PETROLEUM CONSERVATION RESEARCH ASSOCIATION (PCRA) wishes to conceive & produce Television, Radio & Print creatives through a DAVP empaneled multi-media creative agency at DAVP rates, as per attached Scope of Work and Terms and Conditions.

II. Guidelines for Submission of Bids:

(a) Interested agencies are required to submit the bid documents in one sealed packet, to be considered for selection.

(b) Submission of bids: Sealed Packet should be super scribed "Audio, Video & Print creative's, TENDER FOR PCRA" and should reach on or before 05.10.2015 (up to 1100 hours) at the address given at page 2.

(f) PCRA reserves the right to solicit additional information from Bidders.

(g) PCRA reserves the right to accept the whole, accept part of or reject any or all bids;

and to select the Bidder(s) which, in the sole opinion of the Project, best meets the

project's interest. PCRA also reserves the right to negotiate with potential Bidders so

that its best interests to fulfill the need of project are served.

(h) All information contained in this tender, or provided in subsequent discussions or

disclosures, is proprietary and confidential. No information may be shared by the bidder

with any other organization.

(i) Only DAVP empaneled agencies are eligible for making the tender bid.

(j) SECURITY DEPOSIT:

The security deposit shall be at 10% of total award value.

As soon as the tender is accepted, the agency shall be advised to deposit the amount

equivalent to 10% of the value of the Work Order at accepted rates within 10 days of receipt

of work order.

'This security shall be released 30 days after the successful completion of the

contract.

(k) Conditional bids would be rejected outright.

(I) PCRA reserves its right to withdraw I cancel I alter the bid document at any stage.

(m) PCRA reserves its right to summarily reject offer received from any agency on national

security considerations, without any intimation to the bidder.

Ill. Assessment of Proposals I Selection process: The bids of the agencies will be opened on 05.1 0.201 5, at I 130 AM, and bidders may please

arrange to attend the bid opening.

Bidders must comply with Tender Terms and Conditions, and submit their credentials, in

terms of clients list, work orders copies of works completed with completion certificates, and

details of their agency's profile, with staff details, turnover etc.

METHOD OF EVALUATION AND AWARDS OF CONTRACT

Stage - I (screening based on eligibility)

a) Bids will be opened, in the presence of Bidders' representatives (One for each

bidder), who wish to be present.

During technical evaluation of the bidders, first the eligibility conditions of the bidders

will be checked:

b) If the EMD is not found to be in order, then the proposal shall be treated as non

responsive and shall not be evaluated further. Proposals found in order and

complying with all tender terms & conditions will proceed further for evaluation by

Tender Evaluation Committee.

c) The evaluation committee will evaluate the presentations on a scale of 100 and recommend the selection of the agency scoring highest marks out of 100.The decision of the Evaluation Committee will be final and binding.

IV. COMPETENT AUTHORITY'S RIGHT TO VARY ITEMS/ACTIVITIES AT THE TIME OF

AWARD

The Competent Authority shall have the right to make any alterations, omissions, additions

or subtractions in items/services at the time of award of contract. The Competent Authority

will give such intimation to the successful Bidder, and additional cosffdeduction in the

prices, based on the DAVP rates will be worked out with the Bidder. In case, the Bidder

does not agree for such alterations, the Competent Authority will be free to award the

contract to the next eligible Bidder.

V. Delivery Period: Within 10 days of award of the work order or as advised by the

competent authority at PCRA, from time to time.

VI. Terms of payment: - No advance payment will be considered. Payment for work

awarded will be made to agency, after completion of work to the satisfaction of the PCRA,

within 30 days of submission of invoice along with all documentary proof etc.

VII. Price Reduction ClauselPenalty ClauselLiquidated Damages

Time is the' essence of achieving the desired deliverables as elaborated in the

tender document. If the completion of the work is delayed beyond seven days of the

period as stipulated in this document, the price will be reduced by 1% of the

contract value per week or part thereof would be levied limited to 10% of the

contract value, unless a revision in completion date is agreed upon by PCRA, in

writing on receiving a written request in this regard from the successful bidder.

VIII. Termination by Default: PCRA reserves the right to terminate the contract of any

agency I agency in case of change in the Government procedures or unsatisfactory

services.

IX. Force Majeure: Neither party will be liable in respect of failure to fulfill its obligations, if

the said failure is entirely due to Acts of God, Governmental restrictions or instructions,

natural calamities or catastrophe, epidemics or disturbances in the country. The party

affected by an event of Force Majeure will immediately notify the other party of such an

event and will also notify the unaffected party on cessation of disability resulting from

such Force Majeure act.

X. Indemnity:

The agency shall at all times indemnify and keep indemnified the owner and its officers, servants and agents from and against defamation suits, Patent & Intellectual Property Right Claims & consequent Legal suits, third party claims whatsoever including but not limited to property loss and damage, personal accident, injury or death of any person of any sub-contractor and or the servants or agents of the contractor, any sub-contractor(s) and or the owner and the contractor shall at his cost and initiative at all tinies, maintain all liabilities under workman's Compensation ActlFatal accident Act, Personal Injuries, Insl-~rance Act and/or their Industrial

ANNEXURE l

SCOPE OF WORK

To conceive & produce TV, Radio &'print creatives at DAVP rates to showcase &

highlight PCRA's contribution towards promoting conservation & good practices

adopted to mitigate climate changes.

1.0 The brief scope of work as regards devising of new creatives is given below:

To prepare the complete strategy, concept design for the mass media,

viz. Television, Radio & Print.

Production in Hindi and dubbing in English of two TV Commercials (45

seconds each, with cuts of 30/20/10 seconds), one on LPG & second

on Transport sector.

Production in Hindi and dubbing1 voiceover in English language of four

Radio Jingles (30 seconds each with a cut of 15 seconds), one each for

all the four sectors, viz: Transport, Domestic (LPG), Agriculture &

Industry.

Production of two Print Ads, one in Half page & second in Quarter page

in Hindi and English.

2.0 As regards the print ads, the creatives will be generic, establishing linkage

between PCRA activities & sustainable development & reduction of carbon

foot prints. As for the TVC & radio spots, the creatives will be sector specific,

emphasizing PCRA's contribution in the said sectors. The brief to the

selected agency will be to integrate PCRA tips with sustainable development

in individual sectors.

INTRODUCTION & BACK GROUND to provide a Snapshot of the various Environment and Green1 Sustainability Initiatives bv PCRA under the aegis

of MoP&NG

Fuel conservation and Energy Efficiency provide the best option for cutting down the Nation's energy demand and to help environment protection by reducing CO2 emissions. PCRA has enlarged its role in improving use of various sources of energy, for the purpose of achieving environment protection and sustainable development.

1. VISION, MISSION & OBJECTIVES OF PCRA

VISION: To become a Center of Excellence for Conservation of Hydro-carbons and Environment Protection for sustainable development on our inherent strength.

MISSION: Efficient energy utilization and environment protection leading to improvement in quality of life.

OBJEC-HVES: a To formulate strategies and promote measures for accelerating

conservation of petroleum products leading to environment protection, energy security and sustainable development. To create awareness among masses about the importance, benefits and methods of conserving petroleum products and clean environment by enhancing information and capacity building. To promote research, development and deployment efforts aimed at petroleum conservation and environment protection, support and facilitate efforts for adoption and dissemination of fuel-efficient technologies and substitution of petroleum products with alternate fuels and renewable. To establish synergistic institutional linkages at the national and international levels in the areas of petroleum conservation and environment protection. To provide training and technical advisory services, designed to achieve economy and efficiency in the use of petroleum products for cleaner environment. To function as a 'Think Tank' to the Government of India for proposing policies and strategies on petroleum conservation and environment protection aimed at reducing excessive dependence on oil.

PCRA has developed various activities aimed at promoting conservation of Oil & Gas and other forms of energy in different sectors of the economy which contribute in reducing GHG Emissions. These activities are briefly listed below:

(A) Field Activities

Industrial Sector The industry sector consumes almost 40% of total primary energy consumption in the cour~try. PCRA activities in this sector focus on improvement in fuel efficiency through Energy Audit, Fuel Oil Diagnostic Study, Service to Small Scale Industry, Follow-up Study, and Institutional Training Program etc. In the F.Y. 2014-15 itself PCRA have been able to identify the energy saving potential of 1.14 million metric tons of oil equivalent through 322 energy audits. We may roughly take 60% of these realized, thus reaching about '0.69 million metric tons of oil equivalent (MTOE).

Each kilogram of oil saved results in the reduction of 2.5 kg. of C02 in atmosphere, translating the reduction of approx. 1.72 million metric tons of carbon dioxide emissions into the atmosphere. Similarly, implementation of Energy Management System (EnMS- ISO-50001:2011) in an organization results in gradual improvement in their energy performance usually of the order of 5% of their consumption level for year.

Activities under Transport Sector Transport sector accounts for almost half of country's annual petroleum consumption. PCRA has taken a lead role in Driver Training Programmes (DTP) to improve fuel efficiency of vehicles. Studies indicate a saving potential of around 20% in the transport sector. To realize this, PCRA conducts variety of Driver Trair~ing Programmes for State Transport Units (STUs), private fleet operators, organizations in private and public sector to promote efficient use of petrol, diesel and through better maintenance practices, model depot studies, emission awareness programmes, exhibitions, workshops, etc. all over the country. In the FY 14-15 PCRA had conducted 1464 activities under transport sector.

Driver Training Program :- India is having large pool of Heavy Duty Vehicles Drivers (Appro~ 50 Lacs) which Includes Heavy Commercial Vehicles, Light Commercial Vehicles and Buses. Study conducted reveals that PCRA Trained Drivers as on average save 2631 Ltrs Diesel NearlDriver. PCRA own study cond~rcted on each and Every Drivers,

who have gone through 3 Days Drivers Training Program of PCRA, States that 10 - 30% Diesel is Saved by them.

Driver Training Program (DTP) objective is to conserve diesel and bring in best practices of driving.

Till March 2015 PCRA has trained 2.41 lac Heavy Vehicle Drivers contributing to huge savings in HSD and Emissions. Total saving will be 63400 KLOE which shall translate into the reduction of approx. 0.139 million metric tons of carbon dioxide emissions going into the atmosphere.

Activities under Agriculture Sector PCRA recognizes the potential and scope for conservation of petroleum products & electricity in this sector. To create awareness amongst the farmer community, PCRA conducts activities like van publicity, kisan melas and educational programs for students of agricultural colleges. During these events, clippings and films produced by PCRA on fuel saving tips are shown. In Agriculture sector in FY 14-15 PCRA conduced Agricultural Workshops 718 and Kisan Melas 64 in numbers covering large no of farmers. Total saving will be 3560 KLOE which is equivalent to 3132 Metric ton of oil Resulting into 7832 metric tons of carbon dioxide emissions reduction into the atmosphere..

Activities under Domestic Sector PCRA educates women on better cooking habits, use of fuel-efficient stoves and lighting appliances, use of alternative sources of energy such as solar, bio-gas etc. in order to promote conservation of LPG, PNG and Kerosene. PCRA conducts awareness workshops for women, college girls, cooks, housewives etc. where they are shown films and tips on energy conservation. In FY 14-15 PCRA conducted 1152 Domestic Workshops. PCRA also conducts Youth Programs to inculcate Fuel Conservation habits amorlgst the young generation. Total 1942 programs for youth were conducted in FY 14-15.Total saving will be 2714 KLOE which is equivalent to 2388 Metric ton of oil translating the reduction of approx. 5970 metric tons of carbon dioxide emissions into the atmosphere..

(B) Securing Future

Children and youth comprise more than 40% of India's population. PCRA organizes a variety of prograrrlmes to inculcate among them the habit of saving

These constitute quiz, essay, debate and painting competitions on topics related to Fuel conservation. Participants are encouraged through awards in both cash and kind. PCRA aims to make young minds understand the issue of energy conservation and motivate them to apply and promote the cause of oil conservation into their widening spheres of domestic and professional lives. Pursuing tl- is mission, PCRA has initiated efforts for inclusion of text on Fuel efficiency in schoolbooks of NCERT.

Conservation Fortnight. Booklets on Oil & Gas Conservation for School Children. Quiz, Debate, Elocution Competitions.

Research & Development (R&D)

PCRA initiates and sponsors R&D projects for industry and transport sectors aiming at optimal utilization of energy and reduced carbon emissions. PCRA promotes new R&D initiatives and sponsors development, demonstration and implementation of improved technology, processes and products to conserve oil & gas in identified areas. PCRA recommends field trials of devices, equipment or appliances in the form of pilot projects and encourages commercialization of products or processes after successful completion of field trials through technology transfer. TIie following are the major R&D projects completed recently:

A Study on "Estimation o f Fuel Loss during Idling of Vehicles at Signalized Intersections of Delhi" was carried out by Transportation Planning & Environment Division, Central Road Research Institute under the sponsorship of PCRA in 2005. During this study it was found that in Delhi, at 600 signalized intersections, 372245.6 kilograms of CNG, 129745.5 litres of diesel and 405042.7 litre of petrol is wasted every day due to idling of vehicles. Converting these figures into monetary terms, the total losses work out to be Rs.272.5 lakhs per day and Rs.994.5 crores per arlnum for Delhi. Biogas enrichment & bottling technology for vehicular use: In collaboration with IIT Delhi, a technology has been developed to enrich biogas and convert it into bio-CNG, whicl.r can be used in vehicles as an alternative to petroleum fuel.

Generation of SynGas through plasma gasification of plastic waste: In collaboration with CSIR-CMERI Durgapur, an integrated, cost effective and environment friendly technology has been developed to tackle plastic waste problem and convert in to electricity. Porous radiant burners for LPG cooking stove: In collaboration with IIT Guwahati, a porous radiant burner for domestic cooking application has been developed and successfully tested. The newly developed porous radiant burner for LPG cooking stove has higher thermal efficiency as compared to conventional burners. Replication of retro-fitting technologies for improving energy- efficiency and reducing Green House Gas emissions of existing reheating furnaces in Small and Medium Sector Re-rolling Mills. The project has been completed with SAIL, RDCIS, Ranchi. Specific fuel consumption lias been reduced by about 23.9% in one of the Industry.

(D) Conservation Literature

PCRA, has designed and developed a rich bank of conservation literature carrying useful information and tips for saving of petroleum products for different types of users.

Few such manuals are - Energy Audit Manual for Textile Industry, Practical Guide to Energy Conservation in Ceramic Industry, Practical Guide to Conservation in Dairy Industry and Practical Guide to Energy Conservation in Pharma Industry.

(E) New Initiatives

lrr~plementation of IS0 50001:2011 (EnMS): An initiative to work as consi~ltant for Energy Management System (ISO-50001:2011) with the help of Lead Auditors, across industrial sectors. PCRA has corr~pleted IS0 50001 for BPCL, Mumbai Refinery, BORL, Bharat Oman Refinaries, BPCL, URAN LPG Bottling Plant and work is under progress for other units.

Perform Achieve & Trade (PAT) scheme: In order to accelerate and incentivize energy efficiency, the Perform Achieve and Trade (PAT) mechanism has been designed by the Government under National Mission on Enhanced Energy efficiency (NMEEE). This scheme covers 8 sectors - Thermal power plants, Fertilizers,

Cement, Pulp & Paper, Textile, Chlor - Alkali, Iron & Steel, and Aluminum. Total 478 industries are identified as designated consumers. PCRA is providing support to some of these industries.

Standard and Labeling Programme for Appliances : PCRA, in association with BEE (Bureau of Energy Efficiency), has undertaken development of Standards & Labeling Programme for appliances consuming petroleum products viz. Domestic LPG Stoves, Diesel Generator sets and Diesel Engine Driven Monoset Pumps for Agricultural Purposes. The objective of this program is to achieve fuel savings at consumer end, by using fuel efficient appliances having Star Ratings from I-Star to 5-Star. This can result in increasing efficiency from 67% to 72%

(F) Networking

As part of Government of India's initiative for cooperation with Japan in the field of Oil & Gas, PCRA executed an MOU with "The Enerqv conservation Center Japan /ECCJ)" on 28th June 2006. The MoU opens up collaboration between PCRA and ECCJ on a wide range of issues leading to improvement in energy efficiency in different sectors. PCRA and ECCJ have jointly completed activities in Transport and Industry Sectors.

(G) Mass Awareness Campaigns

PCRA regularly organizes mass awareness campaigns through various print and electronic media to sensitize common people towards energy conservation. In order to bring about attitudinal changes, sustained campaigns are organized for targeted end users. Customized energy conservation messages are displayed in these campaigns according to their preferences. PCRA also uses Internet, digital cinema theatres and SMS facilities to reach out to more and more people. Besides, PCRA organizes intersection activities at traffic signals, walkathons and Nukkad Nataks to disseminate energy conservation messages.

Estimated savings in fuel due to mass awareness campaign as assessed by an Impact assessment study for the year 2013-14 is 567375 MT of petrol, 1873083 MT of Diesel, 948383 MT of LPG*. Which will translate to reduction of approx. 9.10 Million metric tons of carbon dioxide emissions into the atmosphere.

I activities to reach out to the target groups. Major activities are- . Creation of Social Media Networking: PCRA accounts have been created on Twitter and Facebook. A successful contest was organized on Facebook and Twitter on "Save Fuel, Save Earth".

Walkathon: A walkathon are organized each year involving Students from various schools , Staff from Oil Industry, Local Authorities and representatives of electronic and print media, all actively participate in the event.

I (H) Oil and Gas Conservation Fortnight -an annual event

It is a nationwide program organized between 16th - 3ISt January every year to sensitize people about conservation and efficient use of petroleum products.

OGCF is inaugurated each year by by the Honlble Minister, P&NG and attended by Govt. officials 1 Oil industry officials I School children1General Public & Media. Awards were given for exemplary work on conservation activities during the function. Children from across the country participated in the Painting and Essay (13 languages) competitions and the National Winners received awards during OGCF inaugural function.

There was special focus on the following areas:

Conservation activities for drivers I mechanics I helpers of commercial vehicles: This activity was carried out at approximately 45200 Retail Outlets of OMCs (IOCUBPCLIHPCL) in all States and Union Territories with active involvement of officers from Oil Cor~ipanies, PCRA, Dealers, NGOs, RTOs and others. Under this activity emphasis was laid on better driving habits as well as proper vehicular maintenance, fuel conservation tips, etc. Approximately 47.74 lac persons were counseled under this activity.

Activity for domestic sector involving housewives 1 cooks: LPG Clinics were held in housing colonies, societies, community centers, RWAs, schools, etc. in different States and Union Territories. Conservation Tips & practical demonstrations on fuel saving, cooking and safe operation of LPG I PNG were given to housewives, cooks along with

free distribution of Brochures/leaflets (in Regional languages). Approximately 77.79 lac participants were covered under this activity.

Motivation to students for promoting Oil & Gas Conservation: An essay and Painting Competitions for School Children was organized by PCRA . Over 23000 children from 45 cities across the country participated in the Painting and Essay (13 languages) competitions.

Awards were given by Hon'ble Minister to winners of; "National Level Essay Competition winners" for Category; Hindi and English and "National

Level Painting Competition".

A National Event in the form of Quiz was held for the students in 35 cities covering 586 schools. ' Approximately 5 Lac students participated in the quiz. Grand Finale of the Quiz was held at Gurgaon on 29.01 . I 5

Study Tour to Japan on Conservation - Winners of PCRA Competitions for School Children

To Summarize:

Fuel conservation and Energy Efficiency provide the best option for cutting down the Nation's energy demand and to help environment protection by reducing CO2 emissions.

Objective is to promote conservation of petroleum products in the major sectors of economy like transport, industry, households and the agriculture sector.

PCRA is performing functions to promote conservation of petroleum products in the major sectors of economy like transport, industry, households and agriculture through direct technical assistance, R&D (Research & Development) educational & training programs, and mass awareness campaigns. PCRA activities include conservation of various energy sources, evaluation and commercialization of efficient equipment, popularizing driver training.

PCRA has enlarged its role in improving use of various sources of energy, for the purpose of achieving environment protection and sustainable development.

Year 2014-15 has seen a reduction in carbon footprints to an estimated extent of 10.97 Million Metric ton.
