Description The Physical and Cyber Security Conference will include a na- tional level keynote address, substation recommended practices, ranking of substation criticality, CIP14, what vendors are doing to assist utilities and security officers in control rooms. Who Should Attend Those involved with transmission of electricity. Transmission planners, management and senior management, engineers, con- sultants, regulators and project managers involved in planning, building, operating and maintaining transmission systems. Those addressing right of way and easement. Individuals with other backgrounds are also welcome to learn about the issues in this section. Continuing Education Certificates All attendees will receive a continuing education certificate worth 6.0 Professional Development Hours (PDHs) by RMEL, upon com- pletion of the course. There will be 1.0 professional hour (PDH) given for attending the Member Roundtable. RMEL serves a large territory in which attendees participate in a number of accrediting organizations, each with their own requirements. Depending on the certifying body you are affiliated with, RMEL PDHs may be applied towards your recertification credit. It is the responsibility of the attendee to determine if the credits are applicable to their certifying body and how they may be applied. Use the event brochure, and agenda to determine how the content applies to your certification. The attendee is also responsible for verifying how the quantity of RMEL PDHs convert to your certifying body credits. Typically 1.0 PDH is equal to .1 CEU, but you should always verify the conversion scale. Hotel Accomodations There is no room block or reservation deadline. All rooms are based on availability. However for your convenience we are suggesting a hotel close by. Hyatt Place – Tempe/Phoenix Airport (formerly AmeriSuites) 1413 W. PHYSICAL AND CYBER SECURITY CONFERENCE

proactive security and regulatory best practices

tuesday,January 26,

20168:30 a.m. – 9:30 a.m.Keynote address: cyber security and the electric gridDawn Roth lindell, Senior VP and Chief Information offi cer, Western area Power administrationThis presentation will cover current threat vectors, pro-tection options and informa-tion sharing.

9:30 a.m. – 10:15 a.m.collaborative approach to cip V5 transitionMarc Grayson, Manager, Reliability Compliance Program, SRPSRP’s CIP V5 Transition Plan continues a strong collaborative model towards NERC Standards compliance; whereby information sharing, consistency, and common interpretations are executed across Control Centers, Transmission Stations and Generation Resources. Transition to CIP Version 5 is guided upon principles of: (a) achieve compliance in a timely manner, (b) maximize collaboration and consistency, (c) develop au-ditable compliance evidence, and (d) encourage use of company-wide approaches to compliance. This pre-sentation discusses unique collaborative approaches that have fostered standard-ization and consistency with implementation of physical and cyber security controls across varying business units within SRP’s Power System.

10:15 a.m. – 10:30 a.m.networking break

10:30 a.m. – 11:15 a.m. cip 14 compliance through an integrated approachCasey Hicks, Engineering & Design NERC CIP 14 SME, Kiewit and Tom Tucker, Program Manager, aldridge ConstructionAn industry view, step by step guide through CIP 14 and how integration and collaboration are essential. Key issues will include Assessment, Planning/Permitting, Detailed Design, Procurement, Construction, Integration, Operations & Maintenance, Utility Lessons Learned. 11:15 a.m. – Noonsubstation criticality ranking panel

tep’s impact rating approach for cip V5 substation assetsRick Paulik, Manager of Communication & automation Engineering, UNS Energy Corporation This presentation will give a brief overview of TEP’s application of CIP Version 5 impact rating analysis for substation assets. The philosophy used to deter-mine BES Cyber Systems and associated BES cyber assets will be discussed as well as challenges faced with CIP V5.

power surge (security upgrades for reliable grid enhancements) asset protection strategyMike Sparks, Department of EnergyPower SURGE is joint proj-ect between the DOE’s Of-fi ce of Security Assistance and the Department’s Power Marketing Adminis-trations, led by the West-ern Area Power Marketing Administration, to develop

a fi scally responsible and eff ective protection strat-egy for physical attacks on the grid. The strategy is based on relevant threat information, vulnerability assessments, and con-sequence analyses and employs proven mitigation options covering the core elements of a robust phys-ical security system: deter, detect, protect, delay and respond. This presentation will briefl y address threats, vulnerabilities and con-sequence considerations in order to provide the background for the Power SURGE Protection Assess-ment Matrix concept. The matrix, currently in draft, provides scalable protec-tion options predicated on asset criticality (as defi ned by the transmission own-ers and operators) and off ers a defensible basis for security investment decisions based on sound risk management prin-ciples.

Noon – 1:00 p.m.networking lunch

1:00 p.m – 1:45 p.m.Kcp&l recommended practices for substation security Chris Koch, Manager, Substation Engineering, Kansas City Power & lightThis presentation will cover the incorporation of security requirements into KCP&L’s Substation design practices. The introduction of NERC CIP Security requirements has prompted KCP&L to improve communication between the Substation Department and Corporate Security. A close partnership between these two depart-ments is key to safeguarding substation assets and compliance with CIP require-ments. The implementation

of Recommended Prac-tices for Substation Security would go a long way to es-tablish a security framework for all substations, as well as provide documentation of the security measures for each site.

1:45 p.m. – 2:30 p.m.physical and cyber-security for critical transmission assets – an integrated solutions approachRick Shumard, vice president of utilities services, leidos This presentation will outline the importance of taking an integrated solutions ap-proach to the planning and implementation of physical and cyber-security for critical transmission assets. Leidos will present utility industry best practices for physical and cybersecurity and address the future evo-lution of security standards. Blending eff ective planning and physical improvements with risk management analysis, grid design and evolving security technology is an essential requirement for protecting critical assets. Leidos engineers develop critical infrastruc-ture communications and cybersecurity by integrating fi eld sensors, access control systems, surveillance, detec-tion and deterrence systems, enterprise applications and multi-layered communica-tions platforms.

uct sample but not videos and power point slides. Please limit announcement to 5 minutes.

3:00 p.m. – 3:45 p.m.current issues from the Wecc physical security Work group Jay Spradling, Security Manager, SRPParticipants will learn about WECC’s Physical Security Working Group (PSWG), which is made up of physical security professionals from throughout WECC’s region. There will also be discussion on issues currently eff ect-ing physical security as it pertains to electric utilities. Topics will include security technology, drones, substa-tion hardening, etc.

3:45 p.m. – 4:30 p.m.hydra asset protection system - revolutionary Wireless dual detectionSusan Mills, account Manager, Integrated Security CorporationThe presentation will cover our newest technology, Hy-dra. I will discuss how Hydra works, sensing technologies, benefi ts, industry applica-tions, system components, installation and software set-up.

20168:00 a.m. – 11:00 a.m.security Vital issues roundtableRoundtable registration is limited to the fi rst 40 members.Roundtables off er a unique forum for peer-to-peer shar-ing of experiences, critical issues and expertise. The roundtable is a discussion group, open only to RMEL members. Discussion is based on topics brought by attendees. Roundtables are focused on the open discus-sion period and provide each attendee the oppor-tunity for participation and dialogue on their particular issue. Roundtables are held in conjunction with a conference and many topics presented at the conference are discussed further in the roundtable setting. The roundtable is a good oppor-tunity to share experiences, troubleshoot problems and network with peers in a smaller, informal setting. Each participant is off ered a chance to pose questions and share information. All attendees are encouraged to bring issues for discussion and materials for sharing.
