PRESIDENT’S CORNER by John MeisterThanks to all who turned out for the Annual Meeting on April 2nd. The Board appreciated your attendance and participation. Also, thanks to all members who either mailed or dropped off your proxies. This allowed us to establish a quorum to hold the meeting as well as count your votes for the proposed Amendments to our Declarations and By-Laws.As you may know, all of the Amendments passed with a final vote count of: Casualty: Yes=49; No=3 Rental Limits: Yes=48; No=4 Bylaws: Yes=49; No=3The next important meeting concerns the Budget. The proposed budget will be on the agenda for Board approval at the May 17 Board meeting to be held at 9:00am at the office of Management & Associates. As always, all members are invited to attend Board meetings and Board Meeting notices are posted at the front entrance to Pinewinds and on the bulletin board inside of the pool area at least 48 hours in advance of the meeting. Information is also available on our website pinewindselw.com!

BUILDING MAINTENANCE by Kay Warring, Vice President John Meister and I co-chair the responsibilities for building maintenance. You will see us on the streets of Pinewinds frequently checking your service request for rotted wood issues. If a very tall gentleman and a very short lady are seen “snooping” around your unit, please know it is us just doing our “due diligence.”

THE MAJOR PROJECTS PLANNED FOR 2019:1) Painting for Section B - 26 units Painting is scheduled to start in September after Labor Day. The Section B Painting Contract has been approved at a cost of $49,400 FYI: Section A costs with 28 units plus the pool house that was completed last year cost $52,500 for painting and over $60,000 for wood replacement.Painting is completed on a 7 year cycle, one section at a time. Section A was completed in 2018; Section C will be scheduled in 2020.

2) Replacing Rotted Wood in Section B prior to painting: The wood replacement project was completed in April at a final cost of $50,119.

3) Repainting of front doors on 18 units in Section A: Normally, painting of your front doors is the responsibility of the homeowner in-between the 7 year painting cycle. However, we do plan to go back to 18 of the 28 units in Section A that were painted last year due to major chipping issues. There was a 64% failure rate shortly after this painting project. The new painting company hired to do Section B will perform this work in May. If you are im-pacted, you will receive a notice on the front door with scheduling information.

Now that the wood replacement project is completed in Section B, we are in the process of catching up on outstanding service requests that are currently pending for the other two sections. We appreciate your patience and will get to you just as quickly as possible!!

TREASURY NOTES $$$$ by Brad Tierno, Treasurer For those of you unable to attend our Annual Meeting, let me introduce myself. My wife, Diane, and I moved into this lovely neighborhood 14 months ago. Shortly after arriving I volunteered for the HOA Board. I found myself treasurer after mentioning that I was a math professor! At this time our financial status is fair. We are not in debt but our current funds are inadequate. Currently we have 1.7 months of funds in reserve. This is on the low side; to be safe we should have 3.0 months of funds in our checking balance. Our monthly income is LESS than our average monthly expenses. We are running a monthly deficit of approximately $1716, in part due to the removal of over 70 dead pine trees killed by Pine Beetles. We expect this tree death to continue for the next 2-3 years. Our community maintains a Reserve account. The Reserve account is separate money to cover structural items e.g. roof repairs, skylights, exterior walls, paving roads, and irrigation pumps. We are currently not able to fully fund our reserves. For a number of years our monthly dues have been artificially low. Below are the monthly HOA fees for last seven fiscal years.

2012: $350.002013: $325.002014: $315.002015: $310.002016: $310.702017: $315.002018: $330.00

We have experienced a 5.7% decrease in our funding over seven years. On average, seven years should have generated a 14.7% increase. This is the state of our economies.

HOUSEKEEPING!:**15 mile per hour speed limit! Do you know how slow this is? Hint: It….. is….. slower…… than.……you….. think!!! Check your speedometer next time you are driving in or out of the neighborhood and you may be surprised at your speed. Please remember that our roads are narrow!Drivers share the road with walkers, pets, and other creatures. It is essential that we all observe the speed limit to keep two and four legged creatures safe. Although the Board has not decided on any action at this time, some residents have asked us to consider adding speed bumps (we are hopeful that this would be a last resort.)All creatures thank you for your cooperation!

Towing Policy: Many of you have probably noticed the new “Tow Away Zone” signage at the front entrance. The Board adopted this policy due to repeated violations that were not being resolved. As a reminder there is No overnight parking from10pm-6am—this is also an East Lake Woodlands rule. Policy Procedures are per address - not vehicle specific: Step 1: a courtesy letter will be sent. Step 2: if the problem continues, a final warning letter is sent before towing. Step 3: Vehicles will be towed without further notice.

This policy is to ensure our roadways are kept clear for emergency vehicles, for security purposes, and to maintain the residential appearance of the neighborhood.

Architectural Standards, Rules and Regulations (ARR’s)In February, homeowners were advised by flyer to refer to the Pinewinds website pinewindselw.com to review the newly revised ARR’s. It was also noted in the flyer that with these new updates, the BOD would begin to enforce them. It is important to read about these new updates and changes. Two areas in particular to pay attention to:

1) Trash/garbage disposal: Trash/garbage is not permitted to be stored outside of the unit.*****All trash must be stored in garages until 6am of the day of trash pick-up (no sneaking it out the night before!)***** We don’t want to leave buffets out for the critters! This includes piles of leaves/branches/lawn debris, which is a change! The only exception applies to discarded building materials, moving boxes, and other discarded materials in connection with moving activities which shall not be on the curb for more than 24 hours.

2) Landscaping, Lawn Ornaments, and Flower Pots:Lawn ornaments, statues, decorative stones, small figurines, flags, etc., are limited. No more than 3 decorations are allowed that are visible from the street. There are height restrictions - no more than 2 of the 3 can be taller than 30 inches high and 24 inches wide. A maximum of 7 flowerpots are allowed. All items must be placed in planted bedding area to avoid interfering with Landscaping. Items cannot be offensive, broken, or moldy. Please review the entire section on the web site pinewindselw.com. At this time we are asking each homeowner to evaluate their yards and make any needed changes.

The Landscape Chair, Board Director Rosann Daley, has been working diligently with TLC to bring our landscape beds up to par. Thank you! We are making progress, but now we need to ask all of you for assistance in this endeavor. The Landscaping Committee is looking for volunteers to assist with visual inspections- many eyes make light work! Please contact Rosann for further information at: 513-520-6073

TREES: Just a reminder that the Live Oak, Lauryl Oak, and live Pine trees are the homeowners respon-sibility (as well as any trees privately planted by any homeowner past or present). When you buy a home in Pinewinds, you inherit a previous homeowners private plantings/trees. All maintenance to these trees, such as trimming, should be done by the homeowner. Per Pinellas County Ordinance, all branches overhanging any roadway must be elevated to a minimum height of 14 ft above the roadway for emergency vehicle clearance. Check your trees!The HOA’s responsibility is the removal of completely dead pine trees and the annual hurricane trimming, which will commence in mid-May.

POOL MAINTENANCE - Thank you Fred & Mary Kay!!! If you have not visited the Pinewinds pool recently, it is being kept in pristine condition. The pool area is maintained by Fred “Meticulous” Metzger, a long-time resident of Pinewinds. Fred is paid by the Association for approximately 5 hours/week to do maintenance but he volunteers for many more hours. He has an “assistant” by his side - his wife, Mary Kay! Her efforts are ALL VOLUNTEER. The Metzgers have also recently donated new art work on the walls of the pool restrooms. If you get a chance, please peek in to see how beautiful they are. We are fortunate to have residents that care about their community as much as they do. Please note, as a reminder there is a NO SMOKING and NO ALCOHOL rule at the pool. We want all residents to enjoy the pool facilities. Please close the umbrellas upon leaving to pro-tect them from wind damage. Thank you all for helping to keep the pool area as clean and neat as you found it.

SPRING TIME MEANS MULCH TIME! Mulching with wood chips makes our neighborhood look beautiful - and our plants like it too! Mulching is a beneficial way to help plants keep moist between waterings, help buffer temperatures, keep weeds down, and help ultimately improve soil composition. Homeowners are responsible for mulching. Lets all beautify!

TIRES ON THE PAVEMENT: Please remind guests and workers not to park on grass. Not only does it destroy the sod (which homeowners are responsible for repairing), but also irrigation heads which are costly for the Association.

RECYCLING: Important - Pinellas County has NEW recycling rules for 2019. We are fortunate to have recycling available to Pinewinds with a pickup every Wednesday morning by County Sanitation. Call/email if you need a bin (countysanitationservice.com or 727-522-5794). Currently we have 38 out of 72 households recycling. Can we increase that number? There are some new “NO’S”. On the opposite side of this page is a new guide to recycling. Unfortunately, not everything that you use can be recycled and remade. Triangles or not, only the items on the new flyer can be recycled. Only bottles & jugs for plastic recycling (these are the only plastics that currently have a market to be sold after sorting)! No bottle caps! No Styrofoam! No shredded paper (but this can be brought to drop off locations).

County Sanitation reports that the 2 biggest mistakes people make in their recycling habits are: a) putting dirty items in the bin — Please make sure items are emptied and rinsed! No pizza boxes! b) using plastic bags to hold your recyclables — plastic bags are thrown away even if they have items in them. Plastic bags clog the recycling machines!!

Nothing smaller than your hand! When in doubt, throw it out!

As we end this Newsletter, we also want to say a sad good-bye to two of our long time neighbors, Lee Staton on Summerwinds and Mary Rolfe on Birdsong, who recently passed away. We extend our heartfelt condolences to their families.
