Logistics Localisation passes through empowering local responders to know and

to own their own logistics data allowing them to make the appropriate and

coordinated decisions and taking an effective lead in what should be brought in or

not and how the existing stock can be use at best.

PALM Objectives

What is it?.... What is it not?...

Introduced in 2017 as the tool to use to collect data in ESUPS pilot countriesUseful to trigger the process but faced its limitations:

- Lack of flexibility to capture specifications

- Lack of clarification for the proposed nomenclatures leading to unreadable data

- Life straws and aquatabs under Water purification Unit

- Tarps in sheets or in roll undifferentiated- Dignity kits under Hygiene kits

- No Visual representation

- Nomenclature locked (for instance Water purifiation Unit was used to report proper station or Life straws or Aquatabs.

Also leaves no room for localised items names

- No room for specification (roll? Pieces)

- Lack of clarity around kits and items leading to confusion

- Mix between metrics and imperial measures

- Requires a central collecting body

- Mix bewteen items such as Hygiene Kits and Dignity kits potentailly leading to bad decisions

NEXT STEPS

- Collect more data from more agencies

- Enter them in PALM

- Meet with Philippines Gvt and Philippines log cluster partners to show the results/ give training on PALM (so that in country partners can start updating their stocks by themselves)

- Tonkyn & Taylor/ GLC/ ESUPS => next phase development potential functionalities on security

- Get endorsment by Philippines Government to proceed with making Philippines data public,

or to understand their limitations and see how those can be addressed.

- Ensure ESUPS partners' commitments on regular provision/ checking on of data update

(taking ownership)

- Engage discussion with GLC/WFP prepardeness and donors to trigger PHASE 2 development

PALM Discussion

REQUIREMENTS

EPR Framework: The HCT should “compile a comprehensive stock list of sector/partners stocks of priority relief items (including locations) in country and identify international strategic stockpiles

Initial ESUPS meeting: "the Humanitarian Community needs a dashboard of what is prepositioned where”.

Meeting 6th July 2016: "The Global Mapping for Emergency Stockpile needs to be reinvented”

GLM 2015 pre-survey: - “The humanitarian community needs a dashboard of what items are pre-positioned and what items are

used in responses”- “Organizations want to know what other agencies have so they know what to procure”- “Collecting information allows organizations to make informed decisions on pre-positioning.”

Introduction to ESUPS: The lack of uniformity in nomenclature (…) has been identified as an issue.

ESUPS Objectives: Advocates for a simplified, unified and neutral inter-organizational and inter-sectoralinformation exchange method increasing transparency on pre-stocked items and quantity,

ITEM GROUPS 1

Item Group is used to group together stock items which are similar but may have slightly different names depending on the storage facility and/or agency standards/naming conventions (e.g. a woollen blanket and a fleece blanket will both appear under the item group ‘Blanket’). The Item Group Composition & Nomenclatures have been defined & endorsed by the technical clusters

WASH (10)Water Containers - Jerry cans of all sorts, 10L, 15L, 20L, collapsible or not etc..Water Purification Tablets - Aqua tabs, chlorine tablets.
