    PETITION TO THE SOUTH AFRICAN GOVERNMENT TO STOP

    XENOPHOBIC ATTACKS AND THREATS ON ZIMBABWEANS AND

    OTHER AFRICANS IN SOUTH AFRICA.

    We the undersigned Members of the Parliament of Zimbabwe

    GRAVELY CONCERNED & HORRIFIED by the reports of brutal attacks and the

    slaughter of foreign Africans in South Africa motivated by xenophobia

    APPREHENSIVE that large numbers of Zimbabweans from the constituencies

    we represent and their family members who live, work, study and travel to

    South Africa are in grave and mortal danger

    COGNISANT of the OAU/AU Charter, which is considered in the AU

    Constitutive Act to which South Africa is party was inspired by common

    determination to promote understanding among our people and co-operation

    among our states in response to the aspirations of our peoples for brotherhood

    and solidarity, in a larger unity transcending ethnic and national difference.

    FURTHER COGNISANT of the Objective in Article 3(a) of the AU Constitutive

    Act to achieve greater unity and solidarity between the African countries and

    the peoples of Africa

    FURTHER COGNISANT of Articles 4,5,6 of the African Charter on Human and

    Peoples Rights, to which South Africa is party, which guarantee the rights to

    life, dignity and protection from torture, cruel, inhuman and degrading

    treatment and security of the person;

    MORESOArticle 12.5 which prohibits mass expulsions of non-nationals, based

    on national, racial, ethnic or other religious groups.

    COGNISANT ALSO of the duty, in Article 25, of the South African

    governmentto promote and ensure through teaching, education and

    publication, the respect of the rights and freedoms contained in the present

    Charter and to see to it that these freedoms and rights as well as

    corresponding obligations and duties are understood

    THEREFORE PETITION THE GOVERNMENT OF SOUTH AFRICA THAT:

    1. It urgently takes decisive and effective measures to stop the slaughter

    of Zimbabweans and fellow African foreign brothers and sisters, attacks

    and threats on them and all manner of insecurity on them, based on

    xenophobia.

    2. It takes all urgent and effective measures at its disposal to stop the wave

    of xenophobia against Zimbabweans and foreign fellow African brothers

    and sisters.

    3. It informs us of the measures it has taken and the outcome thereof to

    stop xenophobia and attacks on Zimbabweans and foreign fellow African

    brothers and sisters.
