Farnese: Bring In the Mounted!State Sen. Larry Farnese (D-S.

Phila.) today initiated a call to ac-

tion for individuals and businesses

to support the return of the Philadel-

phia Police Mounted Patrol Unit.

The recent assaults and attacks of

several people in Center City illus-

trate the need for an increased po-

lice presence. The Mounted Patrol

has been shown to be an effective

crime deterrent as well as an excel-

lent means of crowd control.

“Time is of the essence,” said Far-

nese. “Public safety must be our

first priority.”

Senator Farnese first called for the

return of the Mounted Patrol Unit in

March 2010. In November 2010,

Senator Farnese announced he had

secured $100,000 in state funding to

jumpstart the fundraising effort at a

news conference with City officials,

the Philadelphia Police Foundation

and other officials at the University

of Pennsylvania Veterinary School.

Mounted Patrol can visit the

Philadelphia Police Foundation

website at

www.phillypolicefoundation.org. The

Police Foundation is a nonprofit or-

ganization dedicated to supporting

the men and women of the Philadel-

phia Police Dept. by funding proj-

ects that are beyond the scope of the

City budget.

The Senator emphasized the impor-

Pa. Sens. Introduce Bill For

More Choice in Medicare Advantage US Sens. Bob Casey (D-Pa.) and

Pat Toomey (R-Pa.) introduced the

Medicare Beneficiary Preservation

of Choice Act to restore the ability

of Medicare Advantage recipients

to change Medicare Advantage

plans. The bill will reverse a change

made in the Affordable Care Act

that eliminated the ability of

Medicare Advantage recipients to

change plans during the first three

months of a calendar year.

“This legislation makes a simple

change to existing law that can be a

big help to older Americans who

want to change their Medicare Ad-

vantage plans,” said Casey. “This is

an example of a change that can be

made to improve the health care law

that has broad support.”

“Medicare Advantage recipients de-

serve the freedom to make deci-

sions about what health insurance

coverage best suits their individual

needs,” Toomey said. “The

Medicare Beneficiary Preservation

of Choice Act gives seniors a

greater say in their own health care

by restoring their right to makes

changes to their Medicare coverage

as they see fit.”

Section 3204 of the Affordable Care

Act eliminated the one-time change

of enrollment option under which

new Medicare Advantage enrollees

are currently permitted to change

their selection to another Medicare

Advantage plan during the first

three months of the year if they de-

termine the plan they enrolled in is

not meeting their needs. Beginning

in 2012, beneficiaries would be al-

lowed to disenroll from their current

plan and return to traditional

Medicare between Jan. 1 and Feb.

15, but they can no longer enroll in

another Medicare Advantage plan.

This bill would rescind the second

part of Section 3204 and restore the

three month time frame to change

plans in the beginning of the calen-

dar year as well as allow benefici-

aries to switch to a different

Medicare Advantage plan.

There are over 850,000 Medicare

Advantage beneficiaries in Pennsyl-

vania and the western counties are

among the highest penetration rates

in the country, five with penetration

over 60%.

Fattah Touts Prexy’s Guidelines

For Women’s HealthCongressman Chaka Fattah (D-

Phila.) issues this statement in sup-

port of the Obama Administration’s

new guidelines for women’s health-

care:

“The new guidelines issued for cov-

erage of women’s preventive and

reproductive health care show once

again the far-reaching wisdom of

the Obama Administration as it con-

tinues to roll out provisions of the

Affordable Care Act. Requiring

health insurers to cover birth con-

trol with no co-pays, provide pre-

ventive care for cervical cancer,

‘well-woman’ screening and coun-

seling on domestic violence, among

numerous reproductive health serv-

ices, is a necessary and long over-

due step.

“The scientific and medical evi-

dence is clear-cut. The Dept. of

Health & Human Services is to be

commended on these common-

sense guidelines, and I would urge

HHS, as follow-up, to guarantee ac-

cess to family planning care for all

women, no exceptions.

“Expecting insurers to support

women’s preventive health care, in-

cluding birth control, is one of the

great and little-recognized life-sav-

ing provisions of the Affordable

Care Act. As a leader in the passage

of this visionary healthcare reform

– and as the father of three daugh-

ters – I understand the imperative

for improving comprehensive re-

productive health options for

women of this and future genera-

tions.”

House Ed Committee Studies School

Choice, Charter Schools This WeekThe House Education Committee,

chaired by State Rep. Paul Clymer

(R-Bucks), will hold two informa-

tional meetings this week to learn

more about several school choice

proposals before the House. The

proposals involve vouchers and

scholarships for students, as well as

funding for cyber and traditional

charter schools.

State Rep. James Roebuck (D-W.

Phila.), Democrat chairman of the

committee, and other members of

the House Education Committee

will attend the hearings in the Capi-

tol Building today and tomorrow.

Hearings start at 10 a.m. and con-

tinue to 4 p.m.

Wednesday’s schedule includes ap-

pearances by Pennsylvania Secre-

tary of Education Ron Tomalis;

State Reps. Jim Christiana (R-

Beaver), Tony Payton (D-Kensing-

ton) and Curt Schroder (R-Chester);

and representatives from Orthodox

Union, the ARC of Pennsylvania,

Keystone Christian Education As-

sociation, Pennsylvania Catholic

Conference, and the Common-

wealth Foundation.

Thursday’s schedule includes

Kitchen Table Patriots; State Rep.

Tom Killion (R-Delaware); Lincoln

Edison; Pennsylvania Virtual Char-

ter School; Pennsylvania Families

for Public Cyber Schools; Pennsyl-

vania League of Urban Schools;

and the League of Women Voters.

reading and assist in reducing illiter-

acy through families reading to-

The expo that celebrates books, au-

thors and everything else related to

in Philly for its first chapter. The
