Qualification : “TECHNICAL”
Pharm. D – 6 years
Bachelors – 4 years
Diploma – 2 years (after 10+2 in Science)
in Pharmaceutical Science with 500 hours of
internship and certification as “Registered
Pharmacist” by State/Central Pharmacy Council.
“The Diploma in Pharmaceutical Science
qualified Pharmacists were recommended pay
scale of Rs.1400-2300 vide 52.85 to 52.92
which is above than the non Diploma
Pharmacists in existing scale of Rs.1350-
2200/4500-7000, but Diploma Pharmacists were
never extended the revised upgraded pay scale of
Rs.5000-8000, inspite of clarified guidelines vide
43.10 & 43.15 of the 5th Cpc for the same”.
General recommendations 52.85:
“The usual minimum essential qualification
for direct recruitment against the post of
Pharmacists in the scale of Rs. 1350-2200 is
10+2, +2years Diploma and 3-months
training in Pharmacy along with registration
with the Central or State Pharmacy council.”
52.90:
“the post of Pharmacists is also “Technical”. We
recommend that Pharmacists in view of the
prescribed entry qualification should be placed in the
scale of Rs. 1400-2300 at entry…………….. All those
incumbents to possess a Diploma in Pharmacy and
are in lower scales at present may also be brought
into the scale of Rs. 1400-2300. Incumbents not
possessing Diploma in Pharmacy may continue in the
replacement payscale corresponding to their existing
scales with ACP only”.
43.10 and 43.15 suggested that all diploma in
different disciplines would be upgraded from
Rs.1400 – 2300 to 1600 – 2660 in present terms. (i.e.
Rs. 5000-8000)

As mentioned in Part „B‟ of resolution dated 30th September 1997
of Min. of Finance at Sl.No.XXII , Other technicians under
Para-medical were proposed as follows vide Para 52.111
As per above all categories entering service with Diploma, Degree
and PG were extended payscale of Rs. 5500-175-9000, but the
Pharmacists with Diploma, Degree and PG were not extended
the same

“Our general recommendations on
grant of one lump sum incentive for
acquiring higher qualification will be
applicable to Pharmacists as well”.
But, till date this benefit of two increments
is not extended to the Pharmacists…
Reference to 4.2.81
“Split duty allowance and washing allowance will be doubled from the
existing rates”, are payable to Pharmacists in CHS & CGHS.
The above allowances till date are not extended to the Pharmacists in
Railways, Ministries, Boards, Councils, etc,. Inspite of 6th CPC
recommondations.
Uniform Allowance: Cloth material is issued to Pharmacists in Railways,
but we request for grant of one time uniform allowance on par to
Nursing category.
3.4.7 “Fifth CPC had recommended that all posts carrying minimum qualifications of diploma in
engineering should be placed in the pay scale of Rs.5000-8000. While this recommendation was
accepted, however, its implementation has not been uniform because the recommendation was
interpreted differently in different departments and organizations. To ensure that the
recommendation made by Fifth CPC and accepted by the Government is uniformly implemented
in the revised structure of pay bands, the Commission recommends that all posts carrying
minimum qualification of diploma in engineering for direct recruits and having an element of
direct recruitment should be placed in the running Pay Band PB-2 of Rs.8700-34800 along with a
grade pay of Rs.4200 corresponding to the pre-revised pay scale of Rs.6500-10500”.
PHARMACIS T IS THE ONLY CATEGORY IN MEDICAL dept. UNDER AICTE QUALIFICATION
The above recommendations were not implemented to the Pharmacists category inspite of their
qualifications coming under the AICTE Technical qualification of Engineering as per AICTE Act
No. 52 of1987 inspite of observations by the 6th CPC.

But, the above parity in payscales are not implemented to similarly placed Pharmacists under
various Ministries
The promotional avenues are extended on
time bound upto the Grade Pay of Rs.
8900 in the existing pay bands and
Grade Pays of the 6th CPC
recommendations.
The same promotional avenues may be
extended on parity to all Pharmacists
under various Ministries, Departments,
Organizations, Councils, Boards, etc,.
As on date above 50% of
incumbents of Pharmacists are with
qualifications of 4 years degree/6 years post
graduation for which Entry pay scale on par
to other technical holders in GP 4600 in
present terms are to be extended uniformly
to all Pharmacists irrespective of their
qualifications.
This IHPA requests the 7th CPC to extend
justice to the category of Pharmacists by
extension of entry level pay scale in Grade
Pay Rs. 4600 in PB-2 in present terms as
requested and parity in time bound
promotions duly considering our submissions
as also submitted in our memorandum to the
7th CPC dated 21st May 2014
