1.0 Introduction

The Independent Electricity System Operator (IESO) of Ontario has requested proposals from

qualified applicants in order to procure up to 565 MW of generating capacity through

renewable energy projects. Of the total 565 MW to be procured, 300 MW is expected to be

allocated to wind projects, 140 MW to solar, 50 MW to bioenergy, and 75 MW to waterpower

projects. This process, known as the Large Renewable Procurement (Phase 1) Request for

Proposals (LRP I RFP) dictates how and when proponents of renewable energy projects may

submit applications for IESO contracts. In response to the LRP I RFP, Peterborough Utilities Inc.

(PUI) plans to submit an application for a waterpower project to the IESO for contract

consideration.

PUI has a long history in the region and believes strongly that projects of this nature meet the

growing energy demands of the community. As a community-based utility, PUI is uniquely

placed to serve the needs of the local community. We have a proven history of developing

distributed generation projects to serve the communities in which we work. And unlike most

developers of renewable energy, PUI is here to stay: we develop, own and operate local

projects for the long-term.

As part of PUI’s interest in a transparent development process, this Site Considerations

Information (SCI) report has been prepared to give interested stakeholders an overview of the

project site and features. It must be stressed that the information presented in this report is

considered preliminary, and will be further refined should the project win a contract from the

IESO.

In the spirit of open and meaningful consultation, a copy of this SCI report will be continuously

posted on the project website until the completion of the LRP bid process. The project website

1.1 Peterborough Utilities Buckhorn Hydro

PUI is proposing a waterpower energy project, to be known as Peterborough Utilities Buckhorn

Hydro and to be located partly in the Township of Selwyn and in the Municipality of Trent

Lakes, in the County of Peterborough. The proposed project would have a name plate capacity

of 1.5 – 2.5 MW and would include the following infrastructure: turbine generators,

connection line(s), access roads, construction laydown areas, a substation and other related

equipment. A detailed layout for the project will be developed upon award of a power

purchase contract by the IESO.

1.2 LRP Site Considerations Requirements

Proponents submitting proposals for waterpower energy projects under the IESO LRP I RFP

process are required to undertake specific activities with regard to the mapping and

preliminary study of the project site. Maps produced as part of the SCI report are meant to

indicate the presence of the following types of features on or near the project site:

The proposed Site boundary, and Connection Line and Connection Point;

To the extent available, the location of key features, such as access roads, internal

driveways, equipment, etc.;

Local and regional administrative and political boundaries, as well as First Nation Lands;

Infrastructure such as highways, railways, airports, aerodromes and weather radars;

Property boundaries, for both private landowners and provincial Crown lands;

Natural features such as water bodies;

Recreational lands such as national or provincial parks and provincial conservation

reserves;

Protected areas, such as provincially significant areas of natural and scientific interest,

provincially significant wetlands, and areas designated under Natural Heritage

Information Centre “Endangered” or “Threatened” species observation records;

Lands designated under the Niagara Escarpment Planning and Development Act, the

Oak Ridges Moraine Conservation Act, 2011, the Greenbelt Act, 2005, and the Lake

Simcoe Protection Act, 2008; and,

Recognized heritage resources.

The above list is a summary of the extensive requirements contained within the LRP I RFP

document. For reference, Appendix A lists relevant official terminology used in the LRP I RFP

document.

2.1 Detailed Site Considerations Information Mapping

Each of the elements required for study under the LRP have been mapped in the following

figures. Figure 1 depicts the SCI project site location, including relevant administrative

boundaries and the presence of relevant infrastructure. Figure 2 depicts a more detailed view

of the project site, and includes SCI details of the presence of natural heritage features, as

required by the LRP. Figure 3 depicts the relevant municipal boundaries in their entirety. There

were no SCI cultural heritage features applicable to the Site or Connection Line.

2.2 Detailed Findings

Detailed findings regarding the general nature of the project site are presented in the following

section.

Table 1 outlines the overall requirements and findings specific to the project site. Table 2

provides a more detailed outline of the cultural heritage screening process and its findings.

Both tables have been structured to clearly indicate the particular elements for study as

required by the LRP alongside the site-specific findings for each particular element.

Correspondence cited in the aforementioned tables has been included in Appendix C.

TABLE 1: SITE CONSIDERATIONS INFORMATION

Site Considerations Information Requirements from LRP I RFP Section 3.2.6 (b) Sources of Information and Proponent Comments

(i) The Registered Proponent must have provided detailed scale maps of the Large Renewable Project and the proposed Connection Line at a suitable and clearly labelled scale to clearly identify (collectively, the “Site Considerations Information”):

(1) the Site, and if the Site is constituted by more than one (1) non-contiguous Properties, a scale map showing the outer boundary of the entire Site must be included;

The outer boundary of the Site is shown on Figure 1 and Figure 2 in red and identifies the maximum area within which project components (other than the connection line) will be located.

(2) the proposed Connection Line and Connection Point, showing the length of the proposed Connection Line, the GPS coordinates for the Site and the Connection Point, and any other TS (or associated feeder) or the Circuit connected to the IESO-Controlled Grid that is closer in geographic proximity to the Site than the proposed Connection Point;

The Connection Line and Connection Point being considered at this time are shown in Figure 2. There are no other Transformer Stations (TS) or Circuits connected to the IESO-controlled grid that are closer in proximity to the Site than the proposed Connection Point.

(3) to the extent available, the proposed location of key features of the Large Renewable Project such as access roads, internal driveways, Generating Equipment, structures, transformers, inverters and communications towers;

At this time, only the project boundary, Connection Line and Connection Point are known. These are shown in Figure 1 and Figure 2.

(4) the boundaries of any Municipality and Unorganized Territory in which the Site or the proposed Connection Line is to be located, in whole or in part, including the identity of each such Municipality and, if applicable, Unorganized Territory;

The Site and Connection Line are located in the Township of Selwyn (in Peterborough County), and directly adjacent to the Municipality of Trent Lakes (in Peterborough County). The municipal boundary is shown on Figure 3. The project is not located in Unorganized Territory.

(5) the boundaries of any First Nation Lands on which the Site or the proposed Connection Line is to be located, in whole or in part, including the identity of the First Nation Lands and the Corresponding First Nation Community;

Neither the Site nor the proposed Connection Line are located on First Nation Lands. First Nation Lands are located on islands upstream and downstream of the project and are identified on Figure 1 and Figure 2.

(6) the boundaries of any geographic township (identified pursuant to the Territorial Division Act, 2002, SO 2002, c 17, Sched. E) in which the Large Renewable Project or the proposed Connection Line is to be located, in whole or in part, including the identity of each such geographic township;

The Site and Connection Line are located within the Geographic Township of Harvey, and the Geographic Township of Smith. The geographic township boundaries are shown on Figure 3.

(7) any “highway” (as defined in the Highway Traffic Act, RSO 1990, c H.8) crossing or located within five (5) kilometres of the Site or the proposed Connection Line, including the location, name and number of each such highway;

There are no highways within 5 km of the Site or Connection Line. All other infrastructure used by the general public for the passage of vehicles is provided on Figure 1.

(8) any “railway” (as defined in the Canada Transportation Act, SC 1996, c 10) crossing or located within five (5) kilometres of the Site or the proposed Connection Line, including the location and name of each such railway;

There are no railways within 5 km of the Site or Connection Line.

Peterborough Utilities Services Inc. (PUSI) is participating in the Independent Electricity System Operator's(IESO) Request for Proposals (RFP) for the Large Renewable Procurement (LRP) program. PUSI is proposing awaterpower project to be located within Selwyn Township and the Municipality of Trent Lakes.

The site we have selected to advance our proposal is identified on the attached project site map and includesthe following infrastructure: turbine generators, connection line(s), access roads, construction laydown areas, asubstation and other related equipment; at this stage a layout for the project is not available.

As per the IESO’s LRP RFP (Section 3.2.6(b)(i)(15)(v)), proponents are required to identify in their projectapplications to the IESO whether the project site and/or connection line are:

“within or abutting a recognized heritage resource (including Properties protected under Ontario Heritage ActRSO 1990, c O.18, Properties included on a list or register of heritage resources maintained by the Municipality,Properties that are the subject of a local or provincial plaque, or Properties that are set aside as a nationalhistoric site of Canada under Section 42 of the Canada National Parks Act, SC 2000, c 32).”

We kindly request that you confirm whether any of the project site lands and connection line that are locatedwithin either Selwyn Township or the Municipality of Trent Lakes are on or abutting:

a property in respect of which a notice of intention to designate the property to be of cultural heritagevalue or interest has been given in accordance with Section 29 of the Ontario Heritage Act;a property designated by a municipal by­law made under Section 29 of the Ontario Heritage Act as aproperty of cultural heritage value or interest;a property that is the subject of a municipal easement or covenant entered into under Section 37 of theOntario Heritage Act; and/ora property that is part of an area designated by a municipal by­law made under section 41 of the OntarioHeritage Act as a conservation district.

Having exhausted all publicly available data sources, any additional information that you may have on heritageresources in, or in proximity to, the project site or connection line would be appreciated. In order to meet thedeadlines and requirements set by the IESO as part of the proposal process, we kindly request that your agencyfulfill this request for information no later than Friday, June 5 2015.

Should PUSI be awarded a contract with the IESO, the project is anticipated to proceed through theEnvironmental Impact Analysis process to be undertaken by Parks Canada under the Canadian EnvironmentalAssessment Act, 2012. The information you provide in response to this request may be used in a future Cultural
