapporteur now has taken over as Q13/5 Rapporteur and there will shortly be a large number of documents coming from WP3 is seems appropriate to request a member of WP3 to take over as the Q14/5 Rapporteur.

Summary of discussion

TD542 The Rapporteur presented a Summary of Q4. It was agreed to not proceed with the reduced resistibility special requirements proposal. The section on Ethernet testing was corrected. The section on Power fault testing was updated. The latest version is contained in TD542R1.

C 043 This document was held over from a previous meeting and the Chairman asked Mr. Mick Maytum to present it. Mick presented his document. It was for information only and no action is required.

External Coax cable ports

C147 This document was prepared by Mr. Al Martin. It was agreed to hold this over until Al Martin can attend.

C198 Mr. Sylvain Person presented his document. It indicates that the 1.2/50 combination wave generator is a harder test than the 10/700 test. This indicates that the peak current may be the cause of damage. This may not be the case for every port.

TD555 This document was prepared by Mr. Richard Harris and provides information on the best test generator. It was presented by the Rapporteur. It was agreed that Richard needs to present this document to explain the rationale. The meeting delegates couldn’t understand the use of 1.2/50 combination wave for direct strike testing. Mr. Gerhard Ackerman raised issue of LTE which is new technology. Does this have to be treated differently?

TD518 The Chairman quickly looked at this TD containing the proposed tests to remind everyone what is proposed.

Conclusion re External coax ports

It was deemed necessary to characterize the different types of coax ports and decide which, if any, do not need a requirement. This needs to done via the forum ASAP. The following was posted by Mr. Mick Maytum:

We came to the conclusion that the authors really needed to be present to have a meaningful discussion.

France presented, in C198, the results of surge withstand measurements on a set-top box front end. The values were many kV. Of course when you think that the frequency of interest is 1 to 2 GHz, the lightning spectrum is heavily filtered. It is the same for TV transmission where the frequencies are in the order of 50 MHz to 1 GHz. For dishes, there will be a low noise block and the associated electronics in this block will stop any direct surge getting through to the centre conductor of the coax. So passive aerials are the only ones we should study further.

Internal port tests

TD534 Mr. Gerhard Ackermann presented this TD. The German NC agreed with most of the proposals. The sticking point was the wording of how to terminate the cable pairs. Some compromise was reached.

TD517 .This TD was amended to contain the new wording agreed during the TD534 discussion. Need to confirm the new wording with the German NC. Figures A.5-7/K.44, A.5-14a, Figure A.5-14b and Figure A.6.5-1 need to have the non functional pairs removed.

Q4 agreed to delete the coupling element in Figure A.6.5-2.

Proposals re special requirements for internal ports

NTT provided many documents related to damage to internal ports and the need for special requirements for internal ports in K.44.

TD594 Mr. Homma presented a summary of the TDs contained in TD 594. This document summarises the issues which are:

An adequate resistibility for internal ports is required when equipment powered by the AC mains are interconnected.

TD559 gives the results of an investigation into internal port damages.

TD560 provides results of tests on a model house and shows how a voltage can occur between phases in a building.

TD561 describes a simulation of the tests that were performed on the house model described in TD 560. The results in TD 560 validate the simulation.

TD562 indicates the possibility of internal port destruction for other power distribution systems.

TD559R1 Mr. Makino presented the study of lightning damages on internal ports and internal port to internal port.

This contribution shows two case studies of damages on telecommunication equipment caused by lightning surges in customer premises in Japan. First case study is one of the typical lightning damage occurred between an ac mains port and an internal telecom port. Second one is a new case of the lightning damage occurred between two internal ports of telecommunication equipment in the optical access network.

The purpose of this contribution is to indicate the importance of the special resistibility between two internal ports, and we propose to investigate and define the special resistibility requirements for internal ports in K.44

TD560 Mr.Homma presented the experimental results.

This document provides results of tests on a model house and shows how a voltage can occur between phases in a building. Of interest is a graph showing the voltage between phases versus current injected onto the phases. Of particular interest is the estimated frequency of damage.

TD561R1 Mr. Homma presented the simulation results for the model house described in TD560. The results in TD 560 validate the simulation.

TD562 Mr. Kuramoto presented the evaluation for various power distribution systems / grounding systems.

The results of this work is given in Table 1 of TD562.

K.20, K.21 and K.45

TD540 The Rapporteur presented the document and amended it as required. The Working Party 1 decision Table was updated. The latest document is given in TD540R1.

K.44

TD541 The Rapporteur presented TD541. It was agreed that the coupling element can be deleted for the power contact test. Need to review K.44 and determine if any change is necessary as a result of this decision. The WP 1 decision table was updated. The latest document is contained in TD541R1.

TD547R1 The Rapporteur presented TD547R1. Working Party 1 approved both the Waveshape tolerance and the C108 proposal.

TD586 This TD was presented by Mr. XIONG YING and is a proposal to amend Criterion A in K.44. Working Party 1 agrees with the intent as power induction may cause a delay in

recovery. This was discussed in Q4. It appears that there is some confusion as to what parts maybe affected and also we do not consider data. The current criteria only specifies software and hardware. It was agreed to start a forum discussion. Mick will commence this.

Resistibility Guide

No TD produced but agreement reached between Person, Carpentier and Homma. A TD containing the draft should be available early in 2011 for consent at he first meeting in 2011.

Work programme

The Work Programme was amended to change date for consent for the Resistibility Guide to 2011. The updated Work Programme is given in Annex D to this report.

Question 5/5 – Lightning protection of telecommunication systems Rapporteur: Mr. Célio Barbosa (CPqD,Brazil)

K.46 “Protection of telecommunication lines using metallic symmetric conductors against lightning induced surges”

TD 510 This was prepared by Gerhard and provides information on risk factors. Working Party agreed that the editor of K.46 should consider this contribution in the update of K.46. K.46 is now urgent as there is now no IEC or EN document available for calculating the risk of cable

damage. Responsibility for lightning protection of telecommunication cables was passed to SG 5 some years ago.

K.71 “Protection of customer antenna installations”

The main issues related to this revision were solved in Buenos Aires (see TD444rev1). The editor, Phil Day, is to prepare a new draft of K.71 amending it in line with the IEC TC-64 Chairman’s comments but using the French version of IEC 60364-5-54, "Selection and erection of electrical equipment - Earthing arrangements, protective conductors and protective bonding conductors”. There appears to be a translation error in the English version.

Lightning Handbook

A new chapter describing the shielding factors applied to the protection against lightning was expected to be available for the current meeting. However, the Rapporteur was not able to present this draft. It is proposed to set up a discussion group to work on this subject, so that a stable draft may be ready for the next meeting.

New work item on Distribution Base Stations (K.dbs)

TD597 This TD was prepared and presented by Mr. XIONG Ying. It contains a proposal for Protection of Distribution Base Stations. This is a new type of radio systems where the Remote Radio Unit is mounted at the top of a tower. A fibre is used for communication. The only metallic cable is the DC power cable. Mick asked if any surge measurements were performed on the tower. They weren’t but the equipment has been tested with a 8/20 current. It was agreed to have a new recommendation and it has been added to the work programme. Xiong is the editor.

Work programme

The work programme was revised. A new Recommendation K.dbs was added. The updated work programme is contained in Annex D.

Question 6/5 - Bonding configurations and earthing of telecommunication systems in the global environment

Introduction

The Rapporteur presented TD568, containing the status of Question 6. During the last ITU-T SG5 meeting, the Rapporteur suggested to simplify the content of the recommendations K.27 and K.35. For this purpose, a topic was created in the ITU-T forum. No suggestion has been posted yet.

TD 563 The Associate Rapporteur discussed this TD with Mr. Tetsuya Tominaga prior to the Working Party 1 meeting. It was agreed to retain the IBN configuration in K.27. K.27 is programmed for consent in 2011.

TD 597 This is a proposal for Protection of Distribution Base Stations. Due its close linkage to K.56 this proposal was discussed in Question 5/5.

Work programme

The proposal for the Work Programme is given in TD 568. The only change is: the consent date of K.27 changed from 2010 to 2011 (see Annex D to this report).

Question 9/5 - Interference produced by power lines and electrified railway lines into telecommunications networks

Introduction

The Rapporteur (Mr. Livio Zucchelli) was unable to attend the meeting. The Chairman of Working Party 1 acted as acting Rapporteur in the 1 st week as the associate Rapporteur, György Varjú (Hungary) was able to attend the meeting only in the second week and conducted the meeting then.

As the future participation of the Rapporteur, Livio Zucchelli, and the Associate Rapporteur Mr. György Varju (Hungary) is uncertain, Mr. Jean-Luc Garcia (FT, France) has agreed to take of the role of a new associate Rapporteur.

This Question is aimed to study interference caused by power and traction systems to telecommunication systems, Earth Potential Rise (EPR) when the HV, MV and LV earthing systems are connected and transients occurring on LV supply networks as sources of interference to broadband technologies. This Question also should maintain and ensure good coordination between the nine volumes of the Directives and Recommendations related to the electromagnetic interference experienced by telecommunications networks due to power systems and electrified railway systems.

The Associate Rapporteur presented TD 613, a summary of the work.

K.hvps

The reference document for drafting the K.hvps regarding the transfer potential is the CIGRE “Guide for assessment of transferred EPR on telecom system”. The CIGRE JWG C4.207 has already prepared the Draft 8 of the guide, which contains texts for the whole volume. However, further technical and editorial works still required. The completion of the final version is scheduled for 2010. The drafting of K.hvps could be started before the completion of the CIGRE Guide.

Status of other work items

The common work with JWG C4.207 could result in input material for the amendment of Vol. V of the Directives, such as measurement of the equivalent earthing resistance HV/MV and MV/LV substations.

Results for assessment of current harmonics in MV and LV power systems could be expected from the outcome of the new draft TOR for a JWG on the harmonic issue.

Contributions C 26 and C124, submitted by Korea (Republic of), are investigating the effect of the distance of the earthing electrode from the rail. It is done by measurement of the induced longitudinal voltage both for fundamental frequency and psophometric values. The measurements were made on induced test lines laid in parallel to the inducing ac. auto transformer fed railway line. The test results have shown that “ the location of earth terminals almost no affects the induced common mode voltages and the psophometric longitudinal voltages.” The conclusion drown reads: “It is confirmed that the induced voltage measured when one end of a conductor is earthed near a.c. traction line would be nearly irrelevant to the conductive coupling if the distance between the far end earthed terminal and the rail of a.c. traction line is over 5 m.”

This is very useful information regarding the measurement techniques of induction due to railway lines.

It is proposed that the test results can be included in K.68 or related directives as an example for the conductive coupling effects from a.c. traction line with AT feeding system.

The following remarks can be made for the measuring procedures applied:

The voltage originated from the conductive coupling is contributing to common mode voltage only on that short period when the train is close to the location of the place of installation of the earthing electrodes. Thus the longitudinal voltage measured and averaged for 30 minutes does not reflect the relative importance of the voltage originated from the conductive coupling. Therefore the irrelevance of the distance between the rail and earthing is not definitively proven by the measurement.

For the direct identification of the effect of the distance between the rail and earthing on the common mode voltage due to conductive coupling the measuring scheme shown in the figure of the Appendix of TD630 should be applied. It would be useful to perform such measurement as well.

Contribution C 184 This contribution prepared by Mr. Sangmu Lee, aims at the investigation of the effects on telecommunication lines due to induction from more than one power line both

at normal operation and during faults. This means to consider a situation in which a power system and a traction system coexist as interfering sources.

For this purpose the longitudinal voltage has been measured in test line. The induction was caused by the current of high speed railway line, by the current of powerful test generator and their simultaneous effects.

The description of the measurement provides the following information: “ the experiment was carried out by the changes of the each distance variation, X and D. The more the X is and the closer the D is, the effect of induction is greater. The result in the case of ‘X=10m’ and ‘D=0’ is abstracted in the below table.” To support the understanding of this wording the measuring arrangement should be given in a figure.

The measurement could provide much complex information on the summation pattern of induction from different source if the test would be performed with generator fed from the different phases of the LV network.

This topic was discussed at the last meeting. It suggests adding some information to section 6.8 of Recommendation K.68 to clarify the meaning of ‘cumulation’ and adding some detailed information to the Directives. The Associate Rapporteur will need to decide on the best way forward with this suggestion.

TD484 is a liaison statement from ITU-R WP 1A re Developments on PLT systems. György Varju has advised that this is not relevant to Q9 but it would be a point of interest for Q 9/5 to follow the actions made in the ITU-T Focus Group on smart grid. As this liaison statement affects a few questions The Chairman of Working Party 1 advised the Chairman of SG 5 that it is no relevance to Q9. Working Party 2 will reply to ITU-R.

It was noted that SG 5 should follow the actions made be the Focus Group for smart grid.

In TD 611 and TD 612 the Associate Rapporteur explained the work and progress commonly made with the CIGRE JWG C4.207.

Work programme

The updated work of Q 9/5 is contained in TD 613. The changes was made in the timing, harmonised with the progress of the JWG C4.207, is given in Annex D of this Report.

Question 10/5 - Copper cables, networks and fibre-optic connection hardware for broadband access

Summary of discussion

TD 587 The report by the Rapporteur was presented by the Associate Rapporteur. The report stated that Recommendation L.19 “Multi-pair copper network cable supporting shared multiple services such as POTS, ISDN and xDSL(2003) ”, was consented by SG 5 at the last meeting and published on May 2010. This document also contained advice from the Rapporteur re the Liaison from SG 15 and the proposed Work Programme.

TD 480 A Liaison statement was received from SG 15 and it states that ITU-T SG15 is considering whether to delete Recommendations   L.3 “Armouring of cable”, L.4 ”Aluminium cable sheaths” and L.5 “Cable sheaths made of metals other than lead or aluminium”, because those Recommendations are not valid for optical fibre cables.   SG 15 requests that SG5 consider whether these Recommendations are valid for SG5 work or not, and inform the result to SG15.  SG 15 proposes to delete those Recommendations that are of no value to SG5 and to transfer the rest to SG5.

Rapporteur informed that sometimes metal sheath is used on fiber optic cables for the purpose of locating cables installed underground. Additionally, as L3, L4, and L5 are valid for copper cables. For these reasons, it is better to keep those Recommendations. So, Working Part 1 agrees to accept those Recommendations.

Liaison Statement

Mr. Zander prepared a Liaison statement to SG 15, accepting their request of transferring the mentioned Recommendations to SG5. In case, it is decided to delete any of them, SG15 will be informed. This is contained in TD 638.

Work programme

The work programme was checked and no change is required (see Annex D to this Report).

Question 11/5 - Safety in the telecommunications networks Rapporteur: Mr. Philip Day (Telstra, Australia)

Introduction

This Question will review existing K-series safety recommendations to ensure that they remain accurate and appropriate to the telecommunications industry and environment. It will ensure that changes in the environment or in technology (for example the introduction of new broadband systems) will produce an updated version to ensure that these documents remain current and valid and it will study new safety subject if needed.

Summary of discussion

TD 543 The Rapporteur presented his document which contained a review of Q11.

K.injury

TD 333rev1 contains a draft of K.injury. The Rapporteur did not go through the TD in detail because it has similar issues to K.hnwr and the Rapporteur was of the opinion it needs some extensive work. In particular the current draft contains some suggestions to improve the risk calculation. However, as with K.hnwr, it is necessary to perform the calculation according to IEC 62305-2 first. If SG 5 considers the result suspect it is necessary to liaise with IEC TC81.

K.injury is listed in the work programme for consent in 2010. It is running behind schedule. A new draft has been prepared for this meeting. Working Party 1 agreed to revise the consent date to 2011.

Possible new Guide on safety requirements

A new Guide on applying the IEC 60950 and 62368 standards to network telecommunication equipment and IEC TR 62102 for classifying equipment interfaces. This was never added to the work programme and there have been no contributions for preparing this guide. One possible reason for this is that IEC 60950 is reasonably stable and there is no experience with IEC 62368. However with the recent release of IEC 62368 and its totally new way of specifying safety requirements it may be worthwhile retaining this proposal. However this will be for the new study period.

A liaison has been sent to TC 108 regarding the consent of K.75 “Classification of interface for application of standards on resistibility and safety of telecommunication equipment” in 2008. No response was received. Information has been added to K.44 and to K.hnwr re classifying interfaces and the importance of doing this. K.75 is listed for revision in 2011. No contributions have been received. Working Party 1 agreed to revise the date to 2013.

New recommendation K.mag

Fryderyk Lewicki is the editor. Fryderyk has advised that he will not have a draft for this meeting but has made some progress. He has two people interested in the work and hopes to have a draft for the meeting in 2011. There is also a possibility for some software to perform the calculation.

Recommendation K.64

TD 524 At a previous SG 5 the Rapporteur presented his document TD118 which proposed some changes to K50 to reduce the level of electric shock when terminals carrying an RFT circuit are bridged by the back of the hand or a finger. These changes were not accepted by SG 5 but the German National committee was in favour to emphasize the risk of shock in Work Instructions for those tasks where it is possible to bridge two contacts carrying an RFT circuit.

This document proposes some changes to K.64 as proposed by the German National committee. Working Party 1 agreed with the proposal. After discussion with the TSB it was decided to revise K.64 and also update the references.

TD 623 This document contains the revised text of K.64. The revision includes updating the references and adding a warning re contacting terminals carrying an RFT. Working Party 1 requests that SG 5 agree to consent K.64.

Recommendation K.50

This recommendation is listed for revision in 2009. The text of K.50 is reasonably in line with IEC 60950-21. Only one contribution (TD118) was received recommending change and this was rejected by SG 5. Working Party 1 agreed it is not necessary to update K.50 this study period. Working Party 1 agreed to change the date to2013.

Recommendation K.51

This was revised by Royce Wang and consented in 2009. This work is complete.

Other study items

C 183 Mr. Mun Hwan Han presented his document which compares the IEC MOV requirement with the requirement from ITU-T K.77. After some discussion, and with the agreement of the Rapporteur of Q13/5, it was agreed to move this work to Q13. The Rapporteur of Q13 will review this document and give his proposal at the next meeting in 2011.

TD566 This document was discussed in a small group. Some improvements were made and the revised wording is in TD566R2. A major change was to remove the Japanese NC document from TD566. TD566 proposed sending a liaison statement to TC108 and to add sentences to K.51. Q11 were uncomfortable with sending a liaison due to the limited time for studying the proposal and for adding words to K.51 on the basis it was introducing a method recently rejected by TC108. Mick Maytum suggested that the Japanese NC send the improved proposed to TC108 stating that it had been reviewed but not endorsed by SG 5. Japan advised that they have used an MSPD without an earth for 10 years and have not had a report of a customer (user) injury. Mick also advised that if TC 108 reject the proposal they can request essential differences to be included (reference AC/135/2002) for Japan.

Work programme

The work programme of Q.11/5 was revised, and the changes are presented in Annex D to this report.

Introduction

The Rapporteur of this Question, Mr. Gerhard Ackermann (DT, Germany) has retired and is unable to continue as the Rapporteur of Q13 after this meeting. Mr. Michael Maytum (IEEE) has offered to take on this position.

The objective of this Question is to establish Recommendations for specifications, test methods and principles of application for protective components and assemblies intended to mitigate effects of lightning, power induction, ESD, fast transients and power contacts that may cause permanent damage. These protective components and assemblies are related to both telecommunication and power supply circuits of telecommunication equipment.

All members working on Q13/5 are strongly encouraged to use the Forum http://groups.itu.int/Default.aspx?alias=groups.itu.int/ITU-T to participate in Q13 discussions.

K.12: Characteristics of GDT for the protection of telecommunications installations

This was revised 04/2010; Open issue to be discussed under Q4/5 and 13/5: Additional tests within K.12 and K.44 to prevent GDT self-oscillating (see C 76). The effect is noted in the latest issue of K.12 and will be in the application handbook. The Rapporteurs of Q13 and Q4 will discuss if there is a need to mention this effect within K.44.

K.65: Overvoltage and overcurrent requirements for termination modules with contacts for test ports or SPDs;

There was an ongoing email- and forum-discussion. The editor P. Day prepared a K.65revision draft during the ad-hoc meeting based on TD 548. This draft is contained in TD 624. The document is now mature for consent. Working Party 1 requests that SG 5 consent this revised recommendation.

K.28: Characteristics of semi-conductor arrester assemblies

Reformatted version, see Forum; input from the German Experts Group by the end of 10/2010.. As this paper was an SPD Rec. it was decided to modify K.28 with respect to the valid TR (Bellcore) documents, to add application issues to the coming handbook. The editor M. Maytum expected a first draft for the next meeting. Further was decided to put a product Recommendation for Thyristor SPCs on the work program.

K.appl: Application of SPC and SPD

Selection and characteristics: Based on the decisions made 10/2009 and 04/2010 K.appl is limited to selection and characteristics issues. The editor is going to include parts of K.36 and to prepare a draft for the coming meeting.

K.82: Characteristics and ratings of solid-state, self restoring overcurrent protectors for the protection of telecommunications installations

Editorial issues

During the final edition of the approved recommendation, several editorial modifications were made (mainly updates to the references). One still pending issue was related to the update of the reference to IEC 60068-2-29: 1987. During the meeting it was agreed that it will be necessary to IEC 60068-2-29: 1987 reference by IEC 60068-2-27 (2008-02) Environmental testing. Part 2: Tests. Test Ea and guidance: Shock. This modification should be taken into account during the next revision of the Recommendation.

As this recommendation was modelled on K.77, the Rapporteur will check if the references in K.77 have to be updated.

K.thy: Characteristics and ratings of thyristor protectors for the protection of telecommunications installations

This recommendation will cover the characteristics and ratings of thyristor surge suppressor (TSS) Surge Protection Components (SPCs). It will have the same document structure as, and be part of the SPC series of recommendations, currently consisting of K.12 (GDTs), K.77 (MOVs) and K.82 (OCPs).

K.30 Self restoring overcurrent protectors

K.82 is completed. As K.82 is the replacement of K.30, Working Party 1 requests that SG 5 approve the deletion of K.30.

Report on IEC SC37A WG4 meeting

The last meeting was held October 20th – 21st 2010 in Kista (Stockholm) / Sweden. Due to comprehensive discussions on the amendment of IEC 61643-21 application issues had to be postponed.

The workshop gave a good opportunity to share experience and knowledge and to present the needs of developing countries. The outcome will be taken into account in the work of Question 3/5.

2 Correspondence Group for the preparation of K.monitor

For the preparation of the draft of the new ITU-T Recommendation K.monitor “Monitoring of the EMF levels” the Correspondence Group (CG) was established. The CG worked with the following participants: Ernest Cid (Spain), Jafar Keshvari (Finland), Guy-Michel Kouakou (Côte d'Ivoire), Ma Huaxing (China), Wu Xingfeng (China), Lin Lei (China), Wonseo Cho (Korea), Yasunao Suzuki (Japan), Agostinho Linhares (Brazil), Helmut Werner (Germany), Il-Yong Lee (Korea), Hector Carril (Argentina), Mitsuo Hattori (Japan), Yoshikai Tarusawa (Japan), Soichi TERRA Watanabe (Japan), Kim Byung Chan (Korea), Pawel Scharoch (Poland), Joe Wiart (France) and Fryderyk Lewicki (Poland). The result of the work is submitted to this meeting as TD 523.

Recommendation K.monitor

Four documents have been received: TD 523, COM 5 – C152 and COM 5 – C 207

During extensive discussion many changes in the draft of the K.monitor prepared by the Drafting Group have been agreed.

Based on the received documents a new draft of K.monitor was prepared (TD523rev4). The corrected version of the definition 3.4 was published in TD657. The draft Recommendaiton K.monitor (TD523rev4+TD657) was sent for consent to SG5 plenary.

Recommendation K.guide

Nine documents have been received: COM 5 – C 158, COM 5 – C 159, COM 5 – C186, TD 515, TD 535, TD 179, TD 180, TD 181, TD 182, TD 195

Information contained in input documents has been discussed. It has been agreed that information presented in TD535 is ready to be incorporated in the current draft. The information presented in C.158, C179, C.180 and C182 has been added to the Appendix II and Appendix III of the draft of the K.guide. Information included in other documents will be also part of the Rec. K.guide however they require further development, supplement or testing (as TD 195).

It has been agreed to prepare the new draft of the Rec. K.guide. It takes into account most of the comments presented in discussed documents and includes the title. It is presented in TD 617. Still many chapters should be developed or supplemented. It is planned to do it for the next ITU-T SG5 meeting in 2011. The planned date for the approval of this Recommendation has been changed for 2011.

Recommendation K.70

In COM 5 – C 156 the updated version of the software EMF-estimator (v 1.4.0) - Appendix I of K.70 - has been delivered for testing. It is planned to approve it during the next SG5 meeting in 2011.

New options of the EMF-estimator allow to introduce “User defined exposure limits” (now ICNIRP limits are available only) and possibility to evaluate exposure level on the horizontal grid (now the evaluation is possible on the horizontal line only).

PP-10 Resolution WGPL/3 (Guadalajara, 2010), WTSA-08 Resolution 72 (Johannesburg, 2008) and WTDC-10 Resolution 62 (Hyderabad, 2010)

Document TD 538 received form TSB has been discussed. It has been agreed that current activity under Q3/5 is in line with these resolutions. The new Recommendations K.monitor,

Liaison Rapporteur for ITU-R WP5A and ITU-R WP5D

It has been decided to establish the Liaison Rapporteur for ITU-R WP5A and ITU-R WP5D. These WP’s are working on Land Mobile Services and IMT systems that are now under fast development and should be considered as concerning human exposure assessment. Mr. Byung Chan Kim, ETRI, Korea (Republic of) has been proposed for this position.

Regarding the report of SG9 (COM9-R-C4) and liaison statement (TD496), possible disturbance between home-use radio devices and cable or equipment connected to broadband cable and TV networks, are considered as a new question in SG.9. As we mentioned in liaison statement to SG9 (TD.452/SG5, Buenos Aires), disturbance to cabling, or device falls under the responsibility to SG5, whereas the disturbance through an antenna is under the responsibility of ITU-R. Based on our experience, such problems may occur in the field, especially in home environment. Therefore, it was proposed to study this issue in Q.8/5 and prepare a new Recommendation K.mhn, “Mitigation of disturbance between user equipment and cable or equipment connected to broadband cable and TV networks” by 2012. This recommendation will give guidance to solve disturbance problems in home networking, produced by radio devices and cabling. It will also present appropriate measures for preventing the disturbances and procedure to solve these troubles in the fields. This proposal was agreed and a new work item (K.mhn) was added to the work program.

C154 was introduced by the delegate from China Telecom. It is useful for the study on Question 8 to consider an electromagnetic environment in home. Therefore, we agree to reflect the information regarding EM-environment in this contribution into drafting work of K.henv.

According to TD554, there are many technical points is under study, such as how to choose and define the LCL value of ISN. The IEC already moved the PLC working to CENELEC. Moreover, appropriate question to be discussed about PLT issue is in Question 2/5. However,

New draft Recommendation K.im_bb

TD565 is draft Recommendation of K.im_bb. In the document, new test method against impulsive disturbances referred to working document in CISPR. Discussion arose that if we refer the working document of other Standardisation bodies, we need to include all information in the document. Therefore, we agreed that we would like to postpone consent of this draft until next year, 2011, because we need to have more rationale of the new test. Moreover, we agreed to send liaison statement to CISPR to ask their rationale of it. Liaison statement is presented in TD627rev1. Furthermore, we would like to maintain close collaboration with CISPR, in order to promote to make a new Recommendation K.im_bb.

C206 shows a study on VDSL system related to impulsive disturbance. As a result of discussion, it is necessary to clarify more detail of performance criteria. Moreover, in relation to the results of discussion in K.im_bb, we agreed to attach this document into liaison statement to CISPR as an example of the study on the immunity test.

TD564 was proposed to investigate necessity for improving radiated RF immunity test signal. As a result of discussion, we agreed to continue to study on this issue, and take into account a possibility to merge it into K.im_bb.

New draft Recommendation K.hnwr

Related document is TD525

TD525 presented the draft new Recommendation K.hnwr. One important point is to consider the relationship between K.hnwr and existing K.74, in order to avoid the duplication of requirement. More details are to be found in Section 7 of this report (Home Network Special Group).

Work programme

The Work Programme for Question 8 was reviewed. The status agreed at the end of the meeting is summarised in Annex D to this report.

Summary of discussion

The key agreements reached following discussion were as follows:

TD 545

This document reported the problems and challenges of current applications based on IP in the next generation network, as well as the difficulties to determine performance criterion for individual NGN equipment.

This contribution also gave the answer for TD 377, namely that Y.1541, RFC 1242 and RFC2544 were not suitable for individual IP network equipments because they focus on system performance.

After the discussion and understanding the difficulties in this subject, the author invited other experts to contribute on QoS of NGN network or equipment and criterion requirements in EMC area to support this work.

TD 546 Rev1

This document is the second draft of K.NGN “EMC requirements for Next Generation Network equipment”. Based on the TD545, considering the test method for individual equipment not mature, this version simplified the performance criterion not including the quantitative key parameters that governing end-user QoS, such as IPTD, IPDV.

During the discussion, the chairman of WP2 commented that the Appendix II of this draft was the feature of it and suggested that Q12 could do more study work to reflect the feature, such as IPLR, IPTD test method. This suggestion was agreed and it was decided to postpone the consent of the draft. The Rapporteur also invited other experts to contribute for this draft.

Work programme

The Work Programme for Question 12 was reviewed and the status agreed at the end of the meeting is summarised in Annex D to this Report.

Question 15/5 – Security of telecommunication and information systems regarding the electromagnetic environment

Rapporteur: Mr. Tetsuya Tominaga (NTT, Japan)

Introduction

The purpose of this Question is to develop guidelines to protect key telecommunications centres from disruption due to electromagnetic effects. This work includes protection from lightning damage, from Electromagnetic Compatibility (EMC) issues and also the effects of High-Altitude Electromagnetic Pulse (HEMP) and High Power Electromagnetic (HPEM) attack.

Draft new Recommendation K.leakage

Relevant documents are C.172 and TD 591 and TD591 rev1

There are some editorial comments, and the revised document which is reflecting all the comments from small group meeting is submitted as TD 591 Rev1.

In the title, term of “requirement” was replaced by “guide”, because this document does not describes unique requirement but describes the guide and concept for the mitigation and test methods.

It was agreed to send SG5 the draft of K.leakage as TD 591 Rev1 for consent

IEC SC77C

TD 549 reports the information of new work in IEC SC77C. SC77C started the discussion about the IEMI Immunity Test Methods for Equipment and Systems; they will refer to our K.81 HPEM guidance for telecom.

IEEE and other activities

The special session related to EM information leakage was held in last IEEE EMC 2010 meeting, 8 papers were discussed. The electromagnetic radiation from the encryption board or circuit is the newer threat of EM information leakage (tt is referred to as “side channel attack”) (TD 550). We will concentrate to TEMPEST in this version of K.leakage, therefore the side channel attack is future work of the K.leakage.

Next year, in IEEE EMC 2011 and IEEE EMC TC5, special session of EM information leakage is planned.

APEMC will be held in next May 2011 at Korea (TD 551), the special session of EM information is also planned (TD551). .

During the last IEEE EMC TC 5 meeting, the establishment of a new subcommittee for electromagnetic information leakage was agreed. This subcommittee will discuss about technical subjects concerning electromagnetic information leakage, such like TEMPEST and side channel attacks. Dr. Yu-ichi Hayashi (Tohoku University, Sendai, Japan) and Mr. Tominaga will organize this subcommittee (TD552).

Summary of discussion

New Recommendation K.deg

COM5- C165 gives the second draft of K.deg: Mutual-disturbance Test Requirements for Performance Degradation Evaluation of Converged Terminal Devices.

It was agreed to put in the scope that only the coupling EMC disturbance is analyzed, not analyze the ITU-R interference, also in this Recommendation not to define the interference, only dealing with the EMC disturbance;

It was also noted that in the reality, the consumers want to using both the cellular and the wireless LAN simultaneously, we need to set the requirements to avoid the disturbance;

It was also agreed that before the converged radio equipments was to test the EMC disturbance, it should be checked if the equipment conforms to the ITU-R relevant Recommendations or not to make sure there is no duplicate. This clarification should be include in the section 5;

During the discussion on COM5-C193, US pointed out that the K.deg should be stopped, the main reason is that this aspect is under the responsibility of the vendors, and such requirement may affect the design of the equipments, also it may need timely update which will need big resources. The Associated Rapporteur of Question 16 replied that it only focus on the performance degradation requirement, doesn't cover the design method, and also the ITU Recommendations is help to enhance the quality of the telecommunication products, if any vendors want to have contributions or inputs, it is always welcome. After discussion this subject in an ad-hoc meeting, the United States continues to object to draft new Recommendation K.deg. The US reserve is as follows:

“The United States objects to Draft New Recommendation K.deg Mutual-disturbance test requirements for performance degradation evaluation of converged terminal devices.

The United States agrees with ITU-R Working Parties 5A and 5D that issues solely within a single device are not the responsibility of ITU-R, and likewise believes they are not the responsibility of ITU-T; that these issues are implementation techniques that should be left to manufacturers.

Even more importantly, the Draft Recommendation is seeking to establish erroneous sharing protection criteria for some radio services and most importantly it is contradicting the Radio Regulations, specifically footnote 5.150, by establishing erroneous protection criteria for ISM band services.”

TD 579 is a Liaison reply from ITU-R SG5. It concludes that in K.deg, if the disturbances being considered are solely internal within a single device itself, and not involving disturbances or radiation external to the device, they are not the responsibility of ITU-R SG 5.

At the same time, in TD 579 ITU-R SG5 asks if there are any other deliverables planned under Q.16 and requests to be kept informed. During the meeting it was agreed that, as there is no change proposed to the work program of Q.16, no LS will be replied. If the working plan is changed, an LS will be send out accordingly.

It was agreed to continue the study of K.deg, however the timing was modified, the consent date ws postponed to 2011.

The Rapporteur proposed to set an editor group to fasten the study process. Anyone interested in this Recommendation should contact the Rapporteur.

Proposal for new Recommendation on telecom terminal EMC

China give a brief introduction on COM5-C166. During the discussion, the US delegate asked about the equipments covered in this new Recommendation and also pointed out that it may have relationship with the ITU-R spurious requirements. China replied that the proposed recommendation will focus on the EMC requirements. The Chairman asked China to update this contribution, including what will be covered in this new Recommendation;

It was agreed that that China will submit another contribution explained what will be studied in this Recommendation and the relations to the existing K series EMC Recommendations.
