The work session on October 25 will include three items. First, Erik Hanson, Economic and Housing Director will join us to review the current EDA marketing campaign called “Built in Brooklyn Park”. You can preview the information at www.brooklynpark.org/makeithere

Next staff will review the current status of the comprehensive plan update, review draft land use designations and the schedule of review. Finally, staff would like to discuss communication around expectations of commissioners, staff, and applicants as well as meeting conduct. Please let me know if you have any questions or are unable to attend.

WORK SESSION MEETING

September 27, 2017 Unapproved Minutes

Those present were: Commissioners: Fletcher, Hanson, Husain, Jackson, Kisch, Mersereau, Schmidt, Morton-Spears, and Vosberg; Planning Director Sherman Those not present: City Council Liaison Pha 1. CALL TO ORDER Vice Chair Fletcher called the meeting to order at 7:04 pm 2. DISCUSSION ITEMS

A. Capstone Quadrangle 2nd Addition Site Plan Review Ms. Sherman reviewed the site plan for the Capstone site at 93rd and Winnetka. She indicated the

first phase was built and that the two buildings proposed will be complementary to the first one on site. Mr. Mike Faber representing Capstone explained in more detail the exterior finishes of the building. Commissioner Kisch asked about the size and placement of the clear story windows. Mr. Faber stated that the windows work very well in the warehouse portion of the structure and that the architect that designed the buildings likes them. Commissioner Fletched asked about the screening of the dock area from 93rd Avenue. Mr. Faber explained that the area would be screened using vegetation and berming. Commissioner Kisch asked if the access to 93rd had to line up with the truck docks understanding that the site layout was consistent with the approved development plan. The commission discussed various ideas related to screening and the expectations that trucks would have some visability from 93rd Ave. The consensus was that something will be done to improve the screening at the entrance off of 93rd Ave. Motion, Hanson, Second Schmidt, to RECOMMEND APPROVAL OF SITE PLAN REVIEW #17-126 FOR TWO BUILDINGS, 110,700 AND 108,070 SQUARE FEET TO ACCOMMODATE OFFICE/WAREHOUSE/MANUFACTURING USES LOCATED ON THE NORTHWESTCORNER OF 93RD AVENUE AND WINNETKA AVENUE, SUBJECT TO CONDITIONS IN THE DRAFT RESOLUTION. FRIENDLY AMENDMENT TO ADD LANGUAGE TO 4.08 REGARDING

IMPROVED SCREENING AT THE LOADING DOCK. ALL MEMBERS PRESENT VOTING AYE, motion passed unanimously. B. Future Work session items. Ms. Sherman asked if there were any specific items the commission had an interest in discussing at future work sessions. Ideas that were shared included: Zoning Code “gaps”, density and floor area ratios (FAR), Solar and wind regulations, where incentives might help get more desirable development, affordable housing. 3. INFORMATION ITEMS
