PFAS Investigation and Management Program

What are Per- and poly-fluoroalkyl substances (PFAS)?

Widely used around the world to make

products that resist heat, stains, grease

and water.

Used in legacy firefighting foam to

extinguish liquid fuel fires by both civilian

and military authorities.

PFAS of concern: Perfluorooctane sulfonate (PFOS) Perfluorooctanoic acid (PFOA) Perfluorohexane sulfonate (PFHxS)

Most people in developed countries

are likely to have levels of PFAS in

their blood.

PFAS Investigation and Management Program

About the Defence Program Defence is conducting environmental investigations at 25 Defence properties around Australia; this includes the recent commencement of investigations at Blamey Barracks (Kapooka), Singleton Military Area, and RAAF Williams (Laverton). The purpose of the program is to: • identify the nature and extent

of PFAS on and around Defence properties.

• research and implement remediation and management activities to reduce the impact of PFAS contamination.

History of firefighting foam use in Defence

From

1970s

Defence commenced use of legacy firefighting foam containing PFOS/PFOA as active ingredients.

Defence and other users became aware that PFOS/PFOA was an emerging persistent organic pollutant.

Defence introduced a new foam and commenced phasing out use of the old foams for both training and emergencies.

The first PFAS investigation commenced at Army Aviation Centre Oakey

The Broader Context - Health Guidance • The Environmental Health Standing Committee (enHealth) has issued

Guidance Statements on PFAS.

• Defence relies on the enHealth Guidance Statements.

• The enHealth Guidance Statement on PFAS reiterates that:

“ There is currently no consistent evidence that exposure to PFOS and PFOA causes adverse human health effects. Because these chemicals persist in humans and the environment, enHealth recommends that human exposure to these chemicals is minimised as a precaution.

PFAS Investigation and Management Program

• In September 2017, Defence conducted a Preliminary Site Investigation (PSI) into the use and storage of legacy firefighting foam at RAAF Williams (Laverton).

• The PSI involved a site history assessment, together with some preliminary sampling to identify areas potentially impacted by former use of firefighting foam (and associated PFAS).

• The investigation identified three main areas of PFAS impact – Air Movements Area (SW corner of base), Wet Testing Area (along western boundary of base) and the Secondary Fire Training Area (NW area of base).

• As a result, a detailed environmental investigation is required to further assess the nature and extent of PFAS at, and in the area surrounding, RAAF Williams (Laverton).

Detailed Environmental Investigation Defence has engaged a lead environmental consultant, Aurecon, to undertake the investigation.

A separate consultant, Coffey, has been engaged to conduct a peer-review/ auditing function on the environmental investigation.

The detailed environmental investigations will be undertaken in accordance with the National Environment Protection (Assessment of Site Contamination) Measure 1999 (NEPM).

Water Use Survey

PFAS Investigation and Management Program

• To assist the environmental investigation, a voluntary Water Use Survey has been developed.

• The survey will inform the investigation about how the local community uses or has used bore water and surface water in the area around the Site.

• Information gathered through this voluntary survey will help determine sampling locations for the detailed environmental investigation.
