New graduate programs in

the UP system will impose

tuition rates higher than

the average while two existing

graduate programs in UP Diliman

(UPD) will increase tuition aterthe Board o Regents (BOR) ap-

proved all proposals or tuition in-

crease during its May 29 meeting.

Incoming students under grad-

uate programs oered by the Na-

tional College o Public Adminis-

tration and Governance (NCPAG)

will be charged with P2,000 per

unit, a 300 percent increase rom

the ormer rate o P500.

Meanwhile, Tuition or the

Master o Management program othe Technology Management Cen-

ter (TMC) doubled rom the old

rate o P1,000 per unit. Students

enrolling under the new Doctor in

Social Development (DSD) pro-

gram o the Colleg e o Social Work

and Community Development

will also have to pay tuition rom

P1,000 to P2,000 per unit, de-

pending on their monthly income.

In UP Visayas Cebu College

(UPVCC), the BOR approved theproposed tuition o P1,850 per

unit or the new program Master o

Business Administration (MBA),

which will replace its current

Master o Management program

charging P600 per unit. UPVCC

also pegged the tuition or the

new program Master o Science

in Computer Science (MS CS) at

P1,200 per unit.

The average tuition rate or

graduate programs in UPD or theirst semester is P985 per unit,

based on the schedule o ees rom

the Oice o the University Reg-

istrar. In UPVCC, tuition in other

graduate programs range rom

P500 to P2,000 per unit.

The BOR approved the in-

creases because upgrading edu-

cational and research acilities is

enough justiication or the tuition

hike, said UP President Emerlin-

da Roman.The increases also underwent

consultation with the students,

Roman added.

Despite its earlier decision

on February 27 to deer ee in-

BOR approves tuition

increase for grad studentscreases due to the inancial cri-

sis, the BOR airmed last March

26 hikes in laboratory ees in the

colleges o Mass Communication

and Engineering. The board also

authorized 170 to 400 percent tu-

ition increases, eective this se-

mester, in graduate programs in

the School o Statistics, College oHome Economics, School o Man-

agement in Mindanao and UPD

extension programs in Pampanga

and Olongapo.

The graduate programs in the

university are important in pro-

viding students with adequate

proessional training but the

bloated tuition narrows [their] ac-

cessibility [to students], said Al-vin Peters, chair o the National

Union o Students o the Philip-

pines. The need or better acili-

ties could never justiy tuition

increase because the government

should subsidize public educa-

tion, he added.

Peters said the decision o the

BOR to approve proposals or tu-

ition increases despite its promise

in its February meeting to deer

increases is not surprising, be-cause it clearly upholds the UP

Plan o 2008, which maintains

that the university must be at par

with private schools in terms o

collection o ees, Peters said.

Dr. Nilan Yu, director o the

DSD program, said they consid-

ered the current rates o similar

programs in other units in or-

mulating the new tuition scheme,

adding that the tuition per unit or

other graduate programs in UP isP2,500.

The tuition is still subsidized

as the amount students will pay

or the program still cannot cover

the salary o its teaching and utili-

ties expenses, said Yu.

According to the proposal

o UPVCC or the tuition rate o

the MS CS program, charging tu-

ition less than P1,200 is tanta-

mount to killing the program, as

the program is projected to incurnegative net earnings even with

this rate. On the other hand, tu-

ition rate or MBA was proposed

to maintain a sensible compara-

tive reerence with other institu-

tions oering MBA programs, the

proposal said.

USC Vice Chair Jacqueline

Eroles said the P1,000 average

per unit tuition rate or gradu-

ate programs in a state university

such as UP is already comparable

to that o private schools.

The approved tuition or MBAis higher than the tuition rate in

other private universities in Cebu

such as University o San Carlos

with P888 per unit and University

o San Jose Recoletos with P763

per unit, according to the minutes

o the May 29 BOR meeting.

The proposals rom NCPAG

and TMC state that the unds rom

the tuition increase will be used

to improve educational acilities

and equipment, avert the exodus

o aculty members, and increase

scholarship unds.

In NCPAG, only 18 percent

o the 50 graduate students who

participated in a March 17 surveyapproved o an increase between

P1,500 to P2,000 per unit, while

more than 60 percent said an in-

crease rom P500 to P1,500 is ap-

propriate. NCPAG has a total o

213 graduate students

TMC Executive Director Edi-

son Cruz said its 67 students

agreed to the increase. There were

no students yet to consult under

the programs MS CS, MBA and

DSD.

Peters said the process o

consultation o the UP adminis-

tration through surveys does not

give another option or the stu-

dents other than to allow tuition

increase, [orming] an idea that

students must pay to enjoy good

acilities.The 300-percent tuition and

other ees increase (TFI) irst

implemented in 2007 should have

covered the expenses or the im-

provement o acilities, Eroles

said. She said the new increases

are not needed because the same

justiications were cited not only

or the TFI but also or recent

This is not to say that everything in theuniversity is a hoax. Most o it is, probably,like the act that people still call UP a stateuniversity. We are barely state-unded, ianybody bothers to ask. Again, the optionto disbelieve me still holds. I wish, though,that any disbelie springs orth a curiositywhich will lead to somewhere that our paths

could cross.By then, I hope that I am well enough to

Ive been cooped up in my bedroom, eelingmy head every now and then. Each time I do,I get a sting. I am almost as hot as a whis-

tling kettle. The thunderous cough rom my tinychest (emphasis mine), only adds to the package:I could be the winning candidate or UPs rstswine fu patient.

As it is, Im good enough to skip classes .I my condition worsens, Id be UPs heroand maybe halt the start o classes. I wouldhave been terribly estive had this hap-

pened over a semester ago. But, as thingsare, Im a little pissed o. Nothing like a luto ruin my perectly busy schedule.

And really, it is such a bad omen or ayear that has been predicted to be stormy.The low pressure areas and the surprise ty-phoons have got me thinking i somebodysplaying with the rainall switch. Whoeverthat person might be, I wish that he wouldstop toying with the weathe r. Diliman is cer-tainly out o any weather bureaus league,long beore the skies started sending therains.

The weather, though, is the least o the

things to be dreaded about UP. The greatear o the unknown, however, doesnt stopthousands o students rom trying to get intothis place.

To the outside world, UPD students arehigh and mighty, with badges o wisdom on

their chests. Such impressions, though, arelost the moment one sets oot in the univer-sity. As such, the most pitiable students arethe reshmen, who had just had reality rainon them.

When I was in my irst year, I was soengrossed in pitying mysel that I walkedthe AS (to some reshies, Palma Hall) cor-ridors with my head bowed down to everybeing. I even skipped lunch when the warmand sickly umes at CASAA screamed ull.

Even worse, I detested my reshie status somuch I shut up during class discussion s. Myunbearable shame allowed me to digest allthe nonsense the upperclassmen, and someteachers occasionally, were spewing out.

Funnily enough, my sympathy ran outthe moment I became a sophomore. In asnap, I was one o them who spewed non-

tantya kung susulpot ang mga susunod nasintomasubo at sore throatnakatang-gap kami ng mga kasamahang manunulatng iisang text message. Iraratsada na rawsa Kongreso ang Constitution al Assembly(Con-Ass). Agad kaming nagtext ng mgakakilala sa Kongreso at kahit na maulan ay

pumunta roon para magcover.Hindi kami pinapasok ng mga gwardi-

ya. Anila, naghigpit umano ng seguridadat hindi nagpapapasok ng mga estudyanteo student press. Wala nakaming nagawa kundi hintayin ang masa-mang balita habang bahagyang basa sa loobng McDonalds sa Ever. Saka kami umuwingnagngingitngit at umaasa sa tiyak na pagpo-

Nilalagnat pa rin ako nang pumunta akokinabukasan sa Kongreso. Naroon ang mganagpoprotesta laban sa Con-Ass. Karami-han sa mga ito ay mga magsasaka na na-roon din para tumutol sa noon ay nakaam-bang maipasang CARP Extension. Bumuhos

ang malakas na ulan at di ko na nagawangsumilong. Basang-basa ang lahat pero tuloypa rin ang programa. Sa tindi ng sakit ngulo, bumalik na ako sa opisina upang mag-pahinga. Sa isip-isip koy malabong hindiipasa ang CARP sa gabing iyon, lalo nakung makakatulong ito sa administrasyonna makakuha pa ng suporta sa Cha-Cha saloob ng Kongreso. Sabi koy hindi na muna
