As we enjoy the summer months, there is certainly a joyous,jubilant feeling in the air and this is in many ways attributed tothe various local events which took place that has certainlybrought the communities together. The Jubilee bank holidayweekend was preceded by a royal visit from HM The Queenand the Duke of Edinburgh which was the start of many astreet party in our region and so in this issue, we look back atthe royal visit as well as celebrating another key date in thecalendar – the 400th anniversary of the Pendle witch trial. Wecatch up with local artist Philippe Handford who has beenresponsible for some striking ‘witch themed’ artwork as wellas profiling local, award winning businessman, Tim Webberfrom Barnfield Construction.

A day in the life ofAlistair Douglas... the housewife’s favourite!

With many TV appearances under his belt over thepast four years, Alistair Douglas became knownas the ‘Housewife’s Favourite’ expert on the BBC’s

hit property shows, ‘Homes under the Hammer’ and‘Wanted Down Under’. Whilst taking to the small screen,behind the scenes he was also carving a very successfulprofessional career with Petty’s having joined the firm in2000 and later becoming a partner in 2007.

With a career spent working in residentialproperty, Alistair is a highly respected memberof the Petty’s team andhere we catch up withhim to get a glimpse

into his daily life andthoughts on thecurrent market.

With a catchment areathat covers the NorthWest of England,Alistair is certainly aman on the move. Withno two days ever thesame, he is responsible forvaluations across the region

with a refreshing mix ofproject briefs but with the

majority of the residential valuationsdone actually being on a commercial

lending basis. He said: “We have verystrong relationships with each of the high

street lenders and regularly find myselfinvolved in valuations of property portfolios forboth landlords and investors on behalf of thebanking institutions.

“The past six months has taken an interesting turnwith many of the bank managers keen to re-valueresidential properties that were initially valued eitherbefore or at the height of the property market to ensurethat equity still remains in the group of properties.”

With banks taking a keen interest in the current

market, Alistair is at the forefront to ensure all partiesknow and understand what the current values are andwhat can be commanded and expected which comes at atime when economic uncertainty is keeping everyone ontheir toes and where knowledge and experience has neverbeen so important.

Residential values have fallen since 2007 with percentagefall rates depending on location with evidence showing thaturban conurbations were hit worse. More so, it was felt inareas where buy to let arrangements are more commonand it is these areas where Alistair is seeing an increase indemand or even a re-entry of landlords and investorscoming back into the game.

He added: “With landlords and investors demanding real‘value for money’ and in some instances gross yields of10%, we are seeing positive movement and an injection ofinterest. It is likely that interest rates are going to remainlow for a considerable time and as such it is imperativethat the wheels of the market keep on turning. However,whilst it is great to see such investment, I would also like tosee more people consider becoming a landlord as manypeople with savings tucked away could earn themselves afar greater return on investment by entering the market atsuch a pivotal time.

What does Alistair say about the future? With austerity measures being undertaken by the CoalitionGovernment, I think that property values are at best, likelyto remain static but I am confident that with the demandfor rented properties being so high those playing the rentalgame with reasonably priced properties, maintained to agood level will continue to retain their tenants and enjoyrewarding levels of return on their outlay.

As many of you begin to prepare to disappear on the annualpilgrimage to the sunnier parts of Europe, it will not have escapedyour notice that you are receiving a few more Euros for your hardearned pound!

This situation could actually improve as the year progresses!Be careful though! Before you spend the lot on riotous living anddancing there could well be a sting in the tail back in the UK.

Many of the UK banks and building societies are heavily committed toinvestments across the whole of Europe. Indeed, some of our largestlending institutions are owned by European banks and the activity inGreece, Spain, Portugal and Italy will have a direct bearing on thefinancial wellbeing of the UK.

Many of our banks are already suffering huge liquidity problems. Thescandal of mis-sold PPI has already cost them millions incompensation, and there is still some way to go yet.

Add this to the problems in the Eurozone, a large outstanding debt tothe taxpayer that still requires paying and a new regulatory regime onthe horizon that will be hugely expensive to implement and you cansee their problem.

You may not be a big fan of the banks and be tempted to say ‘Hey-ho,they got themselves into this mess, let them get out of it’. However,when it comes to paying for all of the above, where might they get themoney?

You guessed it! The good old consumer.

The Bank of England base rate offers no comfort to the lenders, stuckon 0.5% it makes little or no revenue to speak of. The signs say that itwill stay pretty low for the foreseeable future too.

Many of the banks are already starting to distance their productsfrom the base rate by raising their own standard variable rates andoffering fixed rates with a 3 or 4% margin. This is not something theyneed to discuss with you, the borrower. In some instances it can bedone with one letter and very little notice.

Raising mortgage rates is one of the few weapons the lenders haveleft to raise easy money over night. Even by doing nothing you couldfind yourself with an increase in your monthly budget that you reallycould do without.

It is true that historically mortgage rates remain low, and this is stillan excellent time to buy. However, rates are on the increase. If youare playing the ‘waiting game’ with a vendor or your existingmortgage provider you may be disappointed.

Check your mortgage now, whether it is relatively new or an existingdeal. You don’t want to be giving those few extra Euros back to thebank before you have time to enjoy them!

2012 marks the 400th anniversary of the Pendle Witch Trials,and to commemorate this landmark year, four acclaimedartists have paid homage with the creation of a sculpture

trial inspired by Pendle’s most infamous daughters.

Chief Designer and lead artist, Philippe Handford who isoriginally from Burnley and now lives in Barrowford with aworkshop in Colne, has been working closely with PendleTourism officer, Mark Williams and United Utilities to create thisstunning and unique installation.

The trail is inspired by the stunning surrounds of Pendle and hasbeen created from natural materials found within the woods withthe organic structures including previously felled trees, awindblown tree, holly bushes and a dry stone wall which runs thefull length of the wood. All the sculptures within the wood areabout harmony with nature and surrounding natural elements,with the trail providing a beautiful mix of textures and shapes thatsit happily within their environment.

The largest piece to be seen in the trail is Philippe’s‘Reconnected 2’, where two large arches rise up from four treestumps. The installation, built on site, evokes a sense of perpetualmovement and captures the moment when the mighty trees werefelled. The holly bushes, known to ancient druids as ‘spirits of thewood’, have been contained within metal cages fashioned intohuman forms and provide an eerie presence amongst the trees!The other artists who worked on the project, include SarahMcDade who has designed 10 ceramic plaques representingeach of the local people condemned as witches. Each plaque,sited on existing tree stumps, include prints of herbs and plants

used in 1612. Steve Blaylock, has crafted several woodlandcreatures out of stainless steel including bats, an owl and spideron a giant web. The final artist is master wood carver MartynBednarczuk, who has fashioned a life size ‘Witch Finder General’out of solid oak.

The Queen, Duke of Edinburgh and Prince Charles visitedLancashire as part of the nationwide Diamond Jubilee tourand the visit certainly marked a momentous occasion with

hundreds of well-wishers lining the streets in a Jubilee Jamboreeto remember.

The royal party set off down the Leeds-Liverpool Canal on a bargein Burnley before arriving at the Weavers' Triangle, an area whichwas regenerated by workers from the Prince's charities, many ofwhich were there to meet the royal party. The Queen has notvisited the town since 1987 but it is clearly a town that they arecommitted to as six of the Prince of Wales' charities, including thePrince's Trust, have done extensive work in Burnley in a bid torevitalise the former world centre of the cotton industry.

The visit coincided with the start of the Prince's CharitiesRegeneration Summit, which is at the centre of the plannedmulti-million pound regeneration plans for the Weavers' Triangle,a plan with huge potential which Prince Charles said “could be thereal making of the town”. It is hoped the £100m development forleisure, office and educational uses could create 1,000 privatesector jobs after the council acquired the listed buildings alongthe canal.

Royal Visit for the Diamond Jubilee

Addressing the summit, the Queen said: "I have been interested tolearn today about the work undertaken by the Prince's Charitiesto transform lives and build sustainable communities. By joiningforces with local groups here in Burnley they have helped to makea considerable difference to the town and its people."

The Queen and Prince Philip were then given a tour of BurnleyCollege and its University of Central Lancashire campus beforemoving on to Burnley Football Club where they had lunch in theJimmy McIlroy stand at Turf Moor.

Following lunch, the Queen unveiled a plaque commemorating hervisit and then signed the visitors' book beneath a framed Burnleyshirt from the 1914 FA Cup Final at Crystal Palace. The shirtfeatures the Royal crest commemorating the occasion of theQueen's grandfather, King George V, becoming the first reigningmonarch to present the FA Cup following the Clarets' 1-0 victoryover Liverpool.

Burnley FC Club chairman, Barry Kilby described it as "a fantastichonour" to be offering the couple "the warmest of Lancashirewelcomes at a club with a great tradition".

Before leaving to continue the Diamond Jubilee tour, the Queenwas presented with a hamper of Lancashire produce.

When looking for the house of your dreams you are likely to bemindful of the cost of both the property and the Stamp Duty Land Tax(SDLT) that is payable on the purchase.

But what you may not realise is that SDLT is calculated on the amountyou are paying for the property less the value of the “chattels” in theproperty. If the property value is close to a particular SDLT threshold,the value of the chattels can become very important.

HM Revenue & Customs (HMRC) does not publish a comprehensivelist of “chattels” as each case is considered on its own merits, but itconfirms that the following are normally regarded as chattels:

Carpets (fitted or otherwise); curtains and blinds; free standingfurniture; kitchen white goods; electric and gas fires (if they can beremoved); light shades and fittings (that are not recessed).

Guidance is that the following are NOT usually chattels (andotherwise known as fixtures and fittings).

Fitted kitchen units, cupboards and sinks; agas and wall mountedovens; fitted bathroom sanitary ware; central heating system;intruder alarm systems; plants, shrubs and trees.

Your solicitor will give a value for the chattels on the SDLT form butwe suggest that you look at it yourself and value the chattelscarefully, especially when the overall value is close to the threshold.

HMRC inspectors are more likely to scrutinise the SDLT forms forproperties that are in the region of a particular SDLT threshold. If youhave any queries about what is and is not a chattel, it may be worthdirecting the query via your solicitor or accountant.

There are more “aggressive” methods of mitigating SDLT but whichare more appropriate only for “higher value” properties and forindividuals who appreciate the potential “tax risks” that might beinvolved, particularly in view of the Government’s stated intention toeliminate SDLT avoidance.

HIGHERFORD HOMEREACHES NEW HEIGHTS

Ahome in Higherford has reached dizzy new heights as Tall Trees,owned by Gill and Grendon Dawson, added a whole new floor.The property, originally a true bungalow has now been

transformed into a luxurious three bedroom detached house that hasbeen a project of passion for the couple.

The couple, originally from Burnley, purchased Tall Trees back in 2011after having dismissed the property on initial viewing simply down to thehuge amount of work required. Gill says “When we first visitedHigherford, we fell in love with the area more than the property. It’s justa stone’s throw from the countryside and moments from Barrowfordwhich is a lovely village to have close by.”

With a full survey revealing the extent of work required to bring theproperty up to scratch, Gill and Grendon decided to look for analternative but after searching the market for something comparable andwith pressure from their buyer to complete the sale of their house inBurnley, the couple returned with their builder, Paul Harrison, for asecond look and had their eyes opened to the potential this propertywas hiding.

In true ‘extreme makeover’ style, they made the decision to put in thehard work to reap the rewards and work on the project began inFebruary 2011, with Gill and Grendon renting a property whilst work onTall Trees began. Gill said: “We worked closely with our builder to get areally clear plan of what we wanted to achieve as an end result, as ourideal property would have a third bedroom and more living space. Thismeant that when work began the major decisions had been made andthe process could run smoothly.”

However it was only when the work began that pitfalls revealedthemselves, and the enormity of the project undertaken could berealised. Gill said “At one point the house was literally a shell and it waswhilst digging the foundations for the extension that we discovered aculvert running right under the property.

We had to get a structural engineer involved and to have all of thefoundations of the house underpinned. At one point there were nofoundations at all underneath the rear of the house!”

The problems didn’t end there, at one point the project almost came toa halt again when the team thought that they had discovered asbestosin the garage. Thankfully it was a false alarm and the project movedswiftly forward.

The once true bungalow has now been transformed into a stunning threebedroom property. The ground floor has been extended and nowincludes an extension to the rear providing a large living and dining area.The second floor now boasts a large master bedroom, complete withensuite bathroom and not one but two dressing rooms.

Gill said: “One of the features we liked about the property was that it wasa 1950’s build and had large windows and high ceilings. The bright, airyfeel this gave the house was something that we were really keen to keep,and can be seen in features such as the lanterned ceiling in the masterbedroom.”

With the project now drawing to completion, the couple are now settledwithin their new home. When asked if they’d go through the projectagain, Gill said “I’m not sure, perhaps ask me again in a year or two!There’s been a huge amount of blood, sweat and tears involved but wewere really please with the support we had from Paul Harrison and histeam and ultimately we are delighted with the finished product. We havea fantastic home in a wonderful location, what more could we ask for?”

Gardens of InspirationThe Walled garden, Scampston hall,Malton, North YorkshireThere are many beautiful gardens in the North ofEngland to visit but The Walled Garden at ScampstonHall is one of my favourites.

Opened in 2004, The Walled Garden was designed byPiet Ouldolf, a Dutch garden designer. He is a leadingauthority in the ‘New Perennial Planting’ movement.His design uses bold drifts of both grasses andperennials, the result is striking. But that is only the tipof the iceberg in his design style, his interest is ingrowth and renewal, not

just the fleetingperfection ofsummer blooms.

In particular, thistalented designerteaches us toappreciate thebeauty of theshapes andforms of seedheads and driedstems, which

Create your own mini drifts of planting,experiment with ornamental grasses such as Stipagigantea and Calamagrostis ‘Karl Foester’. Learn toappreciate the beauty of the flower or seed head forits shape and form, Rudbeckia ‘Goldstrum’ forexample with its beautiful yellow daisy cone likeflower when left unpruned adds structure to yourgarden during the winter months. Resist thetemptation to cut all the grasses and herbaceousperennials to the ground in autumn, leave some, asnot only do they look beautiful covered in frost butoffer home for hibernating insects.

If you do visit Scampston remember to take a notepad with you to write down the names of the beautifulplanting schemes that you will see, or to sketchsome ideas for your own garden, as I’m sure that nomatter which month you visit you will leave inspired.
