    Instructions to Physically Disabled Candidates : All Qualified Lower Loco-motor Disabled /PWD (PH) Category Candidates of PGM-CET 2015 are advised to get themselves examinedbefore Preference Form Filling Process at Al l India Insti tu te of Physical Medicine andRehabilitation, Haji Ali park, K. Khadye Marg, Mahalaxmi, Mumbai 400 034 and to obtaindisability (PH) certificate in advance . Candidates, who have attended this Medical Board, shouldremain present alongwith the disability certificate issued by aforesaid institute on respective days ofcounseling, at respective Centre Where he/she have appeared for PGM-CET-2015 examination, forPreference Form filling process. Those who have obtained disability certificate for All India QuotaPG admission 2015 from either:

    XIX. (a) AIPMT selection letter / letter from Dean/Principal stating that thecandidate was admitted for MBBS under 15% quota from All India EntranceExamination.(b) Domicile Certificate of Maharashtra State by virtue of residence, in case of

    Candidates who were Domicile of Maharashtra State at the time of MBBSadmission and were admitted under 15% AIPMT quota in a medicalcollege/institution situated outside Maharashtra State and who have obtainedtheir degree from a University situated outside the State of Maharashtra.

    2) DT (VJ), NT-1, NT-2, NT-3, OBC category candidates who do not have Non-Creamy Layer (valid up to 31/03/2015) at the time of preference form fillingwill be considered as Open merit candidates subject to fulfilling eligibility.

    3) Such category candidate without validity and / or NCL, who are consideredas Open merit candidate will be issued preference form, if his/her SMLNumber is within the SML numbers of Open candidates called forPreference Form filling. In case his / her SML number is below the numberof Open candidates called for counselling, then he/she will not be eligible forissue of preference form.

    4) Applicants belonging to SBC: The persons belonging to Special BackwardClass (SBC) are to be considered as OBC candidates and such candidateswill be required to produce Non-Creamy Layer Certificate.

    4. Orientation: Candidates will assemble in respective medical colleges as per theprogramme. They will be given orientation about the process. Counseling forPreference form filling will be done. The candidate must be present in person.Proxy will not be allowed. Candidates reporting to wrong centre will not be issuedpreference form.

    5. Preference Form information brochure: This Preference form information

    brochure is made available to candidates on DMER web site i.e www.dmer.org. Itcontains relevant information about the process, State Merit List No. of last admittedcandidate for MD/MS/Diploma courses for the academic year 2015-2016, subject &college codes, and specimen copy of Preference form for practice. Candidatesshould read the information brochure of Preference system carefully and shouldbring the downloaded copy of the same for counseling.

    6. Scrutiny Form:Scrutiny form will be issued to the candidates. Candidates shouldfill in required information. They should arrange documents in order as per list givenon scrutiny form i.e. one set of originals and another set of attested photocopies.

    7. Verification of Documents:Candidates will be called by State Merit List number.They should submit scrutiny form with a set of attested photocopies and show the

    originals. The documents will be verified by scrutiny officer & eligibility will beendorsed on the scrutiny form. Candidates should not submit original documents.

    8. Subject & College codes: The subject & college code is a four digit numberspecific for each subject & college combination. There are such 478 codes.Candidate can fill minimum 1 preference and maximum 330 preferences only. It is notcompulsory to fill all 330 preferences.

    9. Subject & College code numbers are specific. Code No. represents a particularsubject in specific college. e.g.:-

    10.Subject & College codes are given to courses existing in these colleges. For someof these codes the seat(s) may not be available for PGM-CET-2015 Quota duringround 1. In the subsequent rounds some seats may become available. Therefore,candidates who desire to opt for these seats can exercise the preference inthe preference form for these seats considering eventuality of availability of

    such seats in subsequent round(s).Seat surrendered from all India quota will be filled as per merit and these seats will

    retain their original character. (Please refer rule no 7.2 of PGM CET 2015information brochure) Seat reverted back from in-service quota and physicallyHandicapped Quota will be filled as per the rules of the state quota.

    11.Seat distribution chart: The seat distribution of state quota seats (excluding in-service seats) for PGM CET 2015 is already made available on DMER website i.ewww.dmer.org, contains distribution of available seats. The candidates shouldbring downloaded printout of the same for counseling. The seats reserved forperson with disability (PWD) candidates have been shown in the chart. The college-wise, subject-wise and category-wise distribution is also available on website. Itshould be noted that category candidates are eligible and can avail open merit seatsby virtue of merit. Category seats, if at all remain unclaimed by a particular categorycandidate are made available to other categories & to open category candidates asper inter-se category round procedure. Seat distribution chart is subject to changeas per instructions of MCI / Transfer of PG Teacher / availability of surrenderedseats from All India Quota, etc.

    12.All the Course are affiliated to The Maharashtra University Health Sciences, Nashikexcept Post graduate Courses of Tata Memorial Hospital are affiliated to HomiBhabha National Institute (HBNI) Mumbai (Deemed University).

    13. a. Person with disability (PWD): As per Govt. letter No.MED-1006 /CR-72 /06 /

    Edu-2, dated 07/3/2006, three (3%) percent of the total available Post-graduateseats at Government / Corporation Medical Colleges are reserved for the

    Physically Handicapped candidates.1) As per Postgraduate Medical Education Regulation 2000 and Amendment

    Notification No. MCI.18(1)/2008-Med./54470 Dated 25th March 2009 following

    is the criteria for reservation under Physically Handicapped Category

    1(a). 3% seats of the annual sanctioned intake capacity shall be filled up bycandidates with locomotory disability of lower limbs between 50% to 70%.

    Provided that in case any seat in this 3% quota remains unfilled onaccount of unavailability of candidates with locomotory disability of lowerlimbs between 50% to 70% then any such unfilled seat in this 3% quotashall be filled up by persons with locomotory disability of lower limbsbetween 40% to 50% - before they are included in the annual sanctioned

    seats of State Quota.

    Provided further that this entire exercise shall be completed by eachmedical college/institution as per the statutory time schedule foradmissions and in no case any admission will be made in thePostgraduate Medical course after 31st of May

    2) The Candidate with a disability more than 70% will not be eligible for admission

    to Health Sciences (Post Graduate) Courses. No other disability shall be

    allowed as per the MCI regulations. However, such a candidate will be required

    to undergo medical examination by a Special Medical Board constituted for this

    purpose by the Competent Authority. The Medical Board after ascertaining

    his/her disability must be satisfied that the candidate is physically fit to undergo

    the course despite his/her disability.

    3) Candidate is required to submit the proof of his/her disability by way of acertificate (issued in year 2015) in prescribed proforma from the Director of AllIndia Institute of Physical Medicine and Rehabilitation, Haji Ali, Mumbai;(as per Prescribed Proforma) at the time of verification of documents during

    Preference form filling process. Those who have obtained disability certificate for AllIndia Quota PG admission 2015 from either:i) All India Institute of Physical Medicine and Rehabili taion, Mumbai ORii) Vardhaman Mahavir Medical College & Safadarjang Hospital, Ansari Nagar,

    New Delhi OR

    iii ) Institute of Post Graduate Medical & Research, Kolkata ORiv) Madras Medical College, Chennai, Institution, can produce the same disability

    certificate at the time of Preference Form filling process. It is mandatory to bringdisability certificate issued by aforesaid anyone institution.

    13b. Constitutional reservation in all the Government, Municipal Corporation andGovernment aided medical Institutions constitutional reservation will be as perPGM-CET 2015 Information Brochure Annexure C.Constitutional reservation in private professional educational institutions will beas per the Maharashtra Govt. Gazette notification No. PGM-1006/3207/CR-362/06/EDU-2 dated 8thJanuary, 2007. It directs that the seats to be reservedfor the candidates belonging to the reserved category to the said courses shallbe twenty five percent (25%) of the sanctioned intake.

    14.Preference form:Preprinted Preference form will be issued to eligible candidatesafter document verification. The candidate should verify the relevant information ofhis Roll Number, State Merit List Number, Category Merit Number, PGM CET 2015Marks etc. Preference form should be handled carefully and should not be folded,stapled or spoilt in any way.

    15.Candidate will be issued only ONE Preference Form. Duplicate / anotherPreference form will not be issued.

    16.In case the candidate is not eligible for admission according to rules, the Preferenceform will not be issued or cancelled if already issued.

    17.Candidates remaining absent for the process of preference from filling will not be

    issued preference form after the programme is over.18.Candidate should read all instructions before filling the preference form. Candidateshould note carefully the subject & college codes. Candidate must first fill thespecimen copy of preference form given in the brochure with pencil for practice.Once the candidate is satisfied with his / her choices filled on specimen copy ofpreference form, then he should start filling the actual preference form using blackball point pen.

    19.Candidate should write his most preferred subject and college code as preferenceno. 1 followed by his next choice as preference no.2 and so on. While filling thesubject and college codes, number should be written in boxes, one digit in each box(4 digit number - 4 boxes). As the form will be scanned by Computer, candidateshould write the codes with black ball point pen and with neat, legible, clear

    handwriting.20.Candidate must be very careful while filling the preference form. Candidate can fill

    minimum one preference or any desired number of preferences or maximum 330preferences. The same code should not be filled more than once. In case thecandidate fills the same code more than once, higher preference will be consideredand subsequent repeated preference(s) will be ignored. If the candidate fills wrongcode number that preference will not be considered.

    21.If a candidate does not give preference for a particular code (Govt. / Corporation /Private); then it means that he / she is not interested / desiring to take that PG seat.Candidate should note that there will be no change / addition / deletion in his / herlist of preferences at later date / stage (not applicable for final round by personal

    appearance).22.The candidate should submit his / her duly filled Preference form at the specifiedcounter. Candidate shall inform regarding any correction if required at the counter.

    23.Data Response Sheet & Verification: The preference form will be scanned anddata response sheet in duplicate will be generated and will be given to thecandidate for checking. Candidate should verify that the data i.e. SML No. Name,Category etc. and his preferences and subject college codes have been correctlyprinted. After verification the candidate can report discrepancy if any in the data andit will be duly corrected. If the candidate does not report any discrepancy, it will bepresumed that the data entered against his / her name is correct and subsequentlycorrections will not be made at later date.Then the candidate should sign the data response sheet.

    24.Candidate should note that after verification by the candidate, the preferencesexercised by the candidate shall be final and irrevocable. Thereafter there can notbe any change in the preferences. This final data shall be used in the entire

    selection process for admission to Medical Postgraduate courses (except for finalround by personal appearance)

    25.If a candidate gets selected for a particular PG course, then the candidate isrequired to join that course as per the procedure. In case he / she does not join thecourse, he / she will not be eligible for subsequent admission process of PGM-CET-2015.

    26.For filling of vacant seats after first round, same preferences will be considered forsubsequent computerized rounds and no separate preference form will be requiredto be filled by the candidate (except for final round by personal appearance).

    27. Fees :-a) i) The fees for Government and Municipal Corporation Medical Colleges, as

    below as per GR. No. AMC-1007/628/CR.148/07/Edu-02 Mantralaya Dated1st March, 2012 (subject to revision by the Govt. / appropriate authorities): Tuition fees Rs. 58,500/- per year + (development Fee 5,000) Admission fees Rs.1,500/- Gymkhana fees Rs. 500/- Hostel fees Rs. 4,000/- per year

    II) Tata Memorial Hospital, Dr. Ernest Borges Marg, Parel, Mumbai - 400 012

    Tuition fees Rs.45,000/- per year Admission fees Rs.4,500/- librarian Fees Rs.3,000/- Security Deposit Rs. 2,000/- Registration fee Rs. 5,500/- appraisal fee Rs. 10,000/-

    iii) All India Institute of Physical Medicine and Rehabilitation, Haji Ali park, K.Khadye Marg, Mahalaxmi, Mumbai- the fees of Rs.10,000/- as refundabledeposit and a surety bond of Rs.3,00,000/- lacs. In addition the student paysthe fees to the University as per MUHS, Nashik guidelines.

    b) The following private institutions have communicated to the CompetentAuthority to make admissions at their institution as permitted by Pravesh

    Niyantran Samiti. The tuition fees and development fees of these privateinstitutions decided by Shikshan Shulka Samiti (subject to revision by theShikshan Shulka Samiti) will be as follows:

    * As per information from these two asterisked private colleges, the studentsadmitted to these private medical Colleges will have to sign a Bond for one yearservice with Bank guarantee of Rs 15,00,000/- (Rs. Fifteen Lacs Only) for PGDegree course & Rs. 7,50,000/- (Rs. Seven Lacs fifty Thousand only) for PGDiploma course. If the student will not serve for one year after completion ofhis/her course, Bank Guarantee will be invoked.

    28.Final round (By Personal Counseling):

    A) There shall be a final round for allotment of seats remaining vacant aftercompletion of the earlier rounds of allotment of seats by way of preferenceforms. This final round of allotment of seats shall be conducted by way ofpersonal counseling instead of allotment on the basis of preference forms.

    On account of allotment of seats in this final round of admission, no freshvacancies consequent upon allotments made in this round will be created. Thisis principally because this final round of allotment is meant to fill in (as far aspossible all) available vacant seats without creating a new or fresh vacant seaton account of such allotment.

    At this round, eligible candidates will appear personally (Proxy will not bepermitted),seeking allotment of seats of their choice. The personal counsellingfor such allotment will be held strictly in the order of merit. Each candidate willbe offered all seats that have remain vacant and are available for allotment, onlyat the time of his/her turn of counselling i.e. State Merit List position.

    B) Eligibility for the personal counselling round will be as follows:

    The following candidates are Eligible for Personal Counseling round

    I. All PGM-CET-2015 candidates who have filled the online preference formand to whom a seat has not been allotted in the previous round(s) ofadmission.

    II. All such candidates to whom though a seat was allotted in the previousround(s) and though such candidates joined the college accordingly bycompleting necessary formalities under these Rules, did not submit theStatus Retention Forms on or before the date/s prescribed by theCompetent Authority.

    III. All such candidates to whom though a seat was allotted in the All IndiaPostgraduate admission process in a College situated in Maharashtra, butvoluntarily surrendered the seat by giving an application before theprescribed date and the said seat is added to the State quota.

    IV. All such candidates to whom a seat is allotted through PGM CET 2015 inthe previous computerized round(s) and joined the college, but resignedthe seat will be eligible for personal counseling round.

    It is made clear that no other candidate shall be held eligible for this round ofadmission.

    C) Following candidates are Not Eligible for the personal counselling round:-

    I. All PGM-CET-2015 candidates who have not filled the Preference Form.II. All PGM-CET-2015 candidates to whom a seat has been allotted in 1st

    round but have not joined the allotted college.III. All the candidates to whom a seat has been allotted in the 1st round and

    who have joined the college accordingly and have further submitted StatusRetention Forms by the prescribed date will be removed out ofconsideration for the remaining admission process.

    IV. PGM-CET-2015 candidate who have been allotted a seat thorough AllIndia Postgraduate quota in Medical Colleges in Maharashtra and joinedthe College and have not surrendered the seat to the State quota bygiving an application before the prescribed date.

    D) The preferences given by all the candidates who are eligible for being consideredfor allotment of seats in this round by way of preference forms submitted in thisadmission process will stand cancelled and the allotment shall be made in thisround without reference to such preferences on the basis of choice made on thespot by the candidate at the time of personal appearance counseling.

    E) All the candidates to whom the seats will be allotted in accordance with the choiceand available seats at his/her merit position at the time of personal counseling,

    during the course of this round will be required to join the concerned college andcomplete all necessary formalities requisite for taking admission accordingly withinthe prescribed time.

    F) Allotment of seat once made in this personal counseling round, shall not bechanged and/or cancelled at any count whatsoever. Therefore, while giving

    the choice on the spot at the time of this personal counseling round, thecandidates must consider the available seats thoroughly and opt for a seat

    which they must join once allotted.

    It is made hereby clear that in case such a candidate does not join theconcerned College and/or fails to comply with the necessary formalities of the

    admission within the prescribed time, such a candidate shall not be eligible

    for appearing at immediately next two succeeding PGM-CET conducted for

    grant of admissions to post-graduate courses in the State of Maharashtra i.e.PGM CET 2016 & 2017 and will have to pay Rs.10,00,000/- as penalty for lapse

    of post graduation medical seat.G) Final round by personal appearance will be held only in Mumbai.

    29.Penalty & Bond:29.1a) Candidate who has joined for postgraduate course should complete Junior

    residency tenure, failing which he/she will be required to pay Rs.10,00,000/-(Rupees Ten Lacs Only) (i.e. for non completion of Junior residency tenure).However, this is not applicable to the candidates of PGM-CET-2015 resigningthe PG admission before prescribed date. (Please refer rule no 19.1 a of PGMCET 2015 Information Brochure)

    29.1b) Any candidate responsible for lapse of post graduate medical seat will have to

    pay Additional penalty of Rs 10,00,000/- (Rupees Ten Lacs Only) as stated in18.2 and 19.1(b) Any such candidate will not be eligible for appearing atsucceeding two PGM-CET i.e. PGM-CET 2015 & 2016 as per 13.7.

    29.2 As per Government Resolution (G.R. No. MED 1010/CR-184/10/Ed-2 dated 28thMay 2010 and any G.R issued in this regard from time to time), candidates joinedagainst the seats of Government/Municipal Corporation colleges for admission toPost graduation Courses either through All India Post Graduate quota or throughPGM CET 2014 will be required to sign a bond to serve the Government ofMaharashtra or local self government or Defence services for a period of oneyear, failing which he/she will be required to pay Rs.50,00,000/- (Rupees fiftylacs only) for the default. (Please refer rule no 19.2 of PGM CET 2014Information Brochure)

    29.3 As per information from MVPM's Dr. Vasantrao Pawar Medical College Hospital& Research Centre, Nashik & N.K.P Salve Institute of Medical Sciences & LataMangeshkar Hospital, Nagpur private colleges, the students admitted to theseprivate medical Colleges will have to sign a Bond for one year service with Bankguarantee of Rs 15,00,000/- (Rs. Fifteen Lacs Only) for PG Degree course & Rs.7,50,000/- (Rs. Seven Lacs fifty Thousand only) for PG Diploma course. If thestudent will not serve for one year after completion of his/her course, BankGuarantee will be invoked.

    Note : In this process of preference form filling and subsequent round/s (If any),

    admissions to those post graduate courses will be done which are

    recognized/permitted/Not recognized by Medical Council of India. Hencethe candidates are instructed to fill the preferences for all such courses

    accordingly, if they desired so. However in case of not recognized coursethe candidate will have to submit an under taking in the prescribed format

    at the time of admission to respective college / Institute.

    SELECTION PROCESS

    1. The collected data will be centrally processed for the selection of candidates forMD/MS/Diploma courses.

    2. The selection will be done as per merit (SML no.), category and on the

    basis of Preferences given by candidates in the Preference form.3. The list of candidates selected for MD/MS/Diploma courses shall be displayed

    at the website of DMER i.e. www.dmer.org.

    4. The selection list will be declared by 30/03/2015. It will be displayed on the

    website of DMER i.e. www.dmer.org. List of selected candidates will be sent toall concerned colleges. Candidate should report and pay the fees and submitoriginal certificates at respective colleges from 30/03/2015 to 10/04/2015. Noseparate selection letter will be issued to candidates.

    5. If the candidate does not report by aforesaid specified date, then his / herselection automatically stands cancelled and he / she will not be eligible forsubsequent process.

    6. The academic term of Medical Postgraduate courses shall start from 2nd

    May,2015. and residency program will also start from 2ndMay 2015.

    7. Process for filling vacant seats:After first round, the vacant seats and seatssurrendered from All India Quota, if any will be filled in. For these seats theselected as well as not selected candidates who have filled the Preference formare eligible. For this process PGM-CET-2015 merit list of eligible candidates willbe operated from SML number 1 onwards. The candidate getting selected inround one will be considered for betterment in the subsequent selectionprocess. The betterment herein means the higher Preference exercised by thecandidate. The shift in such betterment shall be compulsory and mandatoryexcept for those who have filled 'Status Retention Form.' Such a candidate

    who has filled Status Retention form will not be considered for any subsequentrounds of selection process. The last date for filling of Status Retention Formwill be notified in the notification of the selection round. However thosecandidates opting for betterment will have to collect original certificates andadmissible refund of fees as per procedure from previous college and join thenew course and college within stipulated joining period.

    8. Candidate who has confirmed his/her admission may cancel it by submitting anapplication to the concerned Dean.

    9. Candidates may resign before prescribed dates which will be notified in duecourse of time to be eligible for PGM-CET-2016. However such a candidate iseligible for subsequent admission process (PGM-CET-2015) for the final roundby personal appearance.

    10. Candidates canceling his/her admission after prescribed date resulting in lapseof a seat will not be eligible for the PGM-CET-2016 & PGM-CET-2017.

    11. The procedure for refund of fees shall be as under.

    a) On or before prescribed date Rs. 1500/- to be deducted from the tuition feesand rest to be refunded.

    b) After prescribed date No refund

    12. Cut-off date of admission process for Medical Postgraduate courses is 31stMay, 2015.

    13. Candidate should read the PGM-CET-2015 brochure for other relevantinformation.
