Desborough is a sought-after town located off the A6/A14 approx. 5 miles (8 km) south-east of Market Harborough and 6.5 miles (10.5 km) north-west of Kettering. The site is located on the western edge of the town and benefits from open views to the west and south. The relatively short distance to other larger settlements makes Desborough an attractive commuter town. A number of local employment opportunities are provided by the employment zone & distribution hub to the north of the town. Direct train services to London are available from Market Harborough and Kettering, both with train journey times of approx. 1 hour. Desborough benefits from a number of local amenities including a range of shops, post office, pubs, pre-schools, primary schools (two in Desborough, with a secondary school in neighbouring Rothwell), doctors’ surgery, leisure centre, dental surgeries and regular bus services. DESCRIPTION

The site comprises two blocks of arable / pasture land lying to the south of Buxton Drive and Eyam Close and is bordered by existing residential development to the north and east and by open countryside to the west and south.

TENURE

The land is freehold with vacant possession available on completion. VALUE ADDED TAX

Exemption to VAT has been waived and VAT will therefore be charged on the purchase price. METHOD OF SALE

The site is offered for sale as a whole by informal tender. All bids should take account of the documents provided in the information pack (in particular the tender form) and be forwarded to Mather Jamie’s offices by 13:00 on Friday 20th March 2020, clearly marked Tender – Land at Desborough. RANSOM STRIP

The vendors intend to retain a ransom strip along the southern boundary of the site and will require the purchaser to provide highway access and services to the same. OVERAGE

The vendors intend to impose an overage in relation to any enhanced planning secured on the site (terms to be agreed). PLANNING AND SECTION 106 AGREEMENT

The site benefits from outline permission for up to 135 dwellings under planning reference KET/2017/1019. The decision notice includes 27 conditions and a copy of the same is provided in the information pack. All matters within the outline application were reserved with the exception of means of access; however, condition 4 suggests that the reserved matters application(s) will need to take account of the principles set out in the illustrative masterplan and parameters plan that were submitted with the outline application. Interested parties should note that condition 17 of the outline consent requires all dwellings adjacent to existing

dwellings on Bleaklow Close, Buxton Drive and Grindleford Close to be single storey, with no openings in the roof planes. The Section 106 Agreement requires the developer to:-

provide 30% of dwellings for affordable housing (70% social rent / affordable rent and 30% shared ownership);

provide contributions towards education, libraries, open

space maintenance, off-site toddler play area, town centre

improvement, public transport, and S106 monitoring;

provide and maintain on-site public open space (including a LEAP and sustainable urban drainage facility);

prepare a strategic travel plan (to include a travel plan co-ordinator and a travel pack for each dwelling);

undertake specified junction mitigation works in the event that these have not been undertaken by other developers prior to occupation of the 30th dwelling.

A full copy of the Section 106 Agreement can be found in the information pack. FLOOD RISK ASSESSMENT

A Flood Risk Assessment and Sustainable Drainage Strategy were submitted with the outline application. The FRA confirms that the site lies within Zone 1 of the EA’s Flood Map for Planning (indicating a <0.1% annual probability of flooding) and provides recommendations for finished floor levels, profiling of ground levels and further groundwater testing. The SDS sets out proposals for surface water attenuation & storage and foul water drainage. GROUND INVESTIGATIONS

A Phase I report was submitted with the outline application. A Phase II investigation, gas & groundwater monitoring programme and detailed UXO study have been carried out, but have not yet been forwarded to Kettering Borough Council. Collectively the reports indicate that the existing topsoil is uncontaminated and that there is no risk to controlled waters and no requirement for a remediation method statement, retaining walls or gas protection measures. Recommendations include a tree zone of influence survey, in-situ CBR testing and removal / disposal of an existing soil bund at the Eyam Close entrance.

ARCHAEOLOGY

An archaeological desk-based assessment was undertaken to support the outline application and indicates low / negligible archaeological potential in relation to prehistoric, Roman, early-medieval and post-medieval activity. High potential exists for medieval activity, as evidenced by the remains of ridge and furrow earthworks on site. Condition 12 requires a programme of archaeological work to be agreed and undertaken before any development takes place. ECOLOGY & TREES

The baseline ecological assessment submitted with the outline application identified the presence of grass snakes and

great crested newts. As such, condition 18 requires a detailed mitigation strategy for amphibians and reptiles to be submitted with each reserved matters application. No development may take place until this strategy and the LEMP required by condition 19 have been agreed and implemented. Conditions 4 & 8 contain further provisions in relation to works likely to harm protected species. Condition 21 requires a scheme for protection of existing trees and hedgerows to be agreed with the LPA prior to any development taking place. The arboricultural survey submitted with the outline application contains various recommendations in this regard, along with root protection area calculations etc.

ACCESS AND HIGHWAYS

The proposed scheme provides for two vehicular access points (off Buxton Drive and Eyam Close), with pedestrian links to Elton Close and Green Lane. It is proposed that construction traffic will use Buxton Drive as part of a Construction Traffic Management Plan (to be agreed; see condition 15). A report ruling out other construction access route options (including Green Lane, as originally proposed in the Transport Assessment Addendum dated 21/03/2018) is provided in the information pack. The TAA contains a drawing (DES-BWB-GEN-XX-DR-TR-102_S2_P1) showing the off-site highway mitigation works potentially required at the High Street / Gold Street / Rothwell Road junction, being the widening of Gold Street and High Street (within existing highway land) to provide two 3.5-metre-wide approach lanes. SERVICES

The utilities report in the information pack provides details in relation to the water, foul drainage, gas, electricity and telecommunications services that are available in the area. WAYLEAVES, COVENANTS, EASEMENTS AND RIGHTS OF WAY
