The site is located on the eastern side of Pilgrim Street and consists of a number of existing plots including the disused and part derelict listed buildings of Worswick Chambers and 93-101 Pilgrim Street on the north eastern corner of the site; the disused and derelict bus station facing onto Worswick Street and Wilder’s Bar; and NCP car park on Carliol Square.

Pilgrim Street is a threshold between the high value, aspirational streetscapes of Grey Street and Grainger Town to the west and the underdeveloped East Pilgrim Street city quarter to the east. A relatively steep change in level and connectivity limited by the central motorway has exacerbated the decline of this important city quarter.

There is a significant opportunity to bring life back to this historic area and to provide an appropriate and complementary setting to the nearby listed buildings and conservation area to the north and western boundaries of the site.

The new public realm has the potential to connect Pilgrim Street to the wider East Pilgrim Street area. At upper levels, the development has the opportunity to make a positive statement within the city skyline whilst remaining respectful to the heritage assets visible across the city.

Pilgrim Street Masterplan

Pilgrim Place follows on from the approved application for Bank House and is a continuation of the public realm initiated by the permission. Pilgrim Place has a wide reaching role in placemaking for the site, creating a new public space which provides a setting for sustainable, high quality buildings responding to the distinctive character of the site.

With the public realm enhanced by quality materials and active frontages, Pilgrim Place acts as a focal point linking Pilgrim Street to the wider East Pilgrim Street area and bringing an overlooked city block back into an active role as an integral part of the city centre.

Precedent images

The proposed paving pattern running from Pilgrim Street to Pilgrim Place reflects the history of the site and references the medieval burgage plots, courts and chares which once ran across the site. The changes in levels across the site are addressed by the formation of a new podium allowing covered car parking below. This allows the creation of a level connection to the link bridge over central motorway.

During phase 1 the covered car park will have a visible frontage to Workswick Street and Carliol Square and its façade treatment will incorporate a proportion of soft landscaping to create an attractive visual amenity.

The proposed public realm has been designed to integrate fully with the approved proposal for Bank House with terraced planters mediating the site levels, edged by low walls in granite with integrated timber seats. These elements enhance the setting of the building and create a positive public space increasing biodiversity across the site and contributing to site drainage by reducing surface water runoff.

Pilgrim PlacePhase One Car Park

The proposed below ground car park includes up to 350 covered parking bays across three levels with vehicular access from Carliol Square in a similar arrangement to the existing NCP parking provision. The car park uses the natural gradient of the site to allow external elevations onto Worswick Street and Carliol Square incorporating natural ventilation and landscaping during phase 1.

The car park provides access from all levels via dedicated lifts to the new public realm of Pilgrim Place with its high quality and contemporary landscaping treatment. The car park is designed to enable the follow on phase 2 development with minimal operational impact.

As a key part of the overall proposal the Grade II listed Worswick Chambers and adjacent properties facing Pilgrim Street will be restored and refurbished in line with the development of Bank House and Pilgrim Street public realm improvements. This will greatly enhance the immediate streetscape of the southern portion of Pilgrim Street and bring an important local landmark back into use as a major cultural and heritage asset to the area.

A new build element will be developed to the rear of Worrwick Chambers centred around a new landscaped courtyard with links back into the listed properties. Further ground floor connections will link the newly developed courtyard with the wider enchanments to public realm of Pilgrim Street and Pilgrim Place.

Pilgrim PlacePhase One and Two Public Realm

Pilgrim Place aims to create a new heart for the southern portion of Pilgrim Street and act as a catalyst for the wider East Pilgrim Street area.

Built over the proposed car park the square creates an opportunity to provide a highly accessible public realm allowing level access from Pilgrim Street through to Manors via the reconnection of the pedestrian link bridge.The proposal also recreates the historic connection of lanes and chares between Pilgrim Street and Carliol Square which have been lost through previous developments.

Dedicated separation of services via the below ground car park and associated plant and services create a physical separation and allows for a high quality and safe pedestrianised public space.
