SUBJECT: INVITATION TO THE 1OTH PCL NATIONAL CONGRESS
In compliance with Art. VIII and Secs. 3 and 14, Art. XVIII of the Philippine Councilors League Constitution and By-‐laws, our League shall be conducting the 10th PCL National Congress on March 8-‐10, 2017 at the World Trade Center, Pasay City with the theme: “Your PCL: Advocating Genuine Peace, Inclusive Growth and Countryside Development ThroughFederalism”.
On behalf of the PCL, we invite you to participate in our 3-‐day activity which includesamong others: the PCL National Assembly; the Election of National and Island Officers; and the Ratification of the Amendments to the PCL-‐CBL.
Your PCL National Board has assessed a Registration Fee of Eleven Thousand Five Hundred Pesos (Php 11,500.00) to be collected per participant to defray the costs of the seminar. In the event that contracted hotel rooms are no longer available, a registration fee of EightThousand Pesos (Php 8,000.00) shall be collected per participant and the term “without accommodations” shall be stipulated in the Official Receipt. Php 8,000.00 Registration Fee shall NOT be accepted if rooms contracted by PCL are still available. Rebates are NOT allowed and only the ACTUAL amount paid shall be reflected on the Official Receipt.
List of actual participants with corresponding Official Receipt Number can be viewed one month after the said event as well as copy of this invitation with its corresponding attachments can be downloaded and printed at www.philippinecouncilorsleague.org.
DILG Memorandum Circular No 2017-‐ 08 and tentative Schedule of Activities are attached herewith in support to your travel and registration expenses which may be charged to your local funds, subject to the availability thereof and to the usual accounting and auditing requirements and to all pertinent laws, rules and regulations. Please be reminded that your early arrival (before March 8, 2017) shall be charged to your personal account. Hotel check-‐in time starts at 2:00 p.m. on March 8, 2017. Deadline for Pre-‐Payment is on March 3, 2017.
DILG MC No. 2017-‐07 (PCL National Election Guidelines) are attached herewith for your information and guidance. Only Members of Good Standing, meaning those who have fully paid their membership fees and term dues, may participate in this congress. (Art. VI PCL-‐CBL)
